overview
Virginia’s craft brewery industry and love of craft beers has been in the national spotlight recently: large breweries with a long history in Virginia
such as Anheuser-Busch and Coors Brewing have been joined by a growing number of craft breweries. There are nearly 100 breweries operating
or in the planning stages in Virginia.
New Brewing Legislation
New Law: In 2012, the governor of Virginia signed two
pieces of legislation to support Virginia craft brewers:
House Bill 359 allows manufacturers to lease space in
their brewhouses to smaller-scale brewers and Senate
Bill 604 allows retail sales of beer and sampling on the
premises of Virginia breweries.
directly to customers such as grocery stores, convenience
stores, restaurants, or the general public. For more, visit
the Va. Dept. of Alcoholic Beverage Control website at
www.abc.virginia.gov/licensing/manfwhole.htm
Licensing Requirements: A brewery could open a distribution center in Virginia without having a manufacturing
capacity. However, they could only distribute beer from the
facility to registered wholesalers; they could not sell beer
New City Ordinance: Following the arrival of Stone
Brewing in 2014, an ordinance was signed by the Richmond City Council which lowers the utility surcharge on
wastewater for breweries and cider makers located in the
City of Richmond.
