Notice of Preparation of an Environmental Impact Report
Lompoc Motorsports Project –
City Project No. EIR 15-01/ CUP 14-04 / DR 13-04
The City of Lompoc will be the Lead Agency and will prepare an Environmental Impact Report (EIR 15-01) for this project.
We are requesting public input regarding possible environmental impacts of the proposed project to be considered in the
EIR.
The project is proposed on an approximately 35-acre site on the northern end of the City of Lompoc Airport accessible from
George Miller Drive. The project consists of two parcels (APN 093-450-012 and -013). The project consists of two
components:

The first component includes an off-highway vehicle (OHV) area that will include the relocation of an existing Kids
Motor Fun Park, a one-quarter mile oval dirt track, a 7-acre multi-track, a low-speed trail-riding area open to
motorcycles, quads, and mountain bikes; and
The second component includes an International Hot Rod Association (IHRA) sanctioned one-eighth mile drag strip
that would have grandstands and pit areas.




A centralized parking area would be shared by both the OHV area and the drag strip and be built concurrently
with the OHV area.
Future phase will include the construction of storage lockers to the west of the maintenance and storage
building to allow riders to store their motorcycles and quads at the track.
Access for weekday events will be from George Miller Drive with weekend event access through the existing
gate at the north end of North V Street.
Lighting, signage, grandstands, accessory buildings will also be considered as part of the project

PROJECT LOCATION AND SITE CHARACTERISTICS
The Lompoc Motorsports area (“project site”) is located within the City of Lompoc (City), as shown in Figure 1,
Regional and Site Location. Regional access to the site is provided by State Route 1 (SR 1) and State Route 246
(SR 246), which link the City to US Highway 101. From a local perspective, the project site is located within the
Lompoc Airport property and is accessible via George Miller Drive. The project site is approximately 35-acres in
size and consists of two parcels (Assessor Parcel Nos. [APN] 093-450-012 and-013). The existing General Plan
land use designation for the site is Community Facility (CF), and the zoning designation is Public Facilities (PF).
Figure 2, Aerial of the Project Site, illustrates the existing land uses on and surrounding the project site. The
project site contains dirt roads, former building slabs, debris from prior uses, and vegetation, with a small
portion of the site currently used as a skydiving landing area. Prior uses include a succession of businesses,
including sand and gravel operations, an asphalt plant, metal fabrication, a roofing company, scrap metal
processing, and contractor yards. A sand and gravel mine, animal services facility, and household hazardous
waste collection/disposal facility are located to the southwest of the project site. West of the project site is an
active quarry and quarry road located along the Santa Ynez riverbed, which is located west and north of the
project site. Immediately south of the project site is the Lompoc Airport, with the north-side taxiway located
approximately 50 feet south of the fenced project boundary. A narrow section of Federal Bureau of Prisons
(BOP) land adjoins the project site but has not been developed. The area to the south of the Lompoc Airport
and north of West Central Avenue is characterized by a mix of industrial and commercial uses.

PROJECT DESCRIPTION
The Lompoc Motorsports Project (“proposed project”) would include the development of the project site as
two primary park areas, as illustrated in Figure 3, Site Plan. The first component would include an off-highway
vehicle (OHV) area that will include the relocation of an existing Kids Moto Fun Park, a one-quarter-mile oval
dirt track, and a 7-acre multitrack OHV area. In addition, the first component would include a low-speed trailriding area open to motorcycles, quads, and mountain bikes. The second component would include an
International Hot Rod Association (IHRA)–sanctioned one-eighth-mile drag strip that would have grandstands
and pit areas.
The OHV pit and parking areas would include several amenities: an office trailer for customer service, a public
address system, video monitoring, a rider safety and training meeting room trailer, storage containers,
concession-truck parking locations, and two small moveable grandstands. Several viewing areas, with shade
structures, accessible benches and picnic tables, accessible portable toilets, and trash and recycling containers,
would also be established. In addition, a water well would be drilled within the project site on property
adjoining George Miller Drive and outside of the OHV area for nonpotable water needs. Infrastructure to be
installed would include electrical lines, fire hydrants, potable water lines, and a permanent maintenance and
storage building (located just outside the project site on George Miller Drive). It is anticipated that future
amenities would include the construction of storage lockers to provide for the storage of motorcycles and
quads.
The IHRA drag strip would include a paved drag strip with K-rail barriers, pit areas, and connecting roads. The
proposed grandstands would seat approximately 1,250 spectators and would be located on the south side of
the drag strip, next to the existing airport embankment. The drag strip also includes accessible parking and
viewing areas, concession-truck parking, portable toilets, a timing trailer, storage containers, and more than 90
pit spaces of varying sizes to accommodate a variety of participants’ vehicles and equipment.
The drag strip would be constructed approximately 10 feet below the active airport grade and within an
existing FEMA-designated flood inundation area (designated AE).Currently, two 10-inch storm drains extend
from the airport to the edge of the river to the north. These existing stormwater lines would be extended
approximately 50 feet north to the area at the bottom of the airport embankment.
A centralized parking area, which would be shared by both the OHV area and the drag strip, would be built
concurrently with the OHV area. The proposed parking areas would accommodate approximately 1,120 spaces
(523 spaces in the main parking area, 159 spaces for OHV parking, 356 spaces for pit area parking, and 80
spaces for drag strip parking). Overflow parking of 160 spaces would be provided for OHV events in the IHRA
drag strip area when the drag strip is not in use. Overnight self-contained RV parking would be available for
weekend events.

No fuel would be stored on site. Fuels needs would be supplied by truck-mounted tanks to fuel equipment on
site. Gasoline, diesel, and alcohol fuels would be allowed on site in limited quantities, and it each event
participant would be responsible for ensuring that fuels are stored in approved containers.
The Sky Dive Santa Barbara landing area, currently approximately 250 feet wide and 500 feet long, would be
modified to be an irregularly shaped area 250 by 600 feet wide to meet requirements for sanctioned (United
Parachute Association) Class B and C license holders.
Weekday access would be provided by George Miller Drive. This road would continue to be used for weekday
and emergency access to the park. All event access would be provided through the existing gate located at the
north end of V Street, along the west side of the project site.
Lighting would be provided in the OHV area for evening and nighttime activities via a portable system. Lighting
for the drag strip would also be provided on the north side of the strip. Federal Aviation Administration (FAA)
regulations limit lighting in this location to no more than 66 feet in height above the finished grade of 70 feet
above mean sea level. As proposed, the drag strip lighting would include 13 60-foot-tall towers. Lights would
be shielded and focused downward to meet FAA standards; the light towers would also have aircraft warning
lights atop each pole.
Security lighting would also be provided on site, and the project site would be fenced with 6- and 8-foot-high
fencing around the perimeter.
There would be no sewer, gas, or phone service on site. Restrooms for all activities would be provided via
portable toilets, the number of which would be determined based on each event.

DISCRETIONARY ACTIONS/ENTITLEMENTS
Several discretionary approvals from the City of Lompoc would be necessary for implementation of the
proposed project and may include, but are not limited, to the following:
•
Conditional Use Permit to identify a program for the project
•
License Agreement to grant access and use of the project site for the project
•
Removal of an unused easement to the Southern California Gas Company
•
Design Review for the proposed mini storage on the Lompoc Airport
PROBABLE ENVIRONMENTAL EFFECTS
Based on a preliminary review of the proposed project consistent with Section 15060 of the California
Environmental Quality Act (CEQA) Guidelines, the City of Lompoc Planning Division has determined that an EIR
should be prepared for this proposed project. In addition, consistent with Section 15082 of the State CEQA
Guidelines, the City of Lompoc Planning Division has identified the following probable environmental effects of
the project, which will be addressed in the EIR for this project:

Preparation in determining the scope and content of the EIR for this project. Any comments provided should
identify specific topics of environmental concern and your reason for suggesting the study of these topics in
the EIR. Please provide your comments by December 30, 2015. A public scoping meeting will be conducted to
provide an opportunity to learn more about the proposed project and to provide oral or written comments to
the City regarding the scope and content of the EIR. The scoping meeting will be held on December 8, 2015
