Whether you have just moved to Thetford Mines, Plessisville, Ste. Agathe, Inverness, Kinnear’s Mills, St. Pierre de Broughton or to any of the surrounding communities, you will find that the region has a lot to offer. This is a great place for outdoor activities; housing is less expensive than in metropolitan areas like Toronto or Montreal, and we are close to Quebec City, the Eastern Townships and the American border. The area also offers some challenges: winters are long and cold and roads can be treacherous at times. But first and foremost, only 1% of the local population is English-speaking. Just what does this mean to you? Well, it may mean that, although the quality of life here is great, fitting in as an English-speaker can be a challenge. Living in a different culture far from friends and family, you may feel lonely. Learning to speak French is a must in order to find work, make friends or just feel at home. Happily, the English-speaking community, despite its small size is very active and well organized, helping to make your life here a bit easier. DRIVING If you are new to this province and have a valid driver’s license from another province or country, starting from the day that you have an address here, you have 90 days to make the transfer to a Québec driver’s license. If you are here as a student or are on a work exchange, other rules may apply. For questions about the validity of licenses for newcomers (residents), whether from other provinces or other countries, contact the Société de l’assurance automobile du Québec (SAAQ) at 1-800-361-7620. New rules have been added and new partnerships created. For more information, go to your nearest SAAQ outlet or visit their website at www.saaq.gouv.qc.ca . 7 You will have to pay the cost of a driver’s license and the fee to change the license (fees and procedures may vary depending upon your place of origin). If you have a regular driver’s license from another province, you will receive the same license here. If you have a learner’s permit, you will get a similar permit. If your driving license was issued by another country, you may have to pass a driving test before receiving a Québec driver’s license. You must make an appointment to obtain your Québec license by calling 1-800-361-7620 if you are a Canadian citizen and 1-888-356-6616 for non-citizens. Before calling try to have the following documents on hand: your current driver’s license, proof of former residency in the region where your license was issued, proof of Canadian citizenship or your immigration documents / Québec selection certificate and proof of residency in Québec (i.e. a hydro or telephone bill indicating your Québec address). If these documents are not written in French or English, be sure to take a legal translation with you to your appointment. Québec driver’s licenses and health cards are personalized with your photograph. Your picture can be taken at a SAAQ outlet and sent on to the agency that issues health cards. If you bring a car with you when you move here, you have 90 days to change the registration and get Québec license plates from the SAAQ. Your car must first pass an inspection. Contact the SAAQ for more information regarding inspections. The province of Québec insures all residents for bodily injuries resulting from road accidents regardless of fault. Please understand that ‘’no fault’’ does not mean that dangerous or negligent drivers will not be prosecuted under the law. All vehicle owners must carry a minimum of $50, 000 in private coverage as liability for property damages. Private insurance companies offer this and an insurance broker can help you find a suitable coverage. If you wish to have previous years of driving experience transferred to your Québec driving record, you will have to provide proof of this to the SAAQ when exchanging your license. In the event of an accident, you may have to pay a deductible fee charged by your insurer. You may turn right on a red light in cities across the province (except on the Island of Montreal). However, at many intersections in the city of Québec and elsewhere, right turns on red may be restricted or prohibited. Pay careful attention to road signs posted near the traffic light for specific details. Seat belts are the law for Québec drivers and passengers. Proper seats are required for all children whose seated height is less than 63 cm. This law applies to taxi cars as well as private vehicles. Please contact the CAA or SAAQ for more information concerning infant/child car seats. EDUCATION The Québec educational system oversees public schooling from kindergarten to university. Elementary and secondary (high school) education is available free of charge. Post secondary education in Québec is heavily subsidized, making college or CÉGEP, university and vocational training very affordable. Elementary schools offer kindergarten to grade 6. Secondary education begins with Secondary 1 (equivalent to grade 7 in other parts of North America) and continues to Secondary 5 (Grade 11). School attendance is compulsory for all children between the ages of 6 and 16. The school year begins in late August or early September and usually finishes before June 24. It lasts at least 180 days. The Québec public school system is language-based (anglophone or francophone). The English-language school board in our area is the Central Québec School Board (www.cqsb.qc.ca). For more 9 information please consult the Schools listing in this guide. In 1977, Québec’s National Assembly adopted the French Language Charter (Bill 101), which states that all children must be educated in French until the end of their secondary studies, whether in a public school or a subsidized private school, unless qualified for English-language education. It should be noted that this ruling does not apply to Québec’s colleges and universities or non-subsidized private institutions. For those students who are not fluent in French, the Ministère de l’Éducation, du Loisir et du Sport (MELS) offers a variety of language learning support measures in co-operation with local school boards that dispense pre-school, elementary school, and secondary school education. The French Language Charter does provide for certain children to pursue their studies in English at public or subsidized private schools. Youth in the following three categories may be enrolled in the English-language schools: • youth who are permanent residents of Québec and who qualify for a certificate of eligibility for instruction in English; • youth who are permanent residents of Québec and who are entitled to receive instruction in English under a special authorization; • youth who are living in Québec temporarily and who qualify for a temporary authorization to receive instruction in English. Anyone wishing to enrol a child in an English language school (elementary or secondary) must first apply for an eligibility certificate for that child. A certificate of eligibility is usually given to children who fall into these categories: • those who did most of their elementary or secondary studies in English in Canada; or • whose brother or sister did most of his or her elementary studies in English in Canada; or • whose father or mother did most of his or her elementary studies in English in Canada; or • whose father or mother attended French school in Québec after August 26, 1977 and could have been declared eligible for instruction in English at that time. 10 Other cases may also be considered. This is a very complex process. Contact the Central Quebec School Board at 1-800-249-5573 for additional information and assistance. You can also call the Ministry of Education (MELS) at 1-866-747-6626 or visit their web site for more information, www.mels.gouv.qc.ca. There are no private English schools in the region. École Vision (www.visionschools.com) is a private trilingual school with instruction in English, French and Spanish. For a complete listing of schools and school boards (French and English), look under the heading “Commissions scolaires” in your phone book. ELECTIONS In order to vote in a federal or provincial election, you must: - be on the voter’s list; - be 18 years of age or older on election day; - be a Canadian citizen; - have been living in Québec for at least 6 months (does not apply to federal elections); - not be under public curatorship; - not have been deprived of (lost) your electoral rights. If you are a Canadian citizen, your name will automatically be added to the permanent Québec voting list after six months of residence in Québec and the Canadian voting list will be updated with your new address. This is done through your health card application. If you are not a Canadian citizen, your name will automatically be added to the permanent Québec and Canadian voting lists once you receive your Canadian citizenship. This will be done through the Canadian Ministry of Immigration. However, keep in mind that to err is human. It is your responsibility to make sure that your name is on the voting list at election time. For more on provincial elections call the Chief Electoral Officer of Québec at 1-888-353-2846, or visit their web site at www.electionsquebec.qc.ca. 11 EMPLOYMENT / INCOME SECURITY If you want to work in Canada, you need a social insurance number. You can get an application form at a Service Canada Centre or online at www.servicecanada.gc.ca. Finding work in the region can be next to impossible if you do not speak French to some degree. Contact the Centre local d’emploi (CLE – Local Employment Centre) to meet with an agent and find out more about the programs and support available. See the government section in the white pages of your phone book under Solidarité Sociale for the address of the Centre local d’emploi nearest you. You can also visit their web site at www.mss.gouv.qc.ca. The federal and provincial governments offer a certain level of income security if you have trouble finding work or if you lose your job. EMPLOYMENT INSURANCE (EI): If you have lost your job and have worked for a certain number of weeks, you may be able to get EI benefits. Regular benefits are paid to people who have lost their job and want to return to work. You must be actively looking for work and be willing and able to do so at all times. You are not eligible, however, if you have quit your job without a valid reason or were fired for just cause. To apply for EI, visit your nearest Service Canada office. You’ll need a record of employment from your last employer that says how long you worked and how much you earned. You may have more than one such record if you worked at more than one job within the last 52 weeks or since your last claim. For more details, call your local Employment Insurance office or visit the Service Canada web site at www.servicecanada.gc.ca . EMPLOYMENT ASSISTANCE If you are not eligible for EI, you may qualify for one of the two programs created to provide last-resort financial assistance for individuals and families whose income is unable to cover their basic needs: the Social Assistance Program and the Social Solidarity Program. For more information about these programs, please contact your local employment centre (Centre local d’emlpoi – CLE), call the Ministère de l’Emploi et de la Solidarité sociale at 1-888-643-4721 or visit their web site at www.mss.gouv.qc.ca. FAMILY MATTERS Child assistance payment is a benefit paid by the Régie des rentes to all families with dependent children under 18 years of age. The amount paid depends on the number of children, family income and family situation. There is also an allowance for handicapped children. For more details, call the Régie at 1-800-463-5185 or visit their web site at www.rrq.gouv.qc.ca. The federal government also provides to some families various benefits such as the Canada Child Tax Benefit (CCTB), the National Child Benefit Supplement (NCBS), the Child Disability Benefit (CDB) and the Universal Child Care Benefit (UCCB). To apply for the Canada Child Tax Benefit and Québec Assistance Payment, you are only required to complete one application form. For more details or to request a form, please contact the Canada Revenue Agency at 1-800-387-1194 or visit their web site at www.cra-arc.gc.ca. 13 Only one form is needed to get BOTH federal and provincial benefits. Québec has a network of childcare centres, either in a school, daycare or home setting at a cost of $7 a day, for children under the age of five. Not all daycares are part of this plan. For more details, call the Ministère de la Famille, Aînés et de la Condition féminine at 1-888-643-4721 or visit their web site at www.mfacf.gouv.qc.ca. GOVERNMENT INFORMATION Most government offices and many businesses require that all women use their maiden names. The Québec civil code, adopted in 1981, states that, ‘’In marriage, both spouses retain their respective names, and exercise their respective civil rights under those names.’’ Therefore, only women who wed before 1981 can use their married name. So be prepared when you go to a bank, hospital, medical clinic, etc., to use your maiden name on all official cards and papers. Information on all federal government services, and many provincial government services, is available in English upon request. All government phone numbers can be found in the white pages of the phone book, which is divided into two sections: Residential and then, Business and Government (the pages with the blue edges list federal, provincial and municipal numbers). For information on federal government services, including names of the Members of Parliament, call 1-800 O-Canada (1-800-622-6232), or visit their web site at www.canada.gc.ca. If you are unsatisfied with the service from a provincial government department, call the Québec ombudsman, the ‘’Protecteur du Citoyen’’, at 1-800-463-5070 or visit their web site at www.protecteurducitoyen.qc.ca. If you need a lawyer and are on social assistance or have a low income, you may be entitled to the services of a legal aid lawyer. To find the address of your nearest legal aid office, look in the government pages in the phone book under ’Gouvernement du 14 Québec – Aide juridique’ or online at www.csj.qc.ca. There are a few foreign government offices in Québec City, including the United States, Sweden and Italy. Call Bell Information at 411 to get their phone numbers. HEALTH CARE Québec residents benefit from insured health-care services and products under the Québec Health Insurance Plan, covering also prescription drugs if they have registered for the Basic Prescription Drug Insurance Plan. All plan members carry the ‘’carte soleil’’ or health card. To obtain your health card, or for more information about the Québec Health Plan, contact the Régie de l’assurance maladie du Québec (RAMQ) or Québec health insurance board at 1-800-561-9749 or online at www.ramq.gouv.qc.ca. It is important to contact the Régie upon your arrival in Québec to insure coverage for all health matters. If you are from another province, you must be here for three months before you can get your card. Until then, your former province will pay for medical services. You may have to pay for services up front and then request to be reimbursed by your former province. When you go for your card, take the following papers with you: the completed application form, proof of residence (your lease, legal papers showing that you bought a house, etc.), and a photo which meets the necessary specifications. If you were not born in Canada, you will need to provide your immigration documents or your Québec selection certificate. If you have just moved here from another country, you can apply for a card right away. You must provide the originals of your immigration papers. A photo and signature are required by most individuals over the age of 14. You will need to provide a colour photo 43 mm x 54 mm taken within the past six months (dated on the back with a date stamp), that has a white background, and shows a front view from the shoulders up with your head uncovered. This photo can be taken at some pharmacies, by a photographer or at the RAMQ office. There is 15 a fee for this service. Self-portrait photo booths in shopping malls are not acceptable. Everyone must be covered by prescription drug insurance. Two types of insurance plans offer this coverage: private plans (group insurance or employee benefit plans) and the public plan, administered by the Régie de l’assurance-maladie du Québec. If you have access to a private plan, you must choose that plan. Otherwise, membership in the public plan is required. In order to receive free services covered by the Health Insurance Plan and Public Prescription Drug Insurance Plan, you must present your valid health care card. Failure to present your valid card may result in your having to pay for the services you receive and then applying to the RAMQ for a reimbursement. There is a special form available for this purpose. You may not lend, give or sell your card. Quebec law states ‘’English-speaking persons are entitled to receive health and social services in the English language, in keeping with the organizational structure and human, material and financial resources of the institutions providing such services and to the extent provided by an access program.’’ This ‘’access program’’ means that some institutions have been specially chosen to provide services in English. NOT all of these places, however, must or can give services in English at ALL times. It depends on the staff there at any given time and the type of services you need. If you do ask for service in English, you can expect that an effort will be made to refer you to a staff person who is able to help you well enough in English. Info-Santé is a telephone information and advice service that responds to health and well-being concerns 24 hours a day, 7 days a week and is a major part of first line health care. The Info-Santé service allows you to contact a health care professional about non-urgent problems and you may access this service anywhere in Quebec by dialling 8-1-1. 16 INFORMATION AND REFERRALS 2-1-1 A free information and referral centre that connects callers to a full range of community, social and government resources. However, there is no civic holiday here in August. The last two weeks of July are called the ‘’vacances de la construction’’ or construction holidays. If you want to rent a hotel room or cottage in the province at this time, it can be hard to get a reservation. Also, it can be hard to find someone to do home repairs at this time. A “4 and ½” most often has two bedrooms, a living room, a kitchen/dining room and a bathroom. Large appliances are not always included in the rent. Local newspapers include listings of apartments for rent. Also check the bulletin boards in grocery stores, laundromats and recreation centres for notices of places to rent. Leases are written on forms that are put out by the Régie du logement (RDL or Rental Board). This provincial government body oversees relations between tenants and landlords. It is very hard to break a lease in Québec once it has been signed. Before signing a lease, you should set the terms clearly with the landlord, such as the monthly rent, furnishings and appliances, and 18 who will pay for utilities (electricity, hot water, etc.) or municipal taxes. Make sure all terms are written down in the right spaces on the form. You can ask to see the previous tenant’s lease. The lease is written in French unless both parties agree to the use of another language. English leases are available at the RDL. In Québec, one year leases are the norm, from July 1 to June 30. This means that July 1st is moving day for most Quebecers, so if you need to rent a truck on this day, book it as soon as you can. If you want a shorter-term lease, try to make a deal with the landlord and make sure the details are written on the lease. If you want to move out, you must give your landlord three months’ notice in writing before the end of your lease. Send your notice by registered mail so you have proof that your landlord received it. Similarly, the landlord must tell you of any changes to your lease, such as a rent increase, three to six months before it ends. You then have one month to reply. If you do not, your lease will automatically be renewed for another year. You can either accept the changes and the lease is valid for another year, or you can refuse the changes and try to renegotiate. The RDL can help decide what is fair when you renegotiate if you and your landlord cannot agree. These time limits change if the lease is for less than one year. When buying a house in this province, you will need a notary to prepare the legal papers. He or she will arrange the legal aspects of your mortgage with the bank of your choice. Upon buying a home, whether or not it is newly built, you may have to pay a one-time ‘’welcome tax’’, charged by some cities in addition to annual taxes. This is a provincial law and it is applicable to all municipalities. There are free publications readily available that feature property listings; as well you can search online at www.mls.ca. 19 INCOME TAX Québec residents must file both federal and provincial income tax forms by April 30th of every year. Forms may be done in either French or English. Your employer(s) must provide you with receipts (i.e.: T4 or T4A from the federal government and Relevé 1 or Relevé 2 from the provincial government) stating your earnings and deductions. These receipts must be mailed to you by February 28 for the previous calendar year. You must in turn file your tax returns by April 30 of each year. You can get federal tax forms in English at some post offices, in some banks, or directly from Canada Customs and Revenue Agency (CCRA). You can get provincial income tax forms in English at some post offices, in some banks, or directly from Revenu Québec. Internet Providers High speed internet is available in some regions but not everywhere. Home Care Services For those who have suffered a temporary or permanent loss of autonomy, either physical or mental, the CLSC offers the following services: in-home help, nursing care, specialized care, support from social workers and community or volunteer groups, the loan of special equipment, etc. In some cases, a person will have to contribute financially to his or her home care plan.
