● Finnish Vision
• ”Finland can reconcile business opportunities and
potential in the Arctic with sustainable
development and environmental requirements
through international cooperation” (Government
of Finland, Oct 10, 2012)
● The objectives of Finland's Arctic Policy are:
• to strengthen multilateral Arctic cooperation
• to take part in the shaping of EU’s Arctic policy
• to raise Finland's profile as an expert in Arctic
topics.

Arctic connections
● Ice cover on the Arctic Sea has become thinner, while
the free water season has lengthened.
● This has enhanced possibilities for the northern marine
route, on a (very) long term focus.
● Northern Finland and the Barents area are rich in
resources (minerals, oil and natural gas, forest, fish).
The length of the marine
transport route between two
big transport clusters,
Rotterdam in Europe and
Shanghai in Asia, is about
40% shorter via the NorthEast Passage than via the
Suez Canal.

FTA and LapDOT in northern Finland
● FTA is the national agency for transport infrastructure
• The Centres for Economic Development, Transport and the
Environment (ELY Centres) are responsible for the regional
implementation and development tasks of the central
government.
● Lapland ELY Center’s Department of Traffic (LapDOT)
will be responsible for all aforementioned activities.
● LapDOT has also some other prime projects for future
development, subject to funding.
● LapDOT is actively co-operating with the road
authorities in the neighbouring countries.

● Road E8, Tornio – Kilpisjärvi (– Tromsö)
• Backbone of western Lapland.
• The main route for Norwegian fish exports, tourism.
● The road has been improved on the Norwegian side to meet
high standards
● In Finland, the road capacity is far from the required level:
• about 50 tilting truck accidents per year
• detours are several hundred kilometers long
• accident clearance can take hours, even a full day
● Risk for road closure is also high due to harsh weather
conditions.
● Earlier information about road funding in the national budget
has been only wishful thinking and rumours.

Reindeer warning system application
● Tests done on two arctic roads in 2013-2014.
● Estimated decrease of reindeer accidents as high as 50% in test areas.
● Estimated (theoretical) savings € 3-4.000.000 in agro-value, materials, time and injuries.
● It is unclear what the direct effect of this application is.
● Cost of application test is € 180.000.

In 2015 FTA will finance a system extension.
•
Whole Lapland are to be covered.
•
The system can be in full use in 2016.
•
The cost of reindeer accidents per year is
€ 8-10.000 x 4.000 cases = € 16-20 million

Road rehabilitation – new in Finland
● The key practices and policies for sustainable road condition management are:
• better drainage maintenance
• focused problem based rehabilitation design
• monitoring of road conditions and seasonal changes
● When a good combination of these is applied in everyday road management, savings up
to 50% can be achieved, compared to present day costs.
● Enables immediate road condition improvement and traffic service level increase.
● “Change from medical treatment to health care” i.e. improvement in advance.
● Tests will start here in the Rovaniemi and Kemi maintenance districts in 2015.

Road E 45
● Important road from south Norway via Sweden to
Alta/Finnmark.
● E45 finishes now in Kaaresuvanto (SE).
● In 2015 both Finnish and Norwegian governments will jointly
apply road number classification enhancement from UNECE.
● In Finland, changes will take place in parts of road 21 and 93.
● In Norway Rw 93 will get a new number.

● The Finnish Arctic strategy aims for an improved transport and logistics network.
● The Finnish Transport Agency materializes this challenge, subject to parliamentary
financing.
● Funding in Finland is still at a low level compared to the needs and conditions.
● Logistics and cross-border routes in arctic areas are not yet a main focus.
