Hon. Eric Johnson is the District Judge for Department XX for the
Eighth Judicial District Court in Las Vegas, Nevada, handling both criminal and civil matters. Governor Brian Sandoval appointed him as a judge
in May 2015. Prior to his appointment, Judge Johnson joined the United
States Department of Justice in 1983 through the Attorney General’s
Employment Program for Honor Law Graduates and prosecuted and
Judge Eric Johnson tried cases involving domestic and international organized crime,
RICO, violent crime, narcotics, money laundering, terrorism, corruption, and casino and complex fraud. Judge Johnson was a Special Attorney with the United
States Department Justice, Organized Crime and Racketeering Section, and an Assistant United
States Attorney with the U.S. Attorney’s Office for the District of Nevada, serving 10 years as
Chief of the Office’s Organized Crime Strike Force and then two years as overall Chief of the
Criminal Division for the state. In his supervisory positions, Judge Johnson championed initiatives which brought the U.S. Attorney’s Office together with the Clark County and Washoe
County District Attorneys’ Offices and local, state and federal law enforcement agencies to
more effectively prosecute and keep guns out of the hands of violent criminals and drug traffickers, to target and prosecute the leadership and most violent members of street and prison
gangs, and to successfully indict child exploitation cases involving child pornography and the
trafficking of children for prostitution. He was twice honored as one of the nation’s top prosecutors with the Department of Justice’s Director’s Award for Superior Performance as an
Assistant U.S. Attorney and received commendations from the Tokyo (Japan) Public Prosecutor’s Office and Ministry of Public Safety, People’s Republic of China, for his work with multimillion dollar international money laundering prosecutions. Before coming on the bench, Judge
Johnson was a regular instructor of trial advocacy and strategy at the Department of Justice’s
National Advocacy Center and presenter for its Office of Overseas Prosecutorial Development Assistance and Training and at the International Law Enforcement Academy in Bangkok,
Thailand. He has taught Ethics and Professional Responsibility as an Adjunct Professor at the
UNLV Boyd School of Law. He is a member of the State Bar of Nevada and the Kansas Bar
Association. Judge Johnson earned his B.S. in Education degree from Emporia State University
and his J.D. degree from the University of Kansas School of Law where he was a member of
the law review and Order of the Coif.

President’s Message
It’s so good to be home. I was in Washington DC from March 16th to the 20th attending the National Federation of Republican Women’s 2016 Legislative Day & Spring
Board of Director’s Meeting. This was my fifth straight spring board meeting in Washington and I believe the best so far. On Wednesday, March 16th we were able to have
breakfast with Nevada Congressman Mark Amodei (R-CD2). Janet Freixas, NFRW
Americanism Committee and Douglas County Republican Women President; Brenda Robertson, Nevada Federation of Republican Women Boutique Chair; and I met up with Congressman Amodei at
the Capitol Hill Club at 8:00 am. We were then able to visit the National Holocaust Museum thanks
to tickets from Congressman Amodei’s office. It was a truly moving experience and one that I highly
recommend to anyone interested in the subject. On Thursday, March 17th (Legislative Day) we went
to the House Cannon Office Building for congressional briefings by Rep. Lynn Jenkins (KS-CD2),
Rep. Marsha Blackburn (TN-CD7), Sen. Thom Tillis (NC), Rep. Renee Ellmers (NC-CD2), Rep. Tim
Murphy (PA-CD18), Rep. Ann Wagner (MO-CD2), Sen. Pat Toomey (PA), Sen. Chuck Grassley (IA),
Sen. Mitch McConnell (KY) and Rep. Vicky Hartzler (MO-CD4). We then had lunch at the Capitol Hill
Club honoring the Republican members of the 114th Congress and featuring Sharon Day, RNC CoChair; Sen. Roger Wicker (MS), National Republican Senatorial Committee Chairman; Rep. Greg
Walden (OR-CD2) National Republican Congressional Committee Chairman; and Rep. Steve Scalise
(LA-CD1) . We returned to our hotel after lunch. On 9:30 am Friday, March 18th the NFRW Spring
Board Meeting was called to order by President Carrie Almond. The meeting was adjourned at 12:30
pm on Saturday, March 19th. I will give my full report at our April 21st Membership Meeting.
Jo Marshall Scholarship
The Jo Marshall Memorial Scholarship Fund was created in 2001 in memory of Jo Marshall, who was a BCRW BOD, Past President and NvFRW - Southern Director.
Two $1,000.00 scholarships will be awarded, one to a Northern Nevada applicant and one to a Southern Nevada
applicant. Students attending UNR, UNLV, our state community colleges, and the Nevada State College are eligible to apply for a scholarship.
Funding for these scholarships is provided by the designated $100.00 donations given directly to the scholarship
fund by each club.
Each NvFRW club president may submit a maximum of two (2) sponsored applications. All applications must be
received by the Jo Marshall Scholarship Chair by September 1, 2016. The scholarships will be awarded on or before October 1, 2016.
Applicant Criteria for Consideration
Must be a female resident of Nevada and a registered Republican
Must be enrolled as a “degree seeking” student in her Junior or Senior year at a Nevada University
Must have a minimum GPA of 3.0 and have carried 12 credit hours in the semester prior to September 1, 2016
Must be sponsored by a NvFRW Club and the application signed by the President and/or First Vice President of
the sponsoring Club (Each club may submit a maximum of two sponsored applications for consideration)
Applicant’s Responsibilities for consideration
Must submit two letters of recommendation from non-relatives
Must submit a biographical essay describing a significant achievement and a time when the applicant grew as a
person
Must submit the most recent official university transcript available and proof of current registration

Senate Bill 524 aims to combat the prescription opioid and heroin epidemics.
The name of this bill is the Comprehensive Addiction and Recovery Act of 2016. Last year overdoses from
prescription drugs, opioid pain relievers, and heroin surpassed car accidents as the leading cause of injury related deaths in America according to the Centers for Disease Control. Heroin overdoses have more than tripled in the last five years. The presidential campaign has helped bring this issue to the national forefront. During the campaign season Jeb Bush, Chris Christie, Carly Fiorina, John Kasich and Ted Cruz have all shared
their stories about family members and friends who have overdosed. Here is a brief summary of S-524:
• Expand the availability of naloxone (which can counter the effects of a heroin or opioid overdose) to law
enforcement agencies and other first responders.
• Improve prescription drug monitoring programs to help monitor and track prescription drug diversion and
help at risk individuals access services. Current programs have inefficiencies that allow many individuals to
game the system and obtain more drugs than they should.
• Shift resources towards identifying and treating incarcerated people who are suffering from addiction, rather
than just punishment as is often the case currently.
• Prohibit the Department of Education from including questions about the conviction of an applicant for the
possession or sale of illegal drugs on the Free Application for Federal Student Aid financial aid form.
This appears to be one of the few political issues with potential bipartisan agreement. This bill was written by
Democrat Senator Sheldon Whitehouse of Rhode Island. It has 42 co-sponsors: 24 Democrats, 16 Republicans, and 2 Independents. Currently, neither Senator Heller nor Senator Reid are listed as co-sponsors.

Eighteen-year member Rosalie O'Grady is leaving Nevada. She and her husband Richard have sold their home here
and are moving to their second home in Grand River, Iowa. We will miss seeing her at the luncheons, and hope
that when they are in Nevada visiting their daughter and grandkids, they will stop by BCRW for a visit. We wish
them happiness in their new adventure.
We want to welcome Jami Axelson (Joan McCartney’s daughter-in-law) as a new member. Jami joined BCRW at
our March Membership Meeting.

Membership Meeting
Thursday, March 17, 2016
The general meeting of the Boulder City Republican Women was called to order by 1st Vice President Norma Barth at
11:43 am, Thursday, March 17, 2016, in the banquet room of the Railroad Pass Hotel & Casino.
Chaplain Norma Barth gave the invocation. The Pledge of Allegiance was led by Joan McCartney. Norma welcomed and
introduced: Judge Eric Johnson, 8th Judicial Court Bench; Congressional District 3 candidate State Senator Michael
Roberson, District 20; Congressional District 3 candidate Assemblywoman Michele Fiore, District 4; Congressional District 3 candidate Andy Matthews, Ken Minster, Joe Heck campaign; Jami Axelson, daughter-in-law of Joan McCartney;
Del Kidd, husband of Judy Kidd; Jim Murphy, husband of Pam Murphy; Anita Pocius, guest of Glenna Ramsay; Pam
Secord, guest of Sara Weber; Kereen Stoll, guest of Pam Murphy; Dawn Dent and Shirley Sparks, guests of Edna Komada.
Norma called for corrections to the February 18, 2016 minutes which were printed in the March newsletter. There being
no corrections, the minutes were approved as published.
Vicki Keller then spoke about the BCRW Bowling Fundraiser happening on Saturday, April 30th from 11:00 am to 1:00
pm at the Boulder Bowl. The cost is $20.00 per bowler and includes shoe rental and 2 games. Cost for being a spectator
is $5.00. You do not need to be a member to participate. This event is open to everyone. Finger foods, Hors d’oeuvres
and water will be provided. Other drink options can be purchased at the Boulder Bowl. The bowling event will be an 8
pin no tap. Vicki explained that you if knock down 8 or more pins on the first ball that you can score a strike. She encouraged all of us to attend.
Norma then took the floor once again to recognize longtime member Bernice Delabarre. Over the years Bernice has held
many offices and served on countless committees. One of her favorite pastimes is building wonderful dollhouses. She
donated her most recent creation to the Fisher House adjacent to the VA Hospital in Las Vegas. Families of loved ones
receiving treatment at this hospital can stay at the Fisher House at no charge. Norma went on to say that this dollhouse
will be enjoyed for many years. Norma then presented Bernice with a blue denim sequined cap with an elephant on it as
a small token of affection and appreciation from the club. Bernice thanked everyone for their generosity that enabled her
to furnish the entire dollhouse. She mentioned that there was even a goldenretriever included in the dollhouse. Norma
read a note from Codie Andrews of Fisher House that thanked BCRW for their generous donation of the dollhouse.
Following lunch, Norma introduced the guest speakers, both of whom are Congressional District 3 candidates. Assemblywoman Michele Fiore spoke first. Ms. Fiore represents Clark County Assembly District 4 and was re-elected to her 2nd
term in 2014. She was born in Brooklyn, New York and has lived in Nevada since 1993. She is the mother of 2 daughters
and has 4 grandchildren. Since 2003 her home healthcare company Always There 4 You has created more than 1,800
jobs for Nevadans. She is an ardent supporter of the 2nd amendment. She sponsored Assembly Bill 148 that would have
allowed concealed weapons on college campuses. Among the issues she spoke about was the Cliven Bundy situation,
commenting that “The federal government should not show up with guns to collect on a debt.” She assured us that she
would always fight for the rights of all Nevadans.
Michael Roberson spoke next. In 2010 he was elected to the Nevada State Senate representing Clark County District 20
and was re-elected in 2014. He was born in Webb City, Missouri and has lived in Nevada since 2000. In 1996 he earned
his law degree from the University of Kansas School of Law. Currently he is an attorney with the law firm of Kolesar &
Leatham. He has a wife named Liberty. He spent the majority of his speech talking about what he felt he had accomplished in the state senate. During his time there he was elected majority leader. He worked with Governor Sandoval to

Ken Minster spoke briefly about the Joe Heck campaign. He asked for our help in contacting voters in Boulder City by
knocking on doors. He invited all of us to stop by Joe Heck’s campaign office and give whatever support we could.
ANNOUNCEMENTS:
• The NvFRW Spring Board of Directors meeting will be held at the Alexis Park All Suite Resort in Las Vegas on Friday,
April 15th and Saturday, April 16th. Registration is open to any BCRW member and costs $60.00 which is due by March
31st. If you wish to attend, send an email to [email protected]. There will be a parliamentary workshop on Friday, April
15th from 2:30 to 4:30 pm.
• BCRW Bowling Fundraiser will be held on Saturday, April 30th from 11:00 am to 1:00 pm at the Boulder Bowl.
• The next board meeting will be on Tuesday, April 5th at 10:00 am at the Boulder City Library. All are welcome.
• Jami Axelson has become a new member.
