We are submitting our annual report as an example for other municipalities to follow, in that it is an attractive, accessible, economical, and creatively laid out document which serves as an effective communication piece for residents, businesses, visitors, and staff. The 2006 Annual Report contains important information about the City of Kamloops and includes photographs unique to our community—City staff, the services we provide, public art and culture, sports, scenery, and photographs of residents of all ages and from all walks of life. 2 Communication Excellence Kamloops 2006 Annual Report is an excellent communication piece which is attractive for placing in an office waiting room, compact enough for mailing in a recruitment package, light enough for including in a conference package, and is readable for everyday people interested in the accomplishments of our community. Like most cities in British Columbia, Kamloops is a community of people with a variety of socio-economic backgrounds. As such, we decided it is important to continue offering our report in both written and electronic forms, in as many locations as possible, so that it is accessible to many people without relying solely on the Internet as the only communication channel. Distribution In an effort to reach as many residents as possible—and without the expenditure of mailing to every household—1,500 copies of the report have been distributed to government agencies, committees and commissions, grant recipients, public and university libraries, professional offices for their waiting rooms, and business organizations in Kamloops. Also, our Human Resources department uses the annual report in their recruitment packages. Anyone can pick up a copy of the annual at City Hall reception, or access it on our website at www.kamloops.ca. Design and Creativity The design elements are consistent from page to page, and, unlike traditional annual reports, this report is designed for enjoyable yet informative reading. The photographs depict Kamloops lifestyle and people, the colours and graphics are visually pleasing, and the text is substantive in that it captures the status of projects and council activity in a concise and straightforward manner. The use of colour from our logo in the Annual Report is consistent with the City of Kamloops’ branding as the Tournament Capital of Canada. In today’s society, organizations must ensure their brand recognition is prominent both internally and externally. We believe, municipal government branding is just as essential so that residents and visitors recognize the objectives and achievements of our respective communities. 3 Process used to establish Council Objectives and Measures Kamloops City Council has a three-year strategic plan which they review and update annually to ensure operational activities are meeting their objectives for the betterment of our community. Council has five objectives which are clearly listed on pages four and five of the annual report. On pages six and seven, Council gives an account of its forms of consultation with citizens, such as surveys, committees, commissions, open houses, and public forums. Council also meets with, or is a member of the organizations that receive grants. These grant recipients are listed on page 23. All of the aforementioned consultative processes are what drive the formation of council objectives. The annual report is an accounting of our City’s operational successes and challenges in meeting those objectives. Content Following the list of Council’s goals and objectives, there are 12 pages which outline the City of Kamloops’ successes and challenges pertaining to each of Council’s objectives which are listed on pages 4 and 5. For non-financial readers, the last six pages of the report give summaries of revenue and expenditures, grants given to local organizations, permissive tax exemptions, and graphical breakdowns of taxation levels. For financial readers, the complete 2006 Audited Financial Statements are appended on a CD inside the back cover. Kamloops decided to put the financial statements on CD for two reasons: to keep the report concise and improve its readability for more than financial readers, and to reduce the cost of printing an additional 40 pages x 1,000 copies. Cost-effectiveness 1. Printing To ensure the annual report is suitable for many purposes, the City of Kamloops decided that the design components and commercial printing quality greatly influence a potential reader to pick it up. For us to be accountable to residents, we need to supply a publication which they feel at ease reading. 4 2. Sometimes Less is More The Kamloops 2006 Annual Report contains only 25 pages of readable, concise summaries of many projects and activities. The report is full of information, yet the design has a structural unity that makes the most of space on every page. If the audited financial statements had been included in print, 44 additional pages would have almost doubled the printing cost. In today’s world of information overload, we made the decision to be accountable in a concise manner that respects the time of readers. 3. Repurposing We can use the template and design elements from this report for other City of Kamloops publications, essentially saving the cost of future design work. 4. Partnerships The City of Kamloops and the Kamloops Central Business Improvement Association (KCBIA) have a partnership for distributing our annual report. The City provides grant towards the Downtown Ambassador Patrol during the summer. Unconditionally, the KCBIA ambassadors personally deliver our annual reports to businesses, cafes and restaurants, doctors’ and other professional offices for their waiting rooms in the downtown core. The City’s working relationship with the KCBIA saves us postage costs of $1.86 apiece for distribution in the downtown core. 5 Enclosures 1.
