General Information
Downtown Norfolk is such an exciting place. There are seemingly
endless options for dining, shopping and entertainment
all located within walking distance. And even though our
organization works and plays here every day, we are still amazed
with all of the new additions to our city when we produce our
Guide to Downtown Norfolk each year.
Downtown Norfolk brings together the unique experiences of
shopping, dining, culture, business, exciting attractions and
peaceful places. Use our Guide to plan an afternoon, a weekend,
a business lunch, a shopping adventure or a special evening.
Downtown is a unique and special place and we invite you to
come back to experience it again and again.
The Downtown Norfolk Council (DNC) is comprised of the over
300 businesses and individual members you will find listed here.
With over 20,000 copies distributed downtown and beyond, a
guide listing is a benefit to our members and just one of the ways
that the DNC promotes our membership to both visitors and the
entire community.
You’ve got Questions?
We’ve got Answers.
As you will find, the guide serves as an essential resource for
planning and ensures that you are aware of all the amazing
experiences downtown has to offer. Thank you for choosing
downtown and enjoy your visit!
Sincerely,
Mary B. Miller
President and CEO
Downtown Norfolk Council
About the Cover
In March 2014, the Downtown Norfolk Council conducted a Guide
Cover Contest and requested the community to submit their most
vibrant, creative and defining pictures of Downtown Norfolk. This
year’s Guide cover is a collection of those images. The Downtown
Skyline image was selected as the winning photo, captured by Peter
Squicciarini, native to Norfolk. The beautiful USS Battleship Wisconsin
pictured on the cover was also submitted through the Guide Contest
by Suping Li, selected as the second place winner. The third place
winner, Stephen Halley is featured on page 16. Two additional photos
from the Contest can be found on page 20 & page 34.

We know how it is to be a visitor in a new place.
That’s why we have several ways for you to get
information. When you’re on the streets and
need assistance, look for our friendly Public
Service Ambassadors, specially trained to answer
your questions. If there isn’t an Ambassador in sight, look for
a downtown map with one of our beautiful Norfolk Mermaids
perched on top. You’ll find them strategically located throughout
downtown. If you carry a smartphone, you can
access our website, which includes an event
calendar at DowntownNorfolk.org

presented to the Citizens of Norfolk by the Norfolk Rotary Club
on July 4, 1986.

The Lone Sailor (C-3)
Wisconsin Square – The Lone Sailor represents all people who
have ever served, are serving now or who are yet to serve in the
Navy. As part of the casting process, the bronze for the statue
was mixed with artifacts from eight U.S. Navy ships, provided by
the curator for the Navy. The statue, donated by the U.S. Navy
Memorial Foundation for placement in Wisconsin Square, was
created by Stanley Bleifeld, the U.S. Navy Memorial’s official
sculptor.
Good Fortune Garage (C-3)
161 Freemason Street, Freemason Parking Garage – Artist
Cassandra Akers worked with eight high school students as
part of the City’s Earn and Learn internship program. The artist
stenciled 617 positive message fortunes on each parking space

Pagoda. Chinese motifs on each of the seven floors create a way
finding directional device.
Homage to Man Ray (B-2)
Chrysler Museum of Art – John Henry’s 2009 machined aluminum
sculpture honors the work of another artist who championed the
use of industrial materials in art. The outdoor artwork’s various
shades of blue play off sky, water, and the colors of the Chrysler
Museum logo.
The Homecoming (D-3)
Town Point Park – The Homecoming by artist, Stanley Bleifeld is
a larger than life size statue of a U.S. Navy sailor being greeted
by his family upon his return from sea duty. The Homecoming has
particular significance because it was dedicated the same week
the crew of the U.S.S. Cole returned to Norfolk following the
terrorist attack in Yemen.
Leading Edge (C-4)
One Commercial Place – Leading Edge is a polished stainless
steel sculpture reaching 25 feet in the air and mounted in a
reflecting pool. Created by Washington D.C. sculptor, John Safer,
the sculpture was dedicated in June 1989.

Corner of Church Street & Brambleton Avenue – The Memorial,
conceived by Joseph A. Jordan Jr., former Norfolk Councilman
and General District Court Judge, is an 83’ tall, 4-sided fountain
in a tall, black granite obelisk with quotations of Dr. King. The
Memorial is surrounded by plantings on a raised traffic circle and
serves as a constant reminder of the importance of including all
citizens in the democratic process and the benefits derived from
doing so. A plaza with seating, signs, and dedicated parking offers
visitors a place to reflect on the memorial. It was designed by
Siska Aurand Landscape Architects in 2002.

Landmark Sculpture (C-3)
Selden Arcade – This vibrant 14 foot steel sculpture delivers
a striking piece of public art and a recognizable landmark to
Downtown Norfolk. With the monumental help of world class
sculptor and Norfolk native, Rodney Carroll, the d’ART Center
will be noticed, from Main Street, the waterfront and beyond.
The sculpture’s design relates to the creative energy that abounds
within the d’ART Center and beckons the public to enter and
connect with the visual arts. The soaring elements of the sculpture
represent the artistic exploration that is at work in the Center’s
galleries, classrooms and artist studios.
Mermaids on Parade
Citywide – As a port city, Norfolk has long
lured men and women to the sea, so the
mermaid was designated as our signature
Mermaids.
symbol in 1999 as a celebration of how far
Norfolk had come and then, as a way to celebrate the arts
community with the Mermaids on Parade Project in 2000. Today,
dozens of colorful mermaids still dot the landscape in downtown
and throughout Hampton Roads. The mermaids celebrate life,
local attractions, causes and fun. mermaidsonparade.com
MetalMatisse (C-4)
MacArthur Station – MetalMatisse created by the artists of
Electroland is an interactive, exuberant light and sound sculpture
located at MacArthur Square. The artwork is a vase with a
bouquet of flowers which comes to life when prompted by the
visitors below; each flower can give an individual response and
periodically all the flowers join in an orchestrated chorus of light
and sound. The flowers adapted from paintings of flowers by
the French artist Henri Matisse compliment the European formal
design of the park, while its exuberance and improbable scale
make a distinctly modern statement.
19
Norfolk Now (C-3)
Selden Arcade – Artist David Joyce pioneered this technique of
using the micro to make up the macro. He photographed area
school students and other Norfolk residents. The series of 4 digital
photos and 2 porcelain enamels consists of pointillist imagery
comprised of hundreds of tiny digital photographs of Norfolk
citizens. Norfolk Arts and Humanities Council commissioned the
works from the artist.
Police Memorial (C-4)
810 Union Street – The Memorial is dedicated to Norfolk Police
Officers who gave their lives in the line of duty. A large bronze
bell is suspended under a steel arch, designed by Victor Pickett.
The granite base contains the names of the fallen officers. The
bell, known as the Old Jail Bell, hung in Norfolk’s first courthouse.
The current bell was recast in 1867 to repair damages suffered on
January 1, 1863 when it was rung to celebrate the Emancipation
Proclamation. The bell, hung at the Norfolk jail after 1867, was
moved to the Public Safety building in 1961 and incorporated into
the Police Memorial in 1984.
Ripples (C-3)
200 Granby Street – This white concrete plaza was part of the US
General Services Administration 1% for Public Art Program. The
concrete sculpture was commissioned and created in 1979 by
well-known land artist, Athena Tacha. The 30’ by 80’ footprint
is typical of the artist and uses the idea of rhythm and movement
becoming form.
Sign of the Times (C-4)
230 E. Main Street, Main Street Parking Garage – Artist Larry
Bage worked with eight high school students as part of the
City’s Earn and Learn internship program to create ten signs of
businesses that were once part of Norfolk. The artists, working
with recycled materials, metal and wood, installed the artwork
on the down ramp helix. This unique program was a partnership
between Norfolk’s Parking Division, Public Art Program, and the
Human Resource Department.
The Tourists (D-4)
Waterside Marina – The stately (and somewhat
unlikely) couple survey the boats crossing the
Art walk.
Elizabeth River. Chaim Gross’ humorous 1959
bronze, The Tourists, depicts a husband and wife engaging in one
of the most common activities at Waterside.
Torchbearers (B-2)
Chrysler Museum of Art – The Torch Bearers stands 22 feet
tall and symbolizes the passing of the torch of enlightenment.
Renowned sculptor Anna Hyatt Huntington gave the iconic castaluminum statue to the City of Norfolk for installation at the
Museum in 1957.

Norfolk Attractions (C-3)
Plume Street Parking Garage – Using a fabric appliqué technique,
Earn and Learn students worked with artist Jeannine Harkleroad
to create four murals of Norfolk area attractions. The murals
represent the historic Attucks Theatre, Doumar’s, Rowena’s and
the Ocean View Fishing Pier.
Tower of Light (D-4)
Waterside Marina – This artwork by William Wainwright is a
triangular, stainless steel form composed of hundreds of small
triangular pieces of polished steel on a tall tapered pole. The
small triangles move with the breeze and catch significant light.
The work is integrated into the Amphitheatre plaza, echoing a
geometric step and ziggurat design. Two Bronze Maps (C-3; C-4)
Outside MacArthur Center and at the Moses Myers House –
The first map, located outside of MacArthur Center (corner of City
Hall & Monticello), depicts local icons such as the Chesapeake
Bay, Governors Palace in Williamsburg and sunbathers at Virginia
Beach. The second map, located at the Moses Myers House
depicts Downtown Norfolk as far back as 1824. Designed
by New York City artist Greg LeFevre.
Authenticity.
Undetermined Line (D-3)
101 W. Main Street – Undetermined Line, created by
French artist Bernar Venet, weighs 5 tons and stands 21
feet tall. It consists of nine pieces of steel smoothly welded
into a circular shape. Dedicated in 1987, the sculpture is the fifth
piece in a series of similar art placed from Dallas to Bangkok.
USS Norfolk Bell (C-3)
Wisconsin Square – The USS Norfolk, Destroyer Leader 1 was
commissioned at the Philadelphia Naval Yard on March 4, 1953.
The wife of former Norfolk Mayor Fred Duckworth served as
the ship’s sponsor. Following the decommissioning of the USS
Norfolk, the ship’s bell was on display at the foot of St. Paul’s

Waterwork Town Point Park (D-3)
Otter Berth entrance – “Waterwork” is comprised of 24 largescale photographic murals on glazed ceramic tiles depicting
scenes of work and life on the Norfolk waterfront through time
including an African-American baptism in the early 1900”s and
the year the Elizabeth River froze over.
Whaling Wall #47: Humpback off the Virginia Coast (D-4)
Dominion Tower Garage – This mural is number 47 in a series
of fund-raising projects by the Wyland Foundation in cities
throughout the world. The mural is of a leaping whale painted
on the prepared surface of the Garage.
Wind and Waves (C-3)
112 W. City Hall Avenue, Boush Street Parking Garage –
Artist Diane Husson worked with eight high school students as
part of the City’s Earn and Learn internship program to create
three colorful relief ceramic tile murals that celebrate Norfolk’s
nautical life.
Cycling d’Art
The Downtown Norfolk Council worked with local artists to
design and fabricate bike racks that bring a unique design
element to the streetscape while providing a functional place
to secure bicycles.
You Lock U Locks (C-4)
MacArthur Square and Main Street at Commercial Place – Larger
than life U locks take on the role of providing a location to secure
bikes. Designed by Wes Cheney, Norfolk, VA.

stylized mermaid sits in a mosaic tile base. Designed by Billy W.
Spivey, RLA and fabricated by Wade Brooks, Artistic Design Studio.
The Buoy (D-3)
TowneBank Fountain Park – Designers Peter Johnston and Thom
White modeled their bike rack sculpture after the common buoy.
With vibrant color and lighting this aesthetically pleasing object is
both eye catching and functional.
The Fork (B-3)
Flatiron Park – At 13’ tall this gleaming fork wrapped with
fettuccine graces the entrance to Downtown’s Dining District.
Designed by Peter Johnston and Thom White.
