Ward Councillors
Port Adelaide Enfield Council comprises
a Mayor and 17 Councillors, distributed
around seven wards that take in the whole
of the City. These are your representatives,
your voice in Council on matters that
concern you in your area, and they are
the people who make the policy decisions
that guide the Council’s administration in
its daily work. If you have any concerns
that should be brought to the attention of
Council, please contact one of the Elected
Members in your Ward.

Mayor’s Message
The Premier’s decision to hold a Cabinet
meeting in Port Adelaide in March not
only reinforced his strong commitment
to Port Adelaide’s redevelopment, it
also provided Council with a unique
opportunity to discuss issues with the
most senior members of Government.
It was a very positive indication that
this Government wants to work more
closely with one of South Australia’s
most progressive councils as we jointly
work on a number of projects, not
just concerning the rebirth of the Port,
although that’s obviously an important
focus, but from top to bottom across
our city.
Key Decisions
Your Elected Members meet every month to discuss a range of matters related to
community life. Meetings are open to the public and everyone is welcome to attend.
Here are just some of the key decisions made at recent meetings.

In particular I see the potential for
this to lead to improved sporting and
recreational facilities across our city.
Earlier, we saw more evidence of
Government commitment to Port Adelaide
Enfield with Transport and Infrastructure
Minister Stephen Mullighan’s honest and
strong undertaking to address the 15
recommendations made by the Select
Committee on the future development of
the Lefevre Peninsula.
This undertaking was made in front of
nearly 200 people at a public meeting
Council convened in February and
comes after successive governments of
all political persuasions have for years
ignored health issues on the
Lefevre Peninsula.
For once we have a government that
really is working hand in hand with your
Council and I’m confident that a whole
new relationship has been established.
It certainly provides a strong platform for
Port Adelaide Enfield’s new CEO to lead
our city into the future. That position, one
of the highest profile local government
positions in the state, is due to be
advertised shortly and I anticipate we will
have an announcement by mid-year.

Meet your Councillors from Klemzig Ward
Cr Tony Barca
Cr Barca moved to Klemzig 34 years
ago with his wife and baby daughter.
They initially planned to live in their
current house for only a short period
of time but fell in love with the
community and decided to stay. Tony
and Lisa are also parents to twin boys. Tony ran his own
family business for 22 years before returning to university
while still working and volunteering in the community,
achieving a Masters degree in Social Science.
Tony has been a Ward Councillor for 14 years and his
proudest achievements have been to save open space in
the Ward, in particular the Standford Smith St Reserve
that had been put up for sale by Council. After much
hard lobbying, he says it was rewarding to finally see
the upgrade to Klemzig Reserve and Community Hall
completed. He has been involved with Italian Community
Radio for many years and runs a Local Government
segment on the show, helping listeners with problems
throughout the State.
Tony says his favourite thing to do in the Ward is to meet
with residents and help them resolve any issues they
may have.
Cr Paul Russell
Cr Paul Russell and his wife Anne
have lived in Klemzig for more than
28 years. Having raised their seven
children there, they say it’s a great
place for children and families.
Paul is the director of HOPE:
preventing euthanasia & assisted suicide Inc, and the
Russell clan have been involved with St John’s for many
years. Paul says St John’s provides great training for life
in giving back to the community through volunteering.
Paul joined Council last November after the 2014 Local
Government Elections.
One of the first things that struck Paul about Klemzig was
its long and rich links to the state’s settlement history.
He says the nearby Klemzig Pioneer Cemetery is a great
reminder of our heritage and the diverse peoples who
settled this area and continue to find a home here.
He has seen plenty of changes over the years, mostly
positive, with urban renewal and trends towards smaller
homes contining to renew our suburbs in positive ways
but also providing many challenges.

Reginald Francis McGuire
The following is an extract from a letter
received by Mr. James McGuire, of Largs
Bay, from his son, Private R. F. McGuire, 10th
Battalion: “We will be where the whips are
cracking tonight, and I know we will pull
through. Our job will stand no half measuresit simply has to be done even at the cost of
every man. We all know it, and I might say not
one of us would miss it. We have tonight a
chance to make a name for Australians to be
proud of. Moreover, the 10th Battalion have the
honor to be the covering party for the division:
but long before you get this you will have heard
how the 10th came through.

Play Magic: The Gathering
The late Private R. F. McGuire
Private R. F. McGuire, a son of Mr. James
McGuire, superintendent of station services,
South Australian Railways, was born in Port Pirie
in December, 1881, educated at the Christian
Brothers’ College, Adelaide, and later at the
Marist Brothers’ College, Semaphore. He served
his apprenticeship as a fitter and turner in the
Petersburg railway locomotive shops, and was
appointed to the charge of the hydraulic plant
at Morgan in 1913. When war broke out he was
among the first to enlist and was attached to
the 3rd Infantry Brigade, 10th Battalion, and left
for Egypt in October. Private McGuire was well
known as an amateur boxer and wrestler, and a
teacher of gymnastics. He was also a footballer
and cricketer of some repute. On two occasions
he received presentations for life-saving from
the River Murray. He has three brothers also
serving in the Expeditionary Forces.
Private McGuire was in the Ordering Party at
the landing of Gallipoli. He died of wounds
on 29 April 1915 and is buried in the Beach
Cemetery, Gallipoli.

encouraged to lead the march, hopefully with medals
or a photo of their relatives. Members of the general
public are encouraged to join in, wave the flag and
support the march.
The Semaphore and Port Adelaide area for over 100
years has had significant and historical interactions with
Australia’s military. Most South Australians who served
overseas in World War I embarked from Port Adelaide.
The march starts from the southern lane of Semaphore
Rd, just west of the Semaphore Rd and Military Rd
intersection, and will proceed in a westerly direction
down Semaphore Rd and finish at the “Angel Of Peace”
War Memorial on the Semaphore Foreshore, where a brief
service will be conducted. Semaphore Rd will be closed

between 1-4pm.
Following the service everyone is invited to partake in

Illustrating 100 years of
the ANZAC spirit
A new world was born on 25 April 1915. A new side
of man’s character was revealed. That’s when the
spirit of ANZAC was kindled.
A new exhibition to commemorate the
achievements of the ANZACs from Gallipoli to the
present day will increase public awareness of the
ANZAC spirit and recognise the contribution men
and women from our local community and state
have given.
The exhibition of paintings and sculptures by
artists Drew Harrison, Barry Spicer, Matt Welsby,
Elizabeth Webb, Belinda Blesing, Gerhard Ritter
and John Ford will tell their story of the ANZAC
spirit. The exhibition will also feature memorabilia
and ephemera in display cases.
The themes covered by the artists will show events
on land, sea and in the air, creating images that
show how these events impinged on the lives of
every Australian.
The exhibition will be officially opened by Mark
Butler Federal MP for Port Adelaide at 2pm on
Saturday 18 April. The Black Diamond Gallery
is at 66 Commercial Rd Port Adelaide, and the
exhibition will be open daily from 11am-4pm from
19 April to 3 May 2015, but closed on ANZAC Day.
On Wednesday 22 April at 7pm guest speaker Ken
Duthie will give a presentation on aspects of world
conflicts, the ANZAC spirit and how it should
influence today’s youth. On Wednesday
29 April at 7pm guest speaker Trevor Powell
will give a presentation on “Our Local Heroes”.
Bookings are essential due to limited space. Please
contact the Black Diamond Gallery, 66 Commercial
Rd, Port Adelaide on 8449 3987 or alternatively
email [email protected] to secure
your place. Entry to these events is by a gold coin
donation that will be passed on to Legacy.
Mural highlights Navy role
Pandora Murals has been commissioned by the Port
Adelaide Naval Association to create a full colour wall
mural to help commemorate the 100th anniversary of
ANZAC Day.
The mural is located on the outside wall of the clubrooms
in Quebec St and shows an array of frigates and
helicopters with a backdrop of the Sydney Harbour
Naval Headquarters.
The clubrooms are currently undergoing renovation to
both the exterior and interior of the building. There are
also plans to install a commemorative stone plaque at the
front of the clubrooms, which will recognise the naval
contribution to the Gallipoli campaign.
An ANZAC Day dawn service will be held in front of the
clubrooms from 6am for a 6.30am start on Saturday 25
April. Breakfast will be served in the clubrooms following
the service. The clubrooms are open at various times from

Stories to share from WWII
Kevin Parsons is just one of many residents who has shared
his stories from the Second World War.
As a 19 year old, Kevin joined the army. After surviving
the bombing of Darwin he was accepted into the elite 1st
Australian Paratrooper Battalion, whose members came
from all over Australia. It was only after 50 years that
Kevin was able to obtain details about the secret mission
for which he had trained - the rescue of more than 2400
prisoners of war in Sandakan, Borneo.
The plan, known as Project Kingfisher, included assessing
the suitability of a rescue and determining the best time
to carry it out. Kevin underwent rigorous training in
News South Wales and Queensland to be able to handle
the roughs of the jungle in Borneo, but the highly risky
mission was aborted because of a lack of aeroplanes
and equipment, and all but six of the prisoners died of
malnutrition or sickness on a forced march.
After the War, Kevin moved into the one of the newly built
homes in Blair Athol and has lived there ever since. He has
recently celebrated his 93rd birthday and is well known
in the area. Kevin is also a regular visitor to the Gepps
Cross Hotel. He has marched in the ANZAC Day parades
every year since 1946, including marches in Hobart, Perth,
Sydney and Melbourne and he will proudly be part of the
march again this year.
Come and doorknock
with the Salvos
The Salvation Army’s main doorknock appeal for the year
will occur on the weekend of 30 and 31 of May.
If you are considering volunteering to be a local doorknock
collector, please register online or contact the volunteer
hotline on 137258.
The Salvos have been busier than ever over the last 12
months, helping South Australians in need. In 2013-2014,
the Salvation Army Red Shield Neighbourhood Appeal
Doorknock raised $713,909.04. Funds raised are utilised
through various programs offered by the Salvation Army,
including emergency relief and financial counselling.
Please dig deep when the Salvos come knocking!
Share the fun at National
Youth Week Expo 2015
National Youth Week, which this year takes place from
10-19 April, is the largest celebration of young people
in Australia.
If you are aged between 12 and 25 you are invited to share
in the fun at a free Youth Week 2015 Expo that will include

Volunteers ‘seek and
destroy’ graffiti
Use the right bin and win
For more than 10 years the City of Port Adelaide
Enfield has had a targeted approach to community
safety through its Graffiti Management Program.
In 2003-2004 Council’s Crime Prevention Program
focused on the use of volunteers to eradicate
graffiti vandalism - with the volunteers known
as the “Grafters” at the hub of the program. Key
to the program is the rapid removal of graffiti
vandalism. The longer graffiti remains the more
encouraged taggers are to vandalise the same
property or another in the immediate area.
Now the rapid removal of graffiti is a free
Council service provided to all owners/occupiers,
although on large commercial and industrial
sites a contribution for materials may be sought.
Council’s service standard for normal graffiti
removal is four working days from it being
reported and 24 hours for priority graffiti removal
of anything offensive or racist.
Council recognises that graffiti vandalism is a
community problem and therefore takes a holistic
approach to graffiti management in which the
community becomes the solution to graffiti
issues not the problem. Council has partnerships
with Klemzig Neighbourhood Watch, whose
members remove graffiti from council’s eastern
suburbs. A partnership also exists with Restitution
Services, who supervise young people who have
been ordered through the courts to undertake
community work.
The Grafters use state of the art equipment and
technology to minimise labour and administration
time, while maximising the limited volunteer hours
and productivity. In consultation with the Grafters
and a locally based company, a graffiti trailer was
designed and manufactured to enable volunteers
to undertake their role in a safe, efficient and
effective manner.
I-Pads with GPS technology enable the Grafters
to remove graffiti as they find it – even before it
is reported to Council. They call this the “seek
and destroy” method. Since the program was
launched, graffiti removed has totalled more than
223,000 square metres across the Council area.
Council applauds the volunteer’s commitment in
providing a safe and welcoming environment by
minimising incidents of graffiti vandalism within
the Port Adelaide Enfield area.
To report graffiti on your property please contact
one of our helpful customer service team on 8405
6600 or email [email protected]
To report a graffiti vandalism offence in progress
please call the police on 131 444.
Each week for 10 weeks, randomly selected residential
properties will have the contents of their green organics
and general waste bins briefly inspected for correct food
waste disposal. The first property that demonstrates correct
food waste disposal each week will be entitled to a $250
Bunnings Gift Card.
The second instalment of Council’s food waste recycling
competition starts on Monday 6 April.
For competition terms and conditions and further
information on food waste recycling, please visit
www.portenf.sa.gov.au or to opt out of the competition,
please call KESAB on 8234 7255.
Life looks brighter outside –
even in winter
Heading outdoors in the summer can be a fantastic
experience but sometimes activities can be limited due to
the blazing sun and stifling humidity.
But with cooler weather now setting in, why not take
every chance to head outdoors and savour the cool, crisp
air. Just make sure you and the kids have appropriate
gear - slip, slop, slap doesn’t have to be restricted to the
outdoor sun. If it’s cool, take your jacket; if it’s wet and
rainy, no problems, slip on some gumboots, slap on a
raincoat and slop around in some puddles.
There are dozens of great local parks you can enjoy
during the cooler climate - see OPAL’s Pocket Guide for
Outside playground map, found on the OPAL webpage at
www.portenf.sa.gov.au/opal
The cooler weather is also the best time to venture out for
a bushwalk with the family. Check out Trails SA’s 40 South
Australian Great Short Walks a list of shorter walking trails
around the state, including trails for various fitness levels

Compostable bags have
been delivered
Streetscape & Reserve
Spraying program
During March and April this year the annual delivery of
150 compostable bags was made to all homes in the City
of Port Adelaide Enfield.
Spraying for April 2015
Using these compostable bags to separate your food
scraps reduces waste to landfill by an estimated 40%.
Composting food prevents the loss of valuable nutrients as
well as reducing the greenhouse gas emissions produced
as food waste breaks down in landfill.
All cooked and uncooked foods can be recycled via the
kitchen caddy. The rule to remember is “if it grows, it’s
good to go.” The following items can also go in the caddy:
bones, bread, dairy products, citrus, coffee grounds, meat,
hair, and prawn and oyster shells.
To make the roll of 150 bags last a year, remove the bag
from the kitchen caddy every 2-3 days and place in the
green-lid bin. Please do not place the bag into the blue lid
waste bin as it will end up in landfill. There are options
available for purchasing additional compostable bags
should you run out – more information is available on
council’s website.
Remember only compostable bags can go in the green lid
bin as they are made from plant materials that compost.
‘Biodegradable’ or plastic bags do not compost and are
not suitable for the green lid bin.
If you do not have a kitchen caddy and would like one,

Martial arts training
at Hillcrest
Hap Ki Do is a vigorous Korean martial art that
provides a great way to stay fit and active, as well as
the opportunity to make new friends.
Hap Ki Do routines involve a variety of fast kicks high and low, spinning, circular and linear. It also
includes a full range of hand and arm movements
such as punching, open hand, finger strikes and
elbows jabs.
Practitioners use an opponent’s energy in
unison with their own, redirecting this energy
instead of meeting it full on. Break falls are taught
to enable the practitioner to protect themselves
when thrown.
Instructor Michael Peachman 6th Dan has been
training for about 48 years. Together with his team
of Black Belts he aims to give great training in a
safe and friendly environment. Sessions are held at
the Hillcrest Community Centre, Queensborough
Ave, Hillcrest from 7- 8.30pm on Sunday and
Thursday evenings. Contact Michael for more
information on 0412 695 009.

served. Members also have the opportunity to attend
regular outings.
The club has temporarily transferred to the Clearview
Community Hall whilst the Enfield Community Centre
is being renovated. It is looking forward to returning

Plenty of School Holiday programs in our centres
Hillcrest Community Centre
Kilburn Community Centre
The school holiday programs are on again at Hillcrest
Community Centre and promise to be great fun.
This is the first time that roller skating will be available at
the centre and will give children living in the local area
a chance to try it out under supervised conditions. Sam,
who is from the Lil’ Adelaide Rollers, will run the session
and comes with a wealth of experience, both in helping
children to ‘get the hang of it’ and in the high speed rough
and tumble of roller derbies.
Tanya Harrison will run the Kids Art workshop where
children can enjoy several different mediums to create an
impressive work to take home. Tanya is a very talented
artist who works well with children, encouraging and
guiding them throughout the process.
Both sessions are free and are open to children aged 6
years and over. Parents are free to stay if they wish or can
‘kiss and drop’ children and collect them after the session.
Roller-skating with Samantha from the Lil’Adelaide Rollers
will be held from 10am-12noon on Monday 13 April and
the Kids Art session will be held from 10am-12noon on
Monday 20 April. Both activities will be at the Hillcrest
Community Centre, 27-31 Queensborough Ave, Hillcrest.
Bookings are essential due to limited places. Please call
David on 8266 7267 or contact him via email at
[email protected]
Kilburn Community Centre’s exciting holiday program
returns during April with a range of recreational and
artistic pursuits for pre-school and primary school
aged children.
The centre’s Imagination Playground will run on Monday
mornings for children aged 2 to 10. This program, which
also runs during school term on Monday mornings, makes
use of unique lightweight blocks that can be formed into
an endless array of configurations. Children are enabled
to produce their own play environments, explore
creative possibilities and develop skills in teamwork,
sharing and cooperation.
On Tuesday mornings the centre will host its popular roller
skating program. This is a great opportunity for children to
be taught this enjoyable pastime, which improves stamina,
balance and overall aerobic fitness. Skates are provided,
but children must be wearing socks. Be sure to arrive early
for this one, as the stadium fills up quickly!
On Wednesday mornings Basketball SA will run fun and
energetic skill-based sessions and on Thursday morning of
the first week of the holidays SACA will enter the scene
with a cricket skills clinic.
Craft activities will be available on some afternoons, with
children able to participate in both physical and artistic
programs at the centre. Times, age ranges and capacity
limits vary for each activity. A detailed schedule can be
found on the Council website, in hard copy at the centre,
or can be distributed to you directly via post or email by
calling the Centre on 8405 6730.
In many cases there will be ongoing term-based programs
at the centre for interested families to remain involved in
these types of activities.
The April school holiday activities are free of charge and
registration for all activities is via a single registration form
that can be filled out upon a family’s first arrival during
the holidays. No prior registration is necessary.
For further information please contact Leigh
at the centre on 8405 6730.

Council Rates – Your
questions answered
Q - If I advise Council that I have changed address
for my dog, do I need to also advise other areas of
Council such as the Rates Department?
A - It is your responsibility to advise Council in
writing if your details change. The address for the
service of a Rate Notice is the address recorded
in the Assessment Record of the Council and may
be different to the address(s) to be used for other
business with Council such as dog registrations,
building applications and other Council services. If
you wish to change the address for the service of a
Rate Notice you must specifically request such an
alteration to the Assessment Record and provide
details of each property affected.
Q - I am experiencing financial difficulties at the
moment and am worried I won’t meet the deadline
to pay my rates. What are my options?
Teaching dogs new tricks
Our dog registration data shows that Port Adelaide Enfield
is a city of dog lovers. If your pooch is often sent to the
naughty corner, requires some extra training or is ready to
learn some new tricks, now is the time to consider joining
the Combined District Dog Club.
The club provides 30-minute training sessions for puppies
and older dogs in grades 1, 2 and 3. Class sizes are small,
with only six to eight dogs per class, and there is often
opportunity for tailored individual support. Puppies can
practice obedience basics while more experienced dogs can
practice signals and off leash work.
The club meets at the Birkenhead Reserve, corner
Semaphore and Fletcher Rds, every Sunday morning.
However, please note that the training is cancelled should
the weather be predicted to be 32c or over. All dogs,
of all breeds, shapes and sizes are welcome to attend.
Membership fees apply. Contact head instructor Carol
Wright, who has been with the club for more than 30 years,
on 7226 6367.
A – Ratepayers who are unable to pay their
account for rates by the due dates should contact
the Council, before the rates fall into arrears, to
confidentially discuss alternative payment options.
Strong interest in Lefevre
public meeting
Q - I have not received my rate notice yet. Have they
been sent out?
Council held one of the highest attended public meetings
in several years on Wednesday 18 February to discuss a
Parliamentary inquiry into land use conflicts on the
Lefevre Peninsula.
A – Ratepayers should receive their rate notices
30 days prior to the due date for payment. If the
mailing address on the property is incorrect, you
can update your details on Council’s website.
The 1st quarter rate notice is sent to all property
assessments (regardless of amount due for
payment), while the 2nd, 3rd & 4th quarter rate
notices are sent for property assessments with
an amount due for payment. Please be aware that
at all times the owner is responsible for payment
of rates, even when you have made alternative
arrangements with an agent, tenant or another
party.
Mayor Johanson and Members of State Parliament made
speeches, while technical presentations were made by State
Government departments. Copies of these are available on
Council’s website.
Questions asked by audience members showed a strong
level of interest in air and noise pollution, health effects and
residential zoning. Written questions were also tabled, and
answers will be uploaded to Council’s website in the
coming weeks.
Q - What do I get for the rates I pay, given that I
don’t use all the services?
The presentations revealed that Lefevre Peninsula has a
unique combination of physical and technical issues to
deal with. In considering these issues, Council is seeking a
greater degree of teamwork with the State Government and
the community.
A – Rates represent a tax for local government,
based on capital value. Rates are not a fee for
service and cannot be equated to the levels of
services used.
Parliament’s inquiry made 15 recommendations to the
State Government for improving development outcomes on
the peninsula and Council is now awaiting a formal State
Government response.
Different people use different services at various
stages throughout their lifetime. Council provides
the services required by the community and
the community shares the costs. You may not
recognise many of the services provided by
Council that you actually use.
Council provides a wide range of services,
including managing and maintaining expensive
infrastructure such as local roads, libraries,
sporting grounds and recreation centres, parks
and playgrounds, and street lighting, as well
as providing services such as planning and
development assessment, waste collection,
information and economic development.

Facelift for Council website
Council’s website is currently being redesigned to include
improved functionality and navigation.
Council relies on the website to communicate to residents
and visitors the exciting, innovative and important
services, programs and facilities which it provides, with
more than 1.2 million page views over the last year.
The website also provides a key avenue for customers to
communicate with Council.
In an effort to improve the website experience for our
customers, the new look site promises to be more userfriendly with a sleek new design and layout. A swag
of vibrant photos capture our wonderful and diverse
community and feature throughout.
An upgrade to the menu will provide users with the big
picture - a snapshot of all of the pages available on the
website, meaning they can quickly identify and find
information by browsing the menu.
Navigation throughout the site will also be improved, with
enhancements to the way pages are grouped and linked.
‘Quick Links’ will allow website users to easily access
some of our website favourites, including the online
services area to lodge a request for service, the popular
development assessment area (where you can track the
progress of your planning or building application), our
broad library services and handy payment screens. These
‘Quick Links’ will make it easier and faster to access the
information you need. The site has been designed to
display on various devices including smart phones, tablets
and desktop computers.
The new website will be launched soon so keep an eye
on www.portenf.sa.gov.au and, as we welcome feedback
about the site, make sure to tell us what you think about
the new look and functions.

control of their health and wellbeing by making
individual decisions.

The sessions will show the vital role of
women police play in our community
and celebrate the fact that the first
women police in the British Empire
were South Australian – when Miss
Kate Cocks and Miss Annie Ross were
appointed the first Constables in
Port Adelaide. Sessions to be held

the historic former Port Adelaide
Police Station.
In sessions to be held at the Port
Adelaide Visitor Information Centre,
fascinating historical images will be
provided by the South Australian Police
Historical Society, along with a tour
