1000 Friends of Oregon depends on the generosity of our members throughout
Oregon and beyond. Wherever they live or whatever they do, our members share
a vision of a healthy, productive, and beautiful Oregon. Our mission is to serve
and advance that vision. We are honored to have your support, and are pleased
to share this annual report with you for the 2012-2013 Fiscal Year. This financial
summary as of March 31, 2013, is derived from unaudited financial statements.

As our name suggests, 1000 Friends of Oregon has always depended
on dedicated and generous individuals to make our work for Oregon
possible. Fortunately, there are many ways you can support 1000
Friends, including donations contributed via mail, phone or on our
secure website at www.friends.org/support.
Monthly Giving
Here are some additional ways to support 1000 Friends. If you have

Just check the “I would like to donate monthly” box on any renewal slip,
donation envelope, or our online donation page. You can adjust your

The McCall Society
Workplace Giving: EarthShare Oregon
The McCall Society is 1000 Friends’ closest circle of supporters, who
uphold the legacy of our co-founder Governor Tom McCall by making
annual contributions totaling $1,000 or more. McCall Society members
enjoy special access to events and receptions, and their contributions
directly support our annual McCall Society Speaker Series.

A selection of accomplishments from our last fiscal year, made possible by the generous support of our members.
Two Years of Successful Land Use Leadership Initiative Programs
Our Land Use Leadership Initiative (LULI) has now reached several dozen emerging leaders to connect them with each other, and with the role of
land use planning in the issues they care about. By involving established land use leaders, we were able to have LULI participants learn directly from
the lessons of the past, as they engage with challenging issues in Oregon’s future. In 2012, LULI participants examined many facets of the land use
system, from transportation to farmland protection. In 2013, our program focused on equity in housing, transportation, and urban redevelopment

Infrastructure Report Changes Conversation on Oregon Sprawl
In January 2013, we released More Extensive Is More Expensive, a thorough account of the fiscal impacts of sprawl on Oregon’s cities. The result of
considerable research by our 2012 Paul Gerhardt Intern, Ted Sweeney, the report argued that until Oregon cities more fully account for the longterm operations and maintenance cost of infrastructure, they will be unable to fully understand the costs that different growth patterns can inflict
on their taxpayers, nor can they excape the cycle of deficit and disrepair that could soon paralyze many. The report attracted considerable attention
from media around the state, and sparked discussions among local and state leaders about a strategy of fiscal impact analysis that could rectify this

Milestones 2012-2013
Standing Up for Thriving Farms and Healthy Cities
In our 2012-2013 fiscal year, we continued our nearly 40-year history of fighting to protect Oregon’s precious farms and forests from needless
development, while fostering healthy communities that keep the air clean and use taxpayer money wisely. In September 2012, we appeal the urban
and rural reserves plan proposed for the Portland Metro region, standing with local farmers against an overreaching land grab on some of the state’s
best soils in Washington County. Read our director’s letter explaining our decision: www.friends.org/about/profiles/urban-reserves-letter
We also continued our strong support for smart transit in Eugene-Springfield, where an expansion of the city’s successful EmX bus rapid transit
service was hotly contested by anti-transit activists. Our Willamette Valley Advocate, Mia Nelson, penned an op-ed in the Register-Guard, as we
worked with local livability advocates in the EmX Yes! group to convince City Councilors to continue supporting the planned expansion and the
economic, health, and transportation benefits it can bring to Eugene.
Finally, we continued challenging excessive urban growth boundary expansions in cities throughout Oregon, including Woodburn and Newberg.
While we are still awaiting the outcome of these efforts, we remain committed to smarter growth in all Oregon’s cities and towns.

Big Steps for Bend Parks
Voters in the Bend Parks and Recreation District made a resounding endorsement of the importance of parks to their community’s livability and
mobility in November 2012, passing a $29 million bond that will create a truly world-class parks system in Bend and its neighboring communities.
From new trails and parks to safety improvements for river users, the measure will benefit all Bend-area residents and will improve the region’s
attractiveness to entrepreneurs and tourists. It will also expand safe transportation choices for commuting, recreation, and errands in Bend,
improving locals’ health and reducing air pollution from car trips. This bond reminds Bend leaders that residents want to prioritize investments in
livability and sustainability for the city’s future. In October 2012, we helped educate local voters with a bike tour of proposed improvements—see

Securing Southern Oregon’s Regional Growth Vision
After a decade of public engagement, research, and collaboration, the final Regional Problem Solving plan for six Jackson County cities has been
adopted and approved at the local and state level. This plan will guide urban growth and development in the Bear Creek Valley for five decades,
preserving priority farmland and encouraging cities to invest in transit-friendly, walkable neighborhoods. 1000 Friends Southern Oregon Advocate
Greg Holmes has been active in the planning for many years, along with scores of other dedicated local residents and our affiliate organization,
Rogue Advocates. Thanks to our input, the plan improved substantially to provide better protection for farmland and encourage smarter growth
decisions in the cities. We were pleased when the state Land Conservation and Development Commission approved, or “acknowledged”, the plan
in November 2012. This conclusion is a testament to the hard work of many people—thank you. Now we begin the process of incorporating the
regional vision into the future planning for each of the participating cities: Ashland, Central Point, Eagle Point, Medford, Phoenix, and Talent.

Celebrating McCall Centennial, Honoring Peter McDonald
March 23, 2013, was the centennial of the birth of Governor Tom McCall, who boldly pushed for statewide land use planning and co-founded
1000 Friends of Oregon. So it was appropriate at our annual Tom McCall Legacy Gala on March 1, 2013, that we presented Peter McDonald with
the Tom McCall Legacy Award. Peter was a Wilsonville-area hazelnut farmer and timber manager. As 1000 Friends co-founder Henry Richmond
noted in presenting McDonald with the award, his activism and public service over many years helped give the land use program crucial credibility
among farmers and elected officials. Peter had also served on the 1000 Friends board and Foundation board, and though he passed away a couple of
months after receiving the award, his contributions live on in the work we continue doing. We are endlessly inspired by the example of thousands of
Oregonians like Peter who give so much of their time and energy to keep Oregon thriving—embodying the legacy left by Governor McCall.
Field to Fork: Recognizing the Contributions of Oregon Farms
To mark the Thanksgiving holiday in 2012, we released an attractive infographic celebrating the role of Oregon agricultural products on our
Thanksgiving table and illustrating the huge economic contributions of Oregon agriculture, our state’s #2 industry. Titled “Field to Fork,” the
infographic went viral online and was praised in media around the state, including OPB. See the graphic online at www.friends.org/fieldtofork.

Creating Cool Communities
Oregon’s future will depend on creating “Cool Communities”: places where residents save money by not having to drive everywhere, where local
businesses succeed and new ones are fostered, where pollution is substantially reduced and public health is enhanced. Throughout Oregon, our staff
continues to urge local, regional, and state agencies to incorporate this vision into their planning. In the Portland region, we are working with Metro,
local governments, partners organizations, and residents to support the Climate Smart Communities scenario planning process. By targeting our
investments in transportation, housing development, and economic development, Oregon can lead the nation in creating affordable, livable, and
resilient communities for all residents, today and tomorrow. We are committed to continuing our work for these kinds of places. Learn more about our

Speaker Series Highlights Health, History, and Oregon’s Future
Our 2012 McCall Society Speaker Series featured some of the state and nation’s top minds on healthy communities, economic development, and the
history and future of Oregon land use. In February 2012 we hosted Chris Leinberger, a Brookings Institution scholar who has researched how the real
estate market is changing to demand more walkable, transit-friendly communities. In April 2012, Governor Barbara Roberts shared lessons from her
life in politics with a Portland crowd. Later, in Salem, Professor Sy Adler told stories from his research into the roots of Oregon land use planning. And
in June 2012 we worked with an array of statewide planning and health groups to bring Dr. Richard Jackson, director of the UCLA Fielding School
of Public Health, to Oregon for a tour describing the urgency of planning places that support good health. Dr. Jackson spoke to audiences in Eugene,
Roseburg, Medford, and Bend before capping his tour with an appearance at City Club of Portland Friday Forum, reaching thousands on OPB Radio
and local television.
Our 2013 series continues this vein of provocative conversations with land use leaders like Henry Richmond, Richard Benner, and Rep. Norma Paulus;
writers like The Oregonian wine columnist Katherine Cole and coastal educator Matt Love; and Portland State University President Wim Wiewel.
