The length of the marine transport route between two big transport clusters, Rotterdam in Europe and Shanghai in Asia, is about 40% shorter via the NorthEast Passage than via the Suez Canal. 23.1.2015 Antti Vehviläinen 4 Finnish Transport Agency FTA We enable smooth, efficient and safe travel and transport. We are a multidisciplinary expert organisation specialising in transport, and operating under the jurisdiction of the Ministry of Transport and Communications. Road classification enhancement (vt21/kt93) 11 23.1.2015 Antti Vehviläinen 8 FTA and LapDOT in northern Finland ● FTA is the national agency for transport infrastructure • The Centres for Economic Development, Transport and the Environment (ELY Centres) are responsible for the regional implementation and development tasks of the central government. ● Lapland ELY Center’s Department of Traffic (LapDOT) will be responsible for all aforementioned activities. ● LapDOT has also some other prime projects for future development, subject to funding. ● LapDOT is actively co-operating with the road authorities in the neighbouring countries. 23.1.2015 Antti Vehviläinen 9 Road improvement plan for E8 ● Road E8, Tornio – Kilpisjärvi (– Tromsö) • Backbone of western Lapland. • The main route for Norwegian fish exports, tourism. ● The road has been improved on the Norwegian side to meet high standards ● In Finland, the road capacity is far from the required level: • about 50 tilting truck accidents per year • detours are several hundred kilometers long • accident clearance can take hours, even a full day ● Risk for road closure is also high due to harsh weather conditions. ● Earlier information about road funding in the national budget has been only wishful thinking and rumours. 23.1.2015 Antti Vehviläinen 10 Road improvement plan for E8 23.1.2015 Antti Vehviläinen 11 Road E8, a month ago (11.2.2015) Typical situations on E8: - No room for passing - No visibility (truck 100m ahead) Due to weather conditions: - Road closed 4 times in winter 2013-14 - Road closed 7 times before mid Feb 2015 23.1.2015 Antti Vehviläinen 12 Road improvement plan for E8 ● Road E8, Tornio – Kilpisjärvi (– Tromsö) • • • • • • • main route for Norwegian fish exports road capacity and condition far from the required level road has been improved on the Norwegian side to a high standard about 50 tilting accidents per year for trucks detours are several hundreds of kilometers long accident clearance can take hours as lift cranes are far away risk for road closure also due to weather conditions FTA has decided to finance a road pre-plan in 2015 and a road plan in 2016. This affects the road surface from 23.1.2015 belowAntti and breaks it. Repair work can be done in advance, resulting in major savings 23.1.2015 Antti Vehviläinen 18 Road rehabilitation – new in Finland ● The key practices and policies for sustainable road condition management are: • better drainage maintenance • focused problem based rehabilitation design • monitoring of road conditions and seasonal changes ● When a good combination of these is applied in everyday road management, savings up to 50% can be achieved, compared to present day costs. ● Enables immediate road condition improvement and traffic service level increase. ● “Change from medical treatment to health care” i.e. improvement in advance. ● Tests will start here in the Rovaniemi and Kemi maintenance districts in 2015. 23.1.2015 Antti Vehviläinen 19 Road E 45 ● Important road from south Norway via Sweden to Alta/Finnmark. ● E45 finishes now in Kaaresuvanto (SE). ● In 2015 both Finnish and Norwegian governments will jointly apply road number classification enhancement from UNECE. ● In Finland, changes will take place in parts of road 21 and 93. ● In Norway Rw 93 will get a new number. ● E45 • south end in Gela (Sicily, Italy) • north end in Alta (Norway) 23.1.2015 Antti Vehviläinen 20 Rail connection visions to the Arctic ocean NARVIK 4. 5.5.
