I hope everyone had an enjoyable
holiday season. Since the last edition of
the Chevrons, the city council ratified our
contract per the decision of Arbitrator
Steve Bierig. As of December 1, we are
operating under the new contract. The
full contract will be posted on the website
as soon as I receive the signed copy from
the department. Should you have any
questions regarding the contract, please
contact the office. We were notified by the department that the three
contractual pay increases should all be realized on the January 16 pay
check / deposit. Retroactive pay is being calculated and should be
available at the end of January / early February.
Congratulations to the 30 newest members of the Chicago Police
Sergeants' Association that started their training on December 30. We
look forward to working with them in the near future. With the addition of
this group, we currently have 1098 sergeants in our rank. With the promotion of 16 lieutenants that was announced recently, that number will
drop to 1082, which is still far below our budgeted strength of 1190. I
look forward to meeting with Superintendent McCarthy and his staff
soon to discuss the manpower shortages in our rank.
The Association filed a class action grievance regarding the District Station Supervisor position. We strongly believe that Special Order
03-03 violates our collective bargaining agreement as the order attempts
to establish that the Out-Of-Grade provision no longer applies to Sergeants assigned to perform the duties of the DSS. We further maintain
that these orders are an attempt to circumvent the award issued by Arbi...Continues on page 2

trator George Roumell in our last grievance on this issue. We are attempting to advance this grievance as quickly as possible. The Out-Of-Grade pay from Arbitrator Roumell’s award should be paid
on January 22 or February 22.
After several sergeants who retired without the enhanced health care (Korshak) were inquiring about optical and dental insurance, and worrying that they would be forced into the public insurance exchange under the Affordable Care Act, the Association took on the task of finding an alternative to the current offerings of the city. Paul Bilotta and I met with several insurance experts and carriers. After extensive leg-work, we partnered with the PB&PA of Illinois and InsureX Solutions to
provide a private insurance exchange to meet the needs of these retirees. There is more information about this program in this issue of the Chevrons.
The Annual Retirement Dinner featuring Harrington’s Corned Beef will be held on Thursday,
February 27, at St. Ignatius College Prep located at 1076 W. Roosevelt Road. The Association will
be honoring over fifty sergeants that retired in 2013. Please make an effort to attend and pay tribute
to these sergeants and their careers.
On a personal note, I can hardly believe that it has been 15 years since we lost Police Officers John Knight (022) EOW 1/9/99 and Jimmy Camp (021) EOW 3/9/99. I often think about how
their sacrifices affected their families and policemen everywhere. Please continue to keep John and
Jimmy, and all who have given their lives for us in your thoughts. Remember to stay safe, take care
of each other, and ensure that the job gets done.

In the last news letter I spoke about the golf outing and the
amount of money raised which was $8199.92. This outing is tremendously important since the money raised is used to fund the death benefit. Much of that money raised is due to the contributions of our retirees.
They have become a very integral part of that effort. The goal of all of us
is to join that coveted rank of retiree someday.
Jim Ade and I discussed what we at the association could do for
our retirees to make their lives somewhat easier. That being said we decided to research getting the benefit of dental and vision made available
to all retirees at a reasonable rate. After many telephone calls, hours of
research, and meetings with brokers we attained that goal.
But it did not stop there. We found that we could also offer those
with a need the availability of insurance without going through the government public exchange. We were able to set up a private exchange
for all PBPA members regardless of rank. This exchange, with the assistance of our legal counsel Sean Smoot, has been set up statewide. Any

As of this writing which is early January vision is not yet on the
site but we have been assured by the provider that it is forthcoming and
should be available within the next several weeks. Once again our goal
was to make this site a one stop shop for retirees that had the need for
such products without the hassle and aggravation of using the government public exchange. I hope this product proves beneficial for all retirees that need this coverage and I hope that you are happy with this service.

we look forward to seeing everyone again this year.

At this time there are 1067 members in the 9171 pay code. With
the addition of the 14 new sergeants in the academy (30 were promoted
but 16 sergeants got promoted to lieutenant leaving us a net gain of 14)
our total will be 1081 in the 9171 pay code. The budgeted strength for
our pay code is 1190 which leaves us 109 sergeants short at this time.
We are now 9 more short that the last newsletter which was sent in October. As of this writing we are scheduled for a meeting with the Superintendent next week to discuss manpower issues. We are confident that
these issues can and will be rectified.

Corned Beef Dinner. Letters were sent to you in early January requesting a confirmation of your address and a request to contact the Sergeant's office to advise us if you will be attending the dinner.
If you did not receive a letter, it is in your best interests to immediately contact the Sergeant's office. The reasons would be that we did not receive notification of your retirement or our
contact information is incorrect. Retirement stars are not prepared until a retiree has contacted the
office.

Here’s a new year’s feel-good story for you… Recently, the 009th district locked up two lowlife thugs who robbed an elderly priest living at St. Michael the Archangel Catholic Church at 48 th
and Damen. They had been harassing him for years and even vandalized his car. A Good Samaritan, Bill Senchuk, who owns an auto body shop in Norwood Park, came forward and offered to fix Fr.
Jack’s car, free of charge. A generous $1,500 worth of body work was done for free! The car, which
was heavily damaged by these clowns, now looks brand new. So if you ever need auto repairs or
body work, please keep Cosmetic Auto in mind: 6166 N. Northwest Hwy / 773-763-7400. Bill and
his crew take very good care of the police.
By the way, nice job to the 009 district and detectives involved in this case!
In recent months, we’ve been busy with Department-wide coat and food drives, a wonderful
pre-Christmas dinner for Gold Star Families on the Club Level at Soldier Field, packing and sending
care packages to our CPD troops serving in Afghanistan and elsewhere, resurrecting the CPD Survivors Group, and taking care of the day-to-day crisis ministry and pastoral care of the Department.

How big is YOUR frying pan?
Two men went fishing. One man was an experienced fisherman, the other wasn't. Every time
the experienced fisherman caught a big fish, he put it in his ice chest to keep it fresh. Whenever the
inexperienced fisherman caught a big fish, he threw it back.
The experienced fisherman watched this go on all day and finally got tired of seeing this man
waste good fish. "Why do you keep throwing back all the big fish you catch?" he asked. The inexperienced fisherman replied, "I only have a small frying pan."
Sometimes, like that fisherman, we throw back the big plans, the big dreams, the big jobs and
the big opportunities that G-d gives us. Our faith is too small. We laugh at that fisherman who didn't
figure out that all he needed was a bigger frying pan; yet how ready are we to increase the size of
our faith?
Whether it's a problem or a possibility, G-d will never give you anything bigger than you can
handle. That means we can confidently walk into anything G-d brings our way.
Stop telling G-d you've got big problems. Tell your problems you've got a big G-d!" .AMEN
As we enter a New Year , let us take a moment to reflect and give thanks for all of our blessings of the past and pray that we continue to merits G-d's blessings. The following are some
thoughts, to make you stop for a moment and reflect.
Some Thoughts To Live By…
Don't undermine your worth by comparing yourself with others. It is because we are different
that each of us is special. Don't take for granted the things close to your heart, cling to them as you
would your life, for without them life is meaningless. Don't let your life slip through your fingers by
living in the past or for the future, by living your life one day at a time, you live all the days of your
life. Don't give up when you have something to give, nothing is really over until the moment you stop
trying. Don't be afraid to admit that you are less perfect, It is this fragile thread that binds us to each
other. Don't be afraid to encounter risk. It is by taking chances that we learn to be brave. Don't shut
love out of your life by saying it's impossible to find, because, the quickest way to receive love, is to
give love. The fastest way to lose love is to hold too tightly, and the best way to keep love is to give
it wings. Don't dismiss your dreams, to be without dreams, is to be without hope. And to be without
hope is to be without purpose. Don't run through life so fast that you forget not only where you've
been but also where you're going.
LIFE IS NOT A RACE, BUT A JOURNEY TO BE SAVOURED EACH STEP OF THE WAY......
May G-d bless you and keep you safe, and may 2014 be one of your best years yet. AMEN!

Recently, an audit of our Death Benefit Beneficiary Card file was conducted. This audit revealed that nearly half of our active members do not have a card on file. Without beneficiary information, payouts to the family of a deceased active member could be delayed by several months.
This situation could also cause no payout at all. Please, if you don’t remember filling out a card or
may have a change in order, complete the card below and send it to the office via police mail to Unit
545 or to 1616 W. Pershing Road, Chicago, Illinois 60609. For further information, call the office at
773-376-7272. Remember, this is a benefit for your family and loved ones. Please, take the appropriate action as soon as you can.

2014 CPSA Calendar Books
In the past years, the calendar books issued to active duty Sergeants were made
available to retired sergeants at no cost. Due to the increased costs of printing and postage, the
Board has found it necessary to request a fee for any calendar book mailed to a retiree. The Association is asking for a fee of $5.00 per calendar book. This amount just barely covers the cost of the
book, the envelope, and the postage. Any retired sergeant requesting a calendar book is asked to
submit a check or a money order in the amount of $5.00, made out to "CPSA", and mail it to our office at 1616 W. Pershing Road, Chicago Illinois 60609. Please make sure to include your name and
return address. We thank you for your support.

One of the benefits of membership in the Police Benevolent Labor Committee is legal representation for appearances at the Internal Affairs Division and the Independent Police Review Authority. Please keep the family of Retired
Sergeant Elmer (Al) Brown in your
prayers. On March 10, Al and his wife
were victims of a violent home invasion
where Al was shot through the neck.
Paul Bilotta and I visited Al and his family
and friends at Christ Hospital the next
morning. Sadly, Al passed away several
days later. He retired out of Area 1.
Just recently, the Illinois General
Assembly passed legislation that will affect the pensions of thousands of
City of Chicago employees that are members of the Laborers and Municipal Workers pension funds. Unfortunately, city hall is moving forward
with its plans to reduce their pension liability on the backs of those who
serve the citizens of Chicago. The Association, along with members of
the WeAreOneChicago coalition urge Governor Quinn to veto this bill.
Although this bill does not include members of the Police Pension Fund,
we know that city hall wants similar cuts. On February 19, Mike Lazzaro
and I attended a WeAreOneChicago rally in Springfield. There were
over 1000 city employees and retirees on hand to send our message to
the Governor. We also joined with the other police unions as well as
Fire Local 2, to sponsor a pension forum with state legislators to voice
our concerns. With Sean Smoot, the Police Benevolent Labor Committee Director and our lobbyist, I met with several legislators in Springfield
to garner support in protecting our pensions. Sean has been at the
Capitol during each session and provides us with information. Please

to discuss several issues facing our membership. The decline in our manpower levels topped the
list. At that time, even with the promotions made in December, we were still over 120 sergeants
short of our budgeted strength. Superintendent McCarthy assured us that promoting to the rank of
sergeant would be a priority. With the recent promotion of 60 new sergeants last month, we're on
our way to being able to perform our jobs more effectively. Hopefully, the days of running with only
one sergeant on the street will no longer be an issue.
The second grievance concerning our issues with the District Station Supervisor orders was
heard at an arbitration hearing in February. Sgt. Jim Raffae (015) was our main witness as he had
performed the DSS duties under the previous orders and is continuing that assignment under the
new directives. The arbitrator was George Roumell. He is the same arbitrator that ruled in our favor
in the last grievance on the issue. Both sides have filed their briefs in the matter and we should hear
from Roumell in May.
The Firefighters' Local 2 recently came to an agreement on their contract. Although they
agreed to an 11% increase over a five year contract, the first four years of wage increases are structured identically to our contract, with an additional 3% in the fifth year. Due to clauses in our contract, we will be afforded at least that same 3% in the first year of our next contract. In effect, Local 2
set the floor for wage increases for July 1, 2016 and January 1, 2017. Our contract expires on June
30, 2016. Similar to the arbitration of our contract, members of Local 2 that retire between the ages
of 55 and 59 will also be required to pay 2% of their retirement annuity for health care.
Congratulations to the 60 new sergeants and 31 new lieutenants that are currently in the
academy. The lieutenants will be missed, but I'm sure they will all be great bosses, mindful of where
they came from. With the new sergeants coming out soon, I'm sure that they will have questions
about the job as a sergeant and their new assignments. As we were all brand new sergeants at one
time and looked to the more senior sergeants for guidance, I'm sure that they will be seeking our input into this next phase of their careers. I know that they'll be in good hands.
After many years serving the members as a Director, Sgt. Debra DeYoung recently accepted
duty disability and has stepped down from the Board of Directors. Thanks to Debbie for her hard
work and efforts and for starting up the First Responders Pension Facts website. Sgt. Jim Kubik
(009) has been appointed to the Board to replace her.
As May approaches, please keep in mind all of the events paying tribute to our fallen. The St.
Jude March will be held on May 4 at Gold Star Memorial and Park. The Illinois Law Enforcement
Memorial is scheduled for May 1 in Springfield, and Police Week in Washington D.C. culminates with
the National Law Enforcement Officers Memorial on the Capitol Lawn on May 15.
Please remember to stay safe, take care of your people, and ensure that the job gets done.

CPSA / PBPA Unit 156A
52nd Annual Golf Outing
The 52nd Annual Chicago Police Sergeants’ Association Golf Outing will be held on Monday,
August 11, 2014, at Silver Lake Country Club in Orland Park, Illinois. The cost of the outing will be
$125 for each golfer, and will include a gift bag, 18 holes of golf, a cart, beverages on the course,
lunch on the 9th hole, and a buffet dinner with additional beverages. We will also hold the drawing
for cash prizes (winner need not be present). This year we will be selling dinner tickets for the nongolfers for $50, which includes dinner with beer, wine, and soda. Please call to reserve your ticket.
In addition to the cash prize drawing, there will be a bucket raffle at the event, which in the
past has included such prizes as LCD TVs, I-Pods, GPS navigation devices, roundtrip airfare, travel
certificates, etc. Join your Association for our only fundraising event of the year that supports our
death benefit fund. If you cannot attend you can still support your Association by participating in our
raffle.
Raffle tickets to support our death benefit fund will be sent out soon. The death benefit fund,
available to active members, provides a check in the amount of $3000 to the sergeant’s named
beneficiary to help the member’s family at the time of their loss.
We have already started taking reservations. Send in the reservation form below, naming

Membership Report

As of this writing there are 1071 members in the 9171 pay code. The budgeted strength for
our pay code is 1190 which leaves us 119 sergeants short at this time. With the 60 sergeants in the
academy that would bring our strength to 1131. Since there is also a Lieutenants class of 31 in the
academy our strength will be 1100. This will leave us 90 Sergeants short of our budgeted strength.
We have petitioned the Superintendent to fill the rank. With retirements starting again in May we are
sure that the number of shortages will again balloon to over 100 and would hope that the Department will have several promotional classes this year to fill those shortages.

Yes- YOU- even if we have never met- I know that you can do the job. Whether you can or
cannot type- you can do the job. Whether 2014 will be your third or twentieth year as a Sergeantyou can do the job. Those just promoted can do the job- but alas, are not yet eligible to hold the position. All candidates for office in the Association must be an Active Chicago Police Sergeant for the
previous twelve months and must be a member of the Association in good standing for the current
year. Additionally, to be eligible to run for any office a member must have attended fifty (50) percent
of the regular meetings in the twelve (12) months prior to the filing of nominating petitions. Sure -it
requires a small time commitment- but it offers a chance to make a real difference in our position, a
way to give your colleagues a voice and an unsurpassable insight as to what our leaders assign
value and importance. Yes- it takes up a couple hours each month for board meetings and a bit of
time for typing. I take notes in made-up shorthand, type with two fingers and neglect to wear my
much needed eyeglasses- if I can do the job- so can you. So- I urge everyone to consider running
for Recording Secretary. I welcome any questions you may have- and promise to use my softest
hard sell to convince you to get on board.

On a recent night out in 008, Chaplain / PO Bob
Montelongo and I heard a “Man with a gun” call on Western Avenue. We were a block away and scooted over
there to find out it was a nonsense call (imagine that!). We
ran into PO’s Brian Sullivan and Colin Prendergast, who
along with Bob produced three Rosaries. These three report to work armed with this most valuable and reliable
weapon in their vest pocket. Thanks to them, I have
picked up this practice when out with the troops. If you would like a Rosary to carry with you when
on the street, please email Chaplain Bob Montelongo (on our website’s home page), and he’ll be
happy to send you one. For more pictures like the above, where you’re sure to see folks you know,
see the “Photo Album” page on our website.
May is the month when many Christians remember the Blessed Mother, Mary, who was the
vessel who brought us Jesus Christ. How appropriate that we should remember (not deify or worship, but honor and revere) this young Jewish heroine this month.
May is also the month we remember our fallen brothers and sisters. St. Jude League
stickers are still available. A donation of $7.00 per sticker is requested. Buy some for your friends
and family! Funds raised benefit a host of worthy charities, and help the ministry of St. Jude Chaplains who lead prayer services at CPD family wakes. For more information about obtaining your
sticker, or if your unit rep ran out of them (or if you don’t know who your rep is), please contact me or
one of the CPD Chaplains.
In the event you have this newsletter in your hands in time for Mothers Day, please note that
Sunday, 11 MAY, our usual Police Mass will be celebrated at 10:00 a.m. (rather than the usual
11:00 start). Bring Mom to the police Mass that morning if you’d like. If Mom is no longer with us, let
me know ahead of time, and we’ll remember her in our prayers for the deceased that day.
The police Mass usually runs under 30 minutes…so you can squeeze it into your lunch break
if you’re working. Catholic or not, you’re always welcome.

Life's Lessons We Can All Use....
Over the Holiday season your Chaplains were honored and privileged to attend the various
Unit Holiday parties and to accommodate the many requests for assistance that came over the
phone lines. Remember your Chaplains are here for you 24/7 with an open ear and a "shoulder" to
lean on, never hesitate to pick up the phone. Thanks for the humor, the laughs, and lessons of life
that you shared with us. The words of our sages echoed in my head, "I came to give comfort and
left comforted, I came to give strength and left strengthened, I came to share laughs and left laughing." Let me share with you, two of the lessons you shared with us.
Lesson #1...Learning to forgive...
While I was in college, one of my professors had each one of us bring a clear plastic bag and a sack of
potatoes to class. For every person we'd refuse to forgive in our life, we were told to choose a potato, write
on it the name of the person, date, one sentence of incident, and put it in the plastic bag. At the end of the
exercise some of our bags, as you can imagine, were quite heavy. We were then told to carry this bag with
us everywhere we went for one month, putting it beside our bed at night, on the car seat when driving, and
keep it next to our desk at work. The hassle of lugging this around with us made it clear what a weight we
were carrying spiritually, physically and emotionally. How we had to pay attention to it all the time to not forget, and keep leaving it in the most embarrassing places. Naturally, as time wore on, the condition of the potatoes deteriorated and turned into a nasty slime. This was a great metaphor for the price we pay for keeping
our pain, heavy negativity and senseless hate toward others. At times we don't even remember why we are
carrying the grudge. There is no better time than now to put the bag down, try to forgive and ease our burden. Too often we think of forgiveness as a gift to the other person, and while that's true, it clearly is also one
of the greatest gifts we can give ourselves!
Lesson #2..."I Can Make It Better"...
A man and his girlfriend were married. It was a large, beautiful celebration. All of their friends and family came
to see the lovely ceremony and to partake of the festivities and celebrations. A wonderful time was had by all.
The bride was gorgeous in her white wedding gown and the groom was very dashing in his black tuxedo.
Everyone could tell that the love they had for each other was true. A few months later, the wife comes to the
husband with a proposal. "I read in a magazine, a while ago, about how we can strengthen our marriage,"
she offered. "Each of us will write a list of the things that we find a bit annoying with the other person. Then,
we can talk about how we can fix them together and make our lives happier together." The husband agreed.
So each of them went to a separate room in the house and thought of the things that annoyed them about
the other. They thought about this question for the rest of the day and wrote down what they came up
with. The next morning, at the breakfast table, they decided that they would go over their lists. "I'll start," offered the wife. She took out her list. It had many items on it. Enough to fill three pages, in fact. As she
started reading the list of the little annoyances, she noticed that tears were starting to appear in her husband's
eyes. "What's wrong?" she asked. "Nothing," the husband replied, "keep reading your list." The wife continued to read until she had read all three pages to her husband. She neatly placed her list on the table and
folded her hands over it. "Now, you read your list, and then we'll talk about the things on both of our lists,"
she said happily. Quietly the husband stated, "I don't have anything on my list. I think that you are perfect
the way that you are. I don't want you to change anything for me. You are lovely and wonderful and I wouldn't
want to try and change anything about you." The wife, touched by his honesty and the depth of his love for
her and his acceptance of her, turned her head and wept. Moral of the story..In life, there are enough times
when we are disappointed, depressed and annoyed. We don't really have to go

Pension Report

The Pension Fund Is Doing Its Job
The Mayor is on a mission to “reform” the pension. His main goal is to delay the actuarial required contribution (ARC) payment to 2021 or later. This would be catastrophic to the pension fund.
We need money NOW!!!
The Mayor has known about the ARC payment since its passage into law in 2010 and has
done nothing to prepare to pay it. Now he is going to the State Legislature and arguing that he does
not have the money to make the payment. He has had four years to make appropriate changes to
the budget, applicable city ordinances or the funding of projects and programs to prepare to make
the ARC payment. He chose not to. This is the same old song and dance the last administration
had and why we are in this position today.
Why am I so concerned about the City making the ARC payment?? Because we need a
huge influx of cash if we are ever going to grow the Funded Ratio of this Fund.
There are basically three sources of revenue for the Pension Fund: employee contributions
(sworn officer’s monthly pension payments), employer contributions (the City’s 2 to 1 multiplier payment) and investment returns. Guess which two have done their job over the course of the plan’s
inception and which one has not. The City was told for a long time by their own people, and the
Pension Fund, that the 2 to 1 multiplier was not enough to sustain the Funded Ratio, but they chose
to ignore that advice. That negligence required the State Legislature to pass the ARC funding law in
2010. Now, the City is legally required to make the ARC payment, instead of making gradual increases for the last 20 years as advised, and they do not like it. Well, it’s time to pay the piper!!
The other two sources of revenue, employee contributions and investment returns, cannot
save this Fund. The employee contribution is roughly 90-100 million dollars per year, which equates
to 9% of our paychecks. Even if you increase our payment another 3%, totaling 12% of our paychecks, that only amounts to another 30 million dollars. An increase is not fair to us and will not get
us out of this hole. We need much more than that to grow this fund. We need an additional hundreds of millions of dollars per year to turn the funded ratio around.
This brings me to my main point. At the Pension Forum held on March 1 st, 2014 at the Copernicus Center on the North Side, there was a lot of talk about “pension reform”. But what I thought
was lost in the discussion was that we cannot invest our way out of this mess. The Pension Fund
had 14.51% returns on assets in calendar year 2013. Yet, our fund only grew from $2.996 billion on
12/31/12 to $3.072 billion on 12/31/13. This equates to a 2.5% net return on our assets. Our assumed rate of return is 7.75% per year. We almost doubled it and did not even see a significant
growth in our assets. If we have another 2008, we are doomed. If we have an average year of between 8-10% returns, we are going to lose money.
Thus, as you can plainly see, an increase in employee contributions cannot save us, investment returns cannot save us, only the ARC payments that are required by law can turn the funded
ratio around and begin to grow our assets. The more the City pays into the Fund, the more the Fund
can make on that money. If the ARC payments are made every year, eventually the City’s contribution begins to decrease because the investment returns are higher because there is more money in
the fund to invest. This would be down the road 20-30 years, but in the short term the funded ratio
will begin to rise, which is how it starts (see my last Pension Advisor article for more info). But the
ARC payments have to be made NOW, or we are in serious trouble in the near future.
Do not be afraid to call your elected officials and share this information with them. The more
they know the better. The truth is our friend. We have nothing to hide. We have made our contributions every check and the Pension Fund has done its job with 14.5% in returns in 2013 and historically above the assumed rate of return of 7.75%. Now, it’s the City’s turn to do what they are legally
required to do and should have been doing for the last 30 years.

I hope everyone has been able to
enjoy the summer so far. Congratulations to the eighty-nine newly promoted
sergeants who hit the streets in June.
These promotions put us as close to
budgeted strength as we've been for a
long time. Hopefully, we will be able to
perform our duties more effectively without the burden of being so undermanned.
The Illinois Supreme Court has recently released its decision in
the Kanerva vs. Weems. The PB&PA was involved in this case which
was brought on behalf of state employees and retirees who had their retiree health insurance benefits reduced by the General Assembly. Many
of the affected employees retired based upon the promise of continued
health benefits as part of their pension plan. The Court ruled that these
cuts in insurance benefits did in fact violate the State of Illinois constitution. This is a very important development for our retirees and active
members as the City continues to push for outrageous pension reforms. The decision of the Supreme Court was just released, so we'll
have to see how this plays out with respect to other pension and insurance benefit issues.
The city has announced that they will be releasing certain information regarding CR investigations. This stems from a lawsuit involving
the Freedom of Information Act (FOIA) that was recently ruled upon by
the Illinois Appellate Court. There has been litigation pending for years
regarding whether the FOIA requires the City to turn over to requesters
(typically the media) CR files without redacting or deleting the identity of
the officers involved. For years the City fought this, but the Illinois Appel...Continues on page 2

late Court has ruled that the City is required to turn over this information. There are exceptions in
the FOIA regarding purely private information, such as your address, family members, license plate
info., etc., as well as ongoing investigations and disclosures which would endanger someone, i.e.
undercover officers. The City has decided not to ask the Ill Supreme Court to review the case. Unfortunately, the unions have no standing to intervene. We will continue to monitor the department's
adherence to the contract when it pertains to these matters.
Due to the reconfiguration of the intersection and streets surrounding the Association offices
at Pershing and Ashland, parking for meetings and events has become next to impossible. We have
recently acquired the fenced in property located at 38th Place and Ashland, a mere 100 yards from
the building. Currently, work is being done to fill, level, and grade to prepare the surface for a gravel
parking area. We hope to have this lot available soon for the convenience of our members.
As many of you know, our current legal defense attorney, Bob Kuzas, has been elected as a
Cook County Judge. He will be taking the bench Iater this year. I congratulate Bob, a former Chicago Police Officer. I know he’ll be a fine addition to the judiciary. I would also like to thank him for
the great work he’s done for the Association and its members. The Police Benevolent Labor Committee (PBLC), who provides our legal defense has offered a contract to the Law Offices of Dan Herbert to supply the legal defense that Bob provided. With Dan Herbert’s knowledge of our department, I think he will be a fine addition to the PBLC and a great benefit to our Association.
The recent promotion of our Association Director Stephanie Stuart created a vacancy on our
Board of Directors. I would like to congratulate Stephanie and thank her for her efforts on behalf of
the membership. Last month, the Board approved the appointment of Sgt. Gabriella Shemash to
serve the remainder of this term. Gabi will be a tremendous addition to the Board.
All of the Officers and Directors positions will be expiring at the end of this year. The election procedure will begin with the nominating petition process beginning in September and end
with the counting of ballots in November. Look for more information in this issue of the Chevrons.
The Association’s 52nd Annual Golf Outing will be held on August 11, 2014 at Silver
Lake Country Club in Orland Park. The Golf Outing is starting to fill up, so please round up your
foursomes and register. The information and registration material is posted in this issue, on our
website, and on our Facebook page. This golf outing and raffle are the only funding sources for
the Death Benefit Fund that pays the family or beneficiary of an active sergeant. If you haven't sent
in your raffle tickets yet, please do so soon.
The Annual Awards / Pizza Meeting will be held at Home Run Inn located at 4250 W. 31st
Street. The meeting and festivities kick off at 1800 hours on Thursday, September 18. Hope to see
you there.

52nd Annual Golf Outing
The 52nd Annual Chicago Police Sergeants’ Association Golf Outing will be held on Monday,
August 11, 2014, at Silver Lake Country Club in Orland Park, Illinois. The cost of the outing will be
$125 for each golfer, and will include a gift bag, 18 holes of golf, a cart, beverages on the course,
lunch on the 9th hole, and a buffet dinner with additional beverages. We will also hold the drawing
for cash prizes (winner need not be present). This year we will be selling dinner tickets for the nongolfers for $50, which includes dinner with beer, wine, and soda. Please call to reserve your ticket.
In addition to the cash prize drawing, there will be a bucket raffle at the event, which in the
past has included such prizes as LCD TVs, I-Pods, GPS navigation devices, roundtrip airfare, travel
certificates, etc. Join your Association for our only fundraising event of the year that supports our
death benefit fund. If you cannot attend you can still support your Association by participating in our
raffle.
Raffle tickets to support our death benefit fund will be sent out soon. The death benefit fund,
available to active members, provides a check in the amount of $3000 to the sergeant’s named
beneficiary to help the member’s family at the time of their loss.
We have already started taking reservations. Send in the reservation form below, naming
your foursome, along with a check payable to CPSA, 1616 W. Pershing Road, Chicago, IL 60609.

Sgt. Don Fournier 1926-2014
Sgt. Fournier on the right side of the photo, was a Director and
active member of the Chicago Police Sergeants Association, with
many programs to his credit. Sgt. Fournier was best known to
our senior retires as the Guru of case reporting. Don was a product of both Tilden and St. Rita High schools. He served in the
Navy as a radio specialist “CASCU”, during the World War II. His
unit was in the Leyte Gulf invasion, than Shore Patrol in Japan,
and was later embedded into the Army during the Korean conflict.
Don came on the job in 1951, made Sergeant and was later assigned to the O’Brien Street Police Academy where he taught
case reporting. He was the expert on case reporting and was frequently called on to interpret any issues with case reporting. Don
was also part of the CPD’s Drum and Bugle Corps, and a lifelong active member of AMVETS. While
on the Board of the Sergeants Association Don was responsible for the startup of the current Death
Benefit Fund for active duty Sergeants, and the “Money Hole” at the golf outing. Don and his best
friend Sgt. Ed McQuire (left on the picture above) were responsible for putting together the annual
golf outing which supports the Death Benefit Fund. Don and Ed have over 45 years of assisting at
the golf outing. Don was 88 when he left us, but Ed at age 90 is still a force to contend with.
Membership Report

As of this writing there are 1174 members in the 9171 pay code. The budgeted strength for
our pay code is 1190 which leaves us 16 sergeants short at this time. The Superintendent met with
Jim Ade and I in late winter and promised us he would have our rank filled by the start of summer
thereby easing the strain of having a shortage during the summer months . He kept to his word and
did exactly as he promised. We were full until several retirements kicked in. We would like to thank
Superintendent McCarthy for the promotions that took place which solidified our rank.

and her wonderful family for half my life...well before she became the police or I became CPD Chaplain. As you can see
from this recent photo, neither of us has aged a bit over all

Thanks to the many who made our annual outdoor Fathers Day Mass at Gold Star Families Memorial and Park a tremendous event. It was the best-attended Fathers Day Mass
thus far, and Mother Nature came through for us as always.
Police Chaplains Ministry recently hosted hundreds of
Gold Star Family members on a luncheon cruise aboard the
Spirit of Chicago. It was a first-class outing and a chance to
again remind our esteemed guests that the loved ones they
lost in the line of duty are NEVER FORGOTTEN! Thank you
to all who financially supported this outing! If you would like to
join our mailing list so that you can help us with these worthwhile endeavors in the future, please

We continue to remember those killed in the line of duty (as well as other deceased CPD family members) at the regular CPD Mass, celebrated the 2nd and 4th Sundays of each month (this
month, that’s the 13th and 27th) from 1100-1130 hrs at Mercy Home: 1140 W. Jackson Boulevard.
No matter your faith tradition, ALL ARE WELCOME.
A couple more THANK YOU’s….one to all who supported the inaugural PO Joe Walski Memorial Golf Outing last month…as well as those who attended the happy hour so generously
hosted by O’Brien’s Restaurant/Bar in Old Town. Both of these events benefit the vital work of Police Chaplains Ministry.
The Chaplains’ Section (along with the Chicago Police Memorial Foundation) will be
hosting an END-OF-LIFE WORKSHOP later this month. Northsiders can attend on Monday,
28 JUL, at 12 noon at the Irish American Heritage Center; the same event will be repeated for
Southsiders at the Beverly Arts Center on Tuesday, 29 JUL, at 4:00 p.m. Come learn how to
start the difficult conversation regarding end-of-life decisions. “Wills for Heroes” will be present to offer free estate planning advice. There is no charge for the event. RSVP to Chaplain

What Happens in Heaven When We Pray?...
I dreamt that I went to Heaven and an angel was showing me around, explaining the "analogy
of prayer". We walked side-by-side inside a large workroom filled with angels. My angel guide
stopped in front of the first section and said, "This is the Receiving Section". Here, all petitions to Gd said in prayer are received. I looked around in this area, and it was terribly busy with so many angels sorting out petitions written on voluminous paper sheets and scraps from people all over the
world. Interestingly enough there were no wastebaskets in the room, no request gets ignored regardless of how it was written. Then we moved on down a long corridor until we reached the second
section. The angel then said to me, "This is the Packaging and Delivery Section". Here, the graces
and blessings the people asked for, are processed and delivered to the living persons who asked for
them." I noticed again how busy it was there. There were many angels working hard at that station,
since so many blessings had been requested and were being packaged for delivery to Earth. The
angle said "all requests are answered, though some answers are wrapped differently than what we
expected". Finally at the farthest end of the long corridor we stopped at the door of a very small station. To my great surprise, only one angel was seated there, idly doing nothing. "This is the Acknowledgment Section", my angel friend quietly admitted to me. He seemed embarrassed. "How is it that
there is little activity going on here?", I asked. "So sad," the angel sighed. "After people receive the
blessings that they asked for, very few send back acknowledgments." "How does one acknowledge
G-d's blessings? ", I asked. "Simple," the angel answered. "Take a moment daily and just say,
"Thank you, G-d for all your kindness". Wanting him to continue his thought, I asked, "What blessings should they acknowledge?" The angle replied, "If you have food in the refrigerator, clothes on
your back, a roof overhead, and a place to sleep you are richer than 75% of this world. If you have
some money saved up in the bank, in your wallet, or spare change in a dish, you are among the top
8% of the world's wealthy. If you woke up this morning with more health than illness, you are
more blessed than the many who will spend most of their day at the Doctor, or perhaps not even
survive this day. If you can attend a place of worship without the fear of harassment, arrest, torture
or death you are envied by, and more blessed than, three billion people in the world. If your parents
are still alive and still married, you are envied and blessed. If you can hold your head up and smile,
you are not the norm, you're unique to all those in doubt and despair." Then he said go ahead pass
along the following message,
"Take a moment to drop a line to the "Acknowledgement Department",
and say "thank you G-d for the gift of another day", not all received this gift today".
Wow, how true; it actually woke me up as if someone put cold water down my back. Some
interesting points to ponder about life... Life is simpler when you plow around the stump. Words
that soak into your ears are whispered, not yelled. Forgive your enemies, It messes up their heads.
You cannot unsay a cruel word. Every path has a few puddles. The best sermons are lived, not
preached. Most of the stuff people worry about ain't never gonna happen anyway. Remember that
silence is sometimes the best answer. Live a good, honorable life. Then, when you get older and
think back, you'll enjoy it a second time.

Sometimes you get, and sometimes you get got, that's just the way it is. The biggest challenge you'll
probably ever have to deal with, watches you from the mirror every morning. Live simply. Love generously. Care deeply. Speak kindly. Leave the rest to G-d.

Those of you retirees who are applying for your IROCC permit for the first time, there has been
a change in the initial process. The Verification of Employment Form used to be sent to the Pension
Board. They no longer provide that service. These forms are available at www.irocc.org. You must
send that form to the Chicago Police Department’s Human Resources Division. It will take 10 to 14
days for you to receive the signed form back. Here is the mailing information:

The three-year term of office for all Chicago Police Sergeants’ Association Board members expires at the end of 2014. All positions on the Board are up for election. Any member

Pizza Meeting. Nominating petitions may also be picked up at the Association office from September 19th to the 26th. For a sergeant to be qualified, that sergeant must have attended at
least 50% of the General Meetings within the last 12 months.
Letters explaining the election and election procedures will be e-mailed to all active- duty sergeants. If you have not received the e-mail notice by the September
Awards / Pizza Meeting, copies will be available there or you can contact the Association’s office and we will forward the information to you.
The election chairperson(s) and/or one committee member is assigned by the president.
The remaining three committee members are assigned by the Board of Directors. In past elections, most committee members were retired sergeants. The retirees usually had the time to
meet in the morning hours on weekdays. Any member, active or retired, who is interested in
serving on the election committee should contact the Association office. NOTE: Any sergeant
who is seeking a Board position in the election may not serve on the election committee.

The "bullet proof" vest initiative sponsored by Rep. Kelly Burke in the House and Senator
Tony Munoz in the Senate has now passed both chambers and is awaiting Governor Quinn's signature. House Bill 5688 creates the Law Enforcement Officer Bulletproof Vest Act. Provides that each
law enforcement agency within the State shall provide a bulletproof vest for every law enforcement
officer of that agency who is employed as a new recruit by that agency on or after the effective date
of the Act as part of the officer's initial equipment issue. Provides that each bulletproof vest shall be
replaced before the expiration of the warranty period of the vest at the expense of the law enforcement agency. Provides that all officer bulletproof vests shall be replaced by the law enforcement
agency within a 4-year period after the effective date of the Act. Provides that the State or unit of local government which has jurisdiction over the law enforcement agency shall apply to the United
States Department of Justice under the Bulletproof Vest Partnership Grant Act of 1998 or a successor Act for matching grants of one-half the purchase price of the bulletproof vests for the officers of
the law enforcement agency. Provides that if the law enforcement agency is a local law enforcement
agency and not a State agency, one-half the costs of purchasing the bulletproof vests shall be from
State funds and one-half from the funds of the unit of local government, including the matching
grants received from the United States Department of Justice. Provides that the Act does not apply if
United States Department of Justice and State matching funds are not available or if the law enforcement agency collectively bargains with its officers or the exclusive representative of the officers
for allowances to purchase bulletproof vests.
