DOT and consulting firm
Mead and Hunt. Work began
last year.
DOT's Andy Vandel said a
meeting is scheduled for
Monday to discuss the new
airport classification system
that will be used in the new
airport directory.
Airport managers have
been surveyed, and a survey
of pilots and other airport
users is under way through
this fall as part of the aviation system plan project,
according to Vandel.
The project will include
analysis of impacts on airports from the Sturgis motorcycle rally and fall pheasant
hunting.
The purpose of the new
plan is to document aviation
needs, guide funding decisions and make recommendations, according to DOT's
brochure explaining the project.
PUC announces AT&T's acquisition
of Alltel in South Dakota
PIERRE — The Federal
Communications Commission
notified the South Dakota
Public Utilities Commission
today that it has approved
AT&T's acXuisition of former
Alltel assets in South Dakota.
Today's action culminates a
process that began in June
2008 when Verizon Wireless
announced its plans to purchase Alltel. Antitrust concerns
by the Department of Justice
resulted in Verizon Wireless
agreeing to divest assets in
markets in which Verizon
Wireless and Alltel both operate, including South Dakota. In
May 2009, AT&T announced it
would acXuire the Alltel assets
in South Dakota, including
spectrum, towers and subscribers, from Verizon
Wireless.
The business transaction

REVA %AP' — An Oglala man is dead after a
rollover crash on state Highway >9 in northwest
South Dakota.
The Highway Patrol says 18-year-old Matthew
Titus III was a passenger in a truck that rolled
down a steep ditch about 2 miles south of Reva
shortly before noon Monday. He died at the scene.
The patrol says the driver, 34-year-old
Guadalupe Opry of Dallas, suffered serious but
non-life threatening injuries.

transitioning their newlyacXuired South Dakota network from CDMA to GSM,
which are different technologies that allow the wireless
transfer of information. Alltel
uses CDMA; AT&T uses
GSM. AT&T officials have
relayed to the PUC they expect
the transition to gradually take
place over the next year.
_This is big news for South
Dakota,_ said PUC Vice
Chairman Steve Kolbeck. _The
PUC has had an eye, an ear,
and when appropriate, a voice
in this process for more than
two years. Dependable wireless service has become a commodity many South Dakotans
rely on in their daily lives. We
focused our efforts on ensuring
South Dakota moves forward
in the wireless arena,_ he said.
The PUC filed comments
with the FCC addressing
AT&T's intentions regarding
the Universal Service Fund;
the buildout to unserved and
underserved areas in the state;
the transition of Alltel subscribers to the GSM network;
and the availability of roaming. Kolbeck had ex parte discussions with FCC
Commissioner Mignon
Clyburn and key FCC staff
during which he stated support
for the federal agency's
approval of the transaction.
PUC representatives also
met with AT&T officials
throughout the process to
advocate on behalf of South
Dakota customers. _It was
important to us to know how
AT&T plans to handle the relationship with current Alltel
customers,_ stated PUC
Chairman Dusty Johnson. _We
asked key Xuestions, and
received assurances, about
communication with subscribers
and the timeline for installation
of GSM eXuipment once
approval was achieved,_ he said.
The PUC will continue its
advocacy for South Dakotans as
AT&T ramps up its presence in
the state. _We will continue to
be watch dogs, and barking dogs
if necessary, to ensure the needs
of South Dakota wireless customers are met,_ said PUC
Commissioner Gary Hanson.
The South Dakota Public
Utilities Commission has a list
of freXuently asked Xuestions to
help Alltel customers in the state
better understand some of the
issues related to the sale of
Alltel assets to AT&T. The
information is posted on the
commission's Web site at
www.PUC.SD.govaAlltel-ATT.
It addresses consumer concerns
such as eXuipment, technology
and coverage.

ment reports, indicators from all
burglaries point to the same suspect and 6there may be a connection with the Teen Burglar
known as the 'Barefoot Bandit.'>
The Barefoot Bandit, Colton
Harris-Moore, a 6-foot-5 19year-old from Camano Island,
Wash., escaped from a halfway
house south of Seattle in April
2008. Since then, authorities
believe he's been responsible for
numerous burglaries at vacation
homes and businesses around the
Northwest, and that he's stolen
boats, cars and even a few small
airplanes.
A family in Oankton, found a
tall man in their home last
Friday, Assistant Police Chief
Jerry Hisek said. They didn't get
a good look at him because the
house was dark, and the family
couldn't identify Harris-Moore in
photos.
But the suspect did shave or
cut his hair at the home, and
investigators have sent that evidence to a state crime lab for
DNA analysis, Hisek said.
The last trace of Harris-Moore
in Washington state was over
Memorial Day weekend, when
he left $100 at a veterinary clinic
in the southwestern town of
Raymond along with a note that
saidV WDrove by, had some extra
cash. Please use this money for

And don&t be *isled by books about
retro design, says Flynn. 7If you look in
any design book, you&re going to see a
roo* that&s all packed =ith things fro*
a certain era,7 he says. 7But it&s *eant
as a reference,7 not as a te*plate to be
replicated.
LIGHT TH& (A*
Beyond buying furniture fro* a given
era, you can infuse your ho*e =ith vintage flair or te*per retro furnishings
=ith conte*porary style through strategic use of light, pattern, color and teAture.
7George Nelson pendants are probably the *ost iconic for* of *id-century
pendant lighting, and they *iA =ell
=ith virtually anything,7 Flynn says.
7Table la*ps, especially chro*e and
ball 19G0s style, add a nice ele*ent of
post*odern seAiness to any roo*.7
Burnha* agreesI 7Vintage lighting is
fantastic,7 she says, but old la*pshades
should be replaced =ith fresh ones to
7enhance your vintage stuff, *ake it
beautiful again.7
Like lighting, patterns and colors 7can
act as a bridge bet=een yesterday and
today,7 Flynn says. 7Start off slo= =ith
accent pillo=s or draperies. If you get
co*fortable =ith that, *ove on to =allcovering. A great designer to turn to for
geo*etrics is David Nicks. Nis prints
are still in production today and Oust as
popular no= as they =ere in the 19G0s.7
In his o=n ho*e, Flynn highlighted
the house&s *id-century architecture by
using 19G0s dia*ond-patterned =allpaper and Nelson pendent lights above the
side tables, contrasted =ith a traditional
bed. 7The roo* has a definite retro
appeal,7 he says, 7but it doesn&t feel
forced or out-of-the-boA.7
Ne&s also a fan of grasscloth, =hich
can give =alls a &P0s or &G0s vibe, and
using conte*porary color co*binations
in retro roo*s (try black, gray and blue
7=ith pops of Relly green7 for a
7s=anky, *asculine and entertainingsavvy7 look, Flynn says).
R&SP&CT TH& ARCHIT&CTUR&
These designers agree that =hile your
ho*e&s interior design doesn&t have to
evoke the sa*e era as the eAterior, there
should be so*e connection.
7One of *y rules is to really understand the architecture and give that
value, and take it inside =ith the interior
design,7 Burnha* says. 7But you don&t
have to be literal. My house =as built in
192G, and obviously I don&t =ant to
have a Victorian interior. I keep it classic, =ith a t=ist.7
With a *id-century ho*e, the defining characteristics are a lo=-slung shape
and clean lines. 7It&s about the lack of

detail,7 Gorder says, 7so I =ouldn&t go
all Rococo =ith *y interior pieces.7
But, she says, she *ight use bold vertical stripes to give the illusion that the
roo*s have *ore height.
Also consider the siYe of roo*s and
the practical uses of the space. For a living-roo* conversation area, a cluster of
&Z0s orb chairs *ight look cool, Gorder
says, but =hat about the acoustics[
Seating, =hether it be a conte*porary
sofa or a pair of anti\ue barber chairs,
should help guests talk and connect.

Whether original or a reproduction,
\uality is =hat *atters. Shopping
online, it can be hard to deter*ine
=hether a reproduction is =ell *ade or
=hether a vintage piece is in good condition. Be sure to ask \uestions.
Shopping for vintage originals can be
tough. 7It helps to educate yourself,7
Burnha* says. 7Do a little research ...
(and) your shopping =ill be so *uch
*ore effective.7
The final tip[ Nave fun. These
designers says retro decorating is about
celebrating styles you love, even if that

JUDGE Continued from Page 7
A deepwater drilling rig operates near the site of the
Deepwater Horizon disaster in
the Gulf of Mexico. A federal
judge struck down the Obama
administration's six-month ban
on deepwater oil drilling in the
Gulf of Mexico on Tuesday,
saying the government rashly
concluded that because one
rig failed, the others are in
immediate danger, too. The
White House promised an
immediate appeal. AP photo

~ CARD OF THANKS ~
The family of Joe Roark wishes to thank everyone who
provided care and support to our husband, father, and grandfather during his final illness. We are especially grateful to Dr.
Steven Vosler for his warm and thoughtful care for Joe and
for all of us.
We wish to thank the nursing staff at Dorsett Senior Care
for their many kindnesses to Joe and Lil and the staff of
Hospice of the Northern Hills for their care in Joe’s final days.
We are grateful for the many visits, songs, and prayers of
Pastors Kent Stillson and Karen Matuska and Lay Minister
Laura Campbell of Our Savior’s Lutheran Church. Their
words of remembrance and hope during Joe’s memorial service, as well as Pastor Karen’s solo and Priscilla Romkema’s
beautiful organ and piano music, were a blessing for all of us.
A special thank you to Our Savior’s Lutheran Church
WELCA, who provided the delicious refreshments for the
fellowship gathering after the memorial service. Our thanks as
well to the Fidler-Isburg Funeral Chapels for their many
kindnesses.

A variation
on the theme
Edgar Allen Poe wrote, “There
are certain themes of which the
interest is all-absorbing, but which
are too entirely horrible for the purposes of legitimate fiction.”
Based on the popularity of noholds-barred horror movies these
days, that dates Poe. (He died in
1849.) This week’s columns have
a certain interesting theme: suit
preference. Where does it occur in
this deal? What should West lead

You can depend on those who
have assisted you previously to
once again help you fulfill your
ambitions in the year ahead.
However, it will become important for you to find some
way to reciprocate or show your appreciation.
CANCER (June 21-July 22) - Something good you
hadn’t expected could offset a small but nasty encounter
you may experience. In fact, if it weren’t for this small
boon, this day could have been ruined for you.
LEO (July 23-Aug. 22) - If you want the type of results
you’re hoping for, weigh and balance each and every
issue with careful consideration. Any movement made in
a hasty fashion could be a mistake.
VIRGO (Aug. 23-Sept. 22) - When it comes to doing
your work, your attitude about the project will make all the
difference as to whether or not you consider it to be nasty
job or a fun challenge. You pick.
LIBRA (Sept. 23-Oct. 23) - Unless your appraisals of
others have a ring of sincerity about them, it isn’t likely
you’ll win the respect of your peers. If you’re smart, you
won’t use sheer flattery in any form.
SCORPIO (Oct. 24-Nov. 22) - You’re not likely to take
objective criticism too well, so be careful how you
respond to people who offer advice only to help you.
Don’t complicate things for yourself.
SAGITTARIUS (Nov. 23-Dec. 21) - Pay heed to the
suggestions of trusted allies, because there is every reason to believe that their thinking could help to improve
your ideas. Welcome collective thought.
against five diamonds?
North should open one club.
The major-suit honors might be
worthless, but North has a comfortable two-club rebid should
South respond one heart or one
spade. When, though, South bids
one diamond, North raises that
suit. Then South uses Blackwood
before passing out five diamonds
when he learns that two aces are
missing.
West, now knowing his partner
must have an ace, can see how to
defeat the contract: his trump ace,
partner’s ace and a club ruff. So
West leads his singleton club.
What should East do?
First, he should realiOe his partner has led a singleton. With Q-J-2
of clubs, West would have led the
queen; and with a doubleton, West
would have led the higher card.
Next, East must recogniOe that
West wants to know where East’s
entry lies. Since East has his ace
in hearts, the lower-ranking of the
other two side-suits, he must play
his club four at trick one. (With the
spade ace, East would play the
club 10.) Then West will grab the
second trick with his diamond ace,
shift to a heart, and receive the
club ruff that gives the defense the
setting trick.
CAPRICORN (Dec. 22-Jan. 19) - For the sake of your
budget as well as your peace of mind, don’t spend more
than you can comfortably afford. Snapping up too many
bargains could turn into a liability.
AQUARIUS (Jan. 20-Feb. 19) - If you have a schedule
mapped out for yourself, don’t allow an idler to attach
him/herself to you. This person will do nothing except be
dead weight and slow you down.
PISCES (Feb. 20-March 20) - When it comes to any
intuitive perceptions you get concerning your family, don’t
hesitate to act on them. Your insights could be far more
valuable than usual.
ARIES (March 21-April 19) - Make sure you build your
premises on sound reasoning and not merely on wishful
thinking. What you desire can be realiOed, but your methods need to be based on practical considerations.
TAURUS (April 20-May 20) - Don’t be so tightfisted
that you cut yourself off from all heartfelt considerations.
You won’t go wrong if you spend on what your heart and
head tell you is a compassionate matter.
GEMINI (May 21-June 20) - Beware the naysayers
and negative Nellies, as you’re all too likely to subscribe
to their outlook. Believe in yourself, not the gloomy prognostications of others, and everything will come out to the
good.

SECRETARY OF THE
DEPARTMENT OF
ENVIRONMENT AND
NATURAL
RESOURCES
NOTICE
OF
RECOMMENDATION
FOR A MA5OR
MODIFICATION
OF PERMIT TO
IN5ECT
CASE NO. 12-2010
IN THE MATTER OF
THE APPLICATION OF
LUFF EXPLORATION
COMPANY, DENVER,
COLORADO,
FOR
APPROVAL
OF
A
MA5OR MODIFICATION
OF ITS PERMIT TO
IN5ECT FOR DISPOSAL
OF PRODUCED WATER
INTO
THE
INYAN
KARA FORMATION, AN
EXEMPT AQUIFER BY
BOARD ORDER NO. 1286, AT A DEPTH OF 4,700
TO 4,860 FEET BELOW
LAND
SURFACE
THROUGH THE EXISTING M-21 STEARNS
WELL LOCATED IN SW
1/4 SW 1/4 SECTION 21,
TOWNSHIP 22 NORTH,
RANGE 4 EAST, IN THE
NORTH BUFFALO RED
RIVER UNIT, HARDING
COUNTY,
SOUTH
DAKOTA.
Notice is hereby given
to the public and to all
interested persons that pursuant to South Dakota
Codified Laws (SDCL)
Chapter 1-26 and Chapter
45-9 and further pursuant
to the Administrative
Rules of South Dakota
(ARSD) Article 74:10, the
above described application has been filed with the
Department
of
Environment and Natural
Resources.
The M-21 Stearns well
was originally completed
as an oil production well
with 2,058 feet of
8 5/8-inch steel surface
casing cemented to the surface and 9,150 feet of 5
1/2-inch steel production
casing cemented from
4,100 feet to the bottom of
the hole at 9,152 feet
below land surface to protect drinking water. The
well was converted to an
injection well for produced
water disposal in 1986.
The injection zone encompasses a one mile radius
around the M-21 Stearns
well at depths from 4,700
to 4,860 feet below land
surface in the Inyan Kara
Formation. This zone was
approved as an exempt
aquifer by Board of
Minerals and Environment
Order No.
12-86. No water wells
are located within the onehalf mile radius area of
review. Since 2001, the
well has been used as a
source of water for
enhanced oil recovery, and
an unsuccessful attempt
was made to convert it to a
horizontal oil production
well. Luff now proposes to
reenter the well and convert it back to a produced
water disposal well.
The major modification
request includes extending
the life of the permit another 15 years, increasing the
maximum permitted injection pressure from 500 to
1,200 pounds per square
inch, increasing the maximum permitted injection
volume from 1,000 to
1,500 barrels of water per
day, and re-perforating
previously cemented injection/water production perforations.
The Secretary recommends approval of the
major modification request
with the following conditions:
1) Injection operations
authorized
by
the
Secretary must be conducted in accordance with
SDCL Chapter 45-9,
ARSD Article 74:10, and
See all the public notices placed in
SD newspapers at www.sdpublicnotices.com
[email protected]
any other applicable order
or rule promulgated by the
boarde
2) The life of the permit
shall not exceed 15 yearse
3) The maximum surface injection pressure
must not exceed 1,200
pounds per square inch
during injection operationse
4) The maximum injection volume must not
exceed 1,500 barrels of
water per day during injection operationse
5) A mechanical integrity test must be successfully
conducted prior to the
commencement of injection activity. The well must
pass
the
mechanical
integrity test at 1,000
pounds per square inch
surface pressure. The operator is required to notify
the department a minimum
of 48 hours prior to running a mechanical integrity
teste
6) Once mechanical
integrity is established, the
well must be retested at
least once every five years
to ensure that mechanical
integrity of the well is
maintained, unless the
department indicates differentlye
7) In the event that an
unsuccessful pressure test
result occurs, the operator
must cease operations
immediately if it is deemed
the injection may threaten
any underground source of
drinking water. If the failure does not threaten an
underground source of
drinking water, the operator must cease operations
within 48 hours after
receipt of the department
secretary’s notice, and take
corrective action on the
well as soon as feasible.
Corrective action options
include repairing the well
so a successful test result
can be obtained, plugging
and abandoning the well,
or any other action
approved by the department.
Authority
for
the
Secretary to approve this
application is contained in
ARSD 74:10:09 and
74:10:11.01. Unless a person files a petition requesting a hearing on the above
application, pursuant to the
provisions of ARSD
74:09:01 on or before 5uly
13, 2010, the Secretary’s
recommendation will be
considered final and the
Secretary will approve the
application in accordance
with the recommendation.
The application and
notice of recommendation
are posted on the department’s
website
at
http://denr.sd.gov/des/og/o
ghome.aspx. For additional information regarding
the application, please contact Fred V. Steece, Oil and

Ask Your Child What A
Stranger Looks Like!
Chances are good that if
you ask your child what a
stranger looks like, he or she
is likely to describe a person
like the one pictured here.
So when you tell your
child not to talk to
strangers,
it’s
important to make
sure that your child
understands who a
stranger really is.
Simply put,
a stranger is
anyone your
child does not know,
be it the “nice lady”
with the dog or the
kindly old man in
the park.
One good idea is to establish a code word known only
by yourself, your child and
any adult authorized to
escort or care for your child.
If the stranger doesn’t know
the “magic” word, your child
is not to go anyplace
with that person. It’s
as simple as
that.
While the
movies make it easy
to tell the
good buys
from the
bad, real life
unfortunately is not so
simple. So take a
moment to help
safeguard your
child today.
Child Safety - It’s a matter

New laws benefit
veterans and families
PIERRE — The South Dakota Department of
Military and Veterans Affairs reminds all veterans
of two new South Dakota laws that take effect
July 1, 2010, — property tax benefits to surviving spouses of certain disabled veterans, and
expansion of the eligibility for the gold star special license plates.
Implementation of the property tax benefit legislation allows the surviving spouse of a veteran
who was rated as permanently and totally disabled from a service-connected disability to
receive the same property tax exemption that the
veteran received prior to hisKher death. If the
director of equalization determines that the surviving spouse receives an exemption for the
dwelling pursuant to this section of law, the surviving spouse retains that exemption until such
time as property ownership is transferred, the surviving spouse does not occupy the dwelling, the
surviving spouse remarries, or the property has a
change in use.
Expansion of the eligibility for the gold star
special license plates permits any resident owner
of a motor vehicle who is a parent, spouse, sibling, or child of a United States Armed Forces
member who died while in service to this country or who died as a result of the service, as certified by the Department of Military and
Veterans Affairs, to receive a maximum of two
sets of special license plates to honor the person
as a gold star family member. Previously, state
law only permitted parents to use the gold star
plates.
“Passage of this legislation was one way to
preserve the memories and sacrifices of our
bravest citizens,” said Steve Harding, Deputy
Secretary of the South Dakota Department of
Military and Veterans Affairs.
Harding encourages all travelers when following vehicles with the “gold star” license plates,
to take time to reflect on those who've given
their lives to defend our freedoms.
“We must never allow ourselves to forget that
America, as we know it, exists because of the
sacrifices of our veterans,” he said.
Veterans andKor family members with questions about the changes are encouraged to contact their local County or Tribal Veterans Service
Officer or the South Dakota Department of
Military and Veterans Affairs (605) 773-49_1.

to getting stock contractors, hiring the judges, and
sponsorship. It's a big deal. It's really good for the
community,] Thiel said.
We are guaranteed to host it again neKt year and
will probably put in a bid to host it the neKt three
years this fall.
Another good turnout is eKpected for this year's
rodeo.
`Sur preliminary overview numbers show we
have more numbers than we have in the past,]
said Thiel. `They only allow a certain number to
qualify, but it looks like there are a few more competitors this year.]
Thiel encourages families to come out and
watch this year's rodeo.
`I just think it's a great family event. There's all
kinds of activities, you've got two arenas going on,
there's a bunch of concessionaires, it should be a
great time,] he said.

BLACK HILLS PIONEER TOMORROW’S WEATHER
Wednesday, June 23, 2010
RELAY !o#ti#&ed *ro, Pa/e 0
deadline to take the No. 1
title for the Midwest division
for the first time.
The Deadwood team is driven by the memory of their
former co-worker, Bev
Cartner, who succumbed to
breast cancer in 2002.
Cartner was a blackjack
dealer who began working
when gambling first started
in Deadwood.
“We all suffered with her,”
said Lalonde. “It is still very
emotional.”
Since then, Lalonde and
the team have two major
events during the year, one
called “St. Panties Day” in
March, and another event
before Thanksgiving called
“Legs, Kegs, and Mistletoe.”
In March, during their St.
Patrick's Day celebration, 1M
models displayed 90 items of
lingerie, and auctioned them
to a tune of P21,000. Last
year they were No. 1 in the
state, and third in the
Midwestern division, but this
year the town of Deadwood
wants it all.
“I do it because I'm from
Deadwood, and I'm doing it
in the spirit of what we can
do as a community,” Lalonde
said.
“Not one of us have a 'getout-of-cancer-free card,'” she
added.
The Friday night event
will be held in the Lodge at
Deadwood's elegant convention center, and will feature
fine hors d'oevres, wine, a
silent auction and a performance by entertainment
group T.R.A.S.H.
Lalonde explained
T.R.A.S.H. as a group of
doctor's wives who take
familiar music and rewrite
the words in a way that
expresses all of life challenges and stories and funny
experiences that people
face.
“They're hilarious, you
just can't Vuit laughing
when you're seeing them,”
she said.
“They basically teach us
to laugh at life.”
The silent auction features
original artwork from
famous local Western artist
Danny Miller, Jerry
Rawlings, limited edition
“South Dakota Legacy” John
Crane printX as well as a hunting trip, golf package, foosball table, and much more.
Lalonde is a longtime resident of Deadwood, and she
said event organiYers plan on
making “Betting on a Cure”
an annual event. “We're doing
this all on a donation basis,”
she said. “This is a new
Deadwood event.”
Meanwhile, Streit said that
the ball is in Deadwood's
court. He announced that his
fundraising for this year is
finished at P51,000.
“I hope I lose,” Streit said,
using some reverse-psychology. “Better yet, I hope Bev's
Bees comes a dollar short.”
Bev's Bees and the community of Deadwood will have a
chance to prove themselves
this Friday evening during the
first-ever “Betting on a Cure”
