Command and Control
The exercise of authority and direction by a properly
designated commander over assigned and attached
forces in the accomplishment of the mission. Command
and control functions are performed through an
arrangement of personnel, equipment, communications,
facilities, and procedures employed by a commander in
planning, directing, coordinating, and controlling forces
and operations in the accomplishment of the mission.

Command and Control Organic Design
The key is to obscure your intentions and make them unpredictable to your opponent
while you simultaneously clarify his intentions. That is, operate at a faster tempo to
generate rapidly changing conditions that inhibit your opponent from adapting or
reacting to those changes and that suppress or destroy his awareness. Thus, a
hodgepodge of confusion and disorder occur to cause him to over- or under-react to
conditions or activities that appear to be uncertain, ambiguous, or incomprehensible.

You think because you
understand “one” that you also
understand “two” because one
and one equals two, but you
must also understand “and”.

Capability Portfolio Management Mandate
MISSION: Establish capability portfolio management, responding to
Department leadership, that delivers integrated joint C2 capabilities,
improves interoperability, identifies and captures efficiencies, reduces
capability redundancies and gaps, and increases joint operational
effectiveness.
CPM Objectives
•
•
Advocate Warfighter operational requirements
Provide authoritative Joint C2 direction:
– Common data lexicon and strategy
– Defined joint architectures
– Interoperability standards
Promote teamwork - leverage C/S/A expertise and insight
Promote cross-program, enterprise-wide analysis for Joint C2
Establish and use a persistent test and evaluation environment
Identify issues, frame choices, and sustain “creative tension” to
inform senior leader decisions

C2 JCD
• “Mapping” systems to system functions permits system analysis in terms of Joint capabilities
• Key to success is the JBM CSFL, which translates Service functions to Joint functions
• Engaging with Services to validate mapping performed in-house at JSIC
• Some flux in systems lists as we get smarter – system-of-system issues, TS systems
