Since 2009, the use of the IDA funds has been limited to IDA savers who have been affected by a natural disaster with a Presidential declaration.Because of this restriction, credit unions have only been able to serve a handful of Iowans through the IDA program who met this criterion. Thanks to PolicyWorks and House Speaker Kraig Paulsen, during the 2012 session, the necessary changes to state law were approved by the Iowa Legislature, allowing the funds to be used by anyone who met the other criteria based on income and family size.
