52nd Film Festival
The Effigy Mounds Winter Film
Festival is celebrating its
52nd anniversary beginning
Saturday, January 3, 2015. The free film festival has
been in existence since January of 1963 and through
the years there has been great support from the
community. Great-grandparents, grandparents,
parents and children have visited the monument
and attended the films. The films are shown on
Saturday and Sunday at 10:00, 11:00 a.m., 12 noon,
1:00, 2:00, 3:00 p.m. on Saturdays and Sundays.
There will also be a 1:00 p.m. showing on Monday.

Madness Punch Card
Begins November 1 and runs through January 5th.
The Waukon Chamber of Commerce is promoting the 3nd
Annual Holiday Merchant Madness Punch Card Promotion.
Everyone is invited to play the rules are simple
customers are asked to fill a card with purchases
from at least three different participating
merchants. Merchants will validate the card for the
amount purchased in $5 increments. There is a
limit of $90 that may be punched by one merchant for
a purchase. Sign your name on the finished card and drop
them off at any participating business. There is no limit on how many
cards you can fill, but you can only win one prize.
Prizewinners of Waukon Chamber bucks will be drawn at the
Waukon Chamber Office Tuesday, January 6, 2014. Winners will be
contacted by the Waukon Chamber. The more a customer shops locally,
the more times they can be entered in the drawing.

The Waukon Chamber of Commerce Announced the Winner
of its Seconded Annual Holiday Window Decorating Contest
"The Waukon Chamber of Commerce would like to congratulate all
of the businesses that illuminated their windows with lights and
decorations in time for our seconded annual Holiday Window
Decorating Contest!" Three Community Members voted on
Creativity, Originality and Appearance to determine the winner.
The votes were very close again this year, but the Holiday Window
Decorating Contest Winner is Queen Jean Quilting. The winning
businesses received a beautiful holiday wreath from the Waukon
Greenhouse.
The Waukon Chamber of Commerce would also like to announce the Honorable Mentions.
These two businesses didn't win our grand prize; but have been chosen by the judges as
exceptional and deserve recognition. Honorable Mentions go to Howards Home Furnishings
and Hartig Drug.

Transportation Alternatives
Program (TAP) Applications
due February 27, 2015
RPA 1/Upper Explorerland Regional Planning Commission (UERPC) is
now seeking applications from the region for Federal Funding for
the Federal Fiscal Years (FFY) 2016-2019 through the Transportation
Alternatives Program (TAP). The MAP-21 transportation bill
established this program to provide for a variety of alternative
transportation projects, including Transportation Enhancements,
Recreational Trails, Scenic Byways and Safe Routes to School
programs.
Eligible applicants include local governments; regional transportation
authorities; transit agencies; natural resource or public land agencies;
school districts, local education agencies, or schools; tribal
governments; or any other local or regional governmental entity with
responsibility for oversight of transportation or recreational trails.
Under TAP, nonprofits are not eligible as direct grant recipients of the
funds, but they are able to partner with any eligible entity on an
eligible TAP project.
RPA 1 expects to have at least $50,000 (total) available for distribution
in Federal Fiscal Years 2016, 2017 and 2018, and at least $115,000
available for distribution in Federal Fiscal Year 2019. (The 2016 Federal
Fiscal Year begins October 1, 2015). Applications are due on February
27, 2015.
Surface Transportation Project (STP)
Applications due February 27, 2015
RPA 1/Upper Explorerland Regional Planning Commission (UERPC) is seeking
applications from cities and counties for Federal Funding for the Federal Fiscal
Year (FFY) 2019 which begins October 1, 2018 and ends September 30, 2019.
All incorporated cities and counties located in
the five-county UERPC region that maintain
federal aid routes are eligible to apply for the
funds, as well as the DOT and the Regional
Transit Authority.
UERPC boundaries include the cities in and the counties of: Allamakee,
Clayton, Fayette, Howard and Winneshiek. STP funds can be used for road
projects on federal-aid routes; bridge projects on any public road; provide
funding for transit capital improvements; and provide funding for
transportation planning activities.
Applications will be sent to all city and county jurisdictions, the DOT and the
Regional Transit Authority and will be available on the UERPC website.
Applications are due on February 27, 2015.UERPC is partnering with the
Howard County community to engage community members in asset mapping
and action planning activities, which will help guide the community in
choosing the project’s focus.

Waukon Chamber Seeks Nominations
The Waukon Chamber of Commerce is seeking
nominations from community residents for Waukon’s Years of Service, New Business of the Year,
Business of the Year, Volunteer of the Year and Person of the Year honor.
The Chamber will bestow the honor upon more than one individual/group or local business fitting the
award’s criteria.
Nomination forms can be picked up at the Waukon Chamber of Commerce office, located at 101 West

Main Street.
Those nominating people for this award are reminded that it is the quality of the nomination that
determines the award winner, not the quantity of letters in support of the nominee. The nominations
and ensuing awards are intended to be a surprise to the deserving individuals, so it is encouraged that
they are not informed of their nomination.
