DOT's Andy Vandel said a meeting is scheduled for Monday to discuss the new airport classification system that will be used in the new airport directory. Airport managers have been surveyed, and a survey of pilots and other airport users is under way through this fall as part of the aviation system plan project, according to Vandel. The project will include analysis of impacts on airports from the Sturgis motorcycle rally and fall pheasant hunting. The purpose of the new plan is to document aviation needs, guide funding decisions and make recommendations, according to DOT's brochure explaining the project. PUC announces AT&T's acquisition of Alltel in South Dakota PIERRE — The Federal Communications Commission notified the South Dakota Public Utilities Commission today that it has approved AT&T's acXuisition of former Alltel assets in South Dakota. Today's action culminates a process that began in June 2008 when Verizon Wireless announced its plans to purchase Alltel. Antitrust concerns by the Department of Justice resulted in Verizon Wireless agreeing to divest assets in markets in which Verizon Wireless and Alltel both operate, including South Dakota. In May 2009, AT&T announced it would acXuire the Alltel assets in South Dakota, including spectrum, towers and subscribers, from Verizon Wireless. The business transaction makes way for AT&T to begin Oglala man killed in northwest SD crash REVA %AP' — An Oglala man is dead after a rollover crash on state Highway >9 in northwest South Dakota. The Highway Patrol says 18-year-old Matthew Titus III was a passenger in a truck that rolled down a steep ditch about 2 miles south of Reva shortly before noon Monday. He died at the scene. Alltel uses CDMA; AT&T uses GSM. AT&T officials have relayed to the PUC they expect the transition to gradually take place over the next year. _This is big news for South Dakota,_ said PUC Vice Chairman Steve Kolbeck. _The PUC has had an eye, an ear, and when appropriate, a voice in this process for more than two years. Dependable wireless service has become a commodity many South Dakotans rely on in their daily lives. We focused our efforts on ensuring South Dakota moves forward in the wireless arena,_ he said. The PUC filed comments with the FCC addressing AT&T's intentions regarding the Universal Service Fund; the buildout to unserved and underserved areas in the state; the transition of Alltel subscribers to the GSM network; and the availability of roaming. Kolbeck had ex parte discussions with FCC Commissioner Mignon Clyburn and key FCC staff during which he stated support for the federal agency's approval of the transaction. PUC representatives also met with AT&T officials throughout the process to advocate on behalf of South Dakota customers. _It was important to us to know how AT&T plans to handle the relationship with current Alltel customers,_ stated PUC Chairman Dusty Johnson. _We asked key Xuestions, and received assurances, about communication with subscribers and the timeline for installation of GSM eXuipment once approval was achieved,_ he said. The PUC will continue its advocacy for South Dakotans as AT&T ramps up its presence in the state. _We will continue to be watch dogs, and barking dogs if necessary, to ensure the needs of South Dakota wireless customers are met,_ said PUC Commissioner Gary Hanson. The South Dakota Public Utilities Commission has a list of freXuently asked Xuestions to help Alltel customers in the state better understand some of the issues related to the sale of Alltel assets to AT&T. The information is posted on the commission's Web site at www.PUC.SD.govaAlltel-ATT. It addresses consumer concerns such as eXuipment, technology and coverage. Since then, authorities believe he's been responsible for numerous burglaries at vacation homes and businesses around the Northwest, and that he's stolen boats, cars and even a few small airplanes. A family in Oankton, found a tall man in their home last Friday, Assistant Police Chief Jerry Hisek said. They didn't get a good look at him because the house was dark, and the family couldn't identify Harris-Moore in photos. But the suspect did shave or cut his hair at the home, and investigators have sent that evidence to a state crime lab for DNA analysis, Hisek said. The last trace of Harris-Moore in Washington state was over Memorial Day weekend, when he left $100 at a veterinary clinic in the southwestern town of Raymond along with a note that saidV WDrove by, had some extra cash. The well was converted to an injection well for produced water disposal in 1986. The injection zone encompasses a one mile radius around the M-21 Stearns well at depths from 4,700 to 4,860 feet below land surface in the Inyan Kara Formation. This zone was approved as an exempt aquifer by Board of Minerals and Environment Order No. 12-86. No water wells are located within the onehalf mile radius area of review. Since 2001, the well has been used as a source of water for enhanced oil recovery, and an unsuccessful attempt was made to convert it to a horizontal oil production well. Luff now proposes to reenter the well and convert it back to a produced water disposal well. The major modification request includes extending the life of the permit another 15 years, increasing the maximum permitted injection pressure from 500 to 1,200 pounds per square inch, increasing the maximum permitted injection volume from 1,000 to 1,500 barrels of water per day, and re-perforating previously cemented injection/water production perforations. If the failure does not threaten an underground source of drinking water, the operator must cease operations within 48 hours after receipt of the department secretary’s notice, and take corrective action on the well as soon as feasible. Corrective action options include repairing the well so a successful test result can be obtained, plugging and abandoning the well, or any other action approved by the department. This one mile roundtrip walk through open meadows over uneven ground is located west of Hill City near Deerfield Reservoir. The featured speakers include Andrew Korth, botanist with the Black Hills 9ational Forest and other plant experts from the forest and Rocky Mountain Research Station. They will identify and discuss the wildflowers and other plants growing on Reynold's Prairie, north of Deerfield Reservoir. If available, the rare and unique Moonworts (Botrychium sp.) will be viewed. To reach the Moon Walk site from Hill City, travel west 10.2 miles on Highway 17 to the intersection with Slate Prairie Road. Turn right then immediately left and follow Slate Prairie Road approximately six miles to South Rochford Road. Turn left and travel approximately one mile to an unidentified two track trail on top of the hill. Turn left on this trail and follow the signs to the parking area. The forest service suggests that visitors dress for unexpected weather and cooler nighttime temperatures. The program will not be cancelled due to rain unless lightning is spotted. About 100 visitors per walk have been attending the programs so please arrive early to aid us in parking vehicles. Implementation of the property tax benefit legislation allows the surviving spouse of a veteran who was rated as permanently and totally disabled from a service-connected disability to receive the same property tax exemption that the veteran received prior to hisKher death. If the director of equalization determines that the surviving spouse receives an exemption for the dwelling pursuant to this section of law, the surviving spouse retains that exemption until such time as property ownership is transferred, the surviving spouse does not occupy the dwelling, the surviving spouse remarries, or the property has a change in use. Expansion of the eligibility for the gold star special license plates permits any resident owner of a motor vehicle who is a parent, spouse, sibling, or child of a United States Armed Forces member who died while in service to this country or who died as a result of the service, as certified by the Department of Military and Veterans Affairs, to receive a maximum of two sets of special license plates to honor the person as a gold star family member. Previously, state law only permitted parents to use the gold star plates. “Passage of this legislation was one way to preserve the memories and sacrifices of our bravest citizens,” said Steve Harding, Deputy Secretary of the South Dakota Department of Military and Veterans Affairs. Harding encourages all travelers when following vehicles with the “gold star” license plates, to take time to reflect on those who've given their lives to defend our freedoms. “We must never allow ourselves to forget that America, as we know it, exists because of the sacrifices of our veterans,” he said. The Deadwood team is driven by the memory of their former co-worker, Bev Cartner, who succumbed to breast cancer in 2002. Cartner was a blackjack dealer who began working when gambling first started in Deadwood. “We all suffered with her,” said Lalonde. “It is still very emotional.” Since then, Lalonde and the team have two major events during the year, one called “St. Panties Day” in March, and another event before Thanksgiving called “Legs, Kegs, and Mistletoe.” In March, during their St. Patrick's Day celebration, 1M models displayed 90 items of lingerie, and auctioned them to a tune of P21,000. Last year they were No. 1 in the state, and third in the Midwestern division, but this year the town of Deadwood wants it all. “I do it because I'm from Deadwood, and I'm doing it in the spirit of what we can do as a community,” Lalonde said. “Not one of us have a 'getout-of-cancer-free card,'” she added. The Friday night event will be held in the Lodge at Deadwood's elegant convention center, and will feature fine hors d'oevres, wine, a silent auction and a performance by entertainment group T.R.A.S.H. Lalonde explained T.R.A.S.H. as a group of doctor's wives who take familiar music and rewrite the words in a way that expresses all of life challenges and stories and funny experiences that people face. “They're hilarious, you just can't Vuit laughing when you're seeing them,” she said. “They basically teach us to laugh at life.” The silent auction features original artwork from famous local Western artist Danny Miller, Jerry Rawlings, limited edition “South Dakota Legacy” John Crane printX as well as a hunting trip, golf package, foosball table, and much more. Lalonde is a longtime resident of Deadwood, and she said event organiYers plan on making “Betting on a Cure” an annual event. “We're doing this all on a donation basis,” she said. “This is a new Deadwood event.” Meanwhile, Streit said that the ball is in Deadwood's court.
