The Indian PM is expected to be in New York for three days when he will be having bilateral meetings with select Heads of Government among other engagements, apart from addressing the Assembly,” an official said. While the Lankan President will address the General Assembly on 25 September, the Indian PM will do so on 27 September. Rajapaksa is believed to be keen on meeting Modi following the latter’s muchpublicised session with the Tamil National Alliance, at which the Indian PM had expressed his commitment to the Tamil cause and to the 13th Amendment as the basis for power devolution to the Tamil-speaking provinces. He had also backed the TNA’s demand that bilateral talks between the Lankan Government and the TNA should be resumed, irrespective of the fate of the Parliamentary Select Committee (PSC). The Rajapaksa Government is uneasy with the TNA’s tendency to seek Indian and other foreign help instead of joining the PSC. In this context, President Rajapaksa will certainly be eager to know Modi’s mind firsthand. Modi himself is believed to be eager to convey to Rajapaksa his take on the situation in Sri Lanka after his interaction with the TNA. That the Lankan Tamil issue has become important for the BJP is evident in the meeting the TNA had with the BJP’s Tamil Nadu unit at Chennai on their way back to Lanka from New Delhi. Japanese PM Abe in Lanka on Sunday Prime Minister of Japan Shinzo Abe has planned to undertake an official visit to Sri Lanka from 7 to 8 September, at the invitation of President Mahinda Rajapaksa. President Rajapaksa paid an official visit to Japan in March 2013 to mark the 60th anniversary of the establishment of diplomatic relations between Sri Lanka and Japan. It is 24 years since the last visit of a Japanese Prime Minister to Sri Lanka. The Government of Sri Lanka is confident that this visit will enable both countries to further consolidate and expand the existing robust relations, particularly in trade and economic cooperation. Prime Minister Abe will be accompanied by a high level delegation, which also includes business leaders from several Japanese companies, notably small and medium sized enterprises, ranging from infrastructure to food industries. Japan has been a key partner in Sri Lanka’s socio-economic development and the forthcoming official visit of Prime Minister Abe will be an important milestone in further enhancing bilateral relations. I make sure to get my kids involved with the shopping and make them very much part of the decision making.” According to Damitha, she says her daughter loves using the self-scanning machines and paying for items herself. “It gives her a sense of independence,” she said. Deputy Solicitor General Janak de Silva asked the Appeal court to lift an earlier suspension of deportations, saying there was evidence Pakistanis were committing crimes and bringing malaria into the country, which was otherwise virtually free of the disease, the Reuters news agency reported. “Interim relief was vacated and the court has dismissed the application. Now all the asylum seekers are exposed to deportation if government wants,” said Lakshan Dias, lawyer of a 38-year-old Pakistani woman who complained after her husband, brother and father were detained pending deportation. The court on Aug. 15 ordered authorities to temporarily stop deporting the Pakistanis, after the woman said her family was being forcibly sent home without having their claims properly assessed. The United Nations refugee agency says 88 Pakistanis have been deported since Aug. 1 in what is has called a breach of international law. The agency has called for an end to the deportations and demanded access to another 75 detained people who are awaiting deportation. The Sri Lankan government says the Pakistanis are part of an influx of economic immigrants in the past year who have become a burden on the country’s resources and potentially compromised state and regional security. Most of the Pakistanis are from the Ahmadiyya Islamic sect. The Ahmadi consider themselves Muslims, but a 1984 Pakistani law declared them non-Muslims and many Pakistanis consider them heretics. In July, a mob killed an Ahmadi woman and two of her granddaughters in Pakistan after another sect member was accused of posting blasphemous material on Facebook. According to UNHCR guidelines, members of religious minorities may need protection and require particularly careful examination of their asylum claims. Police said among the arrested were a couple who bought the baby and two other women believed to be the brokers who arranged the deal. Initial police investigations revealed that the infant’s mother and father, who already have a two year-old child, had purchased a temporally-built shanty at Lellama in Modera for Rs.18, 000 after selling their infant. The mother had given birth to the infant on August 24 at the Ragama Teaching Hospital. The infant had been sold to the new family from Uswetikeyyawa at the hospital premises soon after she was discharged from hospital on August 29. Police said the man who bought the infant was a butcher by profession. According to the lead story of Messenger Weekly of August 31 issue, the Catholic Bishops Conference of Sri Lanka has decided at the Plenary meeting held from August 19 to the 21 to declare a National Day of Prayer. “The decision was unanimous”, the Weekly reported. Lankan Muslims call for protection of Indonesian Buddhist site (Xinhua) COLOMBO: Sri Lankan Muslims on Sunday called for the protection of an ancient and historical Buddhist site in Borobudur, Indonesia after Islamic State of Iraq and Syria (ISIS) extremists threatened to attack it. In a letter to President of Indonesia, Susilo Bambang Yudhoyono, a copy of which was released to the local media, the Muslim Council of Sri Lanka said that it was with great shock and disbelief that the Sri Lankan Muslim community received news on reports of the threat posed by ISIS to Borobudur. “The architectural wonder of Borobudur is not only the largest Buddhist Temple in the world, but is aptly declared a UNESCO heritage site for its architectural, cultural and religious value. Its religious and historical significance for Buddhists around the world is unparalleled. The threat posed by the ISIS with the sole intention of targeting places of religious significance is to create turmoil across the world in the name of Islam. This is against the Holy Quran and the teachings of our beloved prophet Muhammad,” the Muslim Council of Sri Lanka said. The Muslim Council of Sri Lanka has called on the president of Indonesia to ensure the safety and security of the Borobudur Temple and other Buddhist sites in Indonesia, and protect these places of religious significance and historical and cultural value from any harm. The Muslim Council noted that Islam is a religion of peace and there is no space for terrorism or violence in Islam. It added that entities with political interests have continued to arm some Muslims and create violence in a number of countries across the world, which is causing chaos in Muslim countries and threatening peace in the world. To the Editor: Your Aug. 23 editorial “Sri Lanka’s Intransigence,” about the government’s refusal to cooperate with the United Nations investigation into suspected human rights abuses during the country’s civil war, makes insensitive assertions about my country. Sri Lanka has enjoyed uninterrupted democracy since 1931. Last September we held the first election to the Northern Provincial Council, delayed by more than two decades because of the refusal of the Liberation Tigers of Tamil Eelam to politically empower people in the North. Now, the Tamil National Alliance is in control of provincial administration. To compare Sri Lanka to human rights and humanitarian emergencies elsewhere in the world is unjust. We reject the United Nations investigation because its intrusive nature exceeds its mandate. It challenges the sovereignty of our country; violates basic principles of international law; vitiates the atmosphere needed for reconciliation; and ignores substantial and progressive socioeconomic and political progress already achieved, including the resettlement of 300,000 displaced people and the reintegration of 11,000 armed cadres. The three-decade-long conflict with many failed attempts at peace because of L.T.T.E. intransigence affected the whole country. Local accountability mechanisms, now strengthened with international experts, are respectful of inherent social, cultural and ethnic susceptibilities, unlike the United Nationsdriven process, which serves externally motivated interests and will destabilize the intricate balance of the national reconciliation process. PRASAD KARIYAWASAM Washington Sri Lanka’s Intransigence By THE EDITORIAL BOARD AUG. 22, 2014 (nytimes.com) Sri Lanka’s president, Mahinda Rajapaksa, said Tuesday that his government would not cooperate with the United Nations investigation begun last month into suspected human rights abuses, including possible war crimes, committed during Sri Lanka’s civil war. Mr. Rajapaksa’s intransigence puts Sri Lanka in the company of North Korea and Syria, two countries that also barred access to United Nations human rights investigators. Mr. Rajapaksa claims Sri Lanka can handle the inquiry on its own. This is doubtful. It was the Sri Lankan government’s failure over several years to prosecute and punish perpetrators of abuses during the civil war that prompted the United Nations Human Rights Council in March to request a comprehensive investigation. Both the rebels of the Liberation Tigers of Tamil Eelam, or L.T.T.E., and the Sri Lankan military are thought to have committed war crimes. The United Nations estimates that 40,000 Tamils died during the final weeks of the conflict. Hundreds of thousands of people were interned in camps under military guard after the war ended in 2009. People suspected of being linked to the L.T.T.E. were tortured. Thousands simply disappeared. The safety of witnesses is a major concern. People demanding accountability for those who disappeared have faced threats and arrest. Sri Lanka’s Prevention of Terrorism Act is being used to detain people without trial. After the United Nations high commissioner for human rights, Navi Pillay, visited Sri Lanka last year, she reported that she had never seen such a “level of uncontrollable grief” as that of families of the disappeared in Sri Lanka, and that people with whom she met were promptly visited by security forces. Ms. Pillay has said that the United Nations investigation would go forward despite Mr. Rajapaksa’s denial of access. If Mr. Rajapaksa’s goal is truly, as he claims, truth, justice and reconciliation, he should cooperate with the investigation. Failing to do so will only feed international suspicions that his government has much to hide. However, the High Commission in London has not been officially informed of his proposed appointment. When the Sunday Island asked about the two years he spent here, de Silva said that he came to London with "great expectations" from Bangkok, where he was deputy chief of mission. "I had lived here for 10 years working as a journalist. So it was not that I did not know the media or local politics. Initially, I did not want to accept a diplomatic posting, but when I eventually did, I chose to go to Southeast Asia, specifically Bangkok, where I was able to work with two good ambassadors and also run the mission for more than four months until the present ambassador arrived", he recalled. " When I was asked to go to London after three and a half years in Bangkok, I came here with great expectations about what to do and what can be done. Had the LTTE surrendered after having been evicted from the first No Fire Zone (NFZ) on the Vanni east front, many lives could have been saved, Dr. Vigneswaran said, blaming Western powers for not intervening on behalf of those civilians trapped in the war zone. According to him, the LTTE had believed that a major humanitarian crisis on the Vanni east area after the Kilinochchi debacle during the first week of January 2009 would lead to international intervention. The proLTTE Tamil Diaspora too, felt the same way, he said, asserting that the LTTE should have surrendered in April 2009. The SLA brought operations on the Vanni east front to a conclusion on May 19, 2009 immediately after troops recovered the body of Prabhakaran with a heavy caliber gun shot through his head. The body was found on the banks of the Nanthikadal lagoon. Dr. Vigneswaran alleged that the SLA strategy on the Vanni east front (area east of the Kandy-Jaffna A9 road) had been different to its tactics in the area west of the same road. The politician alleged that the change of tactics had caused heavy loss of lives. Faulting the UN for quitting Kilinochchi in September 2008, Dr. Vigneswaran asserted that the global agency should have negotiated with the government in a bid to remain in the Vanni region instead of withdrawing. Dr. Vigneswaran blamed the government for not consulting the LTTE before it declared NFZs on the Vanni east front. Had the government discussed NFZ with the LTTE, the UN could have discouraged the group from forcing civilians to accompany retreating LTTE units, he said. The AITM leader questioned the SLA’s decision to establish a second NFZ after the LTTE refused to recognize the first. The official expressed the opinion that there shouldn’t have been a second NFZ due to the LTTE exploiting the first. Dr. Vigneswaran accused the SLA of firing at the NFZs believing those trapped within the area held by the LTTE would breakout. The SLA plan never materialized, he said. Blaming government forces for even targeting hospitals, Dr. Vigneswaran pointed out that the military knew what was happening on the ground as Unmanned Aerial Vehicles (UAVs) operated over the battlefield. Dr. Vigneswaran also blamed the government for not providing adequate medical supplies to medical facilities in areas east of the A9 road, though it was fully aware of the ground situation. The government should have prepared for worse case scenario, Dr. Vigneswaran said, adding that the government expected civilians to flee areas affected by fighting and seek refuge elsewhere. The former MP ridiculed the LTTE for believing that a Bharatiya Janatha Party (BJP) victory at Indian election in May would be to its advantage. Dr. Vigneswaran claimed that he called for the deployment of an Indian medical team to treat those who had been wounded on the front and brought to Trincomalee in early 2009. He said that the call was made after he visited the government hospital at Trincomalee, where about 2,500 wounded civilians were accommodated. BOC soars with 1H pre-tax profit up 20% to Rs. 8.6b (ft.lk) In a fitting tribute to its 75th anniversary in August, the Bank of Ceylon (BOC) has boosted its first half pre-tax profit by 20% to a record Rs. 8.6 billion. BoC said yesterday it has reported an after tax profit of Rs. 6.2 billion for 1H2014 which is a 23% growth over 1H of the previous year. Despite the significant interest rate pressures and slowdown in credit growth which is common to the industry during the period under concern, the bank was able to cope with the declining interest margins through upward trends in fee-based income, investment income, and the reduction of impairment charges on non-performing assets. Increase in income generated from issuing guarantees and bills acceptance has contributed to the increase in fee income by Rs.1.3 billion resulting in a 49% growth year on year (YoY). Simultaneously net gain from trading of investment securities has also contributed Rs. 2.4 billion to the income showing 54% growth YoY and this fact shows the resilience of the bank in finding alternative income sources in challenging times. Meanwhile, interest expense has come down by 5% to Rs. 36 billion due to the improvement of Current And Savings Accounts (CASA) ratio along with the re-pricing of term deposits at lower interest rates. The bank’s assets grew by 5% to Rs. 1.3 trillion continuing its position as the only domestic bank having a trillion assets balance sheet. We witnessed post mortems of those who had succumbed to a violent or unnatural end and understood the role of the expert witness in expounding the science of Forensic medicine to assist with the solving of crimes. We pounded the corridors of the General hospital examining patients and introducing ourselves to the most dreadful of diseases. We sat through medical and surgical clinics and learnt of Eyes, ENT, orthopaedics, skin and sexually transmitted diseases. We witnessed every type of surgical operation, having donned cap, mask and gown whilst endeavouring to stand upright on legs that had suddenly turned to jelly at the site of so much blood and gut. I recall watching a thoracic surgical operations, as the human body was cooled to a temperature that enabled the heart to be stopped from beating for the shortest time possible to repair its damage. I observed the beating human heart of one person being held in the hands of another. During this procedure there was to be pin drop silence in the operating theatre allowing us the opportunity to bow at the altar of life. We observe patients get better and whilst others got worse. We witness babies being born and watched patients silently die. I soon learnt that our grand medical knowledge, pills, portions, skills and injections did nothing to guarantee our control over life and death. I humbly accepted that when doctors appoint themselves God our instruments were often utterly y out of tune, in a symphony that was being conducted by a much greater power . ONE OF A KIND There were many in our batch, who were one of a kind, but none more so than young Robin Andre. He was the only Burgher boy in our batch and was instantly recognisable as being tall and lean of stature. He was blessed with brains, though he masked his intelligence behind a great deal of constant clowning. He was neither a Tamil nor a Singhalese but had long accepted that he lacked the correct ethno religious markings, to be considered a first class citizen of Sri Lanka. He had bucket loads of humour and truck loads of charm. He endeared himself to all and sundry from peons to professors and would speak Singhalese to the Singhalese and Tamil to the Tamils, helping those in our batch to emerge from their shell of shyness. During the 5 years in medical school he was a friend to all and an enemy to none. There was not one of us who had escaped being playfully bullied or made to laugh by Robin. THE CELEBRATIONS The night before the banquet, was a pool side knees up with canapés and booze galore. Everyone was happy and relaxed and no one really cared about what the other had taught, cured, treated, diagnosed, done, published, achieved or even earned. We were just so thankful that we had survived a life time of clinical practice or academic activity.. THE BANQUET On entering the grand ball room we were presented with red roses to adorn our hair or any other part of our anatomy. Old romances that had long died re surfaced on the dance floor. Many of those who had paired up at university had remained successfully in marital bliss. The evening commenced with a two minute silence to honour those colleagues who had died. We then sang the faculty anthem in Sinhala and Tamil and then stood at attention for the national anthem. Everyone took to the floor. Some were expert at ball room dancing while the rest of us gyrated to anything fast and furious. We happily ignored arthritic joint , high blood pressures, dodgy hips, knees and hearts. Who cared if we collapsed, as we had the entire medical profession of world repute in attendance in the ballroom of the hotel, who even though drunk, were expert enough to fan us back to life!. This scoreboard was donated by the late Upali Wijewardene, founder Chairman Upali Group of Companies, an old boy of Royal College and handed over to the then Principal late L.D.H. Peiris on 21st October 1978 during the time Ranjan Madugalle, former Sri Lanka Captain and ICC Match Referee captained the Royal team during that season of the Royal-Thomian Centenary Cricket Encounter. The Automobile Association undertook to refurbish the scoreboard especially as late Upali Wijewardene was a life member of the Automobile Association and had contributed immensely for the betterment of the Association and was the Chief Guest of the 75th Anniversary in the year 1979 of the Automobile Association.
