The existing transit network is oriented around connections to downtown Kissimmee, Walt Disney World and downtown Orlando. Much of the US 192 corridor has benefited from streetscape improvements that include transit shelters, wide sidewalks and bike lanes. However, many portions of the study area corridors still have rural roadway cross sections that lack sidewalks and safe transit accommodations. The high vehicular speeds on both corridors pose an additional challenge to transit and pedestrian mobility. This portion of US 192 is primarily built out with an auto dominated, suburban form of a mix of commercial and lodging uses. The roadside landscaping has wide sidewalks, transit stops and lush landscaping. A themed dinner attraction attracts significant seasonal crowds and employees during and after the PM peak hour. The largest hotel in Osceola County offsets the seasonal nature of business with a substantial convention business. Older than the Maingate area, this section of US 192 is a mix of commercial and lodging uses with upgraded roadside192 landscaping emphasizing pedestrian orientation. A mix of local and tourist uses including the Osceola Square Mall is auto dominant in development pattern. A large17 hospital with a significant employee population located in the Kissimmee corridor 527 on US 17/92. 92 The intersection of US 192 and Orange Blossom Trail is a large, congested auto dominated crossroads. The city core has good bones of a grid street pattern, an existing multi-modal station to be strengthened by SunRail, a CRA for funding improvements and is the opportunity to continue growing a pedestrian oriented place with significant employment. The addition of SunRail stations in and very near the corridor is another good opportunity. The tourist commercial uses provide service sector employment and a significant number of seasonal visitors which will assist ridership. One challenge will be creating pedestrian oriented destinations to contrast to the auto dominated corridors. Kissimmee has excellent policies in place to promote that type of development along with the downtown which is already on its way towards transit oriented development. Continuing these practices in selected locations will balance the selected transit option with an appropriate, future land use pattern. 192 Town Center at Orange Lake THACKER AVE Issues & Opportunities 527 0 4500 9000 Lindfields The Parkway October 2011 A mix of permanant and transient population, there is a significant amount of low density suburban development in place. An aging tourist destination at the crossroads of US 192 and I-4. This is a potential redevelopment opportunity. Celebration Old Town Blighted, Old Hotels Medieval Times A mixed use, new urban community that has a substantial population. Further, the land uses nearest US 192 include employment uses and the Celebration Health Hospital. A tourist attraction in the East Gate section of US 192 is indicative of the auto dominated development pattern of this area augmented by a strong pedestrian oriented roadside landscape treatment. The earliest tourist hotels have been abandoned for newer lodging accomodations. Now these hotels have been left vacant or turned into low cost weekly rentals for the local population. A tourist attraction farthest east on US 192 has seasonal crowds and employees in the PM peak hour. OverallCenter Study Area Osceola Medical Located in downtown Kissimmee, the hospital has a large employee and user population. Government Center Florida’s Turnpike Downtown Kissimmee has a large government population base including Kissimmee City Hall (pictured), County Administration Building and the County Courthouse. The eastern end of the Osceola corridor is an auto dominated area of primarily local businesses. Develop safe, reliable, and economical transportation choices to decrease household transportation costs, reduce our nation’s dependence on foreign oil, improve air quality, reduce greenhouse gas emissions, and promote public health. Promote equitable, affordable housing. Expand location- and energy-efficient housing choices for people of all ages, incomes, races, and ethnicities to increase mobility and lower the combined cost of housing and transportation. Enhance economic competitiveness. Improve economic competitiveness through reliable and timely access to employment centers, educational opportunities, services, and other basic needs by workers, as well as expanded business access to markets. Support existing communities. Target Federal funding toward existing communities—through strategies like transit oriented, mixed-use development, and land recycling—to increase community revitalization and the efficiency of public works investments and safeguard rural landscapes. Coordinate and leverage Federal policies and investment. Align Federal policies and funding to remove barriers to collaboration, leverage funding, and increase the accountability and effectiveness of all levels of government to plan for future growth, including making smart energy choices such as locally generated renewable energy.
