ELEVENTH ANNUAL “TEES AND TEXTBOOKS”
TO BE HELD IN CENTRAL MAINE
The 12th Annual Tees & Textbooks will
be held on June 13 and 14 of 2016 in the
Augusta area and will consist of our gala
scholarship dinner at Maple Hill Farm
Inn and Conference Center in Hallowell
with entertainment provided by The
Crooners and wrap up the following day
with the Hospitality Golf Classic. This
year’s festivities begin with a cocktail
reception at 5:30 followed by dinner at
6:30pm with scholarship recipients being
honored after dinner. Dinner this year
is sponsored by Clark Insurance. The
reception prior to dinner is sponsored
by Sysco Foodservice of Northern
New England. We are fortunate to have
THIRTEEN scholarships to award in
2016 and will be conveying these awards
to THIRTEEN worthy students. For
$500, any innkeeper or allied member
can receive recognition and name and
present their sponsored scholarship. The
evening will wrap up with the mellow
sounds of The Crooners. They have
performed at the Fireside Inn & Suites
in Portland and are famous for their Rat
Pack sound. Tickets for this year’s event
will be $59 per person and proceeds will
benefit the Maine Innkeepers Association
Education Foundation, which is a 501c3
charity.
The following day brings us the 22nd
Annual Maine Innkeepers Association
Hospitality Golf Classic, which will be
held at the famous Augusta Country
Club. The MEIA Golf Committee
has been working hard to put on

127TH MAINE LEGISLATURE WINDS DOWN
The final days of the 127th Maine
Legislature were interesting ones and after
all that activity they recessed and veto day
was scheduled for Friday April 29. This
is a day for the Legislature to come in
and resolve any unfinished business and
take up any gubernatorial vetoes (and
there will be a few) that were executed
during their short recess. Our biggest
issue coming into the end of the session
was attempting to find a way to mitigate

the effects of an extreme minimum wage
increase and elimination of the tip credit
by a citizen initiative slated to be on the
November 8, 2016 ballot. This question
if passed would raise the minimum wage
in four steps to $12 and eliminate the tip
credit over time.
A coalition of business groups to include
the Maine Innkeepers Association,
the Maine Restaurant Association, the
Maine State Chamber of Commerce and
Retail Association of Maine and another
dozen or so groups advocated for a more
reasonable approach to this effort. Our
proposal, that we hoped the Legislature
would have introduced as a competing
measure, would have increased the wage
to $10 over four years, kept the tip credit
intact and removed the consumer price
index adjustment (CPI.) We attempted
to get the competing measure as an
amendment to LD1661, which was the
number assigned to the citizen initiative
and Representative Susan Austin of Gray
attempted to do the same with LD674,
a concept draft that was still in the Labor
Committee. Democratic leadership
scuttled both efforts in the House and
there was no amendment to LD1661
and LD 674 died in non-concurrence.
Another vehicle, LD1695, was a
Governor’s bill sponsored by Senator
Andre Cushing. It also mirrored our
attempts at a competing measure, but
it ended up having a slight twist. Senate
Republican leadership held this bill and
then ran it as a straight up increase to
$10 in four steps and not as a potential
competing measure. The bill would need
to be passed as an emergency measure
with a 2/3rd’s vote and we ended up
one vote short in the Senate with 2212 vote in favor of the measure. The bill
was released to the House at recess and it
was taken up immediately on veto day,
the last day of the 127th Legislature,
where it was indefinitely postponed
with no roll call vote, effectively killing

it. The Senate Republicans did “insist”
that the bill be taken up again because
of new information, but to no avail.
Other issues of importance in this
legislative session included the defeat of
a bill that would require restaurants to
post any genetically modified organisms
(GMO,) that could appear in some
form on their menus. It was fairly
apparent to the committee, that even
if this was a good idea that it would
need to be someone farther up the food
chain rather than the restaurant owner
or chef to make this identification and
notification. Maine statute currently
holds that if the remainder of the New
England states pass GMO notification
legislation at a grocery store level
that Maine would follow. Currently
Vermont is the only state to have done
so and that decision is currently being
reviewed in court cases.
At the national level, the changes in
overtime rules look to be published in
early July to insure implementation
before the November elections. As
bitterly as the business community
has complained, the United States
Department of Labor and its leader,
Thomas Perez, have pushed for the
$50,000 salary threshold. This amount
would more than double the current
salary threshold from $455 per week
to $970 per week, which will be very
difficult on small Maine businesses and
their employees and cost thousands of
dollars per year.

Winter may be a time to rest for
some, but at Stage Neck Inn much has
been happening in the last 4 months.
“We are grateful for the mild Winter,
as we have literally had half of our
physical structure open to the elements
at times,” says owner Mark Foster. All
of the Inn’s 58 guest rooms have been
renovated, refurnished or rebuilt! The
greatest transformations have occurred
in the Harborview and Oceanfront
Guest Rooms. Ground floor rooms in
these categories have been reconfigured
to accommodate seating areas; and all
Harborview and Oceanfront Guest
Rooms now feature Amish-built wall
units to house the TV and electronic
fireplace feature. Railings on the
Harborview Guest Rooms have been
replaced to enhance visibility of the
great views.

classic New England fare with locally

produce. Operated by the family-owned
Maine based Migis Hotel Group, the
Black Point Inn will open for its 138th
season on May 6, 2016.

Dumont has been hired as Executive
Chef at the Black Point Inn on Prouts
Neck. Chef Dumont will be responsible
for a kitchen staff of 25 in the Black

one-of-a-kind 16-seat bar. Signature
drinks include Premium, Low Alcohol
and Alcohol-Free offerings.

Current Recruitment Strategies/Tools
• The Maine Job Bank (MJB) is a “no fee” Job Bank, managed by our Bureau of Employment Services, which
enables employers to post open jobs. Job seekers whose “job profile” matches a posted position are sent
a referral, encouraging them to contact the employer. There are currently over 25,000 active job seekers
on the MJB. You can register for an employer’s account by visiting: www.mainecareercenter.com. Creating
an account is easy and should take you less than five minutes. Once your employer account has been
approved, you will be able to create job orders immediately. Maine’s Job Bank does an initial prescreen for
you and notifies (via e-mail) only the people that match the criteria you establish in your job order.
You’ll have 24/7 access to your job postings and to occupational profiles of applicants who have
accepted a referral to your position.

• For multiple job openings in a specific area or region, we can send an email blast out to all registered
MJB job seekers in that area. This can be done by providing the zip code of the open positions plus
a desired target market radius (zip code + “x” miles) and the email will be distributed to all registered
active job seekers within that geography.
• Our CareerCenters routinely provide space and outreach for employer recruitments, whether hiring for
one or many positions. Contact the CareerCenter nearest you to schedule such an appointment.
• CareerCenters directly manage or participate in Job Fairs on a regular basis. These run the gamut from
weekly several employer events to Job Fairs with 100+ employers. A complete listing of Job Fairs can be

• Social Media is actively utilized by our CareerCenters as a means to reach out to job seekers and employers
alike. Facebook, Twitter and LinkedIn are all tools which can be employed to get your messaging out to
prospective job seekers. Contact your local CareerCenter for assistance;
Future Opportunities
• We are currently transitioning to a new Job Bank, later this year, which will allow employers to do “key
word” searches of resumes of job seekers, as a way to be more proactive in identifying and reaching
potential candidates. Though not available for this summer season, this will prove to be a very effective
recruiting tool in the future;
• Additionally, we might be able to create a “Hospitality & Tourism Job Fair”. If interested in pursuing this
as a possibility, please contact the CareerCenter nearest you.
