The City of Perris conducted 1 adult class in 2014
but looks forward to increasing the number of
classes in 2015.
CERT is about readiness, people helping people,
rescuer safety, and doing the greatest good for
the greatest number of people.

The South West region has a very robust CERT
program with training conducted by almost every
city in the South West.

In 2014 the cities provided the following:
 City of Perris
The City of Temecula has conducted several
class with 76 adult graduates and 35 teen
graduates completing the program.
 Unincorporated County

 Special Districts
The City of Murrieta has conducted 2 adult
classes with 33 graduates, 2 Teen classes with 20
graduates.
The City of Wildomar conducted 2 adult classes
with 30 graduates. Wildomar will host 3 classes in
2015 to include a Teen class in March.
The City of Lake Elsinore has conducted 4
classes with 36 adults and 42 teens completing
the classes
The City of Menifee conducted 4 adult classes
with 68 graduates. The city of Menifee will be
hosting 4 classes in 2015
Community Outreach
Emergency preparedness is a top priority in building communities that are resilient following a disaster.
South west cities were hard at work reaching out and providing presentations throughout the region.

In the City of Temecula CAL FIRE and Temecula Citizen Corp. (TCC) were able to provide CPR training
to over 350 students as well as hands only CPR to 55 students. CAL FIRE Capt. Bolowich coordinated and
executed a CPR in a box program with the Temecula Valley school district, training over 700 students in
CPR that they can then share with other students or family members. Fire safety training was also provided
to 68 residents. CAL FIRE with TCC provided support at local safety fairs with positive contact to over 275
people, 54 city employees, and over 143 through Abbott Vascular. TCC provided Neighborhood Watch
presentations during startups of programs in 12 community meetings (180 people) . TCC also supported
the City of Lake Elsinore's Shakeout Expo in October, teaching people about Cribbing.

Training and Exercises
On September 16th South West Comm. conducted its annual multijurisdictional table-top-exercise. The exercise scenario for 2014 was a
catastrophic earthquake on the Elsinore fault measuring 7.2 , affecting
all of western Riverside County.
The exercise was very well attended with over 25 jurisdictions
representing; Federal, State, County, City, schools, hospitals, utilities
and non-profits. There were over 120 in attendance.
All seven of the southwest cities were represented and the collaboration
and continued coordination of the SW was evident in the exercise.
There were some good lessons learned; updates to emergency
contacts, review of resources for future purchases and the need to
continue training.
With some cities having significant staff changes it was a great opportunity for the new staff to hear and see how emergency coordination
would occur.
For the City of Wildomar it was a great warm up for the storm flooding
that occurred immediately following the exercise. Les Chapman said “
we had everything ready to deal with the storm and everyone new
exactly what to do.”
A huge thank you to Abbott Vascular for hosting our annual exercise.
Community Outreach ...
The city of Murrieta participated in six local Safety events
disseminating preparedness materials and provided fire safety
training at the Lake Elsinore Shakeout Expo.
The city of Lake Elsinore put on the Shakeout expo once again at
Storm stadium. With great attendance over 1000 people came out
and were able to hear and see demonstrations on CERT and learn
more about emergency preparedness. The expo had vendors
participating which provided attendees the opportunity to buy some
preparedness supplies. The city’s Citizen’s Corp volunteers have
participated at various events throughout the year passing out flyers
and putting out preparedness messages through social media and
also provided presentations at the Neighborhood watch block captain trainings. The Citizen corp. also provided a CPR class with 21
The city of Perris provided emergency preparedness presentations
to a local church group and to the Public Safety Traffic Commission.
The city of Wildomar provided emergency preparedness materials
at many local community events. The city has also been engaged in
working to build there Community Emergency Response Team in
the City.
Emergency Preparedness is everyone's responsibility and the South
West cities have been hard at work collaborating, planning and
reaching out to the residents in an effort to ensure the county's
resilience.
WebEOC Drill and training
All seven of the South West cities and Pechanga have completed
WebEOC training. The cities have also included the local school
districts to ensure representatives from the various districts have
trained representatives that could support the Emergency operations
center; Murrieta, Temecula, and Lake Elsinore. In 2015 the goal will
be to complete all school districts.
As part of completing the training SW cities also participated in a
WebEOC drill with 5 out of the 7 cities logging on and running through
a storm scenario. It was a great opportunity to focus on logging on,
using the different boards, and practice sharing vital information.

The city of Canyon Lake provided hands only CPR and four AED classes training 135 people. The Canyon Lake Emergency Preparedness
Committee (CLEPC) participated in five community events and two
workshops including, speaking at a family club on family safety. The
CLEPC volunteers also provided a preparedness booth at the Storm
expo and provided a First aid station for community activities and
events. The CLEPC held nine monthly meetings with speakers
presenting on various safety topics.
The city of Menifee participated in several events including; the Sun
City Emergency Preparedness Event and provided four HOA Emergency Preparedness Presentations.

Riverside County’s South West Committee had a busy year of training;
WebEOC, SW Table Top Exercise, and the All Hazards Public Information Officer course. The committee also brought in a great line up of
speakers to the monthly comm. meeting held in Murrieta:
provided a presentation on CAL OES and what they do at the state
level.
January— Terrorism CAL FIRE’s Gavin Hansen provided the group a
great presentation on Terrorism; signs and what to do and not to do.
August— WebEOC Drill: 5 cities participated in the drill with a
significant storm event scenario.
February— CHP Officer Bear came out and provided an update on
some of the new laws that are in effect or that have changed.
September— SW Annual TTX 25 jurisdictions participated in a
TTX focused on a catastrophic earthquake on the Elsinore fault.
March— Alex Tardy, Warning Coordination Meteorologist, Manager/
NOAA provided a presentation on the current Drought status.
October— Robert Michael de Groot, Ph.D. from the Office of
Experiential Learning and Career Advancement Southern California
Earthquake Center, an NSF+USGS Center USC provided a great
presentation on the Elsinore fault.
April— Dan Sitar from Inland Valley Medical Center provided a great
presentation on flu planning and importance of hand washing and
getting flu shots
May— CAL FIRE’s Cpt. Hans Bolowich conducted a great workshop on
interacting with individuals who have Autism. This provided attendees
with a better understanding on Autism, what it is and great suggestions
for responding to and helping with incidents involving autistic people.
June— Bill Martinez from the Governor’s Office of Emergency Services
July—DARK
November—Joseph L. Ruvalcaba, Special Operations Supervisor,
Border Patrol Chaplain from the Murrieta Border Patrol Station and
Officer Lee Bejar provided a very insightful presentation on the
Border patrol and Customs department.
December— Year in review the group highlighted all the years
activities and accomplishments.
