PURPOSE: To present a status report of active awards and related events as well
as pending applications.
BACKGROUND: The Community Development Department Grants Administration
Office is responsible for managing the many aspects of grant awards including
financial and programmatic reporting.

Current Grant Awards
DCA Emergency Shelter Grant
$ 16,900
Georgia Department of Community Affairs Emergency Shelter Grant (ESG) funds are being used to
provide emergency shelter to citizens during times of economic hardship, offset Homeless Prevention
Program operation costs, and host Project Homeless Connect (PHC). PHC is a one-day event which aims
to assist homeless persons with accessing service providers. To date, 27 individuals have been assisted
with ESG funds. Citizens can request assistance via the Homeless Prevention Office at 876-6573.
DCA Georgia Dream Homeownership Program
$ 1,200
The Georgia Dream Homeownership Program makes purchasing a home more affordable for low-tomoderate income families and individuals by offering fixed, low-interest rate mortgages loans. The City
of Hinesville is a certified Homebuyer Education Provider and hosts quarterly sessions that are free to
the public. The award is used to offset costs associated with conducting the workshop. In 2010, 34
households participated in the program. The next session will be held Saturday, March 5 at 9:00 am in
the HPD Municipal Courtroom.
DHHS Assets for Independence
$ 50,000
The Department of Health and Human Services Assets for Independence Program (AFI) promotes
consistent saving among the low-income community. Program participants may save up to $2,000 for
secondary education or home purchase which is matched 2:1 by DHHS and the City of Hinesville. There
are five persons enrolled in the program with an average of $809 saved. An AFI Orientation will be held
Monday, February 28 at 6:00 pm in the HPD Municipal Courtroom. Citizens may also learn more about
eligibility requirements by contacting the Homeless Prevention Office or visiting the Community
Development Department webpage.
HUD Supportive Housing Program
$ 64,929
The Department of Housing and Urban Development Supportive Housing Program (SHP) grant aids the
City of Hinesville in making ten housing units available to homeless individuals. Assistance is provided
for up to two years while Life Skills, self-sufficiency plans, and contribution requirements to prepare the
participant to successfully transition to independent living. Currently the program is at full capacity.
Citizens can inquire about current vacancies by contacting the Homeless Prevention Office.
HUD Community Development Block Grant
$ 324,585
HUD CDBG funds will be used to continue the Azalea Street Redevelopment Project, promote Fair
Housing initiatives, and assist local non-profit public service agencies in delivering assistance to the
community via the Sub-recipient Program. More information can be accessed by the corresponding
links above. The Annual Fair Housing Symposium will take place on Tuesday, April 26 at 11:00 in the
Marne Room of Club Stewart.
EPA Brownfields Cleanup
$ 150,000
The Environmental Protection Agency Cleanup grant is being used to remediate gasoline and other
petroleum related products at 123 Memorial Drive. Additional facts about this and other cleanup
projects can be found at anewhinesville.org.
GEFA Energy Efficiency & Conservation
$ 245,712
The Georgia Environmental Finance Authority Energy Efficiency & Conservation Block Grant (EECBG) will
be used to perform energy retrofits to City buildings. Components identified during the audit process
will be replaced to increase efficient practices and decrease total energy consumption.
OneGeorgia Equity
$ 500,000
OneGeorgia Authority Equity Grant funds will be used to construct an amphitheater in the Bryant
Commons Development. Once completed this area will provide a beautiful greenspace and multifunction area for festivals, concerts, etc. and easily accessed by the residents of Liberty and surrounding
counties.
DOJ COPS Hiring Program
$ 494,624
The Department of Justice grant will provide four (4) full-time, entry level officers for the Hinesville
Police Department for a period of three years.

These Department of Justice grants are used to acquire vital equipment for the Hinesville Police
Department. Items purchased include but are not limited to indicator lights, cages, and ammunition.
OEA Brigade Basing Remediation

Office of Economic Adjustment funds received and used to offset a portion of expenses incurred in
anticipation of the 5th Brigade assignment to Fort Stewart to include Water Reclamation Facility, Water
Booster System, and Frank Cochran Resurfacing.

PURPOSE: To provide an overview of the sub-recipient selection process, request
that the Mayor and Council allocate up to 15% of the 2010 HUD Entitlement award to
local Public Service Agencies, and receive guidance on area(s) of preferred
allocation.
BACKGROUND:
Overview of Process
The Community Development Department oversees the sub-recipient selection
process. Interested non-profit, 501 c 3 designated, organizations must attend an
informational workshop and submit an application. A review board compromised of
non-competing, diverse members of the community evaluates applications and rates
accordingly. Sub-recipient selection is based upon organizational capacity, program
stability and community benefit as displayed in the application.
Allocation
The 2011 award amount has not been released to date. However, in the past 15%
was set aside to further the community focused objectives of local providers.
Funding public service agencies allows the City to assist its citizens via a variety of
programs.
Areas of Priority
As preparations are made to begin the application process, the Community
Development Department seeks guidance relative to areas of priority.

PURPOSE:
Committee.
To make four (4) appointments to the HAMPO - Citizens Advisory
BACKGROUND: The Hinesville Area Metropolitan Planning Organization (HAMPO)
is responsible for transportation planning in the Hinesville area. HAMPO was
established in April 2003 by Governor Perdue as a result of the 2000 Census. The
HAMPO organizational structure consists of a Policy Committee, Technical
Coordinating Committee and a Citizens Advisory Committee. The Citizens Advisory
Committee representatives are assigned by the Policy Committee member for each
participating local government and authority to provide feedback on the MPO
planning process from a citizen’s perspective. The CAC members serve a two year
term with regularly scheduled meetings every other month beginning in January. The
number of representatives serving for each jurisdiction is directly related to their
census population. The City of Hinesville has four (4) available positions for advisory
committee assignment. The current membership for the City of Hinesville’s CAC
representatives include Dr. Bonita Smith (will not be considered for reassignment due
to relocation) and Curtis Velasco who currently serves as the CAC Chairman.
Appointments will be confirmed at the HAMPO Policy Committee meeting February
10, 2011 at 10:00 AM.
FUNDING: N/A The CAC is a volunteer committee with no funding designated for
service.
RECOMMENDATION: Assign four (4) City of Hinesville Citizens to the Advisory
Committee that will be knowledgeable about the transportation needs of the City of
Hinesville and willing to offer their perspectives at six (6) regularly scheduled
meetings per calendar year.

RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF HINESVILLE,
GEORGIA DECLARING THE GEORGIA ENVIRONMENTAL FACILITIES
AUTHORITY STATE REVOLVING LOAN APPLICATION
WHEREAS, the Georgia Environmental Facilities Authority administers the Clean Water
State Revolving Loan Fund; and
WHEREAS, the City of Hinesville has a need to finance the Bryant Commons pond
project described as a 15 acre (+/-) detention pond used for the purposes of retaining and treating
storm water which will include earthwork, underground pipes, erosion and control measures and
some grassed parking areas; and
WHEREAS, the Mayor and City Council authorizes the City Manager, on behalf of the
City of Hinesville, to submit an application to the Georgia Environmental Facilities Authority to
borrow funds not to exceed $2,000,000 from Clean Water State Revolving Fund; and
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. That the City of Hinesville seeks $2,000,000 in Georgia Environmental Facilities
Authority Clean Water State Revolving Loan Funds.
2. That the City of Hinesville approves the following special conditions as set by
GEFA:
a. Minimum of $400,000 will be transferred from the General Fund to the
Stormwater Utility Fund annually until such time as the fund is self
sufficient or until GEFA no longer requires the transfer and,
b. The borrower shall establish a debt service reserve account, on or before
the loan amortization commencement date, in an amount equal to
$460,000 to secure all loans made by funds held or administered by the
Georgia Environmental Facilities Authority.
3.
That the City of Hinesville hereby approves this Resolution.

To annex property into the City of Hinesville, Georgia, pursuant to Chapter 36 of

SECTION 1. The following area contiguous to the City of Hinesville, and an
unincorporated island, is herby annexed into and made a part of the said city:
LIBERTY COUNTY TAX PARCEL 048A 004
All that certain lot, tract or parcel of land situate, lying and being in the 1458th G.M.
District of Liberty County, Georgia, containing 1.008 acres, more or less, as shown and
represented on that certain plat of survey made and prepared by A.G. Wells, Georgia
Registered Land Surveyor No. 1656, dated September 22, 1987, and recorded in Plat
Book E-61, page 1, in the Office of the Clerk of Superior Court of Liberty County,
Georgia, said plat by specific reference is made a part hereof for descriptive and all other
purposes.
SECTION 2. This annexation shall become effective on the 1st day of March, 2011, after
which any use and development of said property shall comply with the existing laws,
zoning, and subdivision regulations for the City of Hinesville.
SECTION 3. The City Clerk of the City of Hinesville is instructed to file a report
identifying the area annexed with the Georgia Department of Community Affairs and
with the governing authority of Liberty County within thirty (30) days after the effective
date of the annexation.

AN ORDINANCE TO AMEND THE CODE OF THE CITY OF HINESVILLE, GEORGIA,
CHAPTER 9, ARTICLE 1V, SECTION 9-100 (C) TO REGULATE AND STANDARDIZE
THE DISTANCE SEPARATION REQUIREMENTS BETWEEN TATTOO BUSINESS
ESTABLISHMENTS AND CERTAIN NAMED BUSINESSES; TO REPEAL CONFLICTING
ORDINANCES; TO PROVIDE AN ADOPTION DATE; TO PROVIDE AN EFFECTIVE
DATE; AND FOR OTHER PURPOSES ALLOWED BY LAW.
WITNESSETH
WHEREAS, the duly elected governing authority of the City of Hinesville, Georgia is
authorized under Article 9, Section 2, of the Constitution of the State of Georgia to enact
reasonable ordinances to protect the health, safety and quiet enjoyment of its citizenry; and
WHEREAS, the duly elected governing authority of the City of Hinesville, Georgia is the
Mayor and City Council thereof;
WHEREAS, the Mayor and City Council desire to encourage economic development and
guide the growth of the city’s commercial district;
WHEREAS, the Mayor and City Council have examined the existing zoning
requirements governing tattoo business establishments located within the city’s corporate limits;
WHEREAS, the Code of the City of Hinesville sets forth the standards for review and
procedures for amending any provisions of the said Code, including procedures for the recording
of motions and voting;
WHEREAS, the Mayor and the City Council held a duly advertised and noticed public
hearing on the proposed amendment to the Code;
NOW THEREFORE, BE IT ORDAINED, by the Mayor and Council of the City of
Hinesville, and it is hereby ordained by the authority of same, that CHAPTER 9, ARTICLE 1V,
SECTION 9-100 (c) of the Code of the City of Hinesville is amended to read as follows:
SECTION I
ORDINANCE TEXT
Sec. 9-100. Tattooing, etc.
(c) Zoning restriction. Such business of tattooing shall be located only in C2, C3, and LI
business zones in the city, and shall not be located within that portion of the city’s
Downtown Redevelopment Overlay District that lies inside the area bounded by
Oglethorpe Highway, General Stewart Way and General Screven Way. Tattoo business
establishments shall not be located within 300 feet of any church or other tattoo business
establishment, 600 feet of any public or private school, or 200 feet of any property zoned
residential when measured in a straight line from the property line of said church, tattoo
business establishment, public or private school, or property zoned residential to the
building (or unit if within a shopping center) of the location for which the license is being
sought.
SECTION II
SEVERABILITY
If any section, subsection, sentence, clause, phrase, or portion of this Ordinance is for any reason
held invalid or unconstitutional by any court of competent jurisdiction, such portions shall be
deemed a separate, distinct, and independent provision.
SECTION III
REPEALER
All ordinances and parts of ordinances in conflict with this Ordinance are hereby repealed.
SECTION IV
EFFECTIVE DATE
This Ordinance shall become effective on the ______ day of ____________, 2011.

A SECTION TO AMEND THE CODE OF ORDINANCES, CITY OF HINESVILLE,
GEORGIA TO PROVIDE AMENDMENTS TO CHAPTERS 3, AS TO FURTHER
CLARIFY THE CITY'S STANCE REGARDING THE ISSUANCE OF ON-PREMISES
CONSUMPTION LICENSES FOR CLASS I, CLASS II, CLASS III, and CLASS IV
ALCOHOLIC BEVERAGE ESTABLISHMENTS.
W I T N E S S E T H:
WHEREAS, the City of Hinesville has previously adopted the Alcoholic Beverage
Ordinance and the subsequent amendments thereto; and
WHEREAS, so as to further regulate and enforce licensing for the sale, consumption and
dispensing of alcoholic beverages within the City of Hinesville, and maintain the intent of
the aforesaid Ordinance, the Mayor and Council of the City of Hinesville desire to amend
said Ordinance.
NOW THEREFORE, BE IT ORDAINED by the Mayor and Council of the City of
Hinesville, and it is hereby ordained by the authority of same, that the Ordinance and its
subsequent amendments regulating and enforcing the required distance between alcoholic
beverage establishments and residentially zoned properties be amended to read as
follows:
SECTION I
ORDINANCE TEXT
Sec. 3-57. Distance from libraries, churches, schools, etc.
(a) License for on-premises consumption.
(1) Distance requirement. No original license for consumption on premises shall be
issued for any location in the City unless the building in which the business of the
proposed location is situated at least the required distance, as set forth in this
subsection, from any property line of any library, church, shrine, chapel or a
mortuary, or other place used exclusively for religious services, and at least the
required distance, as set forth in this subsection, from any property line of any
school or college campus, and at least the required distance, as set forth in this
subsection, from any area zoned residential. The distance set out shall be measured
in a straight line and shall be computed from the property line of the aforesaid
library, church, school, or residential area to the building of the location in which is
located the business for which the license is being sought.
(2) License classifications. On-premises consumption of alcohol licenses shall be
classified as follows:
a. Class I license, restaurant with a full kitchen but without a bar: Must derive a
minimum of 90 percent of income from the sales of food. No original Class I
license for consumption on premises shall be issued for any location in the
City unless the building in which the business of the proposed location is
situated at least 25 feet from any property line of any library, church, shrine,
chapel or a mortuary, or other place used exclusively for religious services,
and at least 25 feet from any property line of any school or college campus,
and at least 25 feet from any area zoned residential and at least 120 feet from a
residence on residentially zoned property when measured in a straight line
between the nearest points of the two buildings.

b. Class II license, restaurant with a full kitchen with a bar: Must derive a
minimum of 60 percent of gross revenue from food sales. Must comply with
required parking as detailed in the zoning ordinance. No original Class II
license for consumption on premises shall be issued for any location in the
City unless the building in which the business of the proposed location is
situated at least 80 feet from any property line of any library, church, shrine,
chapel or a mortuary, or other place used exclusively for religious services,
and at least 80 feet from any property line of any school or college campus,
and at least 80 feet from any area zoned residential and at least 120 feet from a
residence on residentially zoned property when measured in a straight line
between the nearest points of the two buildings.

c. Class III license, nightclub, bar, tavern, etc. Any license that would not
qualify as a Class I or Class II. Must comply with required parking as detailed
in the zoning ordinance. No original Class III license for consumption on
premises shall be issued for any location in the City unless the building of the
proposed location is situated at least 300 feet from any property line of any
library, church, shrine, chapel or a mortuary, or other place used exclusively
for religious services, and at least 300 feet from any property line of any
school or college campus, and at least 150 feet from any area zoned
residential. 200 feet from any area zoned residential and any residence on
residentially zoned property when measured in a straight line between the
nearest points of the two buildings.

d. Class IV license, billiard parlor or bowling alley. Must derive a minimum of
15% of gross income from food sales and a total of 60 percent of gross
income from a combination of food sales and revenues from billiards and/or
bowling. Must comply with required parking as detailed in the zoning
ordinance. No original Class IV license for consumption on premises shall be
issued for any location in the City unless the building of the proposed location
is situated at least 300 feet from any property line of any library, church,
shrine, chapel or a mortuary, or other place used exclusively for religious
services, and at least 300 feet from any property line of any school or college
campus, and at least 150 feet from any area zoned residential. 200 feet from
any area zoned residential and any residence on residentially zoned property
when measured in a straight line between the nearest points of the two
buildings.

(b) Licenses for off-premises consumption. Licenses, for consumption off the
premises, may be issued; provided the building in which the business of the
proposed location is situated more than 150 feet from any area zoned residential
or 300 feet from any school, library, church, shrine, or other place used
exclusively for religious services, when measured from the portal of public
entrance of such building where the license is sought to the nearest portal of any
dwelling in such residential area or to the portal of any dwelling in such
residential area or to the portal of any school, library, church, shrine, or other
place used exclusively for religious services. Such measurement shall be made by
following the public entrance of the building where the license is sought to the
portal of the said nearest dwelling in any area zoned residential or to the portal of
any school, library, church, shrine, or other place used exclusively for religious
services, whichever the case may be.
(c) Distance from residence for on-premises consumption license. No
license for on-premises consumption shall be issued for any location in
the City unless the building in which the business is to be located is
situated 200 feet or more from any residence which is located on
residentially zoned property. Said distance shall be measured in a
straight line between the nearest points on the two buildings.
SECTION II
SEVERABILITY
If any section, subsection, sentence, clause, phrase, or portion of this Ordinance is
for any reason held invalid or unconstitutional by any court of competent jurisdiction,
such portions shall be deemed a separate, distinct and independent provision, and such
holding shall not affect the validity of the remainder of this ordinance.
SECTION III
REPEALER
All ordinances and parts of ordinances in conflict with this Ordinance are hereby
repealed.

ALCOHOLIC BEVERAGE LICENSING ORDINANCE
A SECTION TO AMEND THE CODE OF ORDINANCES, CITY OF HINESVILLE,
GEORGIA TO PROVIDE AMENDMENTS TO CHAPTER 3, AS TO FURTHER
CLARIFY THE CITY'S STANCE REGARDING THE ISSUANCE OF AN ONPREMISES CONSUMPTION LICENSE FOR CLASS I, CLASS II, CLASS III, and
CLASS IV ALCOHOLIC BEVERAGE ESTABLISHMENTS.
W I T N E S S E T H:
WHEREAS, the City of Hinesville has previously adopted the Alcoholic Beverage
Ordinance and the subsequent amendments thereto; and
WHEREAS, so as to further regulate and enforce licensing for the sale, consumption and
dispensing of alcoholic beverages within the City of Hinesville, and maintain the intent of
the aforesaid Ordinance, The Mayor and Council of the City of Hinesville desire to
amend said Ordinance.
NOW THEREFORE, BE IT ORDAINED by the Mayor and Council of the City of
Hinesville, and it is hereby ordained by the authority of same, that the Ordinance and its
subsequent amendments regulating and enforcing the required distance between alcohol
beverage establishments and residentially zoned properties be amended as follows:
SECTION I
ORDINANCE TEXT
Sec. 3-57. Distance from libraries, churches, schools, etc.
(a) License for on-premises consumption.
(1) Distance requirement. No original license for consumption on premises shall be
issued for any location in the City unless the building in which the business of the
proposed location is situated at least the required distance, as set forth in this
subsection, from any property line of any library, church, shrine, chapel or a
mortuary, or other place used exclusively for religious services, and at least the
required distance, as set forth in this subsection, from any property line of any
school or college campus, and at least the required distance, as set forth in this
subsection, from any area zoned residential or any residence on residentially zoned
property. The distance set out shall be measured in a straight line and shall be
computed from the property line of the aforesaid library, church, school, residential
area, or residence on residentially zoned property to the building of the location in
which is located the business for which the license is being sought.
(2) License classifications. On-premises consumption of alcohol licenses shall be
classified as follows:
a. Class I license, restaurant with a full kitchen but without a bar: Must derive a minimum
of 90 percent of income from the sales of food. No original Class I license for
consumption on premises shall be issued for any location in the City unless the
building in which the business of the proposed location is situated at least 25 feet
from any property line of any library, church, shrine, chapel or a mortuary, or
other place used exclusively for religious services, and at least 25 feet from any
property line of any school or college campus, and at least 25 feet from any area
zoned residential and at least 120 feet from any residence on residentially zoned
property when measured in a straight line between the nearest points of the two
buildings.
b. Class II license, restaurant with a full kitchen with a bar: Must derive a minimum of 60
percent of gross revenue from food sales. Must comply with required parking as
detailed in the zoning ordinance. No original Class II license for consumption on
premises shall be issued for any location in the City unless the building in which
the business of the proposed location is situated at least 80 feet from any
property line of any library, church, shrine, chapel or a mortuary, or other place
used exclusively for religious services, and at least 80 feet from any property line
of any school or college campus, and at least 80 feet from any area zoned
residential and at least 120 feet from any residence on residentially zoned
property when measured in a straight line between the nearest points of the two
buildings.
c. Class III license, nightclub, bar, tavern, etc. Any license that would not qualify as a
Class I or Class II. Must comply with required parking as detailed in the zoning
ordinance. No original Class III license for consumption on premises shall be
issued for any location in the City unless the building of the proposed location is
situated at least 300 feet from any property line of any library, church, shrine,
chapel or a mortuary, or other place used exclusively for religious services, and at
least 300 feet from any property line of any school or college campus, and at
least 200 feet from any area zoned residential and any residence on residentially
zoned property when measured in a straight line between the nearest points of
the two buildings.
d. Class IV license, billiard parlor or bowling alley. Must derive a minimum of 15% of
gross income from food sales and a total of 60 percent of gross income from a
combination of food sales and revenues from billiards and/or bowling. Must
comply with required parking as detailed in the zoning ordinance. No original
Class IV license for consumption on premises shall be issued for any location in
the City unless the building of the proposed location is situated at least 300 feet
from any property line of any library, church, shrine, chapel or a mortuary, or
other place used exclusively for religious services, and at least 300 feet from any
property line of any school or college campus, and at least 200 feet from any area
zoned residential and any residence on residentially zoned property when
measured in a straight line between the nearest points of the two buildings.
(b) Licenses for off-premises consumption. Licenses, for consumption off the premises,
may be issued; provided the building in which the business of the proposed location
is situated more than 150 feet from any area zoned residential or any residence on
residentially zoned property or 300 feet from any school, library, church, shrine, or
other place used exclusively for religious services, when measured from the portal of
public entrance of such building where the license is sought to the nearest portal of
any dwelling in such residential area or to the nearest portal of any residence on
residentially zoned property or to the portal of any school, library, church, shrine, or
other place used exclusively for religious services. Such measurement shall be made
by following the public entrance of the building where the license is sought to the
portal of the said nearest dwelling in any area zoned residential and any residence on
residentially zoned property or the portal of any school, library, church, shrine, or
other place used exclusively for religious services, whichever the case may be.
SECTION II
SEVERABILITY
If any section, subsection, sentence, clause, phrase, or portion of this Ordinance is
for any reason held invalid or unconstitutional by any court of competent jurisdiction,
such portions shall be deemed a separate, distinct and independent provision, and such
holding shall not affect the validity of the remainder of this ordinance.
SECTION III
REPEALER
All ordinances and parts of ordinances in conflict with this Ordinance are hereby
repealed.

VEHICLE REGULATIONS AND PROCEDURES
I. Introduction
The following establishes the City of Hinesville’s Vehicle Regulations and Procedures to be
followed relating to the administrative authority, vehicle operation, vehicle use and
maintenance, vehicle assignment, reimbursement for personal vehicle use, insurance,
accidents, appeals, and no smoking policy.
II. Administration Authority
The City Manager or his designee is authorized and directed by the Mayor and City Council
to administer the City of Hinesville’s Vehicle Regulations and Procedures.
III. Vehicle Operation
City owned vehicles are authorized for use in performance of all travel or task necessary to
accomplish official city business that is within the designated capacity of the vehicle. Use is
not authorized for unofficial travel, the transport of unauthorized persons or items, or the
performance of tasks outside the rated capacity of the vehicle.
IV. Authorized Use
Non-City employees such as Operational Management International (OMI)CH2M Hill may
be permitted to operate city owned vehicles only if operation is on official business of the
city, is within the insurance coverage provided on the vehicle and is recommended by the
Department Head. Authorized uses of city owned vehicles include, but are not limited to:
A. Travel between place of vehicle dispatch and place of performance of official
business.
B. When on official out-of-town status travel between place of temporary lodging and
place of official business.
C. When on official out-of-town status, either of the above places and:
a. Places to obtain suitable meals
b. Places to obtain medical attention
c. Similar places to sustain health and welfare or continued efficient
performance of the user exclusive of places of entertainment.
D. Transport of officers, official employees or official guests of the city.
E. It is permissible for an employee to make convenient stops to and from work.
F. Transport of professional or commercial representatives when in direct interest of
the city.
G. Transport of materials, supplies, parcels, luggage, kits or other items belonging to or
serving the interests of the city.
H. Transport of any persons or item in any emergency situation, provided such
movement does not endanger life or property. Other persons may accompany a city
employee in a vehicle on authorized use, provided:
a. No additional costs or expense is incurred by the city for such travel and
b. Prior approval is obtained from the applicable Department Head for such
travel.
V. Unauthorized Use
Unauthorized uses of city owned vehicles include but are not limited to:

A. Travel or tasks of a personal nature having no connection with the accomplishment
of official business or beyond the rated capacity of the vehicle.
B. Transport of other persons not serving the interest of the city.
C. Transport of hitchhikers.
D. Transport of items or cargo having no relation to the conduct of official business.
E. Transport of acids, explosives, weapons, ammunition, non-prescribed medicines,
alcoholic beverages, highly flammable material, except for specific departments
which are authorized to transport such items in conjunction with authorized duties.
F. Transport of any kind of equipment or cargo in such a manner that is inconsistent
with the safe operation of the vehicle.
G. Extending the length of time or travel beyond that needed to complete the official
purposes of the trip.
H. Use of the vehicle to provide transportation between home and place of official
business, unless recommended by the Department Head and authorized by the City
Manager.
I. Travel to or from social events unless acting as official representatives of the city.
VI. Vehicle Use and Maintenance
Operators of city vehicles are responsible for ensuring the vehicle is operated safely within
the law, maintained, kept clean and at proper fluid levels.
VIII. Vehicle Assignment and Criteria
A. Assignment
Assignment of a city owned vehicle for individual use shall not be made as a
condition of employment or for personal convenience of an employee. Use is not
authorized for unofficial travel, the transport of unauthorized persons or items, or
the performance of tasks outside the rated capacity of the vehicle.
It is the policy of the city to provide city owned vehicles for use by the positions
which by the authority they hold or the judgment or technical expertise they possess
are required to be on call at all times.
Employees with licenses other than Georgia must obtain a valid Georgia license
before a vehicle is assigned. Anyone who drives a city vehicle must have a valid
Georgia’s driver’s license. Employees must immediately notify Human Resources
and their Department Head in the event that there are changes to the license class,
endorsement, type, restrictions or if the license has been revoked or suspended.
B. Criteria for 24-Hour Full Time Assignment of Vehicles
The following positions meeting the criteria may be authorized to take a city vehicle
home daily and drive the city vehicle to and from work. In this category authorized
employees will be allowed to take a city vehicle home overnight and on weekends,
any of the following criteria may be used by Department Heads in making vehicle
use assignment recommendations to the City Manager.
a. City Manager, Assistant City Manager and all Department Heads assigned a
vehicle shall be authorized to take their vehicles home.
b. Positions that frequently require response to emergency situations in an on-call
status after normal work hours.

c. Positions that require that employee respond immediately to emergency
situations and must be immediately available.
d. Positions that require special equipment and technical expertise to effect
appropriate action in emergency situations must be immediately available.
e. Positions that require employees with authority and judgment to respond
immediately.
f. Positions that require significant on-the-job and after hours travel.
g. Special criteria as approved by the City Manager.
The following positions are assigned vehicles on a 24-hour full time basis due to the
nature of their jobs.

Annual Authorization
By October 1 of each year Department Heads shall file with the Assistant City Manager’s
Office, on proper forms provided, recommended assignments. Recommendations shall be
responsive to budget limitations and meet the criteria of this policy.
The Department Head along with Human Resources shall be responsible for monitoring of
the employees’ drivers licenses. Periodic checks for suspension, non renewal, and revocation
should be accomplished annually during the same time that the annual performance
evaluation is conducted. Recertification forms will be provided to the department head so
that it can be completed and forwarded to Human Resources for verification.

Reimbursement for Personal Vehicle Use
City owned motor vehicles are intended for use by employees of the city who are required to
travel by vehicle in the performance of official business.

Personal vehicles shall not be used to accomplish official travel on a reimbursable basis
when a city vehicle is available and adequate to meet necessary travel requirements.
Exceptions to this may be approved by the Department Head authorizing the travel to meet
department requirements. Prior to granting an exception, the Department Head shall verify
that no other vehicle is available or adequate to meet the travel needs.
The City shall reimburse an employee by using the cents-per-mile method by multiplying the
number of miles driven by the standard mileage rate, as per the IRS, in effect.
The employee must maintain a Personal Vehicle (travel) Reimbursement Form to ensure
reimbursement. Forms must be completely filled in or the employee may not receive
reimbursement.

X. Insurance
The City of Hinesville maintains insurance on all city owned vehicles. All vehicles and
drivers shall be insured for liability coverage as required by law. City employees may be held
liable, as individuals, for negligent operation of city owned vehicles. Each Department Head
shall advise employees of this liability.

XI. Accidents
A. Accident Reporting
When an accident involving a city owned or operated vehicle occurs, the following
procedures shall apply:
a. In the event a city owned vehicle is involved in an accident on or off city property,
the driver shall give immediate notice of such accident to the police department in
whose jurisdiction the accident occurred.
b. The driver shall promptly notify the Department Head of the accident and an
accident report shall be completed and filed.
c. Any driver involved in a collision with an unattended vehicle shall immediately stop
and notify the police department in whose jurisdiction the accident occurred and
locate and notify either the operator or owner of the other vehicle(s) involved in the
collision. The Department Head that is responsible for the city owned vehicle at the
time of assignment, shall notify the city personnel office immediately of such
accident and any other pertinent information.

B. Accident Review Board
The Accident Review Board shall consist of all Department Heads.
The following procedures are hereby established to provide a uniform procedure
applicable to all city departments for the purpose of control and reduction vehicle
accidents and to recommend reasonable disciplinary action in conjunction with the City
of Hinesville Personnel Policy and Procedures.

a. The Board shall examine and hear all relevant testimony regarding any and all
accidents involving departmental vehicles, regardless of whether actual damage
or injury occurred and regardless of whether or not a citation was issued. The
Board will make a determination as to whether the accident was avoidable or
unavoidable.
b. The Board may also make recommendation regarding drivers training,
disciplinary actions and vehicle safety devices. All previous accidents or traffic
citations recorded in the employees file should be taken into consideration.
c. The Board shall deliver its final decision and conclusions to the Department
Head for final approval. A copy of the findings of the Board shall be forwarded
to the personnel office and maintained for the file.

unavoidable).

department head for all avoidable accidents.

a. Reprimand
b. Suspension

Major accident, illegal driving, or unauthorized use:
a. Reprimand

NOTE: ALL SUSPENSIONS, DEMOTIONS AND TERMINATIONS MUST BE
FORWARDED TO THE CITY MANAGER FOR AN ADMINISTRATIVE
HEARING.

Consideration shall be given to:
a. The circumstances surrounding the accident.
b. The number of chargeable accidents.
c. Violations of general policy or special department policy/code.
d. Other circumstances having a bearing on the decision.
e. Employee past performance.
A copy of all final disciplinary actions shall be forwarded to the personnel department.
Each violation shall be considered a separate and single offense.
E. Department Follow Through
Upon notification or confirmation of a violation by the Accident Review Board, the
following actions shall be taken:
The Department Head, as applicable, shall immediately notify the offender in person of
the offense(s) and disciplinary action(s). A copy of the Disciplinary Action Form shall
be sent to the Human Resources Manager. Upon receipt of the Disciplinary Action
Form the Personnel Manager shall implement the necessary assessment, etc.
F. Appeal
Any city employee who feels he or she has been unjustly charged shall have the right to
appeal to the City Manager. All appeals shall be made in writing to the Personnel
Technician Human Resources Manager within ten (10) days of the date of the official
disciplinary action. Charges shall be effective until such time that the same are reversed
by the City Manager. If the employee is still dissatisfied with the decision then they
should follow the Procedure for Grievance Resolution outlined in the City of
Hinesville’s Personnel Policy (refer to: City of Hinesville’s Personnel Policy, Section
14.03).

XII. Seat Belt
Employees are required to wear seat belts at all times when operating city owned vehicles.
XIII. No Smoking
Smoking is prohibited in all enclosed-cab vehicles owned and/or operated by the city unless
the individual wishing to smoke first receives the express consent of all other occupants of
the vehicle.

Pineland II - Responded to an alarm and found PI with excessive run time. Found on/off
float was not working. Replaced old float with new one and verified proper operation.
#2 Midcoast - Wet well was high, due to large amount of rain water, used Vac truck
to clean well.
Meter Readers - Repaired broken wire on antenna for meter reader radio read.
Shaw Water Well - Responded to low level alarm. Reset well back on line.
Airport Road Well - Responded to pump failure. Reset CL2 Analyzer, also repaired small
water leak in CL2 room at well.
Due to cold weather in the past several months there were weekly and monthly effluent
violations for ammonia and BOD.

PURPOSE: To update Mayor and Council on the number of new business license
applications received and pending renewals for the 2011 calendar year.
BACKGROUND: The Business License Department processed 29 new business
license applications during the first three months of the fiscal year, November 1, 2010
thru January 31, 2011. Twenty-three (23) businesses, licensed in the 2010 calendar
year, terminated their accounts. As of February 14, 2011, one hundred and thirty-five
(135) businesses, licensed in 2010, have not yet renewed their business license or
terminated their accounts for the 2011 calendar year.

the Hinesville-Liberty County Area from February 18 to March 5, 2011.
BACKGROUND:
Recycle It! Fair: Keep Liberty County Beautiful will host a Recycle It! Fair for recycling
electronics and household hazardous waste items Feb. 19 from 9 a.m. to 1 p.m. at
the corner of Oglethorpe Highway and Carter Street. Call (912) 880-4888 for more
information.
President’s Day: City of Hinesville offices will close Monday, Feb. 21 in observance of
President’s Day. Normal office hours will resume at 8 a.m. on Feb. 22.
Black History Month Program: Hinesville Mayor James Thomas is the guest speaker
at the Savannah Technical College, Liberty Campus Black History Month Program at
6 p.m. on Feb. 22. The event will be in the Student Center. See attachment
PRIDE Training: The Georgia Traffic Injury Prevention Institute will host a free, twohour course designed to help parents and their new teen drivers, ages 14-16, learn
what they need to do during the 40 hours of supervised practiced driving time. The
event will be held Feb. 23 from 5 – 7 p.m. at 104 North Commerce Street (behind the
Liberty County Courthouse). Call (912) 877-3600 for more information. See

AFI Orientation: The Hinesville Homeless Prevention Program will host an Assets for
