In culture, just as in any other sphere of our life, we achieve more when we collaborate, therefore the role of the European Festivals Association has been of utter importance for over six decades now, facilitating co-operations between its members: festivals of music, dance, theatre and interdisciplinary events. The fact that we can share international experiences and learn about the cultures of various European countries, so close to us, and yet so fascinating in their diversity, has been hugely inspiring to artists and managers. Therefore I am so delighted that the festivals run by the NFM, such as the International Festival Wratislavia Cantans, have been EFA members for a long time. I do hope our guests from across Europe will feel terrific in Wrocław – the European Capital of Culture 2016 and in our wonderful new venue of the National Forum of Music.” Andrzej Kosendiak, Director of the International Festival Wratislavia Cantans and the National Forum of Music 2 Welcome by EFA Ladies and Gentlemen, Dear Members of the Association, We are happy to welcome you to the 65th edition of the General Assembly of the European Festivals Association (EFA), hosted by the National Forum of Music, organiser of the International Festival Wratislavia Cantans, and Wroclaw European Capital of Culture 2016. We are delighted to welcome also all partners from Wroclaw and Poland, representatives from the cultural sector and politics, international speakers, candidates for EFA membership, Alumni of The Festival Academy, friends and guests. The General Assembly is one of the main activities for EFA members, where they can meet each other, create alliances and to learn about each other’s activities in the arts and can discuss the association’s programs and future plans. EFA is a dynamic and diverse network of festivals. EFA helps festivals to connect, to access information, to do their work better. EFA supports its members to function exceptional in an open, European and global society. The network becomes alive and dynamic through the active participation and commitment of EFA members. It’s needed today more than ever. Festivals are needed so the association is needed! EFA helps festival directors and staff meet so they can seek mutual inspiration, exchange knowledge, increase networking opportunities, keep informed about the leading issues in their world and that of culture in general, and speak with a single voice loud enough to shape policy development. Its banner is that of artistic excellence and internationalism. While all of this is extremely important, we cannot ignore the disturbing times we live in. As Marietje Schaake , a member of the European Parliament writes in her essay in the new edition of EFA BOOKS ‘Beyond Visions’, “With an unprecedented eruption of violence in countries close to Europe, the impact of war and repression on freedoms and cultural expression should not be underestimated.” We must continue to work doggedly to ensure that culture and politics continue to play a central role in protecting our open societies and free cultural expression. We believe festivals have a responsibility in the development of the shared, multicultural, free space defended by the European Union. We believe festivals must contribute to shaping the policy developments that offer them the right conditions to continue their vitally important work, and that they have valuable expertise to share with the lawmakers. The National Forum of Music in Wroclaw offers the perfect backdrop for our hands-on conversations about the arts and artists in today’s festivals’ programmes. This impressive concert hall was inaugurated in September 2015 after an intense and thorough 10-year process of development. Its Director Andrzej Kosendiak, the city of Wroclaw and Poland as a country are now opening the doors for artists and audiences to one of the most impressive acoustic and architectural experiences worldwide. The EFA Conference For heaven’s sake! will bring us stimulating discussion panels with international speakers on topics such as artistic collaboration, festival life In Europe, Africa, Asia and the world, copyright and the future of The Festival Academy. The formal General Assembly is the moment to discuss the overall functioning of the Association. We will update you about EFA’s initiatives, and report back on the work accomplished for and together with you in 2015, reviewing objectives for 2016, and looking ahead to our ambitions for 2017. We would like to wish all of us an excellent time together and express our sincere gratitude to the host of this year’s General Assembly, the National Forum of Music, and all its partners, for the wonderful programme they have prepared for us. (National Forum of Music, Black Hall) Agnieszka Franków-Żelazny (Music Curator Wroclaw ECoC 2016), Jarosław Fret (Chair and Theatre Curator Wroclaw ECoC 2016), others tbc In these days cold reflection generosity and solidarity are the only things that can save us from this world being hell for everyone. And these are, and have always been, the greater strengths of the Arts sector. We have gotten together to bring to life the best programmes possible. We have always helped a colleague in need with information, contacts, material or even just with an external eye to bounce ideas off. In this session on artistic collaboration and business ideas we invite you to discuss on how do we create communities? To ask and offer your ideas for projects that you want to work with in collaboration with your colleagues. Is it a specific artist you need help to programme? Is it a cross country festival idea? Is it a 5 co-production? Here is one of the moments during these 3 days that you can briefly entice your colleagues to come discuss it with you in depth after. Since when we talk about the dream programme the financial anxieties always play a role, business and marketing managers are also invited to share and discuss their ideas, preoccupations and solutions. A financially sustainable situation will always allow the artistic vision to spread its wings. 15:15 – 17:15 This could be heaven for everyone | Collaborate beyond EFA - Festival life In Europe, Africa, Asia and the world (National Forum of Music, Black Hall) Hugo De Greef (Moderator), Goh Ching Lee (Founder, Executive & Artistic Director CultureLink), Haetal Chung (Executive Manager Korean Cultural Center Belgium and European Union), Mike van Graan (Executive Director African Arts Institute), Peter Rorvik (Secretary General Arterial Network), Fidelis Duker (Chairman Afrifestnet) In this year’s annual general assembly of the European Festivals Association in collaboration with and kindly hosted by the Wratislavia Cantans Festival and the National Forum of Music, we invite festival makers from various regions in the world to Wroclaw/Poland, to discover and exchange their magic formulas of artistic production, collaboration and visions in a globalizing world: EFA members from 40 different countries, EFFE label festivals, members of the Association of Asian and Pacific festivals as well as the African Festivals Association are invited in this session to exchange on the expectations of crosscontinent collaboration, on the different ways to go about gaining trust on and insights of the different ways of collaborating in different continents, on the possibilities of knowledge transfer, on… many of you have been working with Asia and Africa already so you’re invited to come discuss with our colleagues on how to build on these relations and how to make the connections stronger and more alive with our sister networks. 17:30 – 18:30 For knowledge’s sake |Pearle EFA RISE guide to surviving legislation (National Forum of Music, Black Hall) Olivier Sasserath (Lawyer at MVVP and expert Music Copyright) In these days of closing borders the Arts continue to show that crossing them is the only way to live. That crossing them brings us knowledge, richness and joy. Festivals have been doing that since the beginning of times and are not about to stop. However it is not always simple, budgets, world conflicts, natural catastrophes sometimes hinder free movement. Legislation too with its incomprehensible articles and subarticles, its interpretation doubt-raising babble. Against this last hindrance we can help. With Pearle EFA has worked on workshops and booklets that simplify the understanding of legislation affecting the performing arts. You don’t have to be a lawyer (or hire one) to understand how to navigate the law. In Wroclaw we’ll do this for copyright. As organisations bringing live performances in cross border context, we all have to deal with copyright, and discussions often are about who is clearing which rights, who’s responsible for the payment in which country. The production house or touring company? Who deals with copyright when we created a piece using text, film, music, dance,… specially composed for this particular organization? What if we use an existing composition from an author represented by that particular company or not, originally composed or resampled, using excerpts of it on social media and websites,… ? This workshop aims to reveal the issue of the copyrights in an international context in a very broad manner. EU policies and relevant parts will be lighted up, as well as the base of copyrights and tips & tricks for negotiations and contracts. Bring your questions, bring your doubts, brings that hairy problem no one seems to have given you an answer for and let the expert shed some light into it. 19:00-21:00 Concert NFM Wroclaw Philharmonic (National Forum of Music, Main Hall) Benjamin Shwartz - conductor I Maciej Frąckiewicz – accordion I Leszek Lorent – percussion Concerto for accordion and orchestra by Zygmunt Krauze | Hommage à Oskar Dawicki by Paweł Mykietyn | Musica della notte. Situated at the banks of the Oder-river and colorfully decorated with more than 100 bridges and a maze of islands, Wrocław rightly gained the title of the “Venice of Poland”. In the meantime, Wrocław is bursting at the seams with cozy cafes, excellent restaurants and charming hotels. Wrocław is the European Capital for Culture of 2016 and has a lot to offer to honor this title. Wrocław is quickly establishing itself as one of Poland's brightest spots for culture. This very remarkable knowing that the city has suffered a lot during the Second World War. The city has belonged to several occupiers, but this mixture of many different religions and cultures, while troublesome at times, has also contributed a lot to the city. Wrocław’s Market Square dates from the 14th century and is built on the crossroads of important transport routes. The wealth of Wrocław’s residents was built on international trade, and the city grew rich from the taxes flowing into its coffers. With over 20,000 residents in the 14th century, Wrocław was among the largest cities of Europe at the time. Important people like kings, emperors and presidents have resident in Wrocław. Today their former residences are the most beautiful buildings in the Market Square. Furthermore, the Town Hall is recognized as a gem of GothicRenaissance urban architecture. Wrocław has plenty of worth seeing venues like its city hall- that houses a museum, restaurant and concert hall-, loads of beautiful churches among which the magnificent cathedral of St. John the Baptist. In the oldest part of the city you can visit the Ostrów Tumski which means Cathedral Island and where the first church on what used to be an island was built in the 10th century. When walking around in the pleasant buzz of the city center, open your detailed eye and you will be surprised about the secret attractions the city has to offer: ‘Krasnale’ in local parlance, little dwarfs that are ubiquitous in the city center, constantly underfoot and only seen by the observant. You may well overlook the first dozen that cross your path, but inevitably – and often literally - you will stumble upon these popular local residents. These funny creatures represent the Orange Alternative, an anti-communist movement in Poland which found its origin in Wrocław. Its main purpose was to offer a wider group of citizens an alternative way of opposition against the authoritarian regime by means of a peaceful protest that used absurd and nonsensical elements. Initially it painted ridiculous graffiti of dwarfs on paint spots covering up anti-government slogans on city walls. The first graffiti was painted by Waldemar ‘Major’ Fydrych in August 1982. Afterwards, beginning with 1985 through 1990, the movement organized a series of more than sixty happenings in several Polish cities. It was the most picturesque element of Polish opposition to Stalinist authoritarianism. It suspended activity in 1989, but reactivated in 2001 and has been active on a small scale ever since. The first gnome in its modern statuette form was Papa Krasnal who was placed in 2001 on the corner of ul. Świdnicka and ul. Kazimierza Wielkiego, near the subway where Orange Alternative demonstrations often took place. Things really took off in 2005, however, when local artist Tomasz Moczek - a graduate of the Wrocław Academy of Fine Arts – was commissioned by Wrocław City Council to create five more gnomes. The little devils proved so popular that envious local businesses quickly got in on the game by contracting other local artists to produce more, and in 13 almost no time all gnomes had proliferated around Wrocław to the point that they now constitute a veritable ‘subpopulation’ of the city. As nowadays there are around 300 little statues hidden in the city, it is impossible to keep track of them on your own. Therefore there exist smartphone applications in order to track the dwarfs that are spread all over the city. Apart from that, you can add new dwarfs you found on the website krasnale.pl. As beautiful as the city is today, as turbulent is Wrocław’s history. Wrocław was governed first by the Polish Kings in the 10th century; from the 13th century onwards the city was populated predominantly by Germans. It was German settlers at this time that helped to rebuild the city after it had been sacked by the Mongols and to turn it into a thriving commercial center. In the centuries that followed Wrocław prospered under both the Bohemians and the Austrians, before, in 1741, Frederick the Great II took hold of the city and officially changed the name to Breslau. In the next 200 years, the city got increasingly Germanised, although it was only in the years directly following the Nazis seizure of power in 1933 that this was done with aggressive intent. By 1938 the entire Polish community had been forced out of the city, along with two thirds of the Jews. During the events of World War II Breslau became the last stronghold of the Third Reich in the struggle against the Soviet forces. In the aftermath of the World War II, Stalin effectively shifted the whole of Poland West so as to include formerly Polish into the Soviet Union - granting Poland formerly German cities like Breslau as means of recompense. As a result, the remainder of the German population of Breslau was evicted and forced to relocate within Germany's newly drawn frontiers Breslau was given back its Polish name, Wrocław. Great effort was made to propagate the myth of Wrocław as a Polish city that has at last been returned from the hands of the dastardly Nazis to its rightful owners. Firstly Wrocław wanted to 'de-Germanising' the city with the removal of all German writings and inscriptions, and secondly in the restoration of the splendid 13th century buildings destroyed in the war, so that the bruised and battered city could hold its head high once more and embrace the future as a beautifully-restored Polish town. Despite all the complications of its contentious past, or perhaps because of them, Wrocław is a relaxed and forwardlooking city that is keen to brush the cobwebs of history under the carpet. No one is keener to join them than the Germans. This mutual acceptance of guilt serves the city of Wrocław well. Although the fact is that you can forgive, but you can never forget - which is why Wrocław today is full of German tourists hoping to find some small trace of the Breslau that they left behind. 14 Artistic Programme NFM Choir Thursday 14 April 17:30 National Forum of Music, VIP Room The NFM Choir, founded in 2006 by Andrzej Kosendiak, is active under the direction of Agnieszka Franków-Żelazny. MusMA - Music Masters on Air What is MusMa? Born in 2010, MusMA is a cooperation project that supports and promotes the artistic creativity of young and innovative composers in the field of classical music. Sustained by a network of European Festivals, the project enjoys the patronage of EFA. Not only do the artistic creations conceived within the framework of the project first come to life during the various festivals, but they also enjoy the promotion of the festival’s partners: the national radios and the European Broadcasting Union. MUSMA, Music Masters on Air, brings together some important European festivals to commission and produce new music in a network of exchanges and promotion of original works, thus tracing the paths of European creativity and rewarding the artistic vision of young people in contemporary classical music. One of our main ambitions is to move people to more deeply discover the diverse sounds of new and innovative classical music. Young, creative artists and composers have new ideas, new visions and new means to invigorate the genre, and should hence be given the chance to bring their creations to the European citizens, a public outstretching the national boundaries. To imagine an audience of over a million and a half can procure a certain blank page-anxiety for a rookie composer. With the complicity of many radio networks, Europe becomes the endless theater of MUSMA offering a great young talent the occasion of an extraordinary debut! Composers of the new generation, masters of the new era, take a flight to present their work abroad. European Festivals join forces to develop a platform to welcome this new, unknown contemporary music… Major European festivals, with the support of the European Broadcasting Union (EBU) and the European Festival Association (EFA) pitch these contemporary composers beyond the borders, straight into the air! How does it work? Each year, one of the participating festivals chose a theme for the MusMA year. Moreover each festival choses a young (less than 35 years of age) composer to create a new work with the chosen theme in mind. Two are the request: - The piece should be of about 10 minutes - The work should be written for a given ensemble (piano solo, wind quintet, chamber choir…) which is common to all festivals Composers and musicians meet at a General Atelier, to rehearse and discuss the new works. This is an incredible opportunity for the composers: to make new and important contacts, to discuss thoroughly their ideas on music composition and to confront their work with whom is supposed to perform them and to programme it. After the Atelier, each festival takes it on him to organize a MusMA concert: a performance of the new music by the MusMA ensemble, who will travel all festivals. In each country, the designated radio records and broadcasts the various MusMA concert. Each record is then forwarded to the EBU European Broadcasting Union who offers them to its members for further broadcasting. MusMA thus implemented a simple and cost-effective strategy that has allowed the music created in its frame to reach each step of the way (the 18 creation, the practice, the concerts, the broadcasting, the diffusion on the EBU platform) an increasing amount of people and radio-listeners in Europe. In 2016… the MusMA theme will be Passion and Belief. The Ensemble, presented by the Wratislavia Cantans festival, will be the Polish Cello Quartet The Festival de Wallonie will host the MusMA VI Atelier inside the Conservatory of Mons on the 21st of March.
