of each living entity. He exists to ensure the continuation
of the dazzling and infinitely complex diversity of the
ever-changing life force, which is the essence of all
organic and biological matter.

IYOUW E
Over the past fifteen years, the International Yehudi Menuhin Foundation (IYMF) set
up a network of MUS-E associations to operate its MUS-E programme locally.
The aim of this programme is for children from primary schools in Europe and beyond
to discover the archetypes common to all cultures through an artistic approach
encompassing words, music, play, images, writing, film …or a combination of several
of these expressions. For many years, the IYMF has used storytelling to move towards
cultural diversity (Nomadic Tales; Children from here, Stories from afar; Tiny, Tiny
and the Seven Worlds) and this year proposed an original European project:
iyouwe SHARE THE WORLD under the common theme: “How was the world born?”
for the European Year of Intercultural Dialogue.
The objective is to increase the awareness of primary schools to intercultural dialogue
by encouraging exchanges between artists from diverse cultures.
Developed in the seven participating countries - Italy, Portugal, Hungary, Scotland,
France, Germany and Belgium - the project iyouwe SHARE THE WORLD, is structured
around five work stages. During stage 1, from January to June 2008, the actual artistic
work took place involving around 350 children in 14 schools and rallying 14 artists
from various disciplines, including 7 storytellers. Each class, lead by a storyteller
from another country or culture, created a story and passed it on to another class in
another country which gave it an artistic format (film, sound, theatre, dance).
Stage 2 took place in July in Hungary with a reflection and sharing seminar lead by the
Belgian storyteller Hamadi, artistic director of the Maison du Conte in Brussels.
From June to October, during stage 3, pedagogic and dissemination tools were
produced: a DVD, a website, the launch of an intranet of the project and the
publication of a book of the stories created by the children and the artists.
Stage 4 is our concert this evening. Stage 5 corresponds to the ongoing evaluation
of the project.

The project is one of seven flagship projects selected for co-funding by the European
Commission in the context of the 2008 European Year of Intercultural Dialogue.
These emblematic actions aim to raise awareness of the benefits of intercultural
dialogue by reaching out, directly or indirectly, to as many people living in Europe

Natacha Atlas was born in Belgium from an Egyptian father and an English mother. She grew up in the suburbs
of Brussels, becoming fluent in French, Spanish, Arabic and English, immersing herself in Arabic culture,
Egyptian “shaabi” pop and learning from childhood the raks sharki - belly dance - techniques that she uses to
devastating effect on stage today. Even more striking than Natacha's dance moves, though, is her voice, which
swoops and soars, blending unfettered talent and the complexities of Arabic musical theory into a burst of
sound that is thrilling, immediate and evocative. Natacha moved to England as a teenager and became
Northampton's first Arabic rock singer. Since then she has involved herself in a wide variety of musical projects. Dividing her time between the UK and Brussels, she sang in a variety of Arabic and Turkish nightclubs,
and spent a brief stint in a Belgian salsa band called Mandanga.
The success of her earlier work, both in the Middle East and in the West, including a top ten hit in France, has
shown just how alluring a musical bridging of the divide can be; the exotic Arabic scales, rhythms and textures
open up new horizons for 4/4-entrapped western pop and create possibilities for the enormous and varied
Middle Eastern music scene to communicate outside itself. In 1995 she released her first solo LP, Diaspora to
critical acclaim, a combination of beat-driven global dance of her long-time associates TransGlobal Underground with more traditional work of Arabic musicians. The result was a collection of songs of love and yearning
which genuinely fused West and East. Her second LP, Halim, sees Natacha exploring further her deeply felt
affinity with Arabic musical heritage. With Mish Maoul released in 2006, Atlas' harks back in sound and traditions to the music she grew up hearing in the Moroccan suburb of Brussels, particularly when the Golden
Sound Studio Orchestra of Cairo makes its entrance.
In 2008 the World Village label releases the cd Ana Hina with the Mazeeka Ensemble which marks her début
acoustic project where she explores a more traditional roots world, infusing Oriental and Western music but
looking to the past to uncover a rich history of musical collaboration.
Natacha Atlas has achieved her iconic status not by pursuing a conservative musical path but creating an exciting,
varied body of work that refuses to be neatly categorised. Over the past decade, she has entrancingly fused North
African and Arabic music with western electronic beats to produce a unique dance music hybrid.

Iva Bittová was born in Bruntal, northern Moravia now the
Czech Republic. Her parents were both musicians. Her mother
was a pre-school teacher who spent most of her life with her
family; her father Koloman Bitto - Bittov - was a musician
strongly influenced by the county of his birth - southern
Slovakia. His main instruments were string bass, cimbalom,
guitar and trumpet. This exceptional ability to play almost any
instrument he laid his hands on, whether performing in classical or folk music styles, proved a major influence on his three
daughters as they grew up. Both of Iva's sisters - Ida and
Regina - are professional drama and music performers.
Iva attended drama pre-school, specialising in violin and ballet
and later graduated in drama and music at the Music
Conservatory in Brno. During her studies, Iva took part-time
engagements as an actress and musician.
Later on, while working full time in theatre, she re-kindled her
interest in playing violin, an instrument she had set aside in
her younger years. After her father's early death, she decided
to follow in his professional footsteps as an instrumentalist
and by composing her own music.
In 1982, Iva started studying with Professor Rudolf Stastny,
the first violin of the Moravian String Quartet. In the intervening years the violin has become her life's passion and the
most inspiring musical instrument in her professional life. Iva
firmly believes that, as playing the violin places extreme
demands on musicians, the composer's work depends utterly
on commitment and diligence. She works in a range of musical
genres, including jazz, rock, classical and opera.
Everyday life inspires her music and interpretations, the inspiration being total silence and an absolutely positive atmosphere.
She says
“The violin accompanies me all the time. Everything around
me is under its influence. There are difficult pieces to practice
from which I gain discipline, confidence, and self-control - and
a healthy measure of doubt.”
She now lives and works in the United States with her younger
son Antonín - also a dedicated musician and another chip off
the Bitto block.

Born in Haiti, Marlène Dorcéna grew up in the South, in Cayes.
At school she practiced a repertoire of French songs and also
sang gospel in the choir of the local church. Following the coup
of 1991 in Haiti she decided to settle in Belgium to continue her
degree in Journalism and Media Communication. Here she
meets Raoul Nassar (musician, composer and medical doctor
from Haiti) who incites her to develop a vast repertoire of traditional songs, as well as her own compositions about the daily
life concerns and the struggle for a better Haiti.
In her first CD Mèsy she unveils the soul, colours, laughter and
poetry of the people of her island. Her home country symbolises the sun, tourism and Creolity, but is also one of the
poorest regions in the world. In Haiti, people sing to fight the
despair of unbearable living conditions, they sing with
strength and the conviction that singing in the sun will help
them forget their misery.
For several years, together with outstanding musicians, Marlène
introduces and shares her country and culture with numerous
audiences. The commitment of Marlène isn’t limited to her time
spent on stage. The conditions and burdens of the women and
children of her country concern her deeply… (project for a clean
water supply in a village in Haiti). She collaborates with associations such as Broederlijk Delen, Amnesty International,
11.11.11, and animates theatrical workshops for children.
In her new album Haïti, without changing style, Marlène
searches for new sounds, new simple emotions produced with
instruments made from natural components such as the lambi
(instrument used by Haitians during the revolution), the
Haitian drum, pine, hazelnuts, ti bwa, agogo, maracas, shells,
etc. This new album also illustrates her musical journey and
her gratitude towards Belgium, where, as she comments

The story began two decades ago with a voice - Dani Klein’s voice, the voice of
Vaya Con Dios. Back in the mid-Eighties, you could hear her singing on commercials, in
bars, on the stage, as the vocalist for indie heroes Arbeid Adelt. But she didn’t take her
place in the spotlight until she formed Vaya with bassist Dirk Schoufs and guitarist Willy
Lambregt. There was no five-year plan. Just the maverick urge of three musical magpies
to riff on the sounds they loved – and to see what happened when you mixed rock with
Latin rhythms or blues or flamenco or chanson or…
Vaya soared into the stratosphere. In the Eighties, “mainstream” mainly meant
“soulless”. Singles like Just a Friend of Mine, Puerto Rico, Johnny and Don’t Cry for Louie
were like lifebelts to those longing for music of colour and passion, heart and soul.
Her voice sounded like it belonged to a Delta blueswoman or a Detroit diva, not a
down-to-earth woman from Brussels.
She became a big name around the world. Vaya were selling millions, scaling dizzy heights
with the 1990 album Night Owls, but all was not well behind the scenes. The group started
imploding under the pressures of fame.
Devastated, Dani didn’t drop Vaya but went on as a one-woman-show. The melancholic
Time Flies and velvety Roots & Wings albums followed. But by the mid-Nineties Dani felt
smothered by the limelight. Exhausted, she stepped out of that hothouse. Shunned it.
Decided to find herself. Over the next few years she devoted herself to making up for lost
time with friends and family she’d barely seen for a decade and travelling the world.

Eventually the ache to create music returned and in 1999 Dani and four musician pals
began jamming together and recorded the results as Purple Prose, an album of quiet,
low-key beauty. Five years later, once again as Vaya Con Dios, she made The Promise, all
summery loveliness, especially the glorious Je l’aime, Je l’aime and Don’t Deny. It’s the
work of an artist at the peak of her creative powers.

Every nation has its legendary heroes: three bogatyrs, three musketeers… And of course the Gypsies have
them too - the trio Loyko, three comrades living and playing in our time. Though, originally, Loyko Zobar - was
a solitary Gypsy who wandered in the south of Russia a few hundred years ago, was the greatest horse thief
of all times, had the kindest soul and was the most ingenious violinist-virtuoso known. There is no one among
the Gypsy tribe who would equal him.
Loyko played his violin so beautifully, that even horses deliberately left their stables and followed him carelessly until the edge of the world. The trio Loyko was named in his honour with the violinists - Sergey Erdenko
and Vladimir Bessonov now joined by the guitarist Michael Savichev.
Sergey Erdenko organised the trio Loyko in 1990 in London. Loyko tours many different countries and
continents, performing on the best European and American stages for more than 17 years.
Loyko has released 10 solo CDs and DVDs. According to critics “Loyko belongs by rights to the world’s violin
elite.” The group became some kind of musical laboratory, having played thousands of solo concerts all over
the world, and also performing at the largest Festivals of traditional, jazz or classical music. An outstanding
Austrian director André Heller, invited Loyko with seven of the best Sinti and Roma groups from India, Egypt,
Albania, Spain, Macedonia, Hungary and Russia to perform in the show Magneten, the first time authentic
masters of this music performed in a major stage production in Western Europe. From then onwards the fame
of Loyko increased and their concerts are broadcast on many television channels in Europe …
Lord Yehudi Menuhin, invited Loyko three times to his concerts and festivals in Paris, Brussels, Barcelona
where they performed on stage with world famous musicians as Ravi Shankar, Dr. L. Subramaniam, Stéphane
Grappelli, Gilles Apap.
Ronnie Wood, the guitarist from the Rolling Stones, invited Loyko to take part in the recording of the album
Slide on in Ireland. At the Festival of vanguard classical music in Austria, the violinist Gideon
Kremer, repeatedly invited Loyko with solo programmes.
“It is when you mix rhythms, styles, genres and intonations from different cultures that
you obtain the most interesting results. When they get into your heart and become part
of it, something new is born, which is the essence of live music born on the road. It’s my
dream to make “Loyko’s” music a universal art uniting different genres and cultures“.

Musician, comedian, writer and teacher, Aleksandar Caric
works in Italy since 1991. Born in Yugoslavia, he was a
member in the eighties of the theatre and musical
improvisation company CirKo della primavera, with whom
he produced numerous shows which were never
rehearsed more than once in a constant search for new
spaces and forms.
He is part of the Tatamata Teatro Company, founded in
1994 with Serena Galella, a street and open air theatre
company which organises large events for the Coast to
Coast festival" of Palmi and Gerace in Calabria.
As an external teacher in several primary schools in Rome,
he works since 2005 for the MUS-E project supported by
the International Yehudi Menuhin Foundation.
Aleksandar Caric has also collaborated with numerous
comedians and musicians as a comedian, musician and
musical composer in theatre and dance shows as well as
in international events and festivals.
Since 2003, he is the artistic director of the uličnih svirača
Festival, an international street music festival in Novi Sad,
Serbia.

Lamine Dabo comes from Senegal and has travelled
around the world for many years as an ambassador for
timeless African authenticity.
In 1996 he starts his career as an acrobat - dancer with
the national ballet of Senegal, La Linguère, and tours with
them in Europe, China, the United States and Africa.
In 2000 Lamine Dabo decides to settle in Italy to teach
rhythm and Senegalese dance wishing to transmit the
true culture of this great African country in its most
authentic and moving form.
Lamine Dabo then starts to perform in Rome and Italy
with numerous Senegalese groups and participating in
numerous TV programmes.
In 2001, he creates Farafinaritmi, an African dance and
music company, one of the most famous and important
African dance companies in Rome. As choreographer,
Lamine Dabo is called upon to direct numerous dance
shows for events in Rome, in 2002-2003 he choreographs
the show The Dreams Merchant, organised by the Ateneo
Theatre of the La Sapienza University of Rome.

He also teaches African dance, hip hop, salsa and percussions, and since 2002 directs African dance and percussion workshops in schools in Rome.
In 2004, Farafinaritmi becomes a socio-cultural association with the aim of becoming a resource and documentation point for artists and students researching traditional
and contemporary African arts. Lamine Dabo is the artistic
director of the ensemble, conductor of the Tribù Farafina
and choreographer of the Farafinaritmi company.

Gerry Durkin is a Scottish storyteller, who has been working as a freelance professional since 2002. He
is registered with the Scottish Storytelling Centre and the Scottish Book Trust. He tells stories from
many traditions and cultures and brings humour and music into this mix.
He is currently working for schools that use his services regularly. His approach is all about involving
the children and allowing them to participate as much as they feel comfortable doing, gently encouraging them to contribute. He has a strong background in working with all age groups having extensive
experience of storytelling to nursery children, all primary, secondary pupils and adult groups.
He has been appointed as Bookstart Music Champion for South Lanarkshire. He is also Storyteller in
Residence for the National Museums of Scotland, after having been Storyteller in Residence in Crookston Castle, Glasgow, for three years.
In that time, he had been involved in many different projects such as The Aberdeen Music and Storytelling Festival, The East Renfrewshire Storytelling Festival, Celtic Connections, The East Dunbartonshire Storytelling Festival, The Scottish International Storytelling Festival, The Paisley Museum Folk
Music Weekend, North Lanarkshire Parent and Child Workshops, New Lanark Fair Trade Weekend, The
Borders Music and Storytelling Festival.
SERA P GÜVEN
STORY TELLER
Serap Güven is a comedian and storyteller of Turkish descent
and German nationality. She has lived in Brussels for the last 15
years and since a tender age took a keen interest in epic tales
and stories. This passion took her all the way to Kirghizstan and
Mongolia to meet and be inspired by their storytellers of
traditional epics.
In 2000, the International Yehudi Menuhin Foundation and
MUS-E Belgium asked her to interpret stories from the world for
various schools in Brussels. Then the association City Mine(d)
and the project Bruxelles Nous Appartient, in partnership with
the KunstenFestivaldesArts, asked her to narrate a Turkish story
set in contemporary Brussels life: she adapted the stories of
Nasreddin, the omnipresent wise-mad man of Turkish and
oriental legend. In 2004, she creates a storytelling show The
adventures of Nasreddin Hodja, which won the Prize of the Intercultural Storytelling Festival of Chiny 2004, in Belgium, the show
subsequently toured Belgium and Great Britain. In 2005, Serap
Güven is invited to the prestigious International Storytelling
Festival Beyond the Border, in Wales. The same year, the Maison
du Conte of Brussels invites her to narrate an extract of her show
The adventures of Nasreddin in Turkish.
She is currently working on the Kirghiz epic, Manas relating the
birth of the spirit of life and transmission. She also pursues her
work with the MUS-E Belgium associations as a storyteller and
gives courses of storytelling and theatre for other association
and cultural centres in Brussels.

Having studied both the arts of acting and theatre directing
in Hungary, Attila Kszel has been working as actor and
director at the National Theatre of Györ for 15 years.

Born in Vietnam, Dominique Hardy settles in France at the
age of eight. She is a comedian and an artist of the
Franco-Vietnamese oral tradition. She regularly returns
to Vietnam to feed her inspiration and create pieces
influenced by Vietnamese culture.
Her work as a comedian is mainly focused in the field of
theatre, movement and voice (with the Compagnie Les
Clandestines, the Compagnie Les Anges au Plafond), of
storytelling (with Anne List, Claudia Dulitchi, Géraldine
Keller) and of performance (with musicians as Olivier
Benoit, Jean-Christophe Kaufmann).
As Eurasian, Dominique Hardy is involved in cultural
exchange projects between France and Vietnam since
1998, through, amongst others, her association Archipel
Indigo. Her field of investigation and research focuses on
the oral tradition of both countries. Stories, songs,
popular rituals are the raw materials she collects and
cultivates presenting it to her audiences as shows: il y a
tout un monde (2001), Mémoires d’une buveuse de thé
(2001); Néo dung Kiêu, tender disembowelled flower
(2003), Plus noir que l'encre (2005). She also proposes
an exhibition-meeting place Parcours parallèles (from
2007) where she illustrates the symbols of Vietnamese
spiritual life through stories, an exhibition inspired by a
trip she took through the rural and mountainous regions
of Central Vietnam in search of legends, customs and
traditions deeply anchored within the Vietnamese which
she foresees will develop in a new creation Souffle dans
les racines du banian.
In 2004 he started working for the MUS-E programme and
teaches two classes of children from underprivileged
backgrounds from the industrial suburbs of Györ, using
theatre and martial arts techniques to deal with the lack
of concentration and attention of the children.
“I could start making sessions of situation games and
creative theatre exercises beyond the traditional ones
from drama pedagogy. Our classes give us a lot of fun and
joy and the positive changes in our group dynamism
allow us to develop into a real community. From time to
time I surprise them with something totally unexpected.
For example, I recently took them to the city stadium. Just
to feel its size and wonder…”

In 2000, he established the Studio of the National Theatre
of Györ where he directed among others, Scapin by
Molière (1998), Csizmás Kandúr by Tömöry-Korcsmáros
(2002), 80 Days Around the Earth by Jules Verne (2003),
wrote and directed Ludas Matyi (2004) and La Fontaine,
or the Night of Miracles (2005), and finally directed
Trainspotting by Irvine Welsh (2006).

Since 1988 she performs in festivals in the US, Canada
and Europe, as well as in schools, kindergartens,
libraries, senior citizen homes, castles, parks and prisons,
alone or with musicians, dancers or painters. Her repertoire contains fairy tales, myths, legends, her own stories
and literature (George Sand, Oscar Wilde, Hermann
Hesse, Arthur Schnitzler, Tonino Guerra).
Celina Pereira is born on the island of Boa Vista, Cabo
Verde, at the age of six she followed her family to the
island of San Vicente.
The preservation of the collective memory and identity of
the people from Cabo Verde is central to Celina Pereira
ever since her first album, Força di Cretcheu, recorded in
Lisbon in 1986, she collects the true richness and diversity of its musical culture. She spends years collecting
memories of the popular traditions in Cabo Verde and the
Capeverdean diaspora to present a rich repertoire; she
recovers mazurkas, wedding songs and mornas, round
songs, lunduns, chorus, rigmaroles and rural tunes,
vanishing testimonies of that cultural heritage.
In international music festivals of music or world music her
name appears frequently with renown artists as Youssou
N’Dour, Célia Cruz, Olodum, Daniela Mercury, Chico César,
Carlinhos Brown, Martinho da Vila, Gilberto Gil,
Manu di Bango, Rokia Traoré, Inez Mettzel, Grupo Tartit,
Al Jarreau, Bob Mc Feryn, Nina Simone, Manhattan Transfer.
As a multifaceted artist, Celina Pereira also became
involved in the field of communication as a radio
journalist and storyteller, an activity started in Boston high
schools and elementary schools in 1990. Celina Pereira
also participated to the MUS-E programme in Lisbon.
In November 2005 for the 30th Anniversary of the Independence of the Republic of Cabo Verde, she was
rewarded by the President of the Portuguese Republic
with the Medal of Merit.
In Germany, she created a programme for the French

After storytelling in the Congregation Habonim, a
synagogue build by Holocaust survivors in Toronto, the
Jewish storyteller Gidon Horowitz developed with her
the programme Lost Stories which was premiered in
November 2008.
In 1996, she opened the House of Stories and Tales in
Aachen aiming at the recognition of storytelling as an art
form and establish a network of national and international storytellers creating intercultural projects. Since
1997, she organises an international storytelling festival
Zwischen-Zeiten, the first of its kind in Germany and since
1999, invents and organises international school projects
Food for thoughts followed by Theseus - a journey
through the European, the last one Impulse of the
cultures started this fall.
Regina Sommer is one of the first artists to join the
MUS-E programme and has worked for Yehudi Menuhin
Stiftung Deutschland for 10 years.

Author of his texts adapted for stage, Hamadi has traced
over many years a unique project, as a comedian alone
on stage. Epics, chants, tales, myths and stories are the
raw materials of his theatrical creation.
TOM VOUT
STORY TELLER, AC TOR
Avoiding nostalgia, he introduces in his shows the necessary derision, the accents of caricature and farce, in echo
to the ready-made images from the soaps and memories
of films. Each of his performances allows us to discover a
new angle to his work: an exploration of the word in all
possible declinations, unclassifiable and dazzling.
Between 1980 and 1986, he spends his time collecting
oral literature in the Rif (North-East Morocco): a fruitful
journey gathering over eight hundred pages, hundreds of
popular tales, twenty songs of women, proverbs,
guessing games and nursery rhymes.
During these years, Hamadi strenuously transcribes and
then translates (from the Berber language) into French all
this material. He then decides to take over the task of
transmitting himself this literature.
Since then he has propagated the richness of the Berber
oral tradition through twenty publications, 5 CD of songs
and stories, fifteen performances (for young and old) and
numerous conferences and encounters.
In parallel to his work as storyteller-actor, Hamadi developed a significant training work for over twelve years with
the creation of the School of Storytelling, the first training
centre whose main objective is to train professional storytellers.
Passionate of this living form of performing, he writes for
theatre, produces (in theatre and in the world of storytelling) and is the artistic director of the Maison du Conte
in Brussels.

Tom Vout (alias Tom Van Outryve) always worked as an
educator until he was ready to become an independent
storyteller and actor.
As storyteller and actor, Tom works for several associations in the Flemish part of Belgium and in Brussels.
He also has some projects of his own, under the name
Tom Vout.
Thanks to his experience as educator and youth worker
in combination with his passion for stories and theatre,
Tom brings his stories for children and adults to life in his
own interactive and dynamic way.
And as every budding artist has some quiet periods, Tom
always has a backup; sometimes, he works as a subcontractor for a company building sustainable wooden
houses.

Subventionnée par la Commission communautaire
française depuis 2001 et par la Communauté
française depuis 2005, la Maison du Conte de
Bruxelles s’est efforcée de tisser un réseau qui n’a
fait que s’affiner avec le temps, tant avec les
conteurs qu’avec les associations de terrain.
L’ensemble des conteurs de Belgique francophone
y trouvent un lieu d’accueil, de formation permanente, d’accompagnement et de soutien.
La Maison du Conte de Bruxelles offre un espace
d’expression aux conteurs professionnels, un
terrain d’apprentissage aux conteurs amateurs
et un cadre accueillant pour des pratiques
différentes.
Les événements sont pensés et mis en place
par les conteurs eux-mêmes, c’est ce qui fait la
particularité du projet. Le responsable de la
programmation veille également à susciter des
rencontres entre les conteurs (sur des spectacles
communs, par exemple) ainsi qu’à leur proposer
de nouvelles pistes pour les faire sortir de leurs
thématiques habituelles et les mettre dans des
situations nouvelles.

ARTS AT SCHOOL
MUS-E © Arts at School is a programme of
the International Yehudi Menuhin Foundation. It concentrates on the development of
the child. It aims to help children, often
coming from challenging environments, to
begin on the long road to personal fulfilment
through the arts, music, dance, singing,
drama and visual arts.
Artistic workshops are given by professional
artists on a regular basis, mainly in primary
schools.
Working in both inner city areas and rural
villages, the artists of MUS-E introduce new
ways of thinking and creating, to stimulate
harmonious development.
The project promotes social integration and
aims to reduce levels of violence, racism and
social exclusion amongst the young.
The IYMF now coordinates MUS-E in 12 countries with more than 750 artists working with
40.000 children in 350 primary schools.

INSTITUT DE RECHERCHE, FORMATION ET ACTION SUR LES MIGRATIONS
The Institute of Research, Training and Action about Migrations (IRFAM) is a resource
entity founded by field workers and university researchers, for professionals working in the
fields of social action, education, etc. Using a multidisciplinary approach, the Institute
aims to construct links between research in psychology and work in the field of integration
and development, together with the fight against discriminations.
The goals of the institute are: To provide information about discriminatory mechanisms as
factors of exclusion and violence; To promote intercultural relations as instruments of quality
integration; To trigger a positive identity development among the victims of exclusion and
violence; To contribute to the setting up of democratic mechanisms aimed at encouraging
positive management of the socio-cultural difference and durable development.
The resources of the IRFAM are raising awareness, training and working with social
workers and political decision takers, as well as implementing research-development
processes and publications on the problems of the socio-economic development, exclusion and the management of socio-cultural conflicts.
The fields of intervention of IRFAM are: The evolution of the immigrant communities and,
in particular, the observation of the psycho-social integration processes and the dynamics
of cultural identities; The development of intercultural and socio-pedagogical intervention methods and policies: training, working with and assessing the field teams, practical
experiments, etc.
Working on the international stage, the IRFAM is backed by the European Union and
various levels of authorities in Belgium. The Institute has three centres in Belgium (Liege,
Namur and Brussels) and representative committees in France, Togo, Benin, Turkey and
Greece. Partnerships link the IRFAM to numerous entities in Europe, Africa and Canada.

CLOSING THE GAP IN EDUCATION OUTCOMES
BETWEEN ROMA AND NON-ROMA
THE ROOTS The Decade of Roma Inclusion, running from
2005 to 2015, was officially launched in 2005 as a
comprehensive effort to change the lives of Roma in
Central and Southeastern Europe. The Decade represents
a political commitment by the participating countries to
reduce disparities in key economic and human development outcomes for Roma, through implementing policy
reforms and programs designed to break the cycle of
poverty and exclusion. The Decade focuses on four
priority areas: health, employment, housing and education. The Roma Education Fund (REF) was set up as part
of the Decade of Roma Inclusion on May 12, 2005.
WHAT DOES THE ROMA EDUCATION FUND DO? The REF runs five major programs:
1. Project Support Program: Finances projects and programs supported by
grants approved by the REF Board.
2. Policy Development and Capacity Building Program: Supports studies,
technical assistance, strategy development, and learning activities that
help create a framework for dialogue with governments and civil society
on education reform and Roma inclusion.
3. Communication and Cross Country Learning Program: Includes activities
to promote the exchange of knowledge on education reforms and Roma
inclusion and to advocate for more inclusive education systems.
4. Reimbursable Grant Program: Represents a mechanism to help Roma NGOs
and local governments access EU funds for the purpose of Roma education.
5. REF Scholarship Program: Today, it is the largest tertiary scholarship
program for Roma students in Europe.
Objectives:
To reduce the educational gap between Roma and non-Roma children
by providing better access to quality
education.
To promote Roma inclusion in all
aspects of the national education
systems of countries participating
in the Decade of Roma Inclusion, as
well as others wishing to join in this
effort.
To combat segregation of Roma
children in education systems.
SOME ACHIEVEMENTS UNDER REF PROJECTS INCLUDE:
Ensuring access of 750 Roma children to integrated education in the all-Roma neighborhood of Vidin in
Bulgaria. | Developing The Municipal Program for Integration of Roma Pupils for the Berkovitza Municipal
Council in Bulgaria, as part of the country’s desegregation efforts. | Helping integrate 130 Roma children from
the recently closed segregated school in Szeged, Hungary, into new classes, with the volunteer work of
pre-service teacher trainees, acting as student mentors. | Contributing to the enrollment of 3,000-4,000 Roma
children in the compulsory first grade of primary education in Macedonia. | Supporting the development of a
needs assessment on Roma education in 38 locations populated by Roma in Moldova.
THE OSTRAVA CASE: A BATTLE WON AGAINST SPECIAL SCHOOLS
November 14, 2007: A remarkable decision was made by the Grand Chamber of the European Court of Human
Rights. The court ruled “segregating Roma students into special schools is a form of unlawful discrimination
that violates fundamental human rights.” The decision was the culmination of an eight-year legal battle during
which the plaintiffs challenged the practice of forcing Roma students – regardless of their intellectual
abilities – into schools for children with learning disabilities. The case was informed by an amicus brief
prepared in October 2006 by the REF, along with the International Step by Step Association and the European
Early Childhood Research Association.
