To the legal
voters of
the Town of Rutland:
At the time of the last Annud Meeting the war was still in

fierce progress, and none could foretell when the end would be.
All loyal men felt that the rebellion must be crushed, cost what
i t might. This has been done, and it seems not out of place a t
this time to recapitulate briefly what Rutland has contributed in
men and money to the cause of the Union.

Leaving a credit to the town of two men over all calls.
Amount paid and to be paid for bounties and expenses of
recruiting $217,676 64, about one-twelfth of the appraised
value of the property in town.
The first of our returning regiments were fed on their arrival
here by subscription, a t an expense of several hundred dollars,
and the burden of this was falling upon comparatively few of the
citizens. Beliering that no man would wish to be deprived of
the privilege and opportunity of contributing to the comfort of
these war-worn heroes, we assumed the expense of providing
refreshments for the remaining regiments.
W e have paid, so far as called for, two installments of the
bounty voted to Veterans at the last annual meeting. PTearly all
of these men a r e now out of the service, and many of them a r e
leaving the State o r going into business, and need their money
to use, and Ere willing to make quite a sacrifice to obtain it, and
unless the town makes sonie provision they will sell their claims
to private parties. TVe think many of them mould take $300,
payable July 15, 1566, in lieu of payment by installments, and
this will give the town 20 per cent. interest on the amount so
paid. W e present the matter to your consideration, and suggest
:hat if any such action is taken, it should be with a proviso
allowing the Selectmen in their discretion to retain the bounty
and expend the same for the support of the soldier's family.
There are s few soldiers who were entitled to $500 bounty, and
have not been aid in full, and some of these Lave forfeited the
balance unpaid by desertion.
N o claim has been made upon the town for damages to person
o r property incurred during the year upon the higl~way.
W e have built a dam, a t an expense of $300, to turn and keep
East Creek in its old channel a t the Lester bridge, and thus save
the necessity of building azother bridge, and have p:~rtially
rsboilt one of the abutments. T h e dam seems to answer the
requirement.
W e have laid a road connecting Eveiyn Street with Merchants' Row, i ~ n dalso in extension of AIerc1iants7 Row through
to the I?loulthrop road. T h e road has been traveled across the
railroad grounds, but had never been Inid, and by making ce~tiiin
improvements in tile rcad we could secure it to the town, and

W e have laid a road at West R u t l a d , near the Quarries, and
appraised the land damage a t $197 72, from which Mr. Barnes
has taken an appeal.

asking for a road and bridge across Otter Creek, connecting
Nebraslia with the ILelly road, which we thought best to refer
to the town.
A court's committee was called out last summer on the petition
for a new road from Chittenden, dolvn East Creek and across
J o h n Ingram's farm, coming out near the George W a r e house.
T h e distance is about three miles, and we estimated the probable
expense at $5000. T h e case was continued by agi-eemcnt, without action by the committee, until next September court. T h e
proposed road saves nothing in distance, and we tliiuk that some
improvements in the present road will obviate ally necessity for
a new oEe.
W e have been notified that a petition would be presented for
n road across, near the Western Verniont and R. & W. car
house, from AIadison to River Street, but too late for our coneideration. I f laid by the next Board of Selectmen, the expense
will not be large.
A n unusual number of the bridges in town have been newly
planked during the year, and we know of no large outlay

required for highways and bridges the pretent season.
h a r e eettled the suit of David Daily and wife against the town
for darnages for land taken for the road back of Nathan Pierce's
store, on Ahin Street ; and also aettled by arbitration the case
of nlicllael Qi~innagainst tile town for damages to his lot on
Centre Stmet, by washing, caused, as alleged, by defect i n the
guttcr and drain by the roadside. Both of tbese suits were so
small in amount that the costs wo~lld soon have exceeded the
damages.

REPORT OF THE OVERSEER OF THE POOR.
The Overseer of the Poor $osed his account on the 15th day
of February, and paid all outstanding claims agaihst his department.

annexed to each persons name, and the cause for rendering such
aid as far as could be known.
The expenses of maintaining the poor outside the Poor House,
are somewhat largkr than last year, and also at the house.
There has been admitted to the Poor House during the yeat.
forty-two different persons; the average number throvgb the
year at tho house is twenty-five.
There are now in the Poor House fifteen. Six adults and
sine children.
There has been three deaths at the house and a larger amount
of sickness than last year. There has been five deaths among
the poor who have received aid from the Town outside the
Poor House, and a much larger amount of sickness than last
year.
W e have had one very expensive case of sickness and removal,
and two other cases of removal attended with considerable expense, which with a larger number who have received aid outside the Poor House this year than last, will account for the expenses of supporting the poor being somewhat larger than last
year.
You will also see that I have paid the man in charge one hundred dollars more than last year.
The number of persons and families helped outside the Poor
House are fifty-four.

TOWN MEETING.
-
T h e inliabitants of the town of Rutland, who a r e legal voters
i n T o n ~ nMeeting, a r e hereby notified and warned to meet a t the
Town Hall in Last Rutland, a t 10 o'clock in thc forenoon on
Tucsdey, the 6th day of Dlarch next, to act on the following
mattcrs, viz :
I. T o choose a moderator to preside in said meeting.
2. T o clloose tlie necessary town officers for the year ensuing.
3. T o see if the town will vote to divide School District No.
18, (Nebraska) and Srhool District No. 7, (West Rutland) o r
111nke any alteration in thc,limits of either or both of said districts.
4. T o see if the town will vote to conznlute the bounty voted
to re-enlisted veterans a t the last annual meeting, by the paynleut of a specified sum. iu one paymeut, t o such a s choose to
accept it, and to see if tlle town will \ate to extend the provisious of said bounty to the father or other heirs of such reterans
a s have died or been killed in the service, o r vote the bounty in
any special cases.
5. T o see if the town will rote to instruct the Selectmen to
build n bridge orer Otter Creek, near the mouth of East Creek.
G . T o see if t l ~ etown will vote to sell one or both of the
Town Halls in sai6 town.
7. T o see if the town will vote to hold all town and freemen's
meetiugs iu the East Village.
