The Goochland County Board of
Supervisors has requested the resignations of all 10 members of the county
planning commission.
In a letter sent via email and regular mail dated Jan. 23, 2012, the supervisors requested each member of the
planning commission resign and submit a letter of resignation to county
administrator Rebecca T. Dickson no
later than Feb. 3, 2012, effective April
1, 2012.

Ned Creasey last Friday described the
life journey that brought him to leadership in Goochland after an historic
local election.

The Goochland Board of
Supervisors held its first round
of budget hearings Jan. 19
as 14 department heads presented their individual budget
requests.
Sheriff James Agnew said
his office needs more people.
He indicated a need for more
supervisors and manpower to
provide increased patrol coverage. The sheriff also said he was
requesting the purchase of six
new vehicles this year and six
more in FY2014.
Agnew also, like almost
every department head, said his
staff needed a raise.
“It’s easier to pay good people more and retain them than
to lose them and then have to
hire and train someone,” Agnew
added. “Our main competition
when it comes to losing officers
is Henrico, the State Police and
Chesterfield County.”
Agnew’s office is broken
down into several divisions. For
the Sheriff’s Office, his FY2013
request is for $2,809,179 and the
FY2014 request is $3,259,600.
The Sheriff’s Office also
maintains security for the courts
and the Sheriff-Court related
requests were $513,476 for FY
2013 and $532,438 for FY 2014.
Agnew’s request for corrections
and detention were $692,300
for both FY 2013 and 2014.
Emergency services was the
final division under the Sheriff’s
Office and for FY2013 $621,558
was requested, and $645,145 for
FY2014.
Commonwealth Attorney
Claiborne Stokes requested
$463,144 for FY2013 and
$466,561 for FY2014.
“Right now we are two people short in my office,” he said.

a secretary. When it comes to
raises for my office, give it all to
my staff. I don’t want a raise and
they deserve it.”
Treasurer Pamela Johnson
talked about some of the changes in her office.
“When we have to go out of
town for training, we sometimes
ride with the Louisa County
treasurer,” she said. “We share
automobile expenses and both
counties save a little.”
One concern she talked
about was making cash deposits at the bank.
“If I go and make a cash
deposit, there is a lot of paper
work at the bank,” she said. “We
need to get a company to transport the money for us.”
Supervisor Robert Minnick
asked Johnson if the Sheriff’s
Office couldn’t transport the
money.
“I don’t know if that would
be feasible,” she answered.
Sheriff Agnew then said, “I
think we might be able to work
that out.”
Johnson’s budget request
for FY 2013 is $387,756 and
$391,168 for FY2014.
Commissioner of Revenue
Jean Bryant said that while her
department was cramped for
space, she needed another fulltime employee. She said that
there had been a lot of positive
comments since reopening the
DMV office in her department
and that DMV Select generates
approximately $20,000 annually in fees to supplement county
revenue.
Bryant requested $281,346
for both FY2013 and 2014.
County Assessor Glenn
Branham projects no personnel changes and requested
$348,398 for FY2013 and
$354,467 for FY2014.
He talked about his department’s efforts to make accurate
assessments and noted that
last year there were only eight
appeals. Branham compared
that to Henrico where he said
that they probably had 1,500
or more.
Lee G. Turner, Clerk of
Circuit Court, requested the
addition of a full time person
to her staff. She noted the position was cut several years ago
and now an addition is badly
needed.
“Every person in our office
is overworked,” she said. “We
don’t have overtime but do
receive comp time.”
Turner requested $320,833
for FY 2013 and $332,646 for
FY2014.
Roberts Marks, director
of Animal Control, said that
Animal Control received over
8,000 calls a year.
The three animal control
officers cover a 300 square
mile area and offer emergency
services 24/7, 365 days a year.
The estimated domestic animal population of Goochland
County is over 150,000.
Marks requested $169,233
for FY2013 and $170,130 for
FY2014.
The board of supervisors
will hold another daytime
budget work session Feb. 7 for
additional departments and
will hear the schools budget
and capital improvement presentations at their Feb. 13 evening meeting.
Budget public hearings are
set for April 3, with adoption of
the county and schools budget,
capital improvement plan and
utility and tax rates expected
April 17.

technician with a Top Secret clearance, serving part of his tour at an
U.S. Air Force base in Turkey.
After the service, during which
time he met and married his wife
Diana, he returned to Illinois,
where he was a policeman for a
couple years in Macomb County.
“I loved police work,” said
Creasey,“but I just couldn’t afford
it.”
And besides, what he really
wanted to do was to get into
the construction business, so he
learned carpentry.
That career in the construction industry is what brought
him to Goochland. He interviewed to work on the subway
in Washington D.C. and while
there went to work for Whiting
and Turner.
“They sent me down here
in 1971 when DuPont built an
addition to make Kevlar,” he
recalled.
His next job, which he said
put him in the Richmond area
for good, was on the Bank of
Virginia. The family (he and
Diana had five children) had
found a home where they
would stay.
“They loved the beach and
I loved trout fishing,” recalls
Creasey.
In Virginia, Creasey ran
Lakeview Construction, which
did mostly Post Office renovation work.
In 1991 Creasey hit the jackpot with the Virginia Lottery,
winning a substantial sum.
Here in Goochland, the
Creasey clan has become an
integral part of the community. Two sons are deputies with
the Goochland Sheriff’s Office.
Diana, a registered nurse, was
EMT instructor for Fire and
Rescue for years. Ned drove the
crash truck for years. He’s been
on the Board of Directors of
Fire and Rescue for 14 years.
“It’s a job where you do
good things,” he said when
asked why he joined.
His Fire and Rescue con-
nections led him into politics,
said Creasey.
“People came to me complaining about things,” he said.
“Fire and Rescue people talked
to me about running.”
Then he met Ben Slone,
current chair of the Goochland
Republican Committee.
Slone called Creasey “one
of the greatest men I’ve ever
met,” adding that the first time
they met they talked for six
hours straight.
Creasey tells it, “One thing
led to another” and he ended
up running against then board
chairman Joe Lacy in 2007,
winning the District 5 seat
handily over Lacy and William
Burnet.
He defeated Alan Turner
to win a second term last
November.
Why did he run?
“I wanted to help out Fire
and Rescue and the Sheriff’s
Office,” said Creasey. And he
wanted to find out “how much
was true about the county not
being run right,” he said.
Creasey is still concerned
about the public safety.
“The primary purpose of
government is to provide a safe
environment for the people to
pursue happiness,” he explained.
Creasey never served as chairman or vice-chairman during his
first term, which saw the board
often split into two factions, with
Creasey and Rudy Butler (former
District 4 supervisor) often pitted
against a three-member majority.
That was the case when
Creasey and Butler moved to
oust former county administrator
Greg Wolfrey in January 2009.
Now in his role as chairman,
Creasey is concentrating on “getting everybody to row the boat in
the same direction,” as he puts it.
Creasey said with a new county administrator and a new board
things can now get done.
He favors a mixed-used zoning ordinance to help with the
development of West Creek
Office Park and the Tuckahoe
Creek Service District (TCSD).
“It’s got to happen,” said
Creasey of the proposed zoning
ordinance amendments, which
were deferred by the planning
commission last week.
“The longer we wait, the less
choosy we can be,” he said, referring to the competition with
nearby counties for development
projects. “We’ll be left with whoever we can beg to come here.”
Creasey called the TCSD plan
“flawed from the beginning,” with
its 11 percent projected growth
rate and decried the delay in creating the conditions that would
foster growth in West Creek.
“It’s almost criminal,” he said,
describing the slowness in the
development of West Creek.
But Goochland has a lot to
offer, in Creasey’s view.
“Goochland is a jewel with
many facets,” he said. “We’ve
got to get the right people to
polish those facets.”
To that end he’s looking
forward to the hiring of an
economic development director and a replacement for assistant county administrator Don
Charles, who passed away last
year.
All the while, Creasey is
fighting his own medical battle.
Diagnosed with cancer just
before his announcement for
reelection, Creasey described
his mood.
“I got mad at it,” he said.
“I’m going to whip it.” Now
undergoing chemotherapy, he
looks good despite having lost
his hair.
He’s also optimistic about
prospects for the county, particularly the relationship between
the supervisors and the new
school board.
“The difference is like night
and day,” he said, describing the
atmosphere at recent school
board meetings. “People had
smiles on their faces.”
That optimism carries over
to his view of the county as
a whole, with his take on the
mood of county citizens.
“I’m very optimistic,” he said,
noting that the people are starting to have trust in their government again.

Dominican Republic, now have a much brighter future. The rare separation and
reconstructive surgery was the first of its kind to be performed at Children’s
Hospital of Richmond at VCU. The twins’ mother, Lisandra Sanatis, gave special
thanks to VCU’s medical team: “God bless your hands and the work they do.”

Held in the auditorium at
Goochland High School, the
budget conversation was preceded by the latest version of
the evolving schools budget,
which offered a number proposed adjustments, which, if
adopted, would reduce expenditures in the operating fund
by more than $600,000, leaving more than $100,000 extra
that could be used for additions to the budget, according to superintendent Linda
Underwood. In contrast, last
week’s presentation showed a
more than $500,000 shortfall.
The largest savings would
come from outsourcing all custodial services, for a savings of
about $288,000. Maintenance
chief Sonny Turner said the
idea would be for the current
custodians to be hired by a
contractor.
“Our staff becomes their
staff,” he explained adding that
the school system would still
do background checks on custodial staff for the contractor.
Reducing the schools’ contribution to employees’ and
their families’ health insurance would save more than
$181,000, although the exact
way this has yet to be worked
out.
“It does not look at individual strategies at this point,”
said Underwood of the projected health insurance savings.
“We’re confident we
can get the $181, 000,” said
Underwood that possibly
another $100,000 could be
saved.
Eliminating two positions,
the Enrichment and Gifted
Specialist and the Student
Services Specialist would save
another $150,000.
The largest additional budget reduction would be a pro-
posal to reduce the number
of school days to 175, for a
savings of $450,000.
As in previous budget presentations, Underwood also
listed potential additional budget items that might be added
if sufficient funds are available.
On the wish list for
added positions were an elementary foreign language
teacher ($62,000), a band
teacher for Goochland High
School ($62,000), restoring
Intervention Specialist at each
elementary school ($185,000)
and increasing the high school
drama teacher to full time
($24,000 plus benefits).
Other possible new positions could include four K-12
Content Specialists ($88,000
each) and expanding Career
and Technical Education and
adding JROTC (costs to be
determined).
The first speaker during the
budget conversation voiced
concern over the proposed job
cuts.
Carolyn Elliot asked
how with the elimination of
the Enrichment and Gifted
Services Specialist and the
Student Services Specialist.
“We have three very talented enrichment teachers at
the elementary level,” replied
Underwood, who would take
up the slack along with the
principals at GMS and GHS.
Underwood said the
Student Services Specialist job
was funded with “neglected
and delinquent money” and
that her duties would be redistributed.
Wendy Hobbs said she was
concerned over the impact of
outsourcing on the custodial
staff, even if they were hired by
the contractor.
“I think we need to explore
other options,” she said. “If they
retain a job they will retain it at
a lower cost.”

$288,000 was a big ticket item
for schools and promised to get

Karen Myrick said she was
concerned about reducing
school days, citing studies she
said showed that more days
resulted in better student performance.
“Reducing the days reduces the teachers’ salaries,” said
Myrick.
Hardy responded that the
idea of reducing school days
was just being looked at.
Jane Christie asked why
music, art and STEM coaches
did not receive stipends and
suggested there was no need
for a Director of Instructional
Services position if a second
assistant superintendent job
was to be created.
Other topics discussed
ranged from the role of the
Director of Instruction position, adding a part-time grant
specialist, recycling used band
instruments and possible
shifting of funds from various administrative funds to
instruction. Various board
members weighed in on the
school days reduction proposal. John D. Wright, District 5,
called it a “backs against the
wall,” option.
But there seemed to be a
consensus that modifying the
schools contribution to health
care expenses should be pursued as a way to make substantial savings.
Hardy said Monday the new
meeting format was a success.
“Last week’s ‘budget conversation’ was immensely helpful to the School Board. The
opportunity to have a meaningful two-way interaction
with the public was wonderful. It provided a lot of very
helpful and passionate insight,
some very thought-provoking
questions, and constructive
feedback. It’s all good - this is
exactly the type of interaction
we wanted,” said Hardy.
“We were also very pleased
with both the format and the
level of participation,” added
Hardy. “Plus, I understand we
had 70 people or so online
watching the live-streaming
video.”
The school board will hold
its regular public hearing on
the budget hearing Tuesday
Jan. 24 at 7 p.m. at Goochland
High School.
The budget schedule calls
for the board to approve a budget a week later at the Jan. 31
meeting.

Planning Commission delays
action on multi-family zoning

Goochland’s planning commissioners put the
brakes on creating new zoning to allow multi-family residences in the county, deferring action on
two ordinance amendments and recommending
that the board of supervisors not act on another
but refer it back to the planning commission after
further study.
All votes were 9-0 with Commissioner Lowe
Lunsford not in attendance.
The deferred amendments would have allowed
multi-family development by right in planned
development parks such as West Creek and establish development and design standards and guidelines for multi-family residential development. The
maximum density would be 19 units per acre with
a 75 acre limit for multi-family development in any
one development park.
The ordinance amendment sent back to staff
would allow multi-family development in the
Tuckahoe Creek Service District Service District
if a zoning request were approved, with a limit of
eight townhouse units per acre or 15 apartments or
condominiums per acre. A conditional use permit
could be requested for higher densities of apartments or condominiums.
Principal Planner Tom Coleman made presentations to the commissioners on the three proposed
ordinance amendments.
Some of the commissioners seemed reluctant to
embrace the idea of multi-family in TCSD.
“We were told TCSD was supposed to be a buffer to the residential development in Henrico,” said
District 1 Commissioner James P. Atkinson.
“What you are talking about is so far reaching,”
said Atkinson of the proposed changes.
Coleman said that the development that was
contemplated when the TCSD was created has not
happened.
Planning Commission Chair Courtney Hyers
was concerned about the by right aspect of the
proposed ordinance.
“Why make it by right rather than just a rezoning?” she asked.
Goochland County Attorney Norman Sales
countered that it would be by right but only if a
development conformed to the proposed design
standards.
Hyers then asked how the 19 units per acre
standard was reached.
“Did you look at other counties similar to
Goochland?” asked Hyers.

Atkinson asked staff to look at counties like
Louisa and Fluvanna.
During the public hearing Bill Axselle and
Tommy Pruitt briefed the commission on a proposed project in West Creek should the ordinances
be adopted.
“West Creek is the premiere office park in
Goochland,” said Axselle, who said the project,
which envisioned a 340 unit multi-family development on 20-30 acres in the office park as the anchor
for the first phase of a mixed use project that would
eventually include a retail component and a medical office park.
The entrance to the project would be from
Broad Street near the WaWa, said Pruitt, on a parkway style road similar to West Creek Parkway.
‘This must be of the highest caliber,” said Pruitt.
“It must set the standard.”
If the ordinances were to be approved Pruitt
said construction on the first 2,000 foot section of
the road could begin this summer.
Hyers asked if construction of the road hinged
on approval of the multi-use ordinance.
“If we can’t have the gated community we will
not build the road,” answered Pruitt.
Goochland School Board member John D.
Wright spoke to give the commissioners an idea of
how multi-family development might impact the
county school system.
Randolph E. S., which would likely be most
affected by additional students, is close to capacity
and has no room for additions, said Wright.

More change at the top
The winds of change continue to blow in Goochland with the latest development being letters from the board of supervisors to the
county’s 10 planning commission members asking for their resignations, delivered Monday.
Fresh off last week’s session, where the commissioners balked at
approving several multi-family ordinance amendments, opting for
deferral to a work session to study the matter further, the letters might
seem like a new development but according to Goochland Board of
Supervisors Chairman Ned Creasey, the decision to ask for the commissioners’ resignations has been under consideration for some time.
The Goochland Planning Commission consists of 10 members,
two from each of the five magisterial districts, unlike most counties,
where one member suffices to represent each district.
It makes for lively sessions at each meeting but is perhaps not the
most efficient way to conduct business. There was some discussion by
the last board of halving the number of commissioners but no action
was taken.
But aside from reducing the number to a leaner, more efficient body,
one wonders if the new BOS, particularly the four members serving for
the first time, just want the privilege of appointing their own representatives to the commission.
The main consideration is the perceived urgency that many feel in
the county for development in the critical eastern end of the county,
where Districts 4 and 5 groan under the heavy burden of the ad valorem
tax on the Tuckahoe Creek Service District.
Many have spoken the words “we can’t tax our way out of this,” referring to the series of increases built into projections to pay off the bonds
that created the district but action to create the conditions that would
draw development into the district has been slow to occur.
Perhaps the new BOS plans to speed things up and feels a smaller,
more efficient planning commission picked by the current serving
supervisors will facilitate that process.
At any rate, it seems in keeping with the sweeping change seen in the
almost complete turnover at the top produced by the November election that the supervisors might make this move. Now it remains to be
seen if the commissioners will comply. Appointed for staggered terms,
some already ending in April, they do not have to resign and at least one
member said Monday he would not resign without more information.

All citizens were insulted
by Klan literature
Due to the paltry coverage of the Ku
Klux Klan’s sojourn through Goochland
County last month, I hope that this
letter is published. All of the citizens of
Goochland were insulted by their distribution of hate literature.
The calls to me were not just from
black citizens. The Klan feels that occupancy of this country is reserved for a
select few and anyone outside of their
circle is not deserving of life, liberty and
the pursuit of happiness. Those citizens
who feel that they will not be bothered
because they qualify for whatever reason
to be in the circle are not safe. History
rewards all research.
I am old enough to have seen the
Klan in full regalia on the median strip
of a highway in south Richmond. This
handing out of literature took place in
full daylight. My late father recounts an
incident in rural North Carolina whereby
they set afire the home of a black family and then proceeded to shoot at
escaping members. There should be
an editorial no matter how brief on
last month’s incident; the board of
supervisors’ statement should be printed
in full or in part; and other perspectives
should be sought.

Lastly, the evening I addressed
the board of supervisors, everyone stood and recited the Pledge
of Allegiance. If those present reflected on the words and
believed in them, then the line
behind me to speak next on that
subject should have snaked out
into the parking lot.

literature overdone
I recently read the letter “Lip
service on KKK,” and found it
disturbing.
First and foremost, if someone is given a pamphlet/flyer
which they find offensive, simply
throw it in the trash. There is no
need to read it, labor over it, lose
sleep, or complain to others over
the content.
Why does one person think
they can control others in what
they might choose to be worth
while? Why do people always
want to dictate to others, if they
disapprove of something? This
country was founded on freedom, people speaking and acting
as they want, as long as no one
was harmed or injured in any
way.
I heard years ago this country has become the land of the
offended, and this letter is certain

proof of that. One mention of the
Klan and people go ballistic with
the rants and ravings of racism,
hatred, violence, etc.
Has anyone ever taken the
time to check-out a Klan website?
I have and they are pretty-much
hardcore Christians who do not
like the New World Order, do
not like the current state of
affairs, do not proclaim any violence towards anyone, or hate
any particular race.
The news media, along
with TV shows like Springer’s,
try to portray the Klan as evil,
poorly educated rednecks that
are out to murder and destroy.
Especially targeting people of
color.
People, it’s TV. It’s not real.
Nothing about it is true.
Instead of believing every-
thing you see and hear on the
boob tube, take time to find the
truth. When is the last time
the Klan has been in the news
concerning a murder, destruction of property? No just let
them distribute a few flyers,
and people get up in arms.
Lastly, before those people
who complain about organizations like the KKK, they need
to look inside their own private
lives, and the things they do,
and people they support, and
see if they are “up to the standards” of what other’s opinions
might be!

Planning Commission
members for several reasons. First,
it is our belief that the composition of the Planning Commission
is currently too large. The Board
believes that reducing the number
of members on the Commission
will save the County money in
the administration and operation of the Planning Commission.
Reducing the size of the Planning
Commission will also place the
Commission in a better position
to assist the County in its efforts
at economic development as the
economy improves. In addition to
the other procedural changes contemplated by the Board, having a
smaller and more nimble Planning
Commission will allow the County
to better address the planning and
zoning needs of our citizens in a
more timely fashion.”
“This was not a spur of the
moment decision,” said Ned
Creasey, chairman of the board of
supervisors by phone Jan. 24. “It
was actually discussed during the
recent election campaign.
“The idea to reduce the planning commission from 10 to 5
members was first discussed several
years ago,” Creasey said. “At that
time, we didn’t have enough support on the Board of Supervisors to
make the change.”
The county will save money by
reducing the size of the commission and one commissioner said he
would serve without the stipend.
“We receive a small stipend for
each meeting we attend,” said Ty
Querry, a District 2 commissioner.
“I believe the stipend is $144 for
every meeting, and I would serve
on the planning commission as a
volunteer without the stipend.”
Querry said he had not talked
to Manuel Alvarez Jr., the District
2 member of the board of supervisors.
“Right now, I don’t intend to
resign,” Querry said. “I haven’t talk-

Courtney Hyers, the chair of
the Planning Commission and a
District 5 commissioner, said she
had received the letter and hadn’t
decided whether or not she will
resign.
Lowe Lunsford III, the other
District 5 commissioner, said he had
received the letter and already submitted his resignation.
“I talked briefly with my supervisor [Ken Peterson] about this
recently,” Lunsford said. “We are
appointed and I believe the board
members should be able to appoint
commissioners to serve in their districts.”
Lunsford’s term expires on April
1, the day his resignation takes
effect. He has served on the planning commission for six years and
indicated that although he would
accept reappointment, he would
rather not continue on the planning commission.
Multi-family
Kathy Crockett complained that the
ordinance changes were being comingled
with the announcement of the possible
new development in West Creek.
“If it’s by right how can we withhold a permit,” said Crockett.
Landowner Scott Gaeser said the
county was at a turning point.
“Development trends have changed
but not our zoning ordinances,” said
Gaeser, calling them 50 years old.
“We can stay where we are or move
forward,” said Gaeser. “It’s not a question of if but of when.”
Pat Hendy noted the county was still
without an Economic Development
Director.
“A change of this magnitude would
limit the director’s flexibility,” she
said.
Paul Costello pointed out that the
density of the proposed West Creek
multi-family project was much greater
than the Urban Development Areas
mandated by the General Assembly
which aroused so much controversy.
Bellview Gardens resident Ron
Brady wanted to know if the proposed
multi-family would lower his ad valorem tax, the mechanism for financing
the debt used to create the TCSD.
After closing the public it was clear
the commissioners had reservations.
“It seems we are rushing it,” said
Hyers. “We know there is going to be
substantial school impact.”
District 2 Commissioner Ty Querry
said they were not ready for the by right
aspect of the ordinances.
District 1 Commissioner Eugene
Bryce said the presentation and hearing
raised more questions than answers.
Before the motion to send the RM
ordinance back was approved, which
applied to TCSD, county attorney Sales
asked that the commission give staff
direction as to how it might be changed
to be more acceptable.
The two ordinance amendments
deferred were to be taken up for more
discussion at a workshop meeting in
the near future.

HELMET PREVENT EPILEPSY contest

EPILEPSY contest.

contest, organized by the
Epilepsy Foundation of
Virginia (EFVA).
This contest has been
organized since 1994 to educate children about the use
of helmets. The children who
win in the USE A HELMET,
PREVENT EPILEPSY contest, their parents and teachers are invited each year to a
celebration of the winning
children in Richmond.
Helmets help prevent
brain injury, the largest
known cause of epilepsy.
The children received
prizes from Sen. Northam,
Del. John O’Bannon and Ball
and had a short introduction
to prevention and seizure
first aid. Then they get a tour
of the State Capitol.
“Such a small thing to
do… but so important, we
always wear helmets when
biking to prevent head injuries,” said her mother Carey
Phillips.
Traumatic brain injury
(TBI) is the largest known
cause of epilepsy and children between ages 5 and 14
have the highest rate of brain
injury among all bicycle riders.
Each year, more than
500,000 children nationwide
visit emergency rooms due to
bicycle accidents.

collisions happen in neighborhood streets, sidewalks,
or playgrounds.
While it is well understood that the risk of brain
injury and epilepsy is significantly reduced for bicycle
riders who wear protective
helmets, only 15-30 percent
of children wear them.
According to the Division
of Injury and Violence
Prevention of the Virginia
Department of Health, 4,055
TBI related hospitalizations
occurred in 2005. The TBI
related injuries resulted in
hospitalization charges of
more than $ 129 million, with
a median cost per episode of
care of $17,796. The average
length of hospital stay for
TBI was 6.2 days.
If we can have 700 extra
kids wear a helmet we can
prevent post-traumatic epilepsy and other problems
that follow TBI and have
statewide savings of about
$12,457,200.
This event is organized by
the Epilepsy Foundation of
Virginia. The Virginia affiliate of the national Epilepsy
Foundation is established in
1978 to promote awareness
about epilepsy and to provide assistance to those with
the disorder. In promoting
awareness about what to do
when someone has a seizure,
the Epilepsy Foundation of
Virginia (EFVA) has organized educational articles
and talk shows in the media.
Over the last year these public education programs have
reached over 2.3 million
Virginians. During that same
time we have trained over
400 health care personnel
and professionals directly.
Under the second part of
our mission, provide assistance, we have provided
specific information about
epilepsy, or provided information and referral, to over
8,224 persons who were
affected by epilepsy. Exactly
38 persons benefited from
our medication assistance
program and 14 have enjoyed
rides through our transportation program.

was given a tough assignment.
Roper was advised that
GFCFS was to become the
fortunate recipient of an
enormous donation from the
Evergreen company, the week
after Christmas. Truckloads
of merchandise, including
draperies, pillows, and household decorative items were
scheduled to arrive in the
Courthouse area on Friday,
Dec. 30.
GFCFS provides a free
clinic, transportation to medical appointments, a food pantry, a clothes closet, emergency
housing, financial assistance,
GED and literacy training.
What the service organization does not have are trucks,
large storage buildings, and
enough manpower to move
material such as the Evergreen
gift.
Luckily, the Goochland
community rallied. Michael
L. Parrish donated the storage space, so that the items
could be unpacked, stored,
and eventually moved over to
the Clothes Closet for sale.
The county supplied a tractor with forks and lifts. Estes
Specialized, a Division of Estes
Express, aided the nonprofit
organization, providing vital
trailers and a driver.
Forty-seven GFCFS volunteers responded to the call
from Volunteer Coordinator
Wanda Trexler, and unpacked
boxes for hours on Friday
afternoon. Big Cheese Pizza,
Courthouse Pizza & Market,
and Subway all provided
snacks for energetic volunteers,
many of whom were children.
Local Boy Scouts answered the
call as well.
In just four hours, the
generous Evergreen merchandise donation was safely
stored. The public can visit
the Clothes Closet over the
next few months to browse
and purchase these items as
we continue to stock the store
with more of them each day.

in the Courthouse District of
Goochland.

Cadets third in limited State Catholic meet

Saturday brought inclement
weather across the state but the
day’s wrestling events planned
at Benedictine’s Rut Gym went
on- albeit with a few modifications to the State Catholic
Championship Tournament.
“We had nine teams coming,
then the weather slowed down
a few of the Northern Virginia
schools,” said Benedictine Head
Coach Ryan Hall. Instead,
Benedictine, Seton School,
Bishop Sullivan, Peninsula
Catholic and Roanoke Catholic
faced off in a tournament that
was changed into dual meets to
determine the team champion.
Then the top two competitors
in each class met in a one mat
final later in the evening.
When the dust settled,
Roanoke took the team championship, followed by Bishop
Sullivan and Benedictine.
Being shy by a couple of their
top performers, the Cadets
fared well, but got edged out
for a higher finish.
“I knew it was going to be
really close with Sullivan and
Roanoke Catholic and ourselves,” Hall said. “We have a
couple injured, but no excuse.
Hats off to Roanoke Catholic
and Bishop Sullivan for doing
great job.
“We’ve been finishing in the
middle of the pack a lot this
year,” Hall said. “We gotta get
over that hump. I told my
guys (last) Monday, we got a
lot of work to do between now
and States, and we gotta get
after it.”

Cadets in the finals. Corbin,
Logan and Ralph Toomey each
came away with a win.

work horse,” Hall said. “He’s a
junior. He’s gotten better every

year. Michael Logan was out
for a bit with a minor injury;
but he’s back on the mat and it
doesn’t look like he’s missed a
beat… And then you can’t say
enough about Shane Corbin.
He’s only a sophomore. His
improvement over the past year
has been absolutely amazing.
“But it’s easy to take your
hat off to all of those kids
because they’re hard workers,”
Hall said. “They are honest,
hard workers. They care about
the team and they want to be
the best they can be. So I’m
glad they got rewarded for that
today with three first places.”
Though Mosier fell to
Roanoke’s Andrew Nolan in
the finals, Hall does not believe
it is the last time the two will
face one another.
“Mosier is a hard worker, a
good heavyweight,” Hall said. “
The Roanoke Catholic heavyweight was real strong. I think
it was a great match. Don’t be
surprised if those two are battling it out at the top in a couple
of weeks at States. He got the
best of us today (both matches),
but he did a great job and it was
a great heavyweight match.”
Hall also has big expectations from Schmeer, a junior,
who wrestled tough, but fell
twice in the day to Alex Salazar
of Bishop Sullivan to take second.
“He just came in his freshman year,” Hall said. “Captain.
Unbelievable leader. I can’t
think of a better leader to
lead this team than him and
Michael Logan this year. He’s
happy with second, but he’s
going to get back in the room;
he’s going to work hard because
that kid’s just a worker. It’s
bred in him. ”
The three outstanding
wrestler awards were renamed
the Zachary Burns Award in
honor of the deceased son of
Roanoke Catholic Coach Dave
Burns. Zachary was an all-state
wrestler.
Receiving the award for
the Lightweight Division was
Frankie Garcia (113) from
Seton; Middleweight Division
– Michael Logan (160) from
Benedictine; and Heavyweight
Division – Andrew Nolan from
Roanoke Catholic.
Coach Burns, who was
touched to have his son honored, had a message for the
wrestlers. “This wrestling is
just a part of what you do,” he
said. “Your life is deeper than
that: in your service to others,
your teammates, these coaches
look after you as close as your
parents. You remember that.
And one thing that my son
always did. He said, ‘Carry
Christ in your heart.’ God bless
you.”
RIR revs up for 60th year of NASCAR

NASCAR’s return to town
may still be a few months away
but Richmond International
Raceway is revving up the celebration early. This year, RIR
enters its 60th anniversary of
NASCAR and the track wants
to make it a season to remember.
The anniversary gives RIR
a chance to commemorate the
past while looking towards
the future. “I think it gives us
some opportunities on a lot
of fronts,” said track president
Dennis Bickmeier. “One is to
really engage fans and interact
with them, with their thoughts
and memories of RIR; the drivers, past performers here, past
competitors here.”
In many ways Bickmeier, in
his first full season at RIR, is
looking upon the celebration
from the perspective of the fans.
“I look at it from my perspective of being new to this market, new to this raceway and
I’m going to get an education,”
he said. “Hearing all the stories
about the history of the place.
“The flipside of it is we’ve
got a lot of fans that have been
coming here for a long time,”
Bickmeier said. “For them, they
get to share that knowledge. I
think you put the two of those
together, it’s going to be cool.”
When it comes to knowing
the past at RIR, local race historian Joe Kelly was there at the
very beginning and recalls the
first race well.
“It’s kind of amazing to
me really,” Kelly said. “When it
started, we thought it was the
biggest thing in the world.”
Richmond was the sixth
of a 37 race NASCAR Grand
Nationals slate; 33 of which
took place on dirt tracks.
It rained the morning of
April 19, 1953, when the first
NASCAR race was scheduled
to run at what was then called
the Atlantic Rural Exposition
Fairgrounds. The Sunday
morning sprinkle only worsened the damage done to the
½ mile dirt track by rains on
Friday and Saturday. With a
hopeful city planning for the
event, organizers did their best
to improve track conditions.
“I mean it was a real mess,”
Kelly said. “They took cars out
on the track from guys in the
grandstand to try to work the
track in. Flipped a guy in a ‘40
Ford, a beautiful car, well at the
end of the day he was crying.”
Time trials that day were
also memorable for all the
wrong reasons. The surface that
normally allowed speeds of up
to 75 mph could only produce
48 mph runs during trials. The
pole was won with a time of
48.465 mph.
Two of NASCAR’s most
prominent racers, defending
national champion Tim Flock
and Fonty Flock who had won
at Darlington the previous year
were scheduled to run the event
but they decided the track was
too rough. Yet, after time trials
were completed they changed
their mind and NASCAR rep
Pat Purcell offered them a deal.
The pair could race but they
would have to start at the back
of the pack.
“They said ‘No way’,” Kelly
explained. “They said, ‘No we
want to run time trials the
track’s nice now’.”
When Purcell refused, the
pair said they would not race
in Richmond so he had them,
along with their cars escorted
from the track by Henrico
policemen.
“They didn’t want the people
in the stands looking down and
seeing the National Champion
and the Southern 500 winner
not racing,” Kelly said. “They’d
figure something was wrong
with the track. They said, ‘Yeah,
there was, it was junk’.”
With a total purse of $3,625,
27 cars took to the track for a
race that was truly a battle to
the finish. Lee Petty, in his 1953
Dodge, fought it out with Dick
Rathman, in a 1953 Hudson
Hornet, at an average speed of
45.535 mph.
“They battled each other,”
Kelly said. “At the end of the
day, the Dodge looked like a
crushed beetle and the Hudson
looked like a turtle that had lost
everything but its chance.”
It was Petty that emerged
victorious to claim the $1,000
first place prize money and
started history in Richmond.
“It established the name
Petty in this particular area,”
Kelly said. “Richard came along
after his dad. A lot of people
don’t know that his dad won
here four times. Then Richard
won another 13. This track
established what the epitome
was for racing.”
Sixty years has not clouded
the memory for Kelly or his
fondness for the track. “Looking
back on this place, it was automatic. It was the big track to us,”
he said. “Had a little track across
town. It as a ¼ mile but this was
the big track. And as far as 60
years. Another 60 years I think
it will be bigger.”
