Dear Police Academy Candidate:
Congratulations on being selected as a candidate to attend the Cook County Sheriff’s Police Training Academy.
The ten-week Academy Program you are about to undertake is demanding both mentally and physically, and
will require extensive effort on your part if you are to successfully complete each phase.
All Candidates must pass the State P.O.W.E.R. Test in order to attend the Academy’s Basic Police Recruit
Course. The P.O.W.E.R. Test is a test of physical fitness. In order to participate in the P.O.W.E.R. Test, the
enclosed forms and medical release must be completed by the appropriate individual and brought with you to
the Academy on the day of your test. If you do not have the completed forms, you will not be allowed to take
the test. The P.O.W.E.R. Test will be administered on 17 December 2014 at 7:45 a.m., at the Training
Academy, which is located at Triton College, 2000 North 5 th Avenue at the Robert Collins Building, Room 308
(map enclosed). Wear exercise clothing and running shoes, and bring a bottle of water. Please have your valid
Driver’s License and a valid F.O.I.D. Card (if required) with you when reporting for the Power Test.
You can access a video that demonstrates and explains the power test at the following link,
http://www.cookcountysheriff.com/Training/powertest.html. Also, attached you will find a copy of the
minimum physical performance requirements. Take a special note of the standards for your gender and age
group. If you fail any portion of the test, you will be required to return 48 hours later at 7:45 A.M. for retesting.
Enclosed you will find a copy of the Recruit General Orders which outline the Academy rules and regulations,
bring this with you on your P.O.W.E.R. Test date. Please note the section on uniforms, and equipment
requirements and the Study Guide. You are expected to be dressed in your business attire, carrying your
regulation recruit uniform and any other necessary materials, on the first day of class, which is 05 January
2015 at 5:45 am.
The Academy will be an exciting time in your life as you embark on a rewarding career in law enforcement.
After you complete the 10 weeks of study and physical exertion that is required for graduation and you finally
get to wear the star or shield of your department, you will know that you have earned the right to join the ranks
of the police officers who went before you.

GENERAL INFORMATION
For Certifying Physician and Applicant
Applicants scheduled to attend the Cook County Sheriff’s Police Academy are mandated
by the Illinois Law Enforcement Training and Standards Board to successfully complete a
fitness assessment, commonly referred to as the P.O.W.E.R. Test. The assessment consists
of the following:




A sit-and-reach test to measure flexibility
A one minute sit up test to measure dynamic strength
1.5 mile run/walk to measure cardio respiratory endurance (timed event)
One repetition maximum bench press (% of body weight)
In addition, once accepted into the Basic Recruit Training Course, applicants must
participate in all phases of police training which include twenty-six hours (26) physical
fitness training and forty hours (40) defensive and control tactics. The physical fitness
curriculum is designed to develop and maintain fitness and includes:





Stretching
Sit-ups
Push-ups
Running (3 miles maximum)
Agility drills
In addition, applicants will receive forty hours (40) firearms training and must be able to
hear and understand verbal instructions and commands while wearing hearing protection.
A certifying physician must complete page 2, Medical Approval Form. The applicant will
bring the Medical Approval Form with him/her when appearing to take the P.O.W.E.R.
Test. Applicants without the form will not be permitted to take the P.O.W.E.R. Test. If the
physician, or applicant has any question(s) concerning the medical release or physical

Officer Wellness Evaluation Report (POWER) Physical Fitness Exam. Laws providing compensation for

The physical activity in successive order at the Law Enforcement Pre-Service P.O.W.E.R.
Physical Fitness Exam includes measuring flexibility though the sit and reach test, performing a series

depending on the age of the person.
All Basic Law Enforcement students are required to participate in a physical conditioning
program which consists of the following physical activities; walking, running (2-5 miles per day),
stretching, strength exercises, grip-strength exercises, push-ups, chin-ups, sit-ups and agility drills.
All Basic Law Enforcement students are required to participate in firearms and defensive
tactics training which involves; manual dexterity with both hands, punching and blocking drills, and
physical takedowns.
The fee for your examination will be paid for by the individual or the department for whom
he/she is employed. Electrocardiogram, chest x-ray and blood tests are not necessary unless your
examination indicates such tests are desirable or necessary.

Preface
The Illinois Law Enforcement Training and Standards Board, in
recognizing the importance of physical fitness status for academy
performance (and eventual job performance), has established the Peace
Officer Wellness Evaluation Report (POWER) test for entering any
of the Illinois certified police academies.
The POWER test will be provided to all candidates prior to entering
the academy to see if each individual meets the standards. These fitness
entrance requirements help to ensure that each recruit can undergo both
the physical and academic demands of an academy without undue risk of
injury and with a level of fatigue tolerance to meet all academy requirements. If the applicant does not meet all the standards, the recruit will
not be allowed to enter the academy.
In an effort to brief police administrators and police applicants, this
pamphlet will provide information on the rationale, purpose, testing and
procedures, standards of performance and fitness activities to prepare for
the POWER test. It is intended to answer the basic questions pertaining
to all aspects of the fitness testing process. Any questions you may

What Is Physical Fitness?
Physical fitness is a health status pertaining to the individual officer
having the physiological readiness to perform maximum physical effort
when required.
Physical fitness consists of three areas:
•
Aerobic capacity or cardiovascular endurance pertaining to the heart
and vascular system’s capacity to transport oxygen. It is also a key
area for heart disease in that low aerobic capacity is a risk factor.
•
Strength pertains to the ability of muscles to generate force. Upper
body strength and abdominal strength are important areas in that the
low strength levels have a bearing on upper torso and lower back
disorders.
•
Flexibility pertains to the range of motion of the joints and muscles.
Lack of lower back flexibility is a major risk area for lower back
disorders.
Why Is Fitness Important as a Job-Related Element
for Law Enforcement Officers?
•
It has been well documented that law enforcement personnel (as an
occupational class) have serious health risk problems in terms of
cardiovascular disease, lower back disorders, and obesity. Law
enforcement agencies have the responsibility of minimizing known risk.
Physical fitness is a health domain which can minimize the “known”
health risks for law enforcement officers.
Physical fitness has been demonstrated to be a bona fide occupational
qualification (BFOQ). Job analysis that account for physical fitness have
demonstrated that fitness areas are underlying factors determining the physiological readiness to perform a variety of critical physical tasks. These
three fitness areas have also been shown to be predicative of job performance ratings, sick time, and number of commendations of police officers.
Data also shows that the fitness level is predicative of trainability and academy performance.
•
Physical fitness can be an important area for minimizing liability. The
unfit officer is less able to respond fully to strenuous physical activity.
Consequently, the risk of not performing physical duties is increased.

How Will Physical Fitness Be Measured?
The POWER test consists of four basic tests. Each test is a scientifically valid test. It is recommended that five minutes of static stretching,
using techniques approved by the Board, be completed prior to each test. A
five minute rest is recommended between each test with a fifteen minute
rest before the 1.5 mile run. The tests will be given in the following
sequence with a rest period between each test.
1. Sit and Reach Test
This is a measure of the flexibility of the lower back and upper leg
area. It is an important area for performing police tasks involving range
of motion and is also important in minimizing lower back problems.
The test involves stretching out to touch the toes or beyond with extended arms from the sitting position. The score is in the inches reached
on a yard stick.
2. 1 Minute Sit-Up Test
This is a measure of the muscular endurance of the abdominal muscles.
It is an important area for performing police tasks that may involve the
use of force and is also an important area for maintaining good posture
and minimizing lower back problems. The score is in the number of
bent leg sit-ups performed in one minute.

3. 1 Repetition Maximum Bench Press
This is a maximum weight pushed from the bench press position and
measures the amount of force the upper body can generate. It is an
important area for performing police tasks requiring upper body
strength. The score is a ratio of weight pushed divided by body weight.
4. 1.5 Mile Run
This is a timed run to measure the heart and vascular system’s capability to transport oxygen. It is an important area for performing police
tasks involving stamina and endurance and to minimize the risk of

What Are the Standards?
•
The actual performance requirement for each test is based upon norms
for a national population sample.
•
The applicant must pass every test.
•
The required performance to pass each test is based upon age (decade)
and sex. While the absolute performance is different for the eight
categories, the relative level of effort is identical for each age and sex
group. All recruits are being required to meet the same percentile range
in terms of their respective age/sex group. The performance requirement is that level of physical performance that approximates the 40th
percentile for each age and sex group.

How Does One Prepare for the Power Test?
1. Preparing for the Sit and Reach Test
Performing sitting type of stretching exercises daily will increase this
area. There are two recommended exercises.
Sit and Reach. Do 5 repetitions of this exercise. Sit on the ground with
legs straight. Slowly extend forward at the waist and extend the fingertips
toward the toes (keeping legs straight). Hold for 10 seconds.
Towel Stretch. Sit on the ground with the legs straight. Wrap a towel
around the feet holding each end with each hand. Lean forward and pull
gently on the towel extending the torso toward the toes.
2. Preparing for the Sit-Up Test
The progressive routine is to do as many bent leg sit-ups (hands behind
the head) as possible in 1 minute. At least three times a week, do three
sets (three groups of the number of repetitions one did in 1 minute).

3. Preparing for the 1 Repetition Maximum Bench Press
If one has access to weights, determine the maximum weight one can
bench press one time. Take 50% of that poundage. This will be the
training weight. One should be able to do 8-10 repetitions of that weight.
Do three sets of 8-10 repetitions adding 2 1⁄2 to 5 pounds every week.
If one does not have weight equipment, then the push-up exercise can be
utilized. Determine how many push-ups one can do in 1 minute. At least
three times a week, do three sets of the amount one can do in 1 minute.
4. Preparing for the 1.5 Mile Run
Below is a gradual schedule that would enable one to perform a
maximum effort for the 1.5 mile run. If one can advance the schedule
on a weekly basis, then proceed to the next level. If one can do the
distance in less time, then that should be encouraged.

Cook County Sheriff’s
Police Training Academy
Introduction
The Cook County Sheriff’s Police Training Academy was established in 1967 to provide law
enforcement training to prospective police officers in Illinois. Through the participation of
suburban departments and others, the Academy fosters camaraderie, appreciation and
cooperation among its recruits.
Today’s police officers are more professional, better educated and better trained than their
predecessors. To prepare you, the Academy offers a carefully selected variety of courses
including firearms, report writing, traffic enforcement, patrol procedures, preliminary
investigations, criminal and constitutional law, disciplines of psychology, sociology, human
relations and defensive tactics.
Upon your successful completion of the Basic Recruit Training Program, you will possess the
initial knowledge and skills necessary to take your place in the community as a police officer.
The education you receive in the Academy is an excellent foundation upon which to build your
career in law enforcement. After Graduation, you are encouraged to continue your
professional education by attending seminars and special programs designed to keep you
informed of new laws, police procedures and technical advancements which affect the law
enforcement community.
Evaluation
The Academy’s system of evaluation is designed to ensure that each recruit meets the
standards mandated by the Illinois Law Enforcement Training and Standards Board.
Throughout the ten-week program, five examinations are given covering class material from
previous weeks. Only those recruits who maintain a minimum academic average of 70% or
above are considered to have passed the Academy and will be permitted to take the State
Comprehensive Examination.
Because of its importance, you will be required to perform satisfactorily in all phases of
firearms training. Public Act 79-652 and Public Act 84-487 requires all recruits to qualify with a
minimum score of 70% on both the practical and written portions of the State Firearms
Examination.
Additionally, you will be required to pass a written examination with a minimum score of 70% in
Hazardous Materials and pass a practical exercise in Cardio-Pulmonary Resuscitation.
You are required to maintain two 4 inch permanent notebooks. The notebooks will contain all
class notes taken and all handout materials give. Because the permanent notebook is a State
of Illinois requirement, it is subject to periodic examination and grading by the Training
Academy staff. The notebook is evaluated for organization, neatness, maintenance and
content.

Academy Staff
The Cook County Sheriff’s Police Academy’s general staff consists of a Director, A Supervisor,
Staff Police Officers, instructors and civilian personnel. All members of the Academy Staff will
ensure the proper implementation of Academy policies and directives. All staff members are
committed to providing the highest quality of personal development, education and training for
recruits.
Executive Director of Training
The Executive Director of Training is responsible for all aspects of the Training Academy’s
mission. The duties of the Executive Director of Training include being a liaison with the Illinois
Law Enforcement Training and Standards Board. The executive Director oversees the
Academy’s operations, curriculum, financial planning, budget and operational procedures
consistent with the goals and objectives of the Police Training function.
Training Academy Director
The primary responsibility for the success of the Academy rests with the Training Academy
Director. The Director oversees the basic recruit curriculum and ensures the proper
certification of instructors and recruits (according to the standards of the State of Illinois). All
facilities utilized by the Academy are secured and approved by the Executive Director of
Training and the Police Training Academy Director.
Training Academy Supervisor
The Training Academy Supervisor assists the Director and is responsible for the day-to-day
operation of the Training Academy. The Training Academy Supervisor’s additional duties are
as assigned by the Director. In the absence of the Director, the Supervisor is designated as
the Acting Director of Police Training.
Recruit Coordinators
The Recruit Coordinator is responsible for scheduling the day-to-day activities of the recruit
class.
The Recruit Coordinator is also responsible for administering and reviewing
examinations, counseling recruits when necessary, ensuring recruit safety, keeping good order
and acting as a liaison between the recruit class and the Academy Staff. A primary and
assistant recruit coordinator will be designated by the Academy Director.
Staff Officers
A Staff Officer is a sworn officer who is assigned to the Police Training Academy, but who may not
interact with the class on a daily basis. The Staff Officer may be called upon to instruct recruit classes
based on their demonstrated expertise and academic certification.
Academy Instructors
Academy Instructors may be either sworn Police Officers or civilian personnel who are not
permanently assigned to the training academy. All Academy Instructors have been selected
for their competence, interest and expertise in their field of instruction. It is the instructor’s
responsibility to teach in accordance with the Illinois Law Enforcement Training and Standards
Board’s required Student Performance Objectives. It is the instructor’s responsibility to provide
a positive learning environment during their classroom sessions.

Class Commander
The recruit who attains the highest examination grade on each test is designated as the Class
Commander with the approval of the Academy Director. The Class Commander will assist the
Coordinators in ensuring proper class conduct and will consult with the Recruit Coordinators on
matters of importance to the class. He/She will also ensure that all recruit personnel are in
formation and ready for inspection at specific times as assigned. The Class Commander will
assume other duties as may be assigned to him/her by the Director or the Coordinators.
Squad Leaders
Squad Leaders, if utilized, will be appointed by the Recruit Coordinator and will assist the Class
Commander with his/her duties as well as ensure the welfare of the members in their squad.
Squad Leaders will serve at the discretion of the Recruit Coordinator.
Guidon Bearer
A Guidon Bearer will be appointed by the Recruit Coordinator and is responsible for the
carrying and display of the class Guidon. The Guidon Bearer will serve at the discretion of the
Recruit Coordinator.
RECRUIT AWARDS
Class Valedictorian
The recruit who maintains the highest academic average throughout the ten-week program,
will receive the Academic Excellence Award. He/she will be given an award denoting their
accomplishment during the graduation ceremony. The valedictorian will deliver a brief
graduation speech on behalf of the recruit class.
Class Marksman Award
The recruit who obtains the highest target score on the State Firearms Qualification, will
receive the Class Marksman Award. He/she will be given the award denoting their
accomplishment during the graduation ceremony.
Class Emergency Vehicle Operator Course Driving Award
The recruit who on EVOC day obtains the lowest overall time on the EVOC course will receive
the Class Driving Award. He/she will be given the award denoting their accomplishment during
the graduation ceremonies.
Class Fitness Proficiency Award
The recruit who maintains the highest overall level of fitness as judged by the State of Illinois
P.O.W.E.R. Test Standards, published by the Cooper Institute, will receive the Class Fitness
Proficiency Award. The testing for the Award will be during the final week of the Academy.
He/She will be given an award denoting their accomplishment during the graduation ceremony.

The Frank Knapp Award
This award is presented to honor the memory of Police Officer Frank Knapp. The recruit who
receives this award will have high academics, marksmanship, attendance, fitness and that
Frank Knapp spirit and attitude all in one. This recruit does not have to be great in one area;
he/she will be outstanding in all. He/she will be given an award denoting their accomplishment
during the graduation ceremonies.
UNIFORM, EQUIPMENT AND MISCELLANEOUS
On the first reporting day to the Academy, Police recruits will be required to bring all
required items and wear business attire which includes:
Males - Solid Color Dress Shirt and Solid Color Tie (No Prints or Designs), Slacks (No
Jeans or Khaki’s), Black Dress Shoes. Sport coat is optional. Must be clean shaven! No
jewelry except a wedding band and watch.
Females - Dress Blouse, Dress Slacks, Dress Shoes (Flats or Pumps no more than 1”) No
Open Toe shoes or Sandals. No Excessive Make-up. No jewelry except a wedding band and
watch.
Hair Color must be of a natural color both male/female recruits.
Although the recruits will report for class in the above mentioned clothing, they are required to

FIREARMS TRAINING AND RANGE POLICY
1.
All recruits are required to have their own Department authorized firearm and
appropriate leather gear by the first Tuesday of training. Do not bring your firearm with
you until told to do so by a coordinator.
2.
Firearms are authorized on Academy grounds only for the purpose of range
instruction, selected Defensive Tactics sessions and the final uniform inspection
conducted in the tenth week of the session. Firearms must remain in a locked box
unless instructed otherwise by Academy staff.
3.
The Academy provides .38 special, .40 Smith and Wesson, .45 ACP and 9mm
Parabellum ammunition for firearms training. Shotguns and ammunition are provided
for familiarization training. Recruits requiring remedial training must provide additional
ammunition at their own cost.
4.
Recruits utilizing semi-auto-loading pistols must have three (3) magazines and a double
magazine pouch. Recruits utilizing revolvers must have three (3) speed loaders and a
double speed loader pouch.
5.
Recruits will be required to have six (6) practice or “dummy” rounds for firearms training.
These can and should be utilized for practice at home. Solid plastic practice rounds
should be avoided.
6.
Recruits must provide their own ear protection for use on firearms training days. Only
earmuff style protection is permitted. Earplugs will not be permitted.
7.
Recruits must provide their own eye protection for use on firearms training days. (Clear,
shatter resistant eye protection only).
8.
Range safety rules and regulations (posted at the range) are taught and strictly enforced
by Academy Range Instructors. Any failure to comply with Range Safety rules or with
the directions of the range instructors may be cited as cause for a recruit’s removal from
firearms training and or the Basic Recruit Training Course
Recruits are required to have a composite or metal pistol case with lock in order to
safely transport their duty weapon and for storage of the weapon.

Miscellaneous Equipment
All recruits must purchase and maintain two notebooks that will be inspected. The
notebook will be of a three ring binder (4”) type black in color. All reports, notes and
memoranda will be written with black ink. All words will be spelled correctly. Therefore,
recruits are required bring a pocket dictionary.
Other equipment purchases may be required; however advance notice will be given.
 Textbooks used in class will be loaned to recruits. Each recruit is responsible for the
return of all loaned textbooks in the same condition in which they were issued.
Each recruit must have on them at all times a survival bag (lunch) consisting of at least
a bottle of water, a healthy snack (granola bar or fruit) and a substantial food item, such
as a sandwich.
RULES AND REGULATIONS
Introduction
The Academy has established rules and regulations governing the conduct of the recruit
trainees. It is imperative that these rules and regulations are strictly obeyed.
During your tenure in the Academy, an instructor or a member of the Academy Staff may note
certain infractions. You will be required to explain to a coordinator in writing, any and all
infractions. Depending on the seriousness of the infraction, the Academy Director will initiate
an investigation and may take disciplinary action against you. Certain violations may require
automatic dismissal from the Academy and are noted where applicable. Furthermore, the
rules and regulations governing your respective department also bind you during your
attendance at the Police Academy.
Inspection/Roll Call
Daily inspections and roll calls will be conducted at designated times and locations
Class Sessions
Classes generally begin at 0700 hours and end at 1630 hours, Monday through Friday. (See
class schedule for exceptions, i.e. physical training, control and arrest tactics, firearms training
and emergency vehicle operator courses). Recruits will be seated immediately upon entering
the classroom.
Personal Grooming
Recruits will report for duty with shoes highly polished, trousers and shirt clean and pressed,
face shaven, hair neat and closely trimmed. Sideburns and mustaches must be neatly
trimmed. Sideburns cannot extend below the base of the ear, and a mustache cannot extend
below the top lip of the mouth. Beards or other facial hair below the lip are prohibited. Male
hair will be in a conservative fashion, and not extend below the shirt collar. Female hair will be
worn up, off the collar and in a conservative style. Hair will be of a natural color. Nails will be of
a natural color and trimmed to ¼” in length.

Attendance
The Illinois State Police Standards and Training Board require no more than 10% of absentee time
during the Academy session. For any reason a recruits time exceeds the 10% mandated time, recruits
and the department head will be notified that the recruit is ineligible to complete the state mandated
training and will be separated from the current session. Departments requesting to place the candidate
in a future recruit class will make proper notification through the State Training and Standards Board.
All absent hours must be reported to both the academy as well as the recruits sponsoring department
immediately.
Absences
The Illinois Law Enforcement Training and Standards Board require that no recruit, regardless
of the reason, miss more than 10% of the Basic Police Officer Training Curriculum. Violation of
this policy is cause for automatic dismissal from the Academy and will prohibit the recruit from
taking the final state certification test.
A recruit may be excused from their daily assignments for good cause, i.e., death in the family
or mandatory court appearances.
Request for excused absences, except for emergencies, must be submitted and approved
in writing to your respective agency at least 24 hours in advance. Any recruit who is
absent without leave can be dismissed from the Academy. If you are unable to report for duty
because of illness or circumstances beyond your control, notify your agency and / or
supervisor and the Recruit Coordinator’s office at (708) 456-0300, extension 3077 or
3084 at least one hour prior to the scheduled start of duty on that day.
Tardiness
When reporting late to the classroom, the recruit will obtain permission from the Recruit
Coordinator before proceeding to the assigned room. The recruit will prepare and submit
a memorandum to the Recruit Coordinator, explaining the circumstances, prior to completion of
the day. The recruit will also notify his / her agency of the tardiness for timekeeping
purposes. Repeated violations of this rule may lead to dismissal from the Academy.
Injuries
All recruits experience normal day to day soreness, minor pains, and fatigue during the course
of the activities at the Academy. It is the responsibility of the recruit to immediately report (both
verbally and through memorandum) any injury requiring professional medical attention beyond
normal soreness and minor pain. Recruits requiring professional medical attention for any
injury will not be allowed to participate in any type of physical activity (including physical
training, defensive tactics, firearms, scenario based training, etc.) until a released for full duty
authorization is received from their physician, and the recruits sponsoring agency is in
agreement. Recruits unable to participate in any training due to injury or illness will be
considered absent for those hours of instruction.

Rules of Conduct
Recruits will sit erect, pay close attention to the instructor and avoid all private conversation
while class is in session. No recruit will leave the classroom without the instructor’s
permission. Food and drink are prohibited in the classroom. Disruptive speech, profanity and
boisterous behavior will not be tolerated. Sleeping in class will not be tolerated and may be
grounds for dismissal.
Class Breaks
The scheduling of breaks is at the discretion of the class instructor, usually once an hour.
Break periods will be spent in the classroom, lunchroom or outside of the facility. Recruits will
keep their feet off of chairs, tables and walls.
Insubordination
Failure or deliberate refusal of any recruit to obey a lawful order given by a staff member or
instructor shall be considered insubordination. Ridiculing of a staff member is also considered
insubordination. Any recruit found to be guilty of insubordination, dishonesty or derogatory
statements, whether spoken or written will be disciplined. The sponsoring agency will be
notified. The recruit may also be subject to dismissal from the Academy by the Director of
Police Training.
Restricted Areas
Loitering in the range ready room or in the adjacent hallway is prohibited.
Use of Tobacco Products
Smoking and the use of tobacco products on school grounds or academy facilities is not
permissible
Lunchroom Facilities
Consumption of food and beverages will be confined to designated areas. All containers
and wrappings for food and beverages are to be disposed of in the proper containers. Do
not leave refuse on chairs or tables.
Parking
Recruits will park their vehicles at the furthest S/W corner of the parking lot facing 5 th Ave. To
prevent theft from autos, do not leave articles, clothing or packages in open view. NEVER
leave firearms in your vehicle while it is parked and unattended.

Personal Telephone Calls
Generally, incoming telephone calls and messages will not be accepted by the academy staff.
Exceptions will be made in cases of emergency or telephone calls from the recruit’s agency. In
case of emergency or calls from your agency, incoming calls should be directed to (708) 5833152.
**Cell Phones are not permitted within any of the training facilities unless powered off**
Substance Abuse – Prescription or Non-Prescription
Substance abuse, in any form, including alcohol, will not be tolerated. The Academy Staff will
be notified of any use of prescribed medication. Any evidence of intoxication, substance abuse
and/or possession of intoxicants will result in immediate dismissal from the Academy and the
filing of criminal charges where appropriate.
Sexual Harassment
Sexual harassment is strictly forbidden and will not be tolerated. Sexual harassment is a
violation of law and applies equally to males and females. A recruit who believes that he or
she may be experiencing an act of sexual harassment is to make an immediate report in
writing to the Recruit Coordinator.
Cheating
Recruits are advised that any method of cheating during examinations will be cause for
immediate dismissal from the Academy.
Gambling
Gambling in any form will not be permitted on Cook County and Triton College property.
Violation of this rule is cause for immediate dismissal from the Academy.
Gang Membership
Membership in an organization identified as a “street gang” will not be tolerated and will be
cause for immediate dismissal from the Academy. (This will include knowingly displaying gang
signs and gang insignia).
Proper Attire
Recruits will wear their ties and keep their shirt sleeves buttoned (excluding summer uniforms)
while in class, on the range, during breaks, walking to and from the parking lot and during
outdoor exercises. Exceptions to this rule will be at the discretion of the Academy Staff.
The Recruit’s Department dress uniform will be worn for all graduations, unless
otherwise instructed.

Jewelry
The wearing of decorative necklaces, jewelry, earrings and pins (including military service pins)
is prohibited. Religious jewelry is permitted, but must not be visible. Jewelry associated with a
medical problem, such as a Medic Alert bracelet, is also permitted, upon notification to the
Recruit Coordinator. The wearing of any type of jewelry during physical training and arrest and
control tactics is prohibited due to safety concerns. The training academy will assume no
injury liability caused in whole or in part by jewelry worn by a recruit. Wedding bands are
allowed during classroom portions of the Academy only.
Cellular Phones
Cellular phones are not permitted in the classroom or on breaks; they must be stored in your
gear bag and never worn on your person. All cellular telephones must be kept off while a
recruit is in a classroom or at the range. No cellular phone calls or text messaging will be
made or answered in the classroom or range.
**NO AUDIO OR VISUAL RECORDING OF ANY KIND WILL BE PERMITTED DURING ANY
PORTION OF THE TEN (10) WEEK BASIC RECRUIT TRAINING COURSE.

Police Recruit Study Guide and Required Information
while attending the Police Academy:
It is the ultimate goal of the Cook County Sheriff’s Police Academy to set the
standard of excellence for all police recruits that enter the Academy. To that end,
the Academy staff will make every effort to achieve two goals: 1.) Instill a sense
of pride and the need to be the best officer they can be, as well as help the
Police recruit understand the level of professionalism that is expected of them.
2.) To prepare the Police recruit to not only be able to pass the Illinois Training
and Standards Board Police Certification test, but also to teach some basic
knowledge every police officer should know.
The following information is just the start of the education the Police recruit will
receive and is going to be required knowledge that the Academy Staff will ask at
any time. Recruits will be required to know and be able to recite the following
information on the first day of the Academy.
The Law Enforcement Oath of Honor:
On My Honor, I will never betray my Badge, my Integrity, my Character or the
public trust. I will always have the Courage to hold myself and others
Accountable for our Actions. I will always uphold the Constitution, my
Community and the Agency I serve.
Illinois Public Act 79 - 652:
The training received in compliance with this act sets the minimum training
necessary for you to carry a firearm in the performance of your duties as a peace
officer in the State of Illinois.
The course of Instruction received will focus in main, on the legal aspects of the
use of deadly force, basic marksmanship training, firearms safety and basic
firearms handling skills
