Dear Parents,
Welcome to the Children’s Outreach Ministries, an outreach ministry of Forrest Burdette
Memorial United Methodist Church. Thank you for trusting us with your child. We are looking
forward to an exciting year. We hope that this handbook will help you understand the policies
and procedures of the Children’s Outreach Ministries. Please read it carefully and keep it handy
so it can be referred to throughout the year.
We offer a warm, loving environment in which your child will take part in many creative and
educational experiences at his or her own developmental level.
Our staff is available to answer any questions or concerns that you may have with our programs.
Please do not hesitate to contact us. We feel that it is best to keep a clear line of communication
between the staff and parents regarding what is best for your children.
We look forward to working with your family as we get to know you and your child better
throughout this upcoming school year. We invite you to visit and become an active participant

Overview of Programs
The Children’s Outreach Ministries encompass the Early Education and School Age Programs.
These programs operate as non-profit programs through Forrest Burdette Memorial United
Methodist Church under the direct governance of the Children’s Outreach Ministries Board of
Directors.
The Children’s Outreach Ministries programs are licensed by the State of West Virginia, meeting
the health and safety standards as required by the West Virginia Department of Health and
Human Services and the State Licensing Board. Our licensing capacity is for 155 children. We
have liability insurance through a local agency. The Children Outreach Ministries does not
provide medical coverage.
This facility is operated on a non-discriminatory basis, and the practice of this policy is
demonstrated through equal treatment in regard to race, color, creed, religion, sex, national
origin, and age or marital status of parents. If a child with extenuating circumstances or needing
special care wishes to enter the program, his/her case will be decided at the discretion of the
Program Director. Depending on the particular situation, it may be referred to the Children's
Outreach Ministries Board of Directors.
Mission Statement
As an outreach ministry of Forrest Burdette Memorial United Methodist Church, we are
committed to nurturing children in body, mind, and spirit.
Statement of Purpose
We hold an Attitude of Gratitude for God, Children, and the Families of COM. “Feed my sheep,
tend my lambs” John 21:15.
Vision Statement
To all children in our care, we are committed to:
• providing a supervised, safe and secure environment
• providing instruction in social/emotional, physical, cognitive, and language
development
• encouraging the development of a positive self-image with respect and
consideration for one another.
Program Statements
Early Education Program
Our classroom environment is set up for ages six weeks to five year olds. We provide an
enviornment that is warm and supportive and that encourages independence, self-confidence and
a positive self-image. Our program supports growth and development in all learning areas by
providing many materials and creative activities for exploration and skill acquisition. This

learning provides play with purpose. We have an academic curriculum and Bible curriculum that
are taught through hands-on experiences carefully planned and facilitated by knowledgeable
teachers.
The program operates Monday through Friday from 7:00 a.m. to 6:00 p.m. We offer both a parttime and full-time program. Families may choose from our 2-day, 3-day, 4-day or 5-day
program. Part-time children will attend from 8:30-12:00 p.m. or 8:30-1:30 p.m. The 2 year old
part time program is 8:30-12:00 p.m. Full-time children will have care available from 7 a.m.- 6
p.m.
School Age Programs (Latchkey Afterschool and Summer Safari)
The Latchkey Afterschool and Summer Safari programs provide a supervised, safe place for
elementary age children who need afterschool care. This program provides the children with a
caring and supportive environment. The staff engages the children in physical, educational, and
spiritual activities including art, games, outdoor play, homework time, field trips, and Bible
curriculum.
The Latchkey Afterschool Program operates from the close of each school day until 6:00 p.m., as
well as many days that Putnam County Schools are closed to students including IS, OS, holiday,
and inclement weather days. When there is no school and during the summer months, the
program operates Monday through Friday from 7:00 am to 6:00 p.m.
Education Philosophy & Curriculum
Over the past thirty years, Forrest Burdette Children’s Outreach Ministries’educational
philosophy has evolved into one that we believe best prepares children not only for their
educational career, but their life in general.
Our primary goal is to instill in these precious children the fact that they are worthy, successful
and independent human beings, able to accomplish goals that are set before them. This is
achieved through a lot of praise and positive reinforcement by the teachers. We stress that the
areas of social and emotional development at this age are of the utmost importance. A significant
amount of the students’ time is spent in play utilizing Creative Curriculum where children make
decisions and take part in problem solving actvities.
COM follows the West Virginia Early Learning Standards that promote appropriate early
education experiences that are responsive to individual children, their learning, and skill
development. The academic skills are taught using hands-on manipulative materials. It is our
belief, supported by early educational research, that children of preschool age learn through their
senses. We stimulate creativity, musical ability, and imagination by encouraging the children to
create their own works of art using a variety of materials. Physical activity is important to growth
and development, therefore we allow plenty of time ot engage in gross motor activities.
The staff’s main objective is to see students leave the program feeling successful and enhance
their educational career.
School-Age Philosophy & Curriculum
Children in the school-age programs participate in hands-on activities that stimulate learning

with an emphasis on art, music, physical activity and nature/science.
The academic skills are taught using hands-on manipulative materials, research, and theme based
projects. It is our belief, supported by early educational research, that children learn through
their senses, recreation, and play. We stimulate creativity, musical ability, and imagination by
encouraging the children to create their own works of art using a variety of materials.
Bible Curriculum is taught everyday through devotion and prayer. “Sticky Situations” is the
devotion used for character education that will help guide students in making good moral and
ethical decisions.
The staff’s main objective is to provide a safe place for school-age children to come, learn, and
interact with friends while sharing in God’s love. The staff’s intentions are to ensure that the
students leave the program feeling successful and able to enhance their educational career.
Challenging Behaviors/Special Needs
Extenuating Circumstances
If a child with extenuating cicumstances or needing special care wishes to enter the program,
his/her case will be decided at the discretion of the Program Director. Depending on the
particular situation, it may be referred to the Children’s Outreach Ministries Board of Directors.
If accepted, the child will be on a probationary period for 30 days. Although we encourage staff
to attend trainings on challenging behaviors and special needs, they are not certified in these
areas. Classrooms are not equipped with resources for children with challenging behaviors or
special needs. If the program is not suitable to the child and after all avenues have been
explored, then COM will refer the child and family to the Putnam County Schools Special Needs
programs. Children’s Outreach Ministries partners with parents and community agencies like
Birth to Three and River Valley Child Development to help the child meet mental, social,
emotional, physical, and developmental milestones.
Enrollment
Early Education Program
The Early Education Program provides services for 6 weeks-5 year old children who have not
entered kindergarten. Classroom placement will be determined by the child’s age. A child
must be four years old before September 1 to be in the 4 year old program, three years old before
September 1 to be in the 3 year old program, and two years old before September 1 to be in the 2
year old program. We will take ages 6 weeks to one year in our infant class. We will take 1 year
to 2 year old in our toddler class. We encourage children to be potty trained or working towards
being potty trained.
School Age Programs (Latchkey Afterschool and Summer Safari)
The Latchkey Afterschool program provides services for school age children registered for
kindergarten through fifth grade. The Summer Safari provides services for school age children
that have completed kindergarten through fifth grade. Your child must be five years to 12 years
of age to be in enrolled in the Latchkey and Summer Safari Programs.
Registration for the Early Education and Summer Safari programs will begin each February.

Registration for the Latchkey programs will begin each May. We open registration to current
students, siblings, and church members for a period of two weeks. After this time, registration
will be open to the public.
Parents are encouraged to bring their child to visit the program(s). We suggest staying with your
child for a few moments so that he/she may become acquainted with the program before the
parent must leave the church.
Admission Requirements
A child’s enrollment will be considered complete when we have the following forms:
• Two copies of the enrollment application with original signatures
• Registration fee(s)
• Parent & Childcare Center Agreement with original signatures
• Immunization records including DTP/DT, Polio, HIB, Hepatitis B, Hepatitis A, MMR,
and Varicella
• Child Health Assessment
• Child Profile (Early Education ONLY)
• Free and Reduced Price School Meals Application
• Vital Statistics Birth Certificate
• Dietary Restriction Form (if applicable)
• Special Health Care Plan (if applicable)
• Subsidy Attendance Policy (if applicable)
• Physician’s Order for Medication Administration
• Court Orders (as applicable)
Child Custody
The parent who enrolls his/her child in the Children’s Outreach Ministries programs has
continuing responsibility to inform us of the legal status of the parties involved in the custody of
the enrolled child and any subsequent change in custody status.
The enrolling parent or legal guardian will be asked to prove that his or her instructions on
releasing the child from the program are in accordance with the law and not in violation of the
other parent’s or legal guardian’s rights. The Children’s Outreach Ministries will ask for a copy
of the portion of the divorce document that outlines custody arrangements to be part of the
child’s file. Absent of that document, COM may release the child to either parent, provided that
parent documents the biological or adoptive parenthood of that child. If either parent is
prohibited from picking up the child, a court order is required to be a part of the child’s
file.
We will abide by all legally served court orders. We will communicate to the parent or legal
guardian who enrolled the child when a court order has been served to us. We depend on parents
to keep us informed on the issues of custody. Communication between the custodial parent(s)
and the center’s staff is vital.
Termination

If a child is consistently harmful to themselves or others while in the Children’s Outreach
Ministries care, and all efforts have failed, and it has further been determined that the staff acting
alone without supportive services can no longer serve the child, the family will be asked to seek
alternative care.
If the Children’s Outreach Ministries and the child’s family strongly disagree as to how to best
care for the child, the Children’s Outreach Ministries may ask the family to find a center that
better suits the family’s goals.
If a parent or family member of a child enrolled with COM is harmful, abusive, or harassing
employees, church members, or children of COM, COM will notify the local Police Department
and terminate the relationship with the family.
If a child is having biting issues and all avenues have been explored, behavioral consultation will
be the last step. If we see no improvement and can no longer serve the child, the family will be
asked to seek alternate care.
If the child has not been present for ten days in a 30 day period without any notice or prior
arrangements made with the Business Manager or Director then the parent will forfeit their
child’s placement with COM. A final bill will be sent with the total amount owed and it is the
parent’s responsibility to pick up any of the child’s items left at COM.
Withdrawal
If you want to withdraw your child at any time during the year, you will need to give the
Children’s Outreach Ministries a two week written notice. If you fail to provide sufficient
notice, you will be charged a fee equivalent to two weeks tuition.
Short Term Military Deployment Policy
If a parent or guardian is sent away on active duty for serving in the military or go on strike with
their place of work and need to make child care arrangements not involving the care they have
signed up for with COM, COM will continue to bill the parent or guardian for the original
agreement made. Vacation Days can be factored into the billing process. If the parent or
guardian cancel the agreement and return wanting a spot, COM will waive the registration fee
and put them first on the waiting list if the class is full.
Tuition and Fees
A signed fee contract form is required in agreement with the financial policies between the
parent(s) and the Children’s Outreach Ministries Program(s). Your cooperation in helping us to
carry out the above policies greatly aids our endeavor to maintain a workable, quality childcare
center and to provide the best possible care for your child.
Payments may be mailed to the church or deposited in the lock boxes located in the front of the
Director’s office, resource room, or Latchkey basement. The lock box system has been
designated to free the teachers from collecting fees. We do not accept cash payments. We do not

keep money on the premises so we cannot make change. Please pay by check or money order
only. There will be an additional charge of $15.00 for all returned checks.

Please make a note on your check to explain payment, including the child’s name, date of
service, and/or fees being paid. All checks need to be made payable to Children’s Outreach
Ministries or COM.
Multiple Children Discount
There is a discount for those families who have children in multiple Children’s Outreach
Ministries programs. If you are eligible for this discount, please let the director know at the time
of enrollment. The Business Manager will calculate your adjusted fees.
Late Pick-Up Fee
The part-time classes end at 12:00 p.m. and 1:30 p.m. If your child has not been picked up by
12:05 p.m. or 1:35 p.m. a $10.00 late charge will be imposed. Thereafter, an additional $1.00
per minute will be charged. This late fee is due the next day your child attends the program.
All children enrolled in the full-time programs must be picked up by 6:00 p.m. If a child is
picked up after 6:05, a $10.00 late charge will be applied to your statement. Thereafter, an
additional $1.00 per minute will be charged
Registration & Tuition Fees
Early Education Program
An initial $75.00 non-refundable registration fee is required when applying to the Early
Education Program. When more than one family member is applying to the program, the second
child will pay a $65.00 registration fee and the third and fourth child will each pay a $55.00
registration fee. There will be no summer registration fee for infants/toddlers due to nonparticipation in the provided activities.
If your child will be attending the full-time program, an additional $75.00 non-refundable
registration fee will be due within 30 days of registering for the program. When more than one
family member is applying to the full-time program, the second child will pay a $65.00
registration fee and the third and fourth child will each pay a $55.00 registration fee. This will
be a total of $150 for children enrolled in the full-time program.
Monthly tuition fees are due the 1st day of each month. Weekly tuition fees are to be paid
on Friday of each week for the following week’s tuition.

Infant Registration Policy
COM accepts seven infants six weeks of age up to one year with two caregivers provided in our
nursery. Infant caregivers have been trained through the West Virginia Infant and Toddler
program provided through the Depatrment of Health and Human Resources. Once you enroll
your child and pay the required registration fee and there are spots available, you may hold that
spot unless COM has a family or child who is ready to be placed in the nursery immediately. In
that case, you will be required to pay a weekly holding fee half the current tuition unitl your
child’s first day of attendance. COM will work with families to take infants and toddlers parttime if a coordinated schedule can be determined to fill a five day spot.
School Age Program (Latchkey Afterschool and Summer Safari)
A $75.00 non-refundable registration fee is required when applying to the Latchkey Afterschool
and Summer Safari program. When more than one family member is applying to either program,
the second child will pay a $65.00 registration fee and the third and fourth child will each pay a

Weekly tuition fees are to be paid on Friday of each week for the following week’s tuition.
We reserve the right to charge an activity fee as needed. You will be notified in advance of any
such activity fees.
Payment Policy
A monthly statement will be emailed at the end of each month. If the account still has a balance
and arrangements have not been made with the Business Manager, the Children’s Outreach
Ministries will no longer be obligated to hold the child’s spot in the program(s).
Families who are enrolled in multiple programs must keep balances up-to-date in ALL programs
for the children to participate in the Children’s Outreach Ministries. For example, a family may
have one child enrolled in the Early Education program and a second one enrolled in the
Latchkey Program. If there outstanding balance in either of these programs, neither of the
children will be able to attend either program.
Situations may arise causing a delay in payments. If this should occur, the parent or person
responsible must make payment arrangements with the Business Manager.
Link/Connect Policy
Any student that receives Link or Connect may not attend the program until all paperwork and
fees are received and approved by the Business Manager.
Vacation Policy
The Children’s Outreach Ministries values the time that families are able to spend with each
other outside of the center. Thus, we want to allow each child an allotment of vacation days to
be used in lieu of payment for the full-time programs. Children enrolled in the part-time Early
Education, Latchkey, or Summer Safari program will not be granted vacation days.
The vacation days will be granted each September through August. The following schedule will
apply for vacation days:

For students attending the programs September through May on a full-time basis in either
the Early Education or Latchkey programs, they will receive 10 vacation days. Students
attending the Early Education program 3 days per week will receive 6 vacation days and
those attending 2 days per week will receive 4 vacation days.
•
For students attending the programs June through August on a full-time basis in either the
Early Education or Summer Safari programs, they will receive 5 vacation days. For

students attending the Early Education 3 days per week will receive 3 vacation days and
2 days per week will receive 2 vacation days.
The status (full-time or part-time) will be determined by the signed fee contract. If you wish to
change your status, you must receive approval from the Director or Business Manager.
We hope this policy will allow parents more flexibility in using their vacation days throughout
the year. Parents will be charged the regular rate during weeks containing holidays and
continuing education days.
Staff
As teachers and caregivers, we take seriously the trust you place in us to teach and care for your
child. Our staff is chosen not only for their experience and education, but also for their loving
and caring attitudes towards children. Each member of our staff recognizes that children are gifts
from God and should be cared for as their own. The staff is required to receive 18 hours of
Continuing Education per year as well as maintain current certification in CPR & First Aid, and
undergo a background/sex offender check.
Family-Staff Interactions
We host an Open House prior to a child entering our program. The families have an opportunity
to meet the staff and tour the classrooms. After enrolling in the program, the families are invited
to an Orientation to meet their children’s teachers and visit their classrooms. Parent-Teacher
Conferences are also held twice per year, usually in October and January, for children enrolled in
the Latchkey and Early Education program. You will be notified about the conference times in
advance of the scheduled dates. Parents also have the option of making an appointment with
their child's teacher or lead counselor whenever they feel it necessary. Please contact the office
at 304-562-9170.
We understand that families will not always agree with the staff. We expect all disagreements to
be handled in a calm and respectful manner. If you need to discuss a sensitive issue with a staff
member, please contact the Director or designee to setup a private appointment.
Child Assessment
The Early Education teachers make an assessment of each child’s development using the West
Virginia Early Learning Standards Framework, as well as, monitoring the child’s daily behavior
and participation in routine activity. These assessments are obtained using a variety of methods
including observations, pictures, writing samples, child-to-teacher dialog, child-to-child
conversations, etc. The teachers monitor the child’s development on an on-going basis
throughout the school year. The information is formally evaluated three times per year; fall,
winter, and spring.
The staff also evaluates each child’s involvment in daily routines including activities, meals, and
health and safety practices. The child will have a daily progress report in his/her folder. The
teacher will complete the information and/or write a comment for each day that the child attends
the program. The parents are encouraged to read the information and send comments to the

teacher on this same report.
Confidentiality and Information Disclosure
All information about a child will be kept confidential. Written and verbal information will not
be given without the parent’s written consent except to the Secretary for the Department of
Health and Human Resources or his/her designee.
A permission slip for the Children’s Outreach Ministries to take pictures, audio, and videos of
your child is part of the enrollment form.
Staff is strictly prohibited from discussing anything about other children with parents.
Teacher-Parent Communication Policy
Teacher and parent communication are very important to the daily routines of the children. We
appreciate any information that you can pass along to better help the staff and your child for a
successful day. Folders are provided for each child with a daily log of your child’s schedule and
routines. You may utilize this log to communicate daily with your child’s teacher. In the
circumstance that your child may be absent please contact the office and the Director or
Assistant Director will inform your child’s teacher. If you need to speak directly to your child’s
teacher or the Director /Assistant Director please call into the office and the teacher will return
your call when coverage can become available in the classroom. In order to provide the best
quality care possible COM has adopted a No Cell Phone Policy in the classroom. This will
ensure the best supervision possible to your child. Please do not text or call staff members. ALL
calls must go through the Director’s office. The office phone number is 304-562-9170. Staff will
return phone calls during their planning period.
Safe Sanctuary
Children’s Outreach Ministries follows the United Methodist Child Protection Standards of Safe
Sanctuary. Safe Sanctuary is the policy used to provide an environment in which children are
safe from abuse and neglect. All employees are fingerprinted with a background and sex
offender check prior to employment through the State of West Virginia. Employees are required
to attend trainings on abuse, neglect and child protection. Teachers are scheduled to work
together in pairs to provide a safe and secure environment to all children.
Mandated Reporting of Suspected Child Abuse and/or Neglect
In accordance with the Child Protective Service Act, we are mandated to report suspicion of
abuse and/or neglect to the appropriate authorities. This act is designed to protect the welfare
and best interest of all children. If a staff member suspects abuse and/or neglect they are
required to make a report to Child Protective Services. As mandated reporters, staff cannot be
held liable for reports made to Child Protective Services or appropriate authority including but
not limited to law enforcement, fire or emergency service, or medical personnel.

The causes for reporting suspected child abuse and/or neglect include but not limited to:
• Unusual bruising, marks, or cuts on the child’s body
• Severe verbal reprimands
• Improper clothing relating to size, cleanliness, season
• Transporting a child without appropriate child restraints (car seats, seat belts, etc.)
• Dropping off or picking up a child while under the influence of drugs or alcohol
• Failure to provide appropriate meals to a child
• Leaving a child unattended for any amount of time
• Failure to attend to the special needs of a disabled child
• Children who exhibit behavior consistent with an abusive situation.
• Children exposed to a serious or endangering situation.
Registered Sex Offender Policy
Providing a safe sanctuary for children in the COM program is our number one priority.
Therefore, if a sex offender registrant, who is a parent or guardian of a student, would like to
participate in appropriate parent or guardian activities, it will be at the sole discretion of the
Director and the directions of a court order.
Grievance Procedure for Parents
Any parent of the Forrest Burdette Children’s Outreach Ministries has the right to register a
grievance for any conditions believed to be in contradiction to the purpose of the programs or
believed to be unfair to the child.
Step 1: The parent or guardian should begin by discussing the issue with the child’s teacher(s).
Step 2: If the grievance is not satisfied in Step 1, the parent or guardian should then discuss the
issue with the Director of that program within 7 days of the occurrence. Once reported, the
grievance will be investigated quickly, confidentially and non-judgmentally by the Director of
the Program. A response will be given to the parent or guardian within 7 days of the complaint.
Step 3: If the parent or guardian is unsatisfied with the results of the investigation, or if the
grievance is with the Director of the Program, the parent should appeal the decision to the
Children’s Outreach Ministries Board of Directors within 7days of the occurrence. The Board of
Directors will investigate and give a response to the parent or guardian within 7 days of the
complaint.
All parties will be interviewed separately and privately, or together if the situation dictates.
The Children’s Outreach Ministries Board of Directors, on recommendation of the investigation
party, will initiate appropriate action on any substantiated grievance.
All substantiated claims will be monitored for non-retaliation and non-recurrence.
Grievances not resolved internally may be filed with the Secretary of the Department of Health
and Human Resources or his or her designee.

Arrival and Departure Procedures
Car Seat/Seat Belt Policy
It is a West Virginia Law that car seats and seat belts are required for children and infants.
Children transported in vehicles must be buckled securely into car safety seats or seat belts that
meet state requirements.
Parents will take whatever steps are necessary to maintain and use safety seats. If this
requirement is not met, we will call another person on the authorized list to pick up the child.
Arrival
When children are first left at the Children’s Outreach Ministries, we expect, and it is common
that a child may experience sadness and separation anxiety and may even cry for the parent.
This is generally more associated with young children in the Early Education Program. We
suggest that you stay for a few minutes with your child, give him/her a hug, reassure him/her that
you will return to get them, and let him/her go to the teacher. We generally find when the parent
stays too long, the child remains in prolonged distress and the teacher is not able to engage the
child in class activities. We encourage you to call later to check on your child’s status. Please do
not be alarmed if this separation anxiety occurs for the first several months of attending the
program(s).
Early Education Program
A responsible person must accompany the child into the classroom and sign in and/or sign out on
the sign in/sign out sheet in each room. You must print and sign your name each time you
drop off and pick up your child.
Please be sure to arrange your schedule so that your child is on time for meals, classes, and nap.
Children who arrive late miss out on activities and disrupt the class when they arrive. The parttime students will attend from 8:30-12:00 p.m. or 8:30-1:30 p.m. for ages 3 and up. Two year old
drop off is 8:30-12:00 p.m. Please do not bring your child before the beginning of class because
the teachers are busy preparing their classrooms for the children. If your child is enrolled as a
full-time student, he/she may be dropped off at 7:00 a.m. and picked up by 6:00 p.m.
School Age Programs (Latchkey Afterschool and Summer Safari)
During the school year, the children will be escorted from the bus to the church. The staff will
use a check sheet to mark off each student that comes to the program. It is the parent’s
responsibility to call the school and let the office know they if their child/children will not be
attending that day. If a student marked to come to the program does not get off of the bus and no
phone call has been received the staff will contact the parent to make sure the child had alternate
care for the day. If your child is riding the bus and is being picked up in the parking lot, it is the
parent/guardian’s responsibility to let a counselor know for your child’s safety and for staff
courtesy.
During the summer program, an adult must escort his/her child to and from the Summer Safari
area each day. A sign in/sign out sheet is posted in the room for each parent to record the child’s
time of arrival and/or departure from the program. You must print and sign your name each
time you drop off and pick up your child.

Departure
If for some reason you find yourself delayed and unable to pick up your child on time, please call
the office as soon as possible. It can be very upsetting to a child not to find a familiar face
waiting for them at the end of their day. They have so much to share with you about their day!
(We depend on you to be on time because our teachers must have lunch and clean the room
either before the next class or at the end of the day). We have found it necessary to charge those
who are consistently or extremely late in picking up their child.
We must have on record a Release Form for each child. The Release Form lists four people who
may pick up your child. If we do not know the people listed on the Release Form, we will ask to
see their driver's license. Their license will verify that they are on your child's list. If someone
other than the people listed on the form is to pick up your child, we must have written
authorization prior to that day from the parent/legal guardian. No one under the age of 18 years
old will be allowed to pick up your child from the program unless that person is the parent or
legal guardian of the child. If there is anyone legally prohibited from contact with the child, the
program must have written information on file with proof of legal authorization and appropriate
signature. These precautions are taken to insure the safety of your child.
The Children’s Outreach Ministries will be very strict about who is allowed to pick up your
child. We have several guidelines you need to remember:

Children will not be allowed to leave with unauthorized, unidentified persons.
Those persons not listed on the Release form will not be allowed to pick up your child
without written consent turned into the office by a parent or guardian. In case of emergency,
the parent can speak to the director via the telephone.
If we do not recognize the individual picking up the child, we will request identification from
the individual.
If a responsible person who is under the age of 18 is to drop off or pick up a child, written
permission will be required from the parent or legal guardian.
We abide by Court Orders in legal matters over the custody of children when picking up and
dropping children off. Please provide all current documentation so we can have this on file.
Absent of any documents on parental rights, the center may release the child to either parent,
provided that parent documents the biological, adoptive, or guardianship/ parenthood of that
child.
Please keep your child with you after you pick him/her up from the program. Once the
child/children have been signed out, the children must be accompanied by an adult at all
times while on the church premise, including the building, playground, and parking lot.
Please do not let them run through the premises. Once your child is signed out COM is no
longer responsible for your child/children.
Late Consent Policy
COM closes at 6:00 p.m. If no one has picked up your child by closing, we will begin by calling
the authorized listed persons on the registration form. If no one can be reached or refuses to pick
the child up, we will ensure your child is safe and engaged. After thirty minutes and the child
still remains in our care, COM will proceed in calling Child Protective Services and the local

Police Department. CPS and the Police will then contact you. This Late Consent Policy would
also apply to part-time students thirty minutes after their class time has ended (ex: 12:00 end
time and no one has picked up by 12:30). COM will apply this policy to picking up a sick child
thirty minutes after the call has been made.
Consent to Safe Departure Policy
If we have a concern for child/children’s safety regarding that child’s departing with you or
another authorized person picking up a child/children, we will call another person on the
authorized list to pick up the child. Safety is our primary goal for all children enrolled in COM.
No Contact Policy
If a parent or guardian does not have a reliable phone, COM reserves the right to not accept, or
dismiss the child from the program until this mandatory information is provided. If COM has
tried to reach a parent or guardian and the phone had been disconnected or is inactive, then COM
will begin calling the authorized listed persons on the registration form to pick up. If no one can
be reached or refuses to pick the child up, we will ensure your child is safe and engaged. After
30 minutes and the child still remains in our care, COM will proceed in calling Child Protective
Services and the local Police Department. It is the parent/guardian responsibility to have reliable
contact information. If contact information changes such as phone number, address, etc. please
inform the office of any changes as soon as possible.
Inclement Weather Policy
We reserve the right to delay or cancel the Children’s Outreach Ministries programs due to or
problems associated with inclement weather, such as hazardous roads, no electricity or water,
flooding, etc. While we will normally follow the Putnam County School’s closing or delay
schedule, we may find it necessary to make alternative changes to our operating hours. When
necessary, we will notify television (WSAZ) station with any delays or cancelations of our
programs (www.wsaz.com/closings). If the children are already present at the center, the parents
will be notified by phone and email so they can prepare to pick up their children at the
designated closing time.
Early Education Program
When Putnam County Schools have a morning delay or closing because of inclement weather,
the Early Education Program will not open until 8:00 a.m. This will allow the staff members an
extra hour to drive safely to work. When there is inclement weather, please watch for
announcements on the local television station WSAZ or on WSAZ’s website for any delays or
cancellations. www.wsaz.com/closings.
If Putnam County Schools are on a one hour or two hour delay, part-time students (8:30-12:00
p.m. or 8:30-1:30 will report at their regular times. Pick up will also be at their regular time.
The full-day students will operate from 8:00 a.m. until 6:00 p.m. unless otherwise notified by the
Director.

The Latchkey Afterschool program will be open when Putnam County Schools close for
inclement weather. We will not open until 8:00 a.m. We will also operate when there is an early
dismissal (ALL county schools) for inclement weather, electrical, gas, or water issues. We will
not be open for one or two hour morning delays. If only one school has a closing or early
dismissal, we will not begin the program until normal operating hours (approximately 2:15 p.m.)

Infant Program
The infant program is designed to meet the needs of each child as they grow and develop under
the care of the infant caregivers. The schedule followed is the infant’s schedule and his /her
cues. Parental input and daily communication with staff are the best ways to help the infant reach
their milestones. As the infants grow, many new experiences will be introduced and discoveries
will be made for a happy, healthy, baby.
Infant & Toddler Pacifier Policy
Children’s Outreach Ministries will follow the American Academy of Pediatrics suggestions for
pacifier use. Following this policy may help to prevent Sudden Infant Death Syndrome (SIDS)
in infants. With both parents and staff working together we can provide safety and cleanliness
when the child’s pacifier is in use. The attached policy and guidelines are listed at the end of the
Family Handbook. The pacifier policy agreement is located on the registration form.
Safe Sleep
Children’s Outreach Ministries provides a safe sleep environment for infants. COM provides
safety approved cribs with the certificates of compliance, along with firm safety approved
mattresses covered by fitted sheets. COM employees are to place infants on his or her back for
naps and best sleep practices to reduce the risk and prevention of Sudden Infant Death Syndrome
(SIDS) and other sleep related causes of infant death. Employees are to keep soft object, toys,
and loose bedding out of the baby’s sleep area. Employees are to make sure nothing covers a
baby’s head. Each child will be assigned a crib or cot. All crib sheets are labeled and changed
frequently and always between children. Cots are sanitized after each use. If a child’s clothing
becomes soiled it will be placed in a plastic bag until it can be washed at home or in the center.
Once a toy has been mouthed by a child, it will be removed from circulation until it has been
sanitized or laundered. Each classroom will have a system of separating contaminated toys from
clean toys. Tummy time is done daily with infants for strengthening back and neck muscles. It
also gives your baby a different view of the world. Being able to utilize these muscles reduces
your baby’s risk of SIDS.

The staff of COM offer many varieties of enrichment activities for the full day students
occurring in the afternoons. Each year our staff determine what activities the children will
participate in and the schedule. Staff will post a of schedule of enrichment activities for your
information.

teaching Bible stories, singing Biblical songs, and having a morning prayer. Birthday recognition

modify our routine. Please be aware that this schedule is subject to change.
Transition Policy
The children are transitioned between activities and classrooms in the center to ensure that we
meet their social/emotional, physical, cognitive, and language development. The classroom
placement is determined by the administration, as well as, parent input on their child’s
developmental needs.
If a child is having difficulty transitioning in the classroom(s), the staff may recommend that an
outside resource, such as a Behavioral Consultant be contacted to assess the child’s behavior.
This assessment will only be done with the parent’s permission. The assessment report will be

discussed with a team consisting of the parent, teacher, and administration, so they can establish
a plan to best support the child.
Early Education Rest Time
The Early Education Program will offer a rest time to children enrolled in the full-time program.
Your child may want to bring a cot sheet, pillow, blanket, and stuffed animal to use for nap. All
items must be sealed in a bag or container provided by the center. The children sleep on
individual cots that are covered with a cot sheet. Parents are responsible for taking home all
items each Friday to be washed and brought back on Monday morning. Sanitation is done each
day after cot usage.
If a child does not fall asleep after a period of time, we will provide quiet activities such as
books, music, or puzzles for the child to play with during rest time. If the child becomes
disruptive to the other children, we will remove the child from the room.
Field Trips and Special Visitors
Early Education Program
Special visitors are brought in throughout the year. This is a chance to enhance enrichment with
the child for new experiences and discovery. We encourage parents or other relatives with
interesting careers, skills, talents, or hobbies to share them with the children. If you would like to
do Read Aloud with your child’s class, or do devotion during chapel time, you can make
arrangements with your child’s teacher or the Director to schedule a time.
School Age Program (Summer Safari)
The Summer Safari program will take field trips during the summer. Transportation will be
provided by a Putnam County School bus. Liability coverage is provided through Putnam Co.
Schools. The fee for this will be included in your child/children/s tuition. Parents will need to
complete the field trip permission slips provided and leave specific instructions for staff if any
are needed.
Latchkey Afterschool and Summer Safari Transportation
During the school year, Mountain View, West Teays, Lakeside, Hurricane Town, and Connor
Street students will be transported by a Putnam County School Bus.
Clothing
Clothing worn by the children should be comfortable, practical play clothes. Please mark all
jackets and sweaters with your child's first and last name. We do lots of messy activities at our
center. We don’t want your child to worry about getting his/her clothes messy or dirty. Your
child should also wear shoes that are made for play. The children will be going outside to run
and climb on the playground. We recommend tennis shoes because dress shoes and flip flops are
often difficult to keep on your child’s feet.

Birthdays
Early Education Program
Birthdays are special occasions for children. We encourage you to allow your child to celebrate
his/her special day with his/her class. The teachers will ensure that every child's birthday will be
recognized during school by their classmates. The WV Child Care Center Licensing
Regulations mandate that balloons, inflated or uninflated, may not be given to the children
at the church. We also ask that you do not send invitations to school for parties the children
have outside of school time unless all the children in the class are being invited.
On their special day we encourage parents and children to bring in treat bags with non food items
to celebrate with the class. (Stickers, crayons, playdough etc.)
Early Education Library
We have a checkout library for the three and four year olds. The children check out books on
library day. In one week, the children bring their books back and may check out a different book.
If they do not bring back their book, they may not check out another book. They must return
their book before checking out a new one. If your child loses his/her book, it is the parent’s
responsibility to replace it by sending in another book or sending in money so that the book can
be replaced. The children enjoy coming to the library and picking out books to take home.
When you sit down to read the library books together, you will enjoy sharing in your child's
early education experience.
Screen Media
Screen media is occasionally incorporated into the classroom’s written lesson or activity plans.
COM uses screen media through the SMART BOARD and for special events. All media is
developmentally-appropriate and supports creative play and learning. Screen media is limited to
75 minutes per week for children ages 2 through school-age. Use of screen media prohibited
with children under the age of two years.
Personal Property
The Children’s Outreach Ministries is not responsible for the loss of any personal belongings to
the children. Please label all backpacks, jackets, nap items, etc. Children should NOT bring any
personal items or toys unless the teacher has sent a request for the item. If a child is having a
difficult time transitioning into our programs, we may permit a security toy. At no time should
the children ever bring toy weapons, violent video games, electronic devices (cell phones, video
games, MP3 players, etc.), balloons, marbles, or gum. Please do not bring pets to the church
without permission from the staff or director. If a child is no longer attending COM, it is the
parent’s responsibility to pick up their personal items. If after 10 days the items are not picked
up, COM reserves the right to dispose or donate the items to Goodwill.
Toys/Weapons
The toys and equipment used at COM have been purchased to enrich learning and play. We
encourage children NOT to bring toys to school to play with. No mechanical toys, swords, guns,
toy weapons or other war type toys are permitted at school at any time. If toys are brought, these
items will be put away until the parent/guardian can remove them.

Children’s Outreach Ministries has a Zero Tolerance Policy regarding weapons. If a child
possesses, exposes, or brandishes a weapon on church property they will be expelled
immediately. A weapon is defined as anything that could cause serious bodily harm, injury, or
death, and is determined at the discretion of the Director. The plan of action regarding a child
and weapons are to:
• Secure the weapon
• Notify 911 or state/local police
• Notify the parents/guardians
• Notify Licensing of a serious occurrence
• Initiate state procedures for expulsion by contacting the COM Board
• The child is not allowed to be on the premises unless accompanied by the parent/guardian
and COM Director
The safety of children and staff are always the core of the COM Program
Discipline
The Children’s Outreach Ministries provide experience for the children to grow in areas of selfcontrol, cooperation, and sharing. Discipline is approached in a positive, understanding manner.
Children will be encouraged to redirect their actions into constructive play and work activities.
They will be encouraged to control their own behavior, cooperate with others, and solve
problems by discussing the situation with the other individual(s) or staff. COM tries to make the
child understand that feelings are acceptable, but inappropriate behaviors and actions are not
accepted in the programs. An appropriate quiet time may be used only as necessary for a child to
calm down or gain control of his/her behavior and not for over one minute for each year of a
child’s age. We may use a quiet time for children over the age of three years.
The children’s Outreach Ministries prohibits corporal punishment on its premises and during offsite activities by both staff and parents. Our employees are mandated reporters of any suspected
child abuse and/or neglect
If a child is experiencing behavioral issues and no changes are working, then a behavioral
management plan will be put into place with the parent/guardian, teacher, and Director working
together using a positive guidance plan. COM reserves the right to work closely with Early
Intervention or County Programs to develop other disciplinary or Individual Education Plans for
students. COM reserves the right to dismiss a child from the program if he/she causes repeated
emotional or physical harm to other students or staff, and it has been determined that COM staff
acting alone without supportive services can no longer serve the child. Upon the determination
the family will be asked to seek care elsewhere.
Before dismissing the child from the program, the following steps should be taken:
Step One:
A member of the staff will speak with the child and deal with the behavior as he/she deems
necessary. The child’s parents/guardian will be informed of the incident and how the conduct
policy will function.

Step Two:
The Director will inform the parents/guardian and request a conference to determine a behavioral
plan for the child. This conference will be attended by the child’s teacher or the staff member
caring for the child, parents/guardian and the Program Director.
Step Three:
The COM Director will inform the parent that a decision is pending as to whether or not the child
will remain in the program. A decision will be made by the COM Board based on the
recommendation of staff and the Program Director. The Board of Directors will investigate and
give a response to the parent or guardian within 14 days of the complaint.
If COM and the child’s family strongly disagree as to how the child is best cared for, COM may
ask the family to find a center that better suits the family’s goals.
All substantiated claims will be monitored for no-retaliation and non-recurrence.

Parent Involvement
All parents have access to the classroom when their children are attending classes. There are
many ways that parents can become involved in the school. You may want to assist the teachers
in the classroom. We have found that there are occassions when an extra pair of hands come in
handy. If you wish to help out in the room, we ask that you plan this with the teachers. We also
ask that you do not bring the child's brothers or sisters with you when you visit the classroom.
There will be special times during the year when siblings will be welcome in the classroom.
Parents may also want to help the teachers plan the holiday parties. We will recognize Fall
Harvest Day, Birthday Party for Jesus, Valentine's Day, and Easter. All parents are welcome to
assist and attend any of the parties.
Our staff will work with the classroom volunteers as well as be available for any parent who
needs to contact them with questions about volunteering. We also send out yearly parent
evaluations for you to rate our services.
We believe that parent involvement is very rewarding for both children and parents. Please get
involved with your child’s classroom.
Health and Safety Policies
Immunization Record & Health Assessment
A current health form, including immunization record, is required upon enrollment. All
immunizations must be current. The state of West Virginia requires the following
immunizations: DTP/DT, Polio, Hib, Hepatitis B, Hepatitis A, MMR, and Varicella. Please see
Appendix A for an age-appropriate schedule of immunizations. Your child must be current on
all the appropriate immunizations before they may begin the Children’s Outreach Ministries. For
subsequent years of attendance, parents will be responsible for updating their child’s health form

and immunization records every two years. Latchkey and Summer Safari students only need to
submit a health form and immunization records when they initial enroll in the program. COM
requires each child admitted into the program be immunized. Children with communicable
diseases will not be admitted.
Illness Exclusion Policy
A child should be excluded from the center if he/she shows evidence of becoming ill or has a
diagnosed condition or injury. The primary reasons for exlusion from the center due to illness or
injury:
• Prevent the child from participating comfortably in activities
• Result in a need for care that is greater than the staff can provide without compromising
the health and safety of the other children
• Specific disease, symptom, or condition
Due to a lack of diagnosis, the following symptoms will require exclusion from the center if the
child is not able to participate in activities or the need for care is greater than the staff can
provide without comprising the health and safety of the other children:
• Fever with symptoms like sore throat, rash, vomiting, diarrhea, or cough. A child will
not be sent home simply because they have a fever. A child’s temperature may be
elevated for a variety of reasons, many of which do not indicate serious illness. We will
watch for behavior changes that may accompany a fever.
• Diarrhea (runny, watery, or bloody stool) that cannot be contained in a diaper or
underpants or 3 or more soft, loose stools in a 4 hour period.
• Vomiting 2 or 3 times in a 24 hour period
• Abdominal pain lasting more than 2 hours or intermittent but associated with fever or
other behavior changes.
• Drooling with mouth sores.
• Eye discharge (yellow, green, or white) with red eyes
If the child exhibits any of these symptoms while under our care, we will take the following
steps:
• Separate the child from the other children.
• Contact the parent to make arrangements to pick up the child.
• Continue to observe the child for other symptoms.
• If the child does not respond to staff, is having trouble breathing, or is having a
convulsion, call 911.
The goals of exclusion include ensuring that children who cannot participate or need more care
than possible are at home, safeguarding that children have adequate supervision and staff to child
ratios are maintained, and keeping certain serious conditions out of the center.
The child may return when free from symptoms for 24 hours.
The following infections/conditions/symptoms not recommended for exclusion include:
• Fever without behavior change or signs of illness (unless child is under 5 months)
• Respiratory illness such as the common cold (runny nose, congestion) unless the child
has a persistent cough or trouble breathing

Ringworm (exclusion for treatment can be delayed until the end of the day)
Thrush
Hand-Foot-Mouth disease unless mouth sores with drooling
Fifth disease (parvovirus) follows the rash exclusion criteria
Exposure of women who lack immunity to fifth disease and CMV during
pregnancy poses some risk to their fetuses. Susceptible pregnant
caregivers/teachers and pregnant mothers of children in child care
and school settings should carefully wash their hands to reduce their risk of this
infection and infection from other viruses that could harm a fetus. These women
should consult with their health care professionals about their immune status and risk
of infection.1

Communicable Diseases
If your child has been exposed to a communicable disease (measles, chicken pox, etc.), it is
important that we be informed so that other children are not exposed to infectious diseases. Your
child may not attend the Children’s Outreach Ministries if they have a communicable illness
such as:
• Tuberculosis, until a health care provider certifies that the child is in appropriate therapy
and can attend the center.
• Impetigo, until 24 hours after treatment has been initiated.
• Chicken pox, until all sores have dried and crusted.
• Mumps, until 9 days after an onset of parotid gland swelling.
• Hepatitis A, until 1 week after an onset of illness or jaundice, as directed by the health
department.
• Measles, until 4 days after an onset of rash
• Rubella, until 6 days after an onset of rash
Please see Appendix C for a list of additional communicable diseases that requires a physician’s
note to return to the programs.
In order for the child to return to the center, the parent must provide a signed statement
from a licensed health care provider stating that the risk of transmission is no longer
present and the child is well enough to participate in center activities.
If your child is ill and will not be attending a program(s), please call to let us know of the
absence.
Lice
If we find lice or nits in a child’s hair, we will remove the child from the classroom. We will

contact the parent to pick up the child. We will give the parent information about treating and
removing the lice from the child’s hair. When the child returns to the center, the staff will check
the child’s hair for lice or nits. If lice or nits are detected on the child’s hair, the parent will need
to remove the child from the center. The child will not be permitted to attend the program until
all lice or nits are removed from the hair.
Fleas
If fleas are found on a child we will remove the child form the classroom. COM will contact the
parent to pick the child up. When the child returns to the center, the staff will check the child
and their belongings for fleas. If fleas are detected the parent will need to remove the child from
the center. The child will not be permitted to attend the program until all fleas are gone and all
belongings are flea free. Under extreme circumstances that COM would have to close the center
for removal of fleas the exterminator’s fee will be charged to the family.
Injury
We will notify the parents of any injuries on the same day of the occurrence via an
accident/incident report form. The parent is to sign the report and return it to the teacher to be
placed in the child’s file. If the parent does not pick up the child, we will give the report form to
the person picking up the child on behalf of the guardian. All severe injuries will be reported to
the Secretary for the Department of Health and Human Resources or his/her designee.
Liability
COM is a ministry of Forrest Burdette United Memorial Methodist Church a non-profit, state
licensed child care center covered by Brotherhood Mutual Insurance Company. The church
facility is maintained to ensure that safe conditions are practiced daily. Parents are responsible
for providing health insurance for their child/children to cover any accident your child may
incur. COM has an “open-door policy” in which parental visits, conferences, and observations
are encouraged. COM follows all rules and regulations of the West Virginia Department of
Health and Human Resources, Putnam County Department of Health, and the Office of the West
Virginia Fire Marshall. COM participates with the Child and Adult Food Program.
Medication Administration
The medication log is to be filled out daily for any type of medicine given to your child. All
medication must be in their original containers and measuring devices must be sent. Staff
certified in Medication Administration is the only staff allowed to administer medicine to a
student with (1) written permission from the parent/legal guardian and (2) a prescription or a
written order form a physician or other licensed health care provider. This also includes any
over the counter medication, such as cough syrup or Benadryl cream. Medication for teething
pain that contains benzocaine is not to be used without instruction from the child’s health care
provider. Children’s Outreach Ministries does not administer insulin due to unlicensed
personnel (no health care license). A medical plan of care will be required from a physician if a
child has a chronic health condition that requires specific attention or has the potential to become
a medical emergency. Please see Appendix D for the mediation administration form. This must

be completed for each medication by the child’s health care provider.
Diaper Changing and Toileting Policy
The staff understands that toilet training is an individual skill that occurs over a period of time
that can range from a few weeks to several months. If a child enters our program in diapers or
pull-ups, we will change the child on a regular schedule. The parents must provide adequate
diapers or pull-ups and wipes for the child. We will also encourage her/him to use the toilet. We
do teach and encourage the children to use proper toilet practices including going to the toilet,
flushing, wiping, and washing hands. During this learning process, we do anticipate that
accidents will occur, but we will not punish or reprimand. Due to these accidents, we ask that
parents keep a change of clothing in a Ziploc bag, as well as 3 pairs of underpants in the child’s
backpack. The staff will work with the families to establish a routine that is consistent between
home and school.
There are certain areas of our facility that are conducive to changing a child with a soiled diaper.
We generally reserve these areas for the younger children (2 years old). If an older child is still
not toilet trained when it is time for him/her to move to another classroom, we may need to
schedule a conference to determine the best environment for the child.
Fire and Safety Drills
We want the children in our care to be safe at all times. We will work with the children each
month to practice two fire drills and one time a year our crisis management plan.
The Children’s Outreach Ministries Crisis Management Plan is located in the Parent Resource
Area outside of the Director’s office. With the implementation of this plan parents can rest
assured COM will do everything possible to protect each child in the event of a crisis or
emergency. The child care center has taken steps to prepare the children, staff, and parents for
an emergency situation.
• COM conducts fire drills at least two times a month and records the dates as required by
the WV State Fire Marshall and state licensing.
• The fire alarm is loud and may be scary to children. It will be helpful to talk with your
child and explain how staff is helping them to always be safe.
• COM conducts intruder, shelter in place, and relocation procedures with staff twice a
year
• COM conducts one evacuation drill with children and a notification letter will be sent
home so you can talk to your child about safety precautions
• COM conducts a check of its emergency kits and emergency medication expiration dates
on a regular basis.
• Forrest Burdette conducts a check of fire extinguishers, carbon monoxide detectors,
security, and the building frequently to ensure a safe place for children, staff, and the
congregation.
• COM has a landline as well as track phones for each classroom.
• With any crisis or emergency, parent cooperation is necessary. Discuss with your child
that staff is working to take care of all children and the best place for them to be is at

COM. Explain if you are not able to pick them up right away, COM will care for them
until you or the emergency contact arrives.
Listen to your local radio/TV stations for updates.
If a shelter in place were to occur all staff and students are to report to Byrd Hall (area
outside of the Directors office) until the order has been lifted.
In case of relocation of children to an alternate site, CONNOR STREET ELEMENTARY is the
first designated site for children and staff. COM will walk to Connor Street Elementary, located
at 445 Connor Street, Hurricane, WV 25526. COM will remain at Connor Street Elementary
until notified by county or city personnel it is safe to reenter COM. A second relocation site, the
CHURCH PARSONAGE, will be designated in case of evacuating the immediate area. The
church parsonage is located at 110 Mulberry Square, Hurricane, WV 25526. COM will remain
at the church parsonage until notified by county or city personnel it is safe to reenter COM.
Directions to the church parsonage: (1) From Hurricane on Teays Valley Road, take first left
onto Sunnydale Dr. after Wave Pool Park and follow road until you reach Mulberry Square.
Parsonage is on the right. (2) From Teays Valley on Teays Valley Road, take right onto
Sunnydale Dr. before Wave Pool Park and follow road until you reach Mulberry Square.
Parsonage is on the right. COM will use the church vans to transport the children to the second
relocation site in case the first site is closed.
COM will care for your child until you or your emergency contact is able to reach them. Please
keep all registration forms up-to-date. Children will only be released to those specified on the
emergency list. COM will begin contact with the parent/guardian listed on the form then move
down the list if no one can be reached.
Playground Safety and Weather
One of the best memories for children is playing on the playground. The equipment in use is
designed for safety and play. Please remember to dress your child in appropriate clothing and
proper shoes. Tennis shoes are always the best choice for play. When the weather is 40 degrees
or higher the staff will take the children outside if weather appropriate and there are no weather
conditions or advisories indicating to remain indoors. Sunscreen is always applied when the
weather is warm enough for a burn. Water bottles sent in by the parents are filled before going
outside and will be on the playground if a child gets thirsty. They are sanitized at the end of each
day.
Meal Program
We participate in the West Virginia Department of Education Child and Adult Care Food
Program. As part of this program we must serve the children specific meal requirements for each
meal. We serve breakfast, lunch, and an afternoon snack to satisfy the requirements of the Child
and Adult Care Food Program. The part-time Early Education children will only be served
lunch. The Latchkey children will only be served an afternoon snack on regular school days.
When the children are present for the entire day, the children will be offered breakfast, lunch, as
well as the afternoon snack. A menu will be posted each month.
We must also serve 100 % fruit juice, milk, or water as a drink. We do not serve soft drinks or

Kool Aid as part of the meal plan. We also request that parents do not bring fast food for
children to eat at the center.
Due to the severe food allergies in our center, we do not allow children to bring food from home.
We understand that children can go through stages of only wanting to eat particular foods.
Children are encouraged to try all foods, but individuals may choose not to eat certain things.
If your child has any food allergies, please notify us upon enrolling your child in the Children’s
Outreach Ministries program(s). We will need a special diet form filled out by your physician.
In accordance with Federal law and United States Department of Agriculture policy, this

Managing Allergies
If your child has any allergies to medication, food, insect bites, or other allergens, please inform
us upon enrollment in the Children’s Outreach Ministries. Forms for managing allergies can be
obtained in the Director’s office. A doctor form with specific instructions must be on file for a
child with allergies. Please make sure your child has current medications such as the epi-pen to
control and manage allergies.
We have several children in our programs with severe food allergies. Strict avoidance of these
food items is the only way to prevent an allergic reaction. These allergies can be life threatening.
If a reaction occurs, we must seek immediate medical care including administering an injection
of adrenaline and contacting emergency medical care.
The children’s parents take an active role in managing the allergies, but we also depend on each
employee and parent to help us adhere to a safe environment. No homemade or bakery items
such as cupcakes or cakes will be served to the children. We will provide all food for meals and
special events.
If you child eats peanut butter or tree nuts before coming to the center, please have him/her rinse
out his/her mouth with water, as well as, thoroughly wash his/her hands. Any food preferences
must be discussed with and agreed upon with the Program Director.
Dental Health
Children will practice oral health concepts daily after lunch by brushing their teeth. Each child
will have a labeled toothbrush that will be stored after drying in a container. Once a year, a
dental health care provider speaks to the children about the importance of dental and oral health.
Staff is trained by the provider to ensure they are following proper procedures for guiding
children in dental and oral health. Please provide a new toothbrush every three months for
sanitary purposes.

Biting Policy
We recognize that biting is a developmentally appropriate behavior for children in the younger
classrooms. A child may bite for different reasons including teething, being overly tired or
frustrated, or trying to get the attention of teachers or peers. Many children this age are still
developing language skills so they often react on impulsive without much self-control. Although
it is an undesirable behavior, parents with children in this classroom need to understand that their
child(ren) may be bit or may bite another child. The staff understands parents are concerned and
can be upset when their child is involved in a biting incident. We ask that parents remember that
this action is developmentally appropriate behavior for this age group.
The staff will work to identify the situations which provoke or elicit this behavior so it can be
prevented in the future. The staff will attend to the need of the child who was bitten and redirect
the child who bit to another area of the classroom. Parents will be asked to work with the staff to
identify methods and strategies to curtail the behavior.
Parents will be notified by incident report of a biting incident occurring during the course of the
day. The staff will not discuss with either parent the identity of the other child involved in the
incident. If a child bites more than three times the Director, Teacher, and Parent will write an
individual plan. If biting continues then a specialist will be called to assess and provide
assistance. If biting does not stop then the child will be dismissed from the program.
Babysitting Policy
Staff members are not permitted to babysit for families enrolled in the programs. If parents insist
on hiring a teacher or staff member to babysit then both the parent/guardian and staff member
must agree to sign a Hold-Harmless Consent for Babysitting. Please see the Director or
Assistant Director to sign the consent form

In case of an emergency or illness, it is necessary that the staff know where you may
be reached at all times. Staff must be notified immediately of changes of telephone numbers,
addresses, or person to notify in case of emergency. Court Orders/Divorce/Child Orders
should be presented to the office as soon as possible for the staff to follow.
Read the monthly newsletter and calendar.
Let the staff know if anything is going on in your child’s life that may affect his/her behavior.
We, in turn, will report any unusual situations at the Children’s Outreach Ministries
program(s).
Check your child’s cubby or backpack for notes, clothing, and artwork. Please clean out
your child’s cubby each evening.
All full-time Early Education children need a toothbrush and toothpaste (every 3 months), as
well as, a water bottle and sunscreen during warmer weather.
Send an extra change of clothes for all children. Please remember to change the child’s
clothes out during the seasons. If a child is not fully potty trained, send diapers/pull ups,
diaper ointment, and wipes. A child will not be able to return to the COM program until
these items are provided to the center.

Please remember to send your child dressed in clothes that he/she can manage at toilet time.
Upon withdraw or end of the school year, all items must be picked up within a week or items
will be donated.
