i)
a. Particulars of organization
In the present era of rapid industrialization, to ensure minimum acceptable standards,
quality remains the main consideration of Department and recent technological
advances have necessitated further development in the field of Technical Education.
The Technocrats at diploma and degree level play a vital role in the technical upgradation and competitive development of industries in the State. In order to cope up
with this requirement, constant development and up-gradation of engineers is of utmost
need. The Department envisages many programmes for modernization, strengthening
and expansion of Technical Education and hope to achieve these objectives in the near
future.
The Government of Haryana created Directorate of Technical Education. to promote,
guide and regulate Technical Institutions in the State.
The main responsibility of Technical Education Department is to provide Technical
manpower according to the requirement of industry in the State. The main
responsibilities of the Department are:1. To administer and provide infrastructure facilities to the institutions functioning
under the aegis of the department.
2. To formulate educational policies and programmes pertaining to technical
education.
3. To recognize the various courses being run in the Technical Institutions.
4. To start new courses with approval of the All India Council for Technical
Education, keeping in view the need of the industry in the emerging new
technologies.
5. To issue NOC for establishment of new degree level institutions.
6. To expand the training facilities by opening new institutions in the State
keeping in view the future requirement.
7. To equip the institutions with the modern machines as per need of the
industry.

i) b. Functions and duties of the Department
The major functions of the department are: 1) to promote and develop Technical Education in the State in a planned manner
by: a) Starting new courses in emerging new technologies with the approval of
AICTE
b) Opening new institutions in State to expand training facilities, with the
approval of AICTE.
c) Providing infrastructural facilities to the institutions functioning under the
aegis of the department.
2) to formulate educational policies and programmes and disseminate the
policies of the Govt. with respect to Technical Education System.
3) to plan annual budget allocation for technical education in State and ensure
optimal utilization of funds.
4) to ensure standards of Technical standards by facilitating
provision of State of Art quality education and training in areas
of Technical and Technician education.
5) to monitor the standards of Institutions and initiate corrective
measures.
6) to prescribe rules of recruitment, promotion for faculty.
7) to implement World Bank Assisted Project Tech. Ed.III.
8) to promote entrepreneurship development.

At Head Office level.
The Directorate is involved in planning, coordinating, monitoring and evaluation of Technical
Education Programmes, maintenance of standards, administration, direction, budgeting
and auditing and implementation of Government policies pertaining to development of
Technical Institutions.
The Director is also the competent authority in matter of ex-India leave, promotions, transfers,
and cases of appeal and punishment and policy matter with regard to group C and D
posts. For group C, he is also the appointing authority.
At Field Level
In the field, Principal of the Polytechnic is responsible for overall planning and management of
the academic and administrative activities of the institutes including optimal utilization of
resources. Principal is the implementing authority of plans and polices of the
Government notified from time to time. Principal performs the duties of Head of the
office at the institute level. He is the competent authority for all cases of group D
employees. Cases of group A, B& C also require the approval of Head of Institute
before sending for the final approval at the Head Office.
iii) b. Channels of supervision and accountability.
In the Head Office PUC (Official letter) is dealt by Assistant, who puts up the file to the
Superintendent/Deputy Superintendent who in turn submits this case to Assistant
Director/Deputy Director/ Joint Director. Routine cases are finalized at the level of Joint
Director/ Additional Directors whereas important cases are sent to the Director for the
further approval.
In the field head of the Institute/Principal acts has head of the office. Some cases are disposed
at the level of Principal and the cases, which require approval of Director or
Government, are sent to the Head Office by the Principal.
Every Officer/Official is accountable to the higher level Officer as depicted below:-

vi) The following documents are kept by the Directorate under its
control: vi). a. Personal file of every officer/official.
This file contains a complete record of the employee right from his appointment
in the Department. It includes details of his service for e.g. postings, promotions,
leaves, etc. and also all correspondence related to the employee.
vi). b. Service Book of every officer/official of the Directorate AND
Principals of Polytechnic.
It includes entries of personal data, increments, promotions, and service
verification, leave record, assured career progression scheme and all details of
service rendered.
v). c. Annual confidential report for every officer/official except class IV of
field officers.
The yearly performance appraisal of each employee is recorded in the form of
annual confidential report.
vii) The particulars of any
arrangement
that
exists
for

the public in relation to the
formulation of its policy or
administration thereof.

scheme (Direct Central Assistance

Monitoring & Evaluation.
Monitoring of progress will ensure
that the objectives are being
realized
constantly
and
no
deviation is taking place. To
ensure the proper implementation
of the Scheme of Community
Polytechnics it shall be monitored
at three different levels i.e.
(i) Polytechnic Level
(ii) District level
(iii) State Level
(i) Polytechnic Level
It should be the duty of the
Executive Committee of the
Community Polytechnic to ensure
that the work is progressing as per
the approved operational plan.
They should analyze any deviation
and take corrective action.

(ii) District Level
Community Polytechnic constitutes the focal points of implementation whereas their
Extension
Centres
become
the
delivery
points
to
transfer
rural
technology to rural masses. It is envisaged that community polytechnics will act as
resource centres. Monitoring of task at the operational level shall be carried out by the
Advisory Committee set up at the Community Polytechnic which receives the necessary
feedback from village Panchayats, NGOs, retired professionals and, other participating
agencies.
Advisory Committee.
The Advisory Committee is the main policy making Committee and appraises
new projects/ programs to be taken up by the Community Polytechnics. The Committee
must meet at least once in six months.
Composition of Advisory Committee shall be as given below:

(iii) State Government level
The objectives of monitoring at the state Government level are:
i) To review the physical & Financial Progress of the Community
Polytechnic of the State concerned Vis-à-vis their Operational Plan.
ii) Analyse strengths and weaknesses of the systems as a whole as to
areas where the intervention and the support of the Government is
necessary.
iii) Provide administrative support wherever for overcoming deficiencies.

Note: The above composition of the State Level Review
Committee is only illustrative in nature and each State will have
the flexibility to alter the constitution according to its state
needs.
vii) b. Industry Institute Interaction
Engineering Colleges and Polytechnics train the human resource and supply technical
manpower to the industries, which is very vital input for the industries. The success of
the institution depends on how useful their products are to the industries. Success of
industries also depends in the quality and competency of the products they take from
the institutes. Since the requirements of industries are to be satisfied by the institution
and
industries
ultimately
get
the
benefit
of
efforts
taken by the institution, the requirements of industries can be made clear so that the
institutes can plan and implement system of education and training to meet the
requirements. Any mismatch will result in loss to both; time and energy of education
system will go waste and industry will fail to face competition to survive. Thus industries
and institutes are to get together, for their own survival. It is therefore necessary to
develop a synergic relationship between both of them. Educational institutes should
take a leading role in promoting industry Institute Interaction (III) with industries, as they
will gain much from such interaction.
Although many things can be done under the meaning of Interaction, mostly following
are the key areas on which the mutual interaction among Industry and Institute can be
stressed upon.
1) Industrial training for teachers & students.
2) Field visit by teachers & students.
3) Seminars, Extension Lectures and Conferences.
4) Assignment of Project and R & D work, Testing and consultancy work.
5) Conduct Education Program for Industry Personnel.
6) Curriculum framing involving Industry personnel.
Benefits
Through Industry Institute Interaction (III) both Institutes and Industries can be
benefited a lot. Following are the benefits that can be derived in general.
1) Once the students are properly trained in the institute with sufficient exposure on
industrial environment there is reduced in house training cost for them once they are
recruited.
2) Different content updating programmes of the institute help the industry personnel
adapt to rapidly changing technology.
3) Interaction also helps the industry and its personnel to know the advance techniques
to be applied on understanding imported technology.
4) III helps in knowing ways and means of developing indigenous technology.
5) R&D work of the industry can be improved by sponsoring R&D projects to institutes.

The decision of AICTE to decentralize and rationalize the System of approval to the
diploma engineering Programme with an aim to thrust greater responsibilities on to the
State Govt. in the decision making process of AICTE in the following categories:1. Establishment of new institutions.
2. Variation in intake capacity of existing institutions.
3. Introduction of additional courses in existing institutions.
4. Re-adjustment of courses/intake capacity in existing institutions.
6. Extension of approval of existing institutions.
The State Govt. follows the following guidelines for the procession of the applications
under the categories stated above:1. The State Govt. constitutes a State Level Committee to process the applications in
the above categories in the following manner: i. Secretary to Govt. of Haryana Chairman

Govt. from within the State or outside the State.

2. The State Govt./Regional office, NWRC Chandigarh issues the letter of intent or
otherwise to the applicants based on the norms and standards.
3. The State Govt. collect the inspection fee from the applicant institution as prescribed
by the Council and conduct inspection as per the calendar of activities
issued by the AICTE/State Govt.
4. The State Govt. coordinates the visits of the Expert Committees to the institutions.
5. The Visiting Expert Committee Reports are placed before the State Level Committee,
who deliberates on each application and forwards the recorded
recommendations to the State Govt., who in turn forwards to the Regional
Office of All India Council for Technical Education.
6. Based on the recommendation of the State Level Committee, The Regional Office of
all India Council for Technical Education issue the letter of approval or
otherwise to the Secretaries of State Government with a copy to the
concerned Institution under intimation to the Council.
7. State Govt. designate the competent authority in whose name the joint FDR with the
trust to be created.
8. Notwithstanding anything stated in these guidelines, the Council reserves the right of
making any alteration or amendment to these guidelines, which shall be
binding to all concerned.
9. In case any dispute arises as to the interpretation of these guidelines, decision of the
Council shall be final.
10. The Council has the power to issue clarifications to remove any doubt, which arise
in regard to implementation of these guidelines.

The Department of Technical Education prepares the Technical managers/Scientist/
Engineers/Supervisors and other professionals including skilled technicians through Post Graduate /Under
Graduate and diploma level institutions in the field of Engineering & Technology, Computer, IT,
Management, Pharmacy Architecture, Hotel Management and Applied Arts & Crafts.
The Financial Outlay for the 12th Five year Plan (2012-17) of the Technical Education
Department has been approved as ` 150000.00 lacs and the Annual Plan for the year 2015-16 has been
approved to the tune of ` 42151.00 lacs (including ` 600.00 lacs for SCSP component, ` 7500.00 lacs for
Capital and ` 4307.00 as Central Share). The modified Plan Budget for the year 2015-16 has been approved
for ` 43051.00 lacs (including ` 900.00 lacs 1st supplementary and including ` 4307.00 lacs for Central
Sponsored Scheme). Now, on the basis of actual requirement, the Revised Plan Outlay for 2015-16 is being
proposed for ` 34490.00 lacs (approved outlay) (including ` 600.00 lacs as SCSP, ` 3990.00 lacs for Civil
Works and ` 3700.00 as Central share). The Plan Budget for 2016-17 is approved for ` 36950.00 lacs
(including ` 3700.00 lacs for Centrally Sponsored Schemes/Centrally Sharing Schemes and ` 7500.00 lacs as
Capital).
At the time of inception of Haryana as a separate state in 1966, there were only 6
Polytechnics (Govt.-4 and Govt. Aided-2) and only one Engg. College at Kurukshetra (Joint Venture of State
Govt. and Govt. of India) with annual intake of 1341 approximately. There has been an exponential growth
in the number of Technical Education Institution. In 2004-05, there were only 161 Technical Institutions
with annual intake of 28,445 students.
However, now, the number of AICTE approved technical
Institutions offering AICTE approved technical institutes have been 610 with an Annual intake of 141729.

Currently, only a very small proportion of India’s workforce has any formal skill
training. At the same time, large sections of the country’s youth are looking for economic and
livelihood opportunities. In this context, skill development has become a key priority area for the
country. This is not only essential for economic development, but would help to fulfill youth
aspirations for good quality, better paid jobs and self-employment opportunities. This would also
enable the country to take advantage of its favourable demographic profile. With a large pool of
skilled people, India has an opportunity to become a skill provider for the world, particularly the
ageing developed world.
National Skill Development Policy 2015 and also National Skill
Development Mission have been launched by Government of India.
As per National Skill Development Agency (NSDA), Govt. of India each State shall
have State Skill Development Mission which would be the single point of contact within the
government to formulate and steer various skill development schemes/ projects and will bring
necessary synergy, oversight and effective co-ordination in the implementation of the skill
development schemes across the departments. The mission monitors and coordinates ongoing
skill schemes in the State and integrates efforts of various departments of the State and Central
Government organizations engaged in providing skill development training and make available
employment oriented and placement linked training in vocational skills to the beneficiaries of the
State.
Haryana Skill Development Mission in society mode was approved by Hon’ble Chief
Minister on 13.02.2015. Concurrence of FD was also obtained on 31.03.2015. “Haryana Skill
Development Mission” society has been registered by the District Registrar for Societies,
Panchkula on 04.05.2015.
The structure of HSDM is as under:

Governing Council under the Chairmanship of Chief Secretary.

Executive Committee under the Chairmanship of Administrative Secretary, Technical
Education.
•
State Programme Management Unit (SPMU) headed by Mission Director, Director General
Technical Education has been assigned the duty of Mission Director by State Government.
•
District Project Management Units (DPMU) under the supervision of Deputy
Commissioners.
Haryana Skill Development Mission has been constituted as per directions of
Ministry of Skill Development and Entrepreneurship, Govt. of India. The basic structure of
Haryana Skill Development Mission is based on the pattern of Uttar Pradesh Skill Development
Mission as suggested by the Ministry.
Range headquarters have been formed based on
geographical distribution of districts & district-wise work to be achieved. The number of posts at
Mission head quarter, range headquarters & at district centres and their qualifications were
finalized in the meeting held under the Chairmanship of Chief Secretary on 27.05.2015 in which
PS-Finance and PSTE participated.
There is no provision in the State Plan 2015-16. Supplementary Estimates ` 900.00
lacs (including ` 180.00 lacs as SC Component) has been approved in the Financial year 2015-16
and a sum of ` 2500.00 lacs (including ` 500.00 lacs as SC Component) is being proposed for the
Annual Plan 2016-17 for the said scheme.

Administrative Control over the Field Institutions is exercised through the
Directorate of Technical Education Haryana. The Scheme strengthening of Directorate of
Technical Education Haryana is a continuing. To strengthen the Directorate of Technical Education
Department further, the Chairman of the State Admission and Fee Committee, 5 more posts have
also been created for the assistance of the Chairman. The Chairman of the committee enjoy the
facilities, which are available to a High Court Judge. The Legislature of the State of Haryana vide
Act No. 18 of 2012 has enacted Haryana Private Technical Educational Institutions (Regulation of
Admission and Fee) Act 2012 to provide for regulation of Admission & Fee for Technical Courses
run by Private Technical Educational Institute in the State of Haryana and for matters connected
hereto. The notification to this effect has been issued by the Haryana Govt. vide No. Leg. 23/2012
dated 10.09.2012.
As a result of expansion of the Department, a post of Director General Technical
Education, Haryana has been created during the financial year 2010-11 which has been manned
by Super time IAS Officer. Further, as a result of expansion of the Department, more post are
proposed to be created in the Directorate.
A sum of ` 850.00 lacs has been proposed for 12th Five year plan 2012-17. There is a
provision of ` 225.00 lacs (including ` 45.00 lacs as SC Component) in the State Plan 2015-16.
Revised Estimate ` 254.00 lacs is being proposed for the Financial year 2015-16. A sum of ` 282.00
lacs (including ` 56.00 lacs as SC Component) is being proposed for the Financial Year 2016-17 for

To provide facilities and promote studies and research in emerging areas of higher
education, including new frontiers of Science, Engg., Technology, Architecture and Management
studies and also to achieve excellence in connected field, the State Govt. vide their gazette
notification No. Leg.33/2006 dated 6.11.2006 has enacted the Establishment of Deen Bandhu
Chhotu Ram University of Science & Technology Murthal by upgrading Chhotu Ram State
College of Engg. Murthal Sonepat into a University. Before the enactment of the University, the
CRSCE Murthal was under Non-Plan side. Therefore, a new scheme namely 98-Deen Bandhu
Chhotu Ram University of Science & Technology Murthal (Sonepat) has been introduced.
A sum of 2000.00 lacs has been provided in the 12th five Year Plan 2012-17 for the
said scheme. There is a provision of ` 3500.00 lacs (including ` 700.00 lacs as SC Component) in
the State Plan 2015-16, a sum of ` 3500.00 is being proposed in the Revised Plan 2015-16

The Y.M.C.A. University of Science & Tech. Faridabad is a prestigious Technical
University in the State of Haryana. The track record of the University indicated a 100%
employment/self employment. The YMCA Institute of Engineering was upgraded to the level of
deemed University. Presently, the University is 100% Govt. Aided besides Engg. Degree
Programmes, Post Graduate level courses of MCA and M. Tech. have also been started on self
financing basis is the University.
Most of the equipment, which was donated by the promoters in sixties and seventies
has become obsolete and requires replacement. A sum of 60.00 lacs has been proposed in the 12th
five Year Plan 2012-17 for the said scheme. Further, due to the up-gradation of the university some
administrative posts have been created by the State Govt. during the year 2013-14. Moreover, as a
result of up-gradation of the college to the University a lot of construction work is required to be
completed. Against the original provision of ` 2000.00 lacs a sum of 500.00 lacs is being proposed
in the Revised Plan Budget 2015-16 and a provision of ` 1000.00 lacs is being proposed for the

It was felt that in the country in general, and in North India in particular, the
education opportunities in the area of visual and performing arts are lacking. Hence, the State
Government decides to establish world class institutes offering newer disciplines in these fields for
young and aspiring students. to nature this initiative, a unique autonomous campus has been setup
for offering degree level academic programmes in Design, Film & TV, Fine Arts and Urban
Planning & Architecture by the Department of Technical Education, Government of Haryana.
In the First phase undergraduate programmes are being offered and in subsequent
phase, master and research programmes shall be offered. The vision is to establish these
institutes as a center of excellence in their respective areas. They shall act as a catalyst for
development of art & design industry, undertake research in urban planning, boost experimental
& regional cinema, act as mentor to neighboring institutes and undertake faculty and
management development programmes for the academia & the corporate sector. The classes of
SIFA (120 seats) SID (80 seats), SIFTV (60 seats) were started from the academic session 2011-12,
whereas classes of SIUPA (40 seats) started from the academic session 2012-13.
The Integrated Campus at Rohtak, has a unique interdisciplinary approach towards
the field of visual & performing arts where young professionals are prepared to be a part of the
ever growing demands of these fields. The campus comprises of four institutes namely State
Institute of Urban Planning & Architecture (SIPUA).
The Haryana Legislature vide Act No. 24 of 2014 has up-graded the integrated
campus of Govt. Technical Institute(s), Society, Rohtak comprising of four institutes namely, State
Institute of Fine Arts, State Institute of Design, State Institute of Film and Television and State
Institute of Urban Planning & Architecture into a leading university namely State University of
Performing and Visual Art Rohtak to facilitate and permute studies and research in emerging
arrears of higher education with focus on new frontiers of Design, Fin Art, Film & Television,
Urban Planning & Architecture and also to achieve excellence in these connected field. The Govt.
has issued a notification to this effect vide No. Leg. 30/2014 dated 01.10.2014.
A provision of ` 30650.00 has been made for the 12th Five year plan 2012-17.

As per decision taken by the Standing Finance committee in the meeting held on
29.08.2014 under the Chairmanship of Additional Chief Secretary, Finance Department Haryana
The Grant-in-Aid amounting to ` 1050.00 lacs is to be provided to Waqf Board Haryana for
Construction of New Boys Hostel in Mewat Engg. College Village Palla Tehsil Nuh District
Mewat through Technical education Department in phased manner and funds amounting to `
200.00 lacs in 2014-15, ` 500.00 lacs in 2015-16 and ` 350.00 lacs in 2016-17 would be released by
the State Govt. to Waqf Board Haryana through Technical Education Department Haryana.
Accordingly, it has been decided by the State Govt. to open a New Scheme Namely 73-Construction of New Boys Hostel in Mewat Engg. College Village Palla Tehsil Nuh District
Mewat. The proposal to this effect has also been approved by the Planning Department Haryana
vide their U.O. No. DESA(Plg.)-2014/676 dated 25.11.2014. A new Head of Account for the said
scheme has also been created with the concurrence of the Principal Accountant General Haryana.

Three Plan schemes i.e. Faculty Development, Internal Revenue Generation and
Development of Govt. Polytechnic in the State have been clubbed in single scheme i.e.
Development of Govt. Polytechnic in the State in the 12th Five year Plan 2012-17.
This is continuing scheme. At present, construction work of Administrative cum
Academic Block, Workshop Block and Library Block/Internal Roads/Boundary Walls etc. of six
Govt. Institutions/Polytechnics namely, GP Shergarh (Kaithal), Meham (Rohtak), Bhiwani, Indri
(Mewat), Malab (Mewat) and Mandkola (Palwal) is in progress through PWD B&R Haryana. The
construction work of New Govt. Polytechnics namely, Chhapar (Bhiwani), Sector 26 Panchkula,
Dhamlawas (Rewari), Beri (Jhajjar) and Madalpur (Faridabad) is likely to be taken up by PWD
B&R Haryana in 2015-16.
Apart from above, new courses have been added up and consequently the intake has
been increased in some of the polytechnics. In addition to the already sanctioned posts in the
existing institutions, more new posts have been created and number of posts are likely to be created
by the Govt. during the current financial year.
A sum of ` 58770.00 lacs has been proposed for the 12th five year plan 2012-17. A
sum of ` 12000.00 lacs (including ` 2400.00 lacs for SC Component and ` 3000.00 lacs for Civil
Works) is being proposed in the Revised Budget for the year 2015-16 and amounting to ` 15540.00
lacs (including ` 3108.00 lacs for SC Component and ` 4000.00 lacs for Civil Work) is proposed for

Government of India, Ministry of Textiles has launched Integrated Skill
Development Scheme (ISDS) during 12th Five Year Plan with a physical target to train 15 lacs
persons in partnership with State Government Agencies. State of Haryana has a target to train
20000 persons during the 12th Five Year Plan under the project at the cost of ` 2000.00 lacs @ `
10000/- per trainee. The total cost of the training would be in the ratio of 75:25 between Govt. of
India and State Govt. Funds of ` 1500.00 lacs will be provided by Ministry of Textiles, GOI, under
the scheme whereas contribution of ` 500.00 lacs has to be committed by the State Govt.
Proposal of the Department to implement Integrated Skill Development Scheme in
the State was submitted to the Ministry of Textiles. Empowered Committee (EC) of Ministry of
Textiles, Govt. of India considered the proposal of the Department and approved the proposal on
28.03.2014. The same proposal has been approved by Ministry of Textiles, Govt. of India vide
their letter no.17/8/2014-TP dated 13.05.2014 and no. 01/36/2013-TP dated 23.05.2014. The
scheme has been considered by the Standing Finance Committee of the State Govt. and the same
has been approved in its meeting held on 05.02.2015.
In view of above, a provision of ` 144.00 lacs as 25% State Share and Rs, 432.00
lacs as 75% Central Share is being proposed in the Revised Budget 2015-16 and a sum of ` 123.00
lacs as 25% State Share and ` 370.00 lacs as 75% Central Share is being proposed in the Budget
Estimates 2016-17.

The World Bank Assisted Technical Education Quality Improvement Programme of
GOVT. OF INDIA Phase-II is a Centrally Sponsored Scheme (CSS). It has focus on the objectives to
improve the overall quality of existing Engineering Educational Programme. The project cost for
the Govt. funded and aided Institution would be shared between Ministry of Human Resources
Development (Govt. of India) and State in the ratio of 75:25 (for special category states, the ratio
is 90:10) under the Sub Component 1.1 and 1.2. For private unaided Institutions, the cost sharing
ratio between MHRD, State (including the special category states) and the Institutions would be
in the ration of 60:20:20 (60% Grant from MHRD, 20% from State and 20% funds from the
Institutions). The TEQIP-II made effective from 06.08.2010 and be implemented as per Project
Implementation Plan (PIP) of MHRD (Govt. of India).
As per provision in the Project Implementation Plan (PIP) of TEQIP-II project, at the
state level, the department responsible for Technical Education is required to ensure Budget
provision on entire 100% expenditure for their Institutions. Accordingly, a budget provision has
been made for Central and State share in the State Plan.
After securitization and approval of National Steering Committee (NSC) of MHRD,
the following 6 institutions from the State of Haryana has been selected under Sub Component
1.1 and 1.2 of the project:Sub Component 1.1: (Strengthening Institutions to improve learning outcomes

It is felt that SC students inspite of being available reservation and provision of
tuition fee and other merit based scholarships are unable to pursue higher education due to lack
of financial resources to meet day to day expenditure. To overcome this hurdle the scheme of
providing stipend is being proposed.
To promote filing of competition amongst SC student, it is proposed to offer merit
base scholarship to well performing students in academic. The value of scholarship is proposed
to be tentatively ` 10000/- per annum.
Since, the scheme of Scholarship/Stipend to SC Students is being restructured,
therefore, no provision was made in the Annual Plan 2015-16 and on approval of the restructured
scheme the provision will be made in the Revised Annual Plan 2015-16, therefore, no provision is
being proposed in the Annual Plan 2016-17.

At present there are no earmarked hostels for SC girls or boys. As per the present
system of hostel allotment the academic merit is the criteria. It is felt that SC students are
deprived of hostel accommodation it is an impediment for their participation in Technical
Education. To overcome this it is proposed to have earmarked hostels for SC girls and boys. In
these hostels the first priority shall be of SC candidates and in case of any vacancy same may be
allotted to General category students.
The financial support other than budget provision shall be drawn from schemes of
SC Welfare being implemented by Department of Women & child Development, Department of
Higher Education, Department of Social Welfare of Govt. of India.
A sum of ` 4330.00 lacs has been proposed for the 12th five year plan 2012-17. A
sum of ` 1000.00 lacs has been provided in the Plan Budget 2015-16 and a sum of ` 190.00 lacs is

National Institute of Fashion Technology is being established by Ministry of Textile,
Govt. of India at Sector 23-Panchkula. The State Govt. is committed to provide funds amounting
to ` 9971.00 lacs towards development of buildings, infrastructure, hostel staff residencies,
furniture, IT Hardware and Software, Vehicles, etc. as well as viability gap funding for the 1st four
years of the running of the NIFT Project. The physical possession of the site measuring 10 acre in
sector 23, Panchkula for establishment of NIFT Campus has been taken over and lay out plan and
drawings for construction of above said project are under preparation. The funds will be provided
by the State Govt. in phased manner in three Financial Years i.e. from 2014-15 to 2016-17. The
standing Finance Committee of the State Govt. in its meeting held on 10.12.2013 has cleared the
said project.
Against the original provision of ` 1500.00 lacs a sum of ` 0.00 lacs is being
proposed in the Revised Budget 2015-16 and a sum of ` 2000.00 lacs is being proposed in the
Annual Plan 2016-17 for the said scheme.

It has been decided by MHRD, Govt. of India to establish Indian Institute of
Information Technology (IIIT), village Kilohrad, Sonipat to redress the increasing skill challenges
of the Indian IT industry and growth of the domestic IT market. The capital cost of each IIIT has
been identified as ` 128 Crore to be contributed in the ratio of 50:35:15 by the Central Government,
the State Government, and the Industry Partners respectively. HSIIDC and Hartron have been
approved as Industry Partners for the project.
The site selection committee under MHRD has inspected the site at village
Kilohrad, district Sonipat on 12.7.2013 and approved the same. Sanction for transfer of land
measuring 49 acre 7 kanal 11 marla of Gram Panchayat Kilohrad Distt. Sonepat has been accorded
by Govt. vide Endst. no. SBA-03-2013/47161-65 dated 17.09.13.
The land has been transferred in favour of Technical Education Department
Haryana. Lease deed has been executed on 03.10.2013. The draft copies of MoU & MoA along
with rules & regulations of the Society have been approved by MHRD, Govt. of India. The same
has been signed by Administrative Secretary of Technical Education Department. The MoU and
MoA was submitted to HSIIDC for signature in February 2014.
The Guest Classes in 3 branches namely Computer Science & Engineering,
Electronics & Communication Engineering and Information Technology with intake of 30 seats in
each branch have been started in the premises of National Institute of Technology (NIT)
Kurukshetra from the academic session 2014-15.
In view of above a sum of ` 0.00 lacs is being proposed for the Revise Plan 2015-16
and a sum of ` 1000.00 lacs is being proposed for the annual plan 2016-17 in respect of the above
scheme.

Govt. of India Ministry of Human Resource Development, Department of Higher
Education has been implementing the scheme of Community Development through Polytechnics
(Govt. and Govt Aided Polytechnics) during the 11th Plan period from 2009 onward, as a part of
the sub mission of Polytechnics. The scheme provides for imparting short term non formal skill
development programme in various skills/ trades besides appropriate technology transfer to the
local community. Major emphasis under the scheme is on skill development, popularization of
appropriate technologies and providing of technical and support services to the intended targets

Under the old scheme the funds were released by MHRD direct to the concerned
implementing institutions and the monitoring of the scheme was made by the NITTTR. However
during the financial year 2011-12, the scheme was reviewed by MHRD and now it has been
decided that the funds under the new scheme may be released through State Finance Department to
the concerned institution. Accordingly new head of Account has been opened by the Accountant
General Haryana. The new scheme is a 100% centrally sponsored and the amount provided under
the scheme will not be a part of the Department Plan ceiling.
There is s Budget provision of ` 200.00 lacs during the year 2015-16 under this
scheme and a sum of ` 200.00 is being proposed in the Revised Budget 2015-16 and ` 200.00 lacs
is being proposed for Annual Plan 2016-17 for the said scheme.

The Govt. of India, Ministry of Human Resources Development is providing
Financial Assistance for up-gradation of existing Polytechnics/Aided Polytechnics. As per selected
Polytechnics under the scheme of submissions under coordinated action for skill Development for
providing modern equipment and replacement of absolute equipment and for providing modern
facilities for application of IIT in teaching, learning, testing processes, etc. The name of
Polytechnics are Govt. Polytechnic Ambala City/Hisar/Adampur/Narnaul/ Nilokheri/Sirsa/Govt.
Polytechnic for Women Ambala/Sirsa/Faridabad/Govt. Polytechnic Education Society Nathusari
Chopta/Manesar/Loharu have been selected under the above scheme. The funds provided in the
Budget under this scheme for the year 2014-15 will shortly to be released by Govt. of India
scheme and a sum of ` 1000.00 is being proposed in the Revised Estimates 2015-16 and a sum of `
1000.00 is being proposed for the Annual Plan 2016-17 for the said scheme.

The Govt. of India, Ministry of Human Resources Development is providing
Financial Assistance for setting up of New Govt. Polytechnics in the State for the
unserved/underserved district. Under this scheme 7 districts have been selected for setting up of
New Polytechnics in Haryana namely, Panchkula, Yamuna Nagar, Kurukshetra, Panipat,
Fatehabad, Kaithal and Rewari. A sum of ` 1230.00 lacs (` 800.00 lacs for constructions work and `
430.00 lacs for Machinery Equipment) for each polytechnic will be provided by Govt. of India. A
sum of ` 700.00 lacs have been released by Govt. of India during the year 2013-14. The funds
provided in the Budget under this scheme for the year 2014-15 will shortly to be released by Govt.
of India

Govt. of India is providing financial assistance for construction of Women’s Hostel
in Govt./Govt. Aided Polytechnics @ ` 100.00 lacs per polytechnics under the Scheme of
submission of Polytechnics under coordinated action for skill development. The amount of `
100.00 lacs is to be released in installments based on progress achieved. The Grants under the
schemes are to be released by Govt. of India through concerned State through Book Transfer via
RBI for the further release of the specified amount to the concerned Polytechnic. The grant in Aid
shall be utilized by the concerned States for construction of Women’s Hostel in the Polytechnics
and the Technical Education Department shall release the amount mentioned against each
polytechnic immediately on receipt of funds for construction of Women’s Hostel. The State Govt.
may ensure that sanctioned amount are released to the specified polytechnics in a time bound
manner to complete the construction activities at the earliest. The Polytechnic may submit
physical progress report quarterly in the prescribed format indicating the name of agency to
whom the work is entrusted duly certified by constructing agency. The expenditure over and
above will have to be met by the State Govt. The terms and condition as contained in Govt. of
India letter No. 15/2/2011-1TS (IV) dated 11.05.2011 will have to be adhere to by the State
Govt./Department. At present, the construction work under the above scheme is being carried
out in 9 existing Govt. Polytechnics and the Govt. of India, MHRD has accorded sanction for
release of ` 70.00 lacs for construction of Women’s Hostel at Govt. Polytechnic Manesar
(Gurgaon) during the year 2013-14 and there is a proposal for construction of 5 women’s hostel in
New Govt. Polytechnics during the year 2014-15 for which ` 500.00 lacs is likely to be released by
Govt. of India for the said purpose. The construction work under the scheme is being carried out
by the State agency i.e. PWD B&R Haryana.
