Review and recommendation to the Board of County Commissioners to allocate funds from the
Discretionary Event Funding budget to the following projects:
a) Allocate $5,000 for Florida Flag Football League State Championship & Hall of Fame
Banquet to be held June 27 – 28, 2015.
b) Allocate $7,500 for Crappie USA’s Fall Tournament to be held November 27 - 28, 2015
contingent upon approval of FY2015-16 budget.
c) Allocate $15,000 for Fishers of Men National Tournament Trail – District 1 Championship to
be held November 15 – 19, 2016 contingent upon approval of FY2016-17 budget.

Update as to current activities of Chamber representatives

A thirty-minute time has been allocated at the end of the meeting for public comment. Each
speaker will be allowed up to three minutes to address the Board on items not on the agenda.

MEETING CALLED TO ORDER BY CHAIRMAN NATE MCLAUGHLIN at 10:00 A.M.
Chairman McLaughlin led the pledge to the flag and a brief moment of silence.

Review and recommendation to the Board of County Commissioners to grant $1,500 to
the City of Flagler Beach from Fund 110 Quality of Life Special Events for the Fabulous
Fourth of July Festival event being held July 3rd – 4th, 2015.
Item pulled before meeting as January 21st, 2015 was the requested meeting date for the
applicant.

Flagler County Horseshoe Pitching Club from Fund 110 Quality of Life Special Events
for the Flagler Singles/FL State Club Team Tournament event being held January 30 –
31, 2015.
Brief presentation by Mr. Mehrwerth, President FCHPC.
McGuire/Allen. Motion to recommend to the Board of County Commissioners
approval to grant $1,500 to Flagler County Horseshoe Pitching Club from Fund 110
Quality of Life Special Events for the Flagler Singles/FL State Club Team Tournament
event being held January 30 – 31, 2015 carries unanimously.

Review and recommendation to the Board of County Commissioners to grant $10,000 to
Flagler Broadcasting LLC from Fund 110 Overnight Stay Special Events for the Rockin
the Runways – Wings II event being held March 27 – 29, 2015.
Brief presentation by Mr. Ayres.
Holm/McGuire. Motion to recommend to the Board of County Commissioners
approval to grant $10,000 to Flagler Broadcasting LLC from Fund 110 Overnight Stay
Special Events for the Rockin the Runways – Wings II event being held March 27 – 29,
2015 carries unanimously.
Chairman McLaughlin mentioned that his vote does not benefit himself, or his band, as
they play at this event for free.

Review and recommendation to the Board of County Commissioners to grant $5,000 to
City of Palm Coast from Fund 110 Overnight Stay Special Events for the Birds of a
Feather Festival event being held February 6 – 8, 2015.
Brief description of the event given by Mr. Giraulo.
Walker/McGuire. Motion to recommend to the Board of County Commissioners to
grant $5,000 to City of Palm Coast from Fund 110 Overnight Stay Special Events for the
Birds of a Feather Festival event being held February 6 – 8, 2015 carries unanimously.
Chairman McLaughlin encouraged applicants to check with Staff regarding logos,
policies, etc. prior to their event and Final Report to ensure all have been followed
correctly to ensure reimbursement.

Update as to current activities of Chamber representatives.
Matt Dunn, Vice President of Tourism Development, reported statistics, logistics, and
possible upcoming events and opportunities.

Thor Holm updated Council on past, current, and future events.
Councilman McGuire wished everyone a Merry Christmas and Happy New Year.
Pamela Walker questioned the Fund 109 policy and how long a project may remain open.
Oldest project was approved before the new policy.

Commissioners approved the grant.

OVERVIEW/SUMMARY: On February 19, 2014 the Tourist Development Council
accepted a request for a grant in the amount of $15,000.00 from the Town of Beverly
Beach, Florida for Fund 109 Capital Improvements/Public Tourism Infrastructure
Funding for the Walkover Renovation and Reconstruction Project. The project scope is
the restoration of a primary dune walkover located on SR A 1A near the intersection of
the Osprey Point subdivision. Specific improvements include identifying aged or rotted
wood, or otherwise unsuitable materials, and replacing them with marine grade
materials and hardware.

The Town of Beverly Beach has limited resources to spend for project that are not of direct
application to the Town's required and essential functions.
I am the Authorized Agent of the organization requesting TDC funds. I have reviewed this Application for
Funds from the Flagler County Tourist Development Council and concur with the information submitted
herein. To the best of my knowledge and belief, the information contained in this Application and its
attachments is accurate and complete. If funds are awarded, I agree to follow all policies of the Flagler

The funds will be used for repair and reconstruction of a primary beach walkover to
render it safe and convenient for visitors to reach the beach from SR A 1A without
disturbing the dunes and habitat. This is an unusual type of construction requ iring
specialized construction skills and materials.

Safe and convenient walkovers provide Flagler County guests inviting access to the
Beaches along SR A 1A .

The dune walkovers are available to the public, free of charge, 24/7 year-round with no
operational costs involved.

Safe and convenient access to the Flagler Beaches is one of the primary tourist
attractions. This walkover will offer both to potential overnight customers of the Si
Como No Resort, and neighboring motels, rental condominiums, and beach house

1. All wood material to be #60 pressure-treated, marine grade #2 or better yellow
pine or equal.
2. All composite materials to be Trex, Sundeck or equal.
3. All screws to be #316 stainless steel.
4. All other fasteners (bolts, nuts, washers, lag screws, etc.) to be 3/8" dia.
minimum, marine grade, hot dipped galvanized .
5. All posts or pilings to be 4"x 6" minimum unless otherwise specified .
6. Handrails, vertical rail supports and intermediate rails to be 1" x 6" composite
material (see detail).
7. All deck framing to be 2" x 10", 16" O.C. or less.
8. All decking and stair treads to be 2' x 6" unless otherwise approved. Step
supports and gussets to be 2' x 4" (see detail).
9. Stair stringers (sides) to be 2' x 12" (see detail).

1.
Remove all decking and handrail materials and dispose of in an approved
manner.
2.
Remove and/or replace all pilings as noted and inspect all remaining pilings for
structural integrity. Replace or add as necessary.
3.
Inspect all deck framing and replace any defective components. Inspect all
current fasteners and replace or add new as required for proper structural
integrity.

Construct new stair components per Specifications and Details. Install new
decking and stair treads in an approved and workmanlike manner with #316
stainless steel screws.

Dunes and surrounding areas to be protected in accordance with presiding

How does the event serve to attract out of county visitors qenerating hotel/motel/resort/RV/campground rentals?
Our July 4th Festival attracts visitors and vendors from the entire State of Florida . During the 2014 event the estimated
attendance was 30,000. Our Famous fireworks display brought one family from Ft. Lauderdale , FL. We also had
vendors as far away as Tampa.
How will the event be marketed to the fullest extent possible in an effective and efficient manner?
We have and plan again in 2015 to utilize both print and radio to promote our event. Both Flagler and Volusia County
News Journal, Palm Coast and Ormond Beach Observer, the four radio stations associated WNZF, along with T.V.
Channel News 13 Community Calendar. See attached.
*Please provide a line item marketing campaign.
How will vou demonstrate a willingness to work with the tourism industry?
We plan to liaise with Flagler County Tourist Development Council Staff to capitalize on additional promotional
possibilities, along with local hotel and restaurant owners/operators for possible event packages for both vendors and
event visitors.

Subsequent years of funding will be derived from obtaining more sponsors, gaining additional vendor application fees,
city budget dollars - while acting fiduciarily responsible with both revenues and expenses.

Our objectives are to organize, promote and provide a safe and enjoyable event that will successfully promote Flagler
County/Flagler Beach as a recreation destination for present and future travel considerations.

Our objectives will be met through organization of and leadership provided by our city staff and city elected officials similar, but improved over our 2014 staff committee utilized.

Quality and Uniqueness of the Proposed Event:
The completed special event application form must include documentation of the extent to which the event provides
a program for Flagler County visitors and its residents which is of signficant merit and that, without such assistance,
would not take place in the County.

The July Fourth holiday period is one of the largest vacation weeks of any given year. Many visitors travel to Flagler
Beach to recreate at our beautiful 6.2 miles of beach. The Fabulous Fourth of July event positively augments the visitors
beach vacation with our wonderful parade, near 2 days of entertainment, children's activities, great food - and yes, not
to forget the wonderful Santore fireworks display. What a great package and value.
What incremental economic activity is stimulated through the quality of the visitor experience?
The quality of the experience will influence multiple days of lodging and food purchases to our Flagler County businesses
- along with help to assure future return trips - themselves and others they share the experience with multiple nights at
hotels, more meals purchased at restaurants.
What incremental economic activitv is stimulated by encouraginq visitors to extend their stay?
Multiple nights at hotels. Additional meals purchased at Flagler County restaurants; new dollars spent in local shops.
Advertising Requirements
Ten (10%) of the funds awarded to quality of life special event grant recipients shall be used
for advertising and promotion.
The Flagler County Tourist Development Council logo with the web address
(www.PalmCoastandtheFlaglerBeaches.com) must appear prominentaly in all advertising and
publicity (both written or electronic) for the special event.
What is your strategy for marketing and advertising?
We plan to utilize a combination of print, virtual, radio and signage to market/advertise the 2015 event. (Please refer to
attached marketing campaign.)
TDC Collateral will be distributed to the organization by a tourism representative of the Flagler County Chamber
of Commerce for distribution for the event.

Commitment to the Expansion of Tourism in Flagler County
How does the event serve to attract out of countv visitors qeneratina hotel/motel/resort/RV/camnnround rentals?
Different ideas are under consideration to increase the likelihood of overnight stays. We hope to grow
the event and add other entertainment factions to it. The dates chosen are adjacent to the Easter
holiday and some school breaks. Some discussion has centered on combining it with a Flagler Beach
90th Birthday Bash this year. Other plans being considered are the ability to have the event start or run
later in the day for an evening component that might increase overnighting in Flagler County.
How will the event be marketed to the fullest extent Possible in an effective and efficient manner?
We will utilize all forms of marketing: television, radio, print, and social. As we did last year we will
also include placement of banners and posters, and distribution of counter cards. Our own website,
e-mails, facebook, and event calendars will be utilized, as well as those of our community partners.
We will concentrate the tv, radio, and print projects in Flagler plus our neighboring counties in 2015.

How will vou demonstrate a willinaness to work with the tourism industrv?
As we have partnered with the phenomenal tourism staff (based at the Flagler County Chamber) for many
years, we are aware of how much value and knowledge they can provide. We share their same goals, and
look forward to working with them to increase tourism traffic to Flagler County.

Please provide evidence as to how the event will be self-funded in subsequent years.
We think that the uniqueness and growth of the event will increase appeal to business sponsors,
and we can add lo the number and levels of sponsors each year. We also hope that the
food/beverage business participants will also see growth in the number of attendees and be
comfortable with paying a fee for their participation.

The Flagler Beach Historical Museum's objectives are twofold. We want to provide a unique Quality of Life
event for our county's residents utilizing the popular historic landmark, the Flagler Beach Pier, while raising
funds for and increasing awareness of the museum in our community. We also want to show visitors from

What is the timetable for imolementation of the event?
January: Request city permission for F.B. Pier use, choose entertainment, create materials to provide to food/beverage participants and
sponsors, and begin insurance, sales tax, and other required paperwork. February: Meet with participants, and complete the tasks listed
above. Send press releases, get on calendars, and meet with business participants and sponsors. March: Publicize and complete the
logistics needed for the April event.
What additional fundinq sources will be utilized?
The FBHM will provide initial funding and will utilize funds provided by each sponsor added. The State of
Florida cultural grant obtained last year has earmarked some funds for compensation to additional
personnel who will help to stage the event.
How do
YOU
intend to accomolish vour slated obiectives?
At our inaugural and somewhat experimental event last year - "Jazz, Cheese, & Cheer" at the Flagler Beach Pier, we welcomed many
residents who urged us to do this event more often. We noted through Paypal and some other sources that we also had out of county visitors.
We'd like these grant dollars to go to entertainment improvements, and to increase publicity of the event outside of Flagler County.
Stability and Management Capacity - The Completed application must include:
'?A proven record or demonstrated capabilities of the organization to develop resources, effectively plan, organize and
implement the proposed event.
'?Documentation that the organization has a successful history of service in and to Flagler County.
'?Confirmation of organization representatives and proof that the organization approved the application for special
event grant funds.
'?Evidence of the ability of the organization to administer public grants and to prepare and deliver the necessary reports
to the Tourist Development Council.

Quality and Uniqueness of the Proposed Event:
The completed special event application form must include documentation of the extent to which the event provides
a program for Flagler County visitors and its residents which is of signficant merit and that, without such assistance,
would not take place in the County.
What added value can the event create to a visitors stav?
This event has introduced a novel use of the Flagler Beach Pier as it encourages enjoyment of the
venue for more than just fishing. It showcases our beach, our restaurants, and our friendly
volunteers, workers, and residents. Festivals like this are popular in many cities, but few have a Pier
venue. As our event last year was the first to utilize the City of Flagler Beach's permission to have a
Pier event, we hope to grow this Spring festival annually.
What incremental economic activity is stimulated throuqh the quality of the visitor experience?
While "Cheer at the Pier" spotlights the fabulous food and beverage opportunities of Flagler, it is designed
for just sampling. We feel it will whet the appetites of attendees who will then fill our restaurants and learn
what else the county has to offer visitors.
What incremental economic activitv is stimulated bv encouraqina visitors to extend their stav?
Obviously, lodging and local shops should see increased activity, especially when "Cheer at the
Pier" grows into a destination event.
Advertising Requirements
Ten (10%) of the funds awarded to quality of life special event grant recipients shall be used
for advertising and promotion.
The Flagler County Tourist Development Council logo with the web address
(www.PalmCoastandtheFlaqlerBeaches.com) must appear prominentaly in all advertising and
publicity (both written or electronic) for the special event.
What is vour stratenv for marketina and advertisina?
We will utilize all forms of marketing: television, radio, print, and social. We will concentrate on
Flagler County and its neighboring counties in 2015.
TDC Collateral will be distributed to the organization by a tourism representative of the Flagler County Chamber
of Commerce for distribution for the event.
