

Established in 1956 and known as Kuching
Rural District Council (KRDC)
Elevated to a Municipality on 1st August 1996

Integral part of the overall tourism strategy
to enhance the current usage of existing
resources to whole new level and at the
same time buy in the resources traditional
custodians into active involvement in the
industry.

Ecotourism Projects (CBET)

It involves steps to ensure the sustainable
recreational use of nature by putting in
more infrastructures, e.g. as the installation
of walkways, railing, staircases, gazebo,
boat ramps, toilets and changing rooms,
parking spaces to complement awareness
and skills development program for these
communities.

Padawan Community Based
Ecotourism Projects (CBET)

The communities will provide suitable land for
these purposes which will be surrendered to the
Council. The facilities will be given back to each
community for management and maintenance.
The Council will only come to do major
maintenance once every 5 years if called upon.
Income derive from usage thereof will go to the
communities.

Padawan can be classified into two
categories namely :

caving, natural hot spring, pristine
riverine that means it’s way from the
hinterland at the Indonesia’s boarder
until the sea and various varieties of
flora and fauna.

community’s
livelihood.
Many activities organized within the
Padawan area are tourism related.
Tourism Potential
The tourist industry has been
able to generate some revenue
for the community.

tourist and the revenue earned
for the past two years have
shown encouraging trend.

initiate the PBSL Tourism Master
Plan Study through SPU, JKM

Background
The setting up of this Committee is
in response to the challenge by the
former Right Honorable Chief
Minister of Sarawak in transforming
the western region of Sarawak into a
major tourism industry.

The PBSL Joint Tourism Committee
is headed by the Municipal
Secretary of MPP, as the Chairman
of the Committee.

Objective
The primary objective of the study
is to conduct a preliminary survey of
existing potential tourism activities
as
well
as
tourism
related
development programmes on the
participating communities under the
four respective local councils and to
formulate a Tourism Master Plan.

UiTM was appointed the consultant
to make the study and to come up
with the Tourism Master Plan
headed by Assoc. Prof. Dr. Margaret
Chan and Dato Prof. Dr. Jamil Hj

Methodology
1. In-depth examination on Preliminary Survey on PBSL
Resource Inventory Survey;
2. Review and referencing existing data (tourism
product) and previous study to advance
understanding and addressing gaps in information
gathering;
*Refer to Tourism Product Inventory made by
MOT/MOTS previously and addressing the gaps

Contents
The Tourism Management Plan will include: Decision Support
System in each council to assist in Best Management Practices
for the development and management of tourism and Action
Plan.
2. Recreation Opportunity Spectrum
(ROS) a recreation
management tool will also be included to support proactive
and constructive integration of both recreational experience
and opportunity considerations with
the ecological
considerations necessary for sustainable natural resource
management.
3. The Guidelines on Tourism Industry will be documented from
the Law/Legal Perspective and the existing Council
Plan/enforcement.

• Interim Report(30 copies)
The Consultant shall submit the report upon
completion of the Objectives 1 - 11
• Draft Final Report (30 copies)
The Consultant shall submit the report six (6) months
after the study has been commissioned. It shall contain
all work performed by the consultant, the findings and
recommendations of the study for discussion with
PBSL Joint Tourism Committee before the final report
is submitted.
