MWAA FRD Participates in MCI Drill
EMS Captains Eric Patterson and Karl Liedke
On October 7, 2011, MWAA FRD personnel participated in a
MCI (multi-casualty incident) Drill at DCA. The purpose
of the drill was to evaluate a patient tracking device that will
enable FRD staff to track patients from the incident scene to a
treatment area, and finally transport to an area hospital. The
small handheld computer has a barcode scanner and is also a
telephone. The information uploaded by these devices
transmits in real time to all local area hospitals as well as the
command post so that the FRD staff managing the incident
can better manage their resources. The drill was organized by
Capt Karl Liedke, along with MWAA FRD personnel,
participants and observers from the COG region, including
fire and rescue departments from Fairfax County, Fairfax
City, Arlington County, City of Alexandria, Loudoun County,
Washington DC IT Personnel, Northern Virginia EMS
Council and Prince William EMS and Medical Directors.
The drill was a huge success with much interaction between
all that participated.

No stuffed animals were harmed in this drill.
Firefighter Technicians Paul Tackish, Paul Purcell
and Firefighter Jeffrey Crosby (l-R), locate
simulated patients (stuffed animals) and initiate
START (Simple Triage and Rapid Treatment) and
patient tracking. Each simulated patient had
affixed to it a status tag with details of patient
vitals and condition. Animals were released after
the drill.

issue of FIRE & RESCUE DEPARTMENT NEWS, a newsletter
created to keep MWAA's Fire and Rescue Department employees
informed about ongoing and future activities, personal achievements,
family events, etc.

each year on the first day of every quarter. I encourage each of you to

Real Time Aircraft Evacuation
Captain Ronald Grayson
On September 14, 2011, IAD personnel responded to an accident on the airfield
after being alerted via the ATC for an aircraft (right) with emergency chute
deployment. The emergency slides were activated by crewmembers when they
learned of a problem with the aircraft. Upon arrival on the scene, the FRD went
into action.
The evacuated passengers were triaged and treated for injuries and secured away
from the aircraft. After the aircraft was thoroughly checked and all hazards
mitigated, the aircraft was towed.

"BLS In A Box" Arrives At DCA & IAD

In May, the FRD took delivery of two
“BLS (Basic Life Support) in a Box”
pods through the Metropolitan
Washington Council of Governments
(MWCOG). MWCOG acquired these
units through a grant awarded by the
Urban Area Security Initiative, or
UASI, which is under the umbrella of
FEMA. These units arrived at Fire
Stations 301 and 304 respectively to be
held in reserve for emergency use.
Each of these units contain a complete
set of supplies to fully stock or restock a
basic life support ambulance, including
an AED, backboards, manual Stryker cot
and Stryker stair chair. These “pods” can
be used in case of a mass casualty
incident or other event that requires
completely restocking an ambulance.
The MWCOG also distributed these pods
to other area departments, and a total of
64 pods were distributed to departments
in Virginia, Maryland and the District.

Rattle

Runway
September 11, 2011
There were 1,300 motorcycle
riders at this year's "Rattle
the Runway" ride in honor of
victims and heroes of 9/11.
The riders began at the
Udvar-Hazy Center and
ended near the Pentagon.
Fire & Rescue Department’s First Intern
Pamela Davis, Daughter of MWAA Board of Directors Vice Chairman Tom Davis, was the FRD's first ever Student
Intern. One of the main projects she assisted with was, "In Their Own Words", a display designated for letters of
appreciation from our customers.
Fire Chief Gary Mesaris, his Senior Staff and EMS Battalion Chief Testa are extremely proud of the manner in which
the FRD, with "boots on the ground", perform their job. The halls of HQ and fire stations are lined with reflections and
expressions of thanks from patients and their loved ones giving testament to the high level of patient care rendered by
the FRD.

Mutual Aid Response
On April 27, 2011, Foam 331 staffed by Captain David
Howey and Technician Blaine Goss, in addition to Assistant
Chief Michael Defina, responded to La Plata MD for a three
alarm commercial structure fire.
Upon arrival, Foam 331 was initially placed in staging, said
Captain Howey, "Our personnel were assigned to assist
Foam 8744 with a foam leader line operation. Upon
depletion of extinguishing agent, Foam 331 was deployed to
supply foam to a suppression handline being used to
extinguish several burning automobiles, to include overhaul
of the rear of the
building."

Live Fire Training Facility Upgrades

Last fall, the Safety and Training Division of the Fire and Rescue Department partnered with the Welding Class of the
Monroe Technical Center in Leesburg, VA, to create and construct upgrades to the Live Fire Training Facility (LFTF).
In early June 2011, the students completed their work, and on June 6th a recognition luncheon was hosted for them at
Fire Station 304.

The scope of work for the students was to design and build additional fire training props for the facility. Through the
use of pictures from other airport training facilities, the students completed two separate projects for the facility. The
first project was an interior mock up of the inside of the aircraft including a flight deck, two bulkheads, ten rows of
seats and overhead baggage bins. Prior to this work being completed, the interior of the aircraft was completely
uninhibited. The second project was for standalone props for wheel, ground and engine fires.
The prop has been fitted with propane pipes to allow for fires to be ignited including a wheel fire and three separate
fires in the engine. The ground pad was constructed by Dulles Structures and Grounds staff. Having these additions to
our facility allow for a more realistic training environment as well as provide options for the training officers to
diversify evolutions.

A380 Lands at IAD

Just after 1350 hours on June 6th, Air France flight 028 touched down on Runway 1R at
Washington Dulles International Airport. This marked the first of what will be daily flights
from Paris Charles De Gaulle International Airport (CDG) to Washington Dulles
International Airport (IAD) using the new Airbus 380-800 aircraft. Greeting the aircraft
was a contingent of media spectators positioned along the taxiway to get a good view of the
first landing of this giant aircraft.
FRD provided a water arch with Foam 302 (Technicians Jyachosky and Minch) and Foam
352 (Captain Legore, Technician Neyhouse) as the aircraft taxied into gates A20/A22.
Also on hand were Fire Chief Gary Mesaris and VP for Public Safety Mr. Elmer Tippett.
IAD B-shift also greeted the aircraft with Tower 302's crew (Captain Lillis, Technician
Kiger, Technician Harrison, Firefighter Pearce) waiting on the A22 jet bridge.
B-Shift personnel got the opportunity to take pictures of the aircraft and do an outside
walk-around, where Airbus representatives were on hand to answer our questions.
Congratulations to Air France on this monumental occasion. The FRD looks forward to
seeing this majestic aircraft on the south side of the A Terminal on a daily basis! Special

FRD Honor Guard Receives Honor Flag for
National Fallen Firefighters Foundation Memorial Weekend
On October 14, 2011, our Honor Guard had the distinct honor of representing our department as we and a
multi-jurisdictional detail received the Honor Flag in a ceremony at Ronald Reagan National Airport, prior to the NFFM
weekend. During the memorial weekend, the families of our fallen heroes were honored and supported by honor guard
details, fire department members (active, volunteer and retired) and friends from across the United States.

Public Service
The FRD receives numerous requests for ceremonial services from the airlines and other sources. One such public
service action which has become a tradition is the "Water Arch", or "Wash Down". There are a few reasons for this type
of request such as a Maiden Voyage and Honor Flights. Pictured below, Foam-301 provides a water arch for a retiring

Fill the Boot

The IAFF has supported “Fill the Boot” since 1954. Local 3217 has participated in "Fill the Boot" since 2005.
Between IAD and DCA, the FRD collected $6,435.13, breaking our previous record. All monies collected will
directly benefit those families in the Greater Metro Area that are afflicted with any of the 45 neuro-muscular diseases
that are covered by the Muscular Dystrophy Association. Fire Medic Jonathan Day is pictured collecting donations

River Rescue
Gary McQuaide, River Rescue Manager
River Rescue personnel continue to train our Water Rescue Technicians with underway skills both day and
night. The division is now concentrating on our new boat crew person training program. This program is
designed to enhance the skills of our boat crew members. Crew members consist of the FRD personnel not
involved in the Water Rescue Technician program. We hope to complete all of the crew training for DCA by the
end of the year.
