January 2011—Volume 2 Issue No 3 Inclusive Early Response COLD LAHAR HAZARD What is Cold Lahars? When a volcano erupts, it results volcanic materials including ash, gravel, mud, rock and stone from caldera. When there is hard rain at top area of the mountain, rain water is mixed with mud and ash, which resulting thick water flowing downhill and sweeping everything from small fragments of stone to big ones. Impact of Cold Lahars Flood from Mt. Merapi’s Eruption On 29 and 30 November 2010, the cold volcanic mud from Merapi flowed through Code River and inundated hundreds of houses, and forced thousands of people from Gondolayu, Danurejan, Prawirodirjan, and Keparakan neighborhoods to evacuate. Minutes before the flash flood, it was reported that heavy rain fell in the upstream of Boyong and Woro Rivers both of which lie on the slope of Mount Merapi. On 3 January 2011, cold volcanic mud flood forced 985 people from four sub-villages in Jumoyo, Salam, Magelang district had to be evacuated. The volcanic mud brimmed over from Putih River passing through Jumoyo village. This flood had broken at least three bridges connecting between Salam and Ngluwar sub -districts and cut off the economic route of Semarang – Yogyakarta that was blocked by volcanic materials carried by the flood. On 9 January 2011, the cold lahars flood hit Munthilan through Pabelan river on the north side and Putih river on the south side. The volcanic materials blocked access from and to the city. The access to the city is closed due to the isolation. The heavy rain-triggered cold lahars flood swept away 12 water pipes during rain season. Most of damaged water pipelines are located in Wonokerto and Girikerto villages, Turi, Sleman. In Yogyakarta, Opak River passing through Kepuharjo, Wukirsari, and Argomulyo villages, Cangkringan, Sleman becomes ‘highway’ for the volcanic materials. This ominous condition threatens the community living in five sub-villages as follow Salam in Wukirsari village and Bulak Salak, Krajan, Panggung, Kliwang, and Kebur Kidul in Argomulyo village located by the river banks. The cold lahars flood in Magelang and Sleman has soaked hundred of houses and public facilities, such as SMK Pertanian Salam, bridges, and main road connecting Semarang and Yogyakarta, and official buildings, such as Police Office in Cangkringan, Sleman. PUBLIC AWARENESS FOR INCLUSIVE EMERGENCY RESPONSE Public awareness is part of HI’s activities to educate the community. By providing them with the information, it is hoped that the community is aware of the danger in their community, and know what to do. Having 20 volunteers on the field and 10 physiotherapists, HI and Nawakamal have identified to find the most vulnerable people who needs assistance. In the response to Mt. Merapi eruption and Cold Lahars Flood in Magelang district, Handicap International has distributed assistances as follow: 610 individual therapy sessions have been given to those Beneficiaries in Dukun Sub-district, Magelang in Paten, Krinjing in Dukun Sub-district and Mranggen in Srumbung Sub-district. Those sessions also covered IDPs in evacuation barrack in Jumoyo, Salam Sub-district since 7 January 2011. 47 packages of maternity kit was distributed to selected internally displaced persons (IDPs) in evacuation barrack in Jumoyo, Salam Sub-district and disabled and vulnerable group in disaster-prone areas in Srumbung Subdistrict. 244 packages of elderly kit was delivered to selected IDPs in evacuation barrack in Jumoyo, Salam Sub-district and disabled and vulnerable group in disaster-prone areas in Dukun and Srumbung Sub-districts. 122 packages of kid kit was distributed to selected IDPs in Dukun Sub-district. Our partners: Handicap International Assistance to Cold Lahars Flood in Klaten and Sleman Handicap International and SAPDA distributing aids in Kepurun, Manisrenggo Sub-district, Klaten SAPDA’s Volunteers Unloading Items of Assistance In the response to Mt. Merapi’s eruption and cold lahars flood in Klaten and Sleman, Handicap International along with SAPDA has been delivering assistances to the disabled and vulnerable group in the disaster-prone areas. Supported by 30 volunteers and 10 physiotherapists, SAPDA has covered 3 sub-districts in Sleman (Turi, Cangkringan, and Pakem) and 2 sub-districts in Klaten (Manisrenggo and Kemalang) to serve 894 disabled and vulnerable group. Kemalang and Cangkringan Sub-districts are the most disaster-prone areas. As informed by Geological Agency of the Ministry of Energy and Minerals resources that Mt. Merapi has spewed around 140 million cubic of volcanic materials (Antaranews). 40% of the materials are settled at Gendol River which flows through Cangkringan and Kemalang Sub-districts. Considering that the location of Balerante Village is near by Gendol River, SAPDA decides to centralize their service in Klaten through DVFP Post in Kepurun, Manisrenggo Sub-district.
