Dear citizens, in these three years we have
made a great effort to reform the regional
health system. We have reduced wastes, rationalized the expenses and optimized the resources. Now that we are included among the
virtuous regions, we can finally state we are
no longer a “rogue” region.
The balanced budget has allowed us to unfreeze resources which have been put towards the permanent employment of more
than eight hundred doctors, nurses and other
operators, and also towards important investments in advanced diagnostic technology. We
aim to a high quality health system, because
as citizens we deserve adequate cares, competent professionals and modern technologies. For this reason we are providing every
hospital of the region with cutting-edge technological and diagnostic apparatus, making
structural improvements in almost all hospitals and we are working hard in order to reduce waiting times.
Our effort to increase the quality of the health
services is constant and ordinary and for this
reason I feel the need to thank the members
of the staff, which devote themselves to this
great challenge.
Under these premises the first edition of
I N F O R M A T I Regional Health Services
Charter is born.
The citizens have the right to be informed, we
have the duty to be transparent.
We are fully convinced that communication
and information are fundamental elements in
order to spread our choices in health policy,
to share problems and their solutions.
This document is a useful tool to help citizens
to orientate inside the regional health structures, with the list of the bases where you
need to go, according to the different situations, and the modes of access.
A special thanks to the ASLs, to the Health
Policies Direction/Inspection Service and Quality Control and to the Regional Health Company for the work done and the result
achieved, sure that this charter will not just
give information, but also promote cooperation, growth and excellence, for everyone.

Our task
Founding principles
Our task is to promote, maintain and
develop the health system of all citizens in the region. In order to meet
this objective, the regional A SL provides all the services and benefits established by the Italian law with the
Essential Assistance Levels (L EA ),
which can be directly provided by
the local health authorities or by accredited agents, according to qualitative and quantitative characteristics
specified in the supply agreements
and aligning the activities to criteria
of effectiveness, efficiency, pertinence
of the use of resources and cost.
The reference point of the realization
of our mission is public interest and
to this end we express value judgements on what we consider right,
preferable, appropriate, compatible,
and what can be improved.
The centrality of the citizen is the
primary object of Abruzzo health
system; the essential element of this
path consists of focusing the attention on the satisfaction of the user,
developing relationships of trust and
mutual understanding of different
points of view and of the existing
constraints, together with the commitment to a constant improvement
of the services quality.
Reliability, in order to adapt promptly and continuatively every action, behaviour and service, considering the
priorities and objectives determined
by regional, local and business planning.
Effectiveness, intended as results
achieved through actions based on
proofs of evidence and on principles
of pertinence of cures, pursued
through clinical and welfare managing.
Equity, intended as the guarantee
that, all conditions being equal, everyone has the same right to access
health services.
Flexibility, as the ability to adapt the
choices and the use of resources to
internal and external changes in each

exercise the functions of health

Regional Health Agency (A SR )
The Agency is identified as the technical structure of the regional health
system which contributes, on a central level, to the definition of health
policies, to the strategic health planning, and on a peripheral level, to the
achievement of the regional strategic
objectives, guaranteeing the technical,
methodological and formative support to the health Agencies and to
the other components of the Health
System (institutions, private and public bodies, etc.)

Local Regional Health Units (A SL )
The Local Health Unit (ASL) supplies
the essential levels of assistance within each province.
According to the provisions of the
Regional Committee Resolution
n. 796 of 28.12.2009 enforcing the
Regional Law n. 5/2008 we have created from the 1st January 2010 four
regional ASL, and precisely ASL 1

Every ASL is equipped with public
legal status and entrepreneurial autonomy under the national and regional legislative dispositions in

public, private or mobile phone. The
call is free, you don’t need money
nor telephone cards. The service is
active 24/7 and it is coordinated by
an intensivist doctor.

which cannot be handled by

At the Emergency Room you will be
received by a nurse who will give you
a colour code based on the different
priorities of access. The color codes
Triage are the following:
• red code, given to serious cases, in
life-threatening situations, with immediate access;
• yellow code, given to patients who
may have their vital functions altered, with priority access depending on other emergencies;
• green code, given to patients who
don’t need an immediate service,
their access comes after red and
yellow codes and they have to pay
a prescription charge;

You can make use of this service if
you need outpatient or in-home assistance at night and during or before
a holiday, when your doctor/pediatrician doesn’t visit.
The consulting time is:
• Saturdays at 10.00 a.m.
until Mondays at 8.00 a.m.
• from 10.00 a.m. on a pre-festive day
until 8.00 a.m. on the day
after a holiday
• from 8.00 p.m. until 8.00 a.m.
every weekday.
For those who live in Abruzzo the
service is free, while for those who
don’t the cost for each service is €
25 for an in-home visit and € 15 for
an outpatient visit.

and health primary assistance services directly in the places of residence
and it guarantees a response to the
citizens’ health needs. It provides a
basic assistance through administrative (C UP , choice/revocation counter,
etc.) and health services.The services

be accessed through the Single Access Point (P UA ), which aims to inform, educate, orient and manage
the health demand expressed by the
citizens and to activate the integrated

The Territorial Assistance Hospital represents a new additional ASL structure
which aims to offer health services of
diagnosis and care to the citizens. At
the P TA you can find: specialist and rehabilitation outpatient services, a medical laboratory, first aid points with an
ambulance station, a C UP counter.
Thanks to the number of services offered, the PTA is the meeting point be-
tween district and hospital assistance,
becoming an important reference
point for the citizens, since it covers a
bigger territorial area compared to the
Health District area.

The U TAP is an organizational model
of health assistance, its main aim is to

Primary care, registration
at the National Health
Service (S SN )
and European Card (T EAM )
You can register at the SSN going, in the
reference District, at the Choice and
Revocation Office where you can
choose or change your general practitioner (MMG) and/or paediatrician (PLS).
In order to submit your registration you
need your tax code, a self-certification of
residence and a proof of identity. With
the registration at the SSN you will have
the right to access the health primary assistance service which allows you to benefit from outpatient visits, prescription of
medicines, specialist visits requests, several certificates. To register a minor or a
newborn see the section Child or adolescent; if you are a foreign citizen see the
section Foreigner or Italian abroad. The
doctors can choose to operate on their
own or to join in Groups, Networks, or
Associations, in order to guarantee a
wider assistance usability for the citizens.
• Medicina di Gruppo (Group Medicine) is composed of doctors operating in the same base. They
guarantee the constant presence of
at least one professional, for at least
6 hours a day between morning and
afternoon. The patients can refer to
the doctor on duty even if he/she is
not their general practitioner.
• Medicina in Rete (Network Medicine) is composed of doctors who
operate in different consulting
rooms but are connected through
information devices and can consult
the case histories of their colleagues’
patients in case of need or substitutions. A coordination of the opening

time of the different consulting
rooms is guaranteed.
• Medicina in Associazione (Association Medicine) is a form of coordination between doctors aimed at the
accomplishment of guidelines, operating practices and prescriptive behaviours. In case of absence for vacation
or any other reason, the doctor has to
find a professional to substitute him.
The European Card of Disease Assistance (TEAM) is released by the Financial
Ministry and allows you to obtain health
services in every UE country, in Norway,
Iceland, Liechtenstein (SEE Countries)
and in Switzerland, substituting the old
paper module E111.The Card is sent to
every citizen registered in the National
Health Service at the last fiscal residence
resulting at the tax record. In case you
don't receive it, or you lose or damage
it, you can ask for a copy at the Internal
Revenue Service or online at the website
www.agenziaentrate.gov.it.

You can use this service if you are an
Italian citizen and you temporarily live
in a different municipality which is not
your place of residence.You can choose
a MMG/PLS at the ASL in which you live
provided that you're staying for more
than 3 months and one year at the
most, that your permit is renewable
and duly documented exclusively for
work-study-health reasons.You can refer to the Health District at the
choice/revocation Office.

Medicines
Family Planning Clinics
The A SL provides, at the request of
a doctor, the distribution of the medicines listed in the National Pharmaceutical Handbook through the
pharmacies of the territory.
The hospital pharmacies distribute
directly some categories of medicines, under the current prescriptive
national and regional measures, as:
medicines for the treatment of patients in discharge, medicines classified as H range (hospital use),
medicines for therapeutic continuity,
artificial feeding devices, medicines
and equipment for patients under Integrated Home Assistance (ADI).
At the Family Planning Clinics you will
find a social health service addressed
to men, women, kids (see Other rights
of adolescents), individuals or couples,
that will help you preventing and
solving personal and interpersonal
problems of families or couples,
helped by social workers, psychologists, obstetricians, gynecologists, paediatricians, nurses. The advisory
service is free and you can access it
without medical prescription.The access is available for Italian and foreign
citizens and for temporary residents.
Family Planning Clinics main activities
are:
• psychological and social consultancy and support, health education
and prevention of social distress
addressed to individuals, couples
or families;
• pre-conceptional, pregnancy and
post-pregnancy social health assistance. Check-ups during pregnancy, childbirth preparation courses,
obstetrical postpartum assistance
(also at home);
• youth consultancy service, sexual
education;
• contraceptive education, consultancy on sexually transmitted diseases, on voluntary interruption of
pregnancy and emergency contraception;
• health care for women before and
during menopause;
• prevention of cervical and breast
cancer;
• family mediation for separated
people.
Home Care
If you are an oncology patient, if you
are affected by vascular pathologies,
if you have severe fractures etc., you
can continuously access integrated
medical, nursing, rehabilitative, and
socio-assistential services, according
to personalized intervention plans
and care profiles alternative to hospitalization. In order to benefit from
it refer to your M MG /P LS and/or to
the Health District (see Integrated
Home Assistance ADI).

Home Hospitalization
The hospital network of Abruzzo is
composed by the hospitals of each
regional A SL and by the private
structures which provide hospital
services on a temporary accreditation scheme and with supply contracts with each A SL .
It is an alternative to the hospitalization and it is activated by hospital
specialists in relation to defined intervention programmes for some particular pathologies. You can be
followed at home by doctors and
hospital nursing staff, integrated by
the district health staff.
Hospitalization
Urgent hospitalizations are decided
by the emergency medical service at
the ER. Programmed hospitalizations
can be proposed by the MMG/PLS or
by a specialist belonging or not to the
hospital staff. Day Hospital and Day
Surgery are day-care hospitalizations
for diagnostic, surgical, therapeutic
and rehabilitative services. At the moment of the admission you need the
hospitalization request, the Health
Card, an ID card, any clinical assessment or other health documentation
and your toilette case.The person assisting the patient can eat at the hospital canteen, asking the nurse
coordinator of the department for
authorization.

At the moment of discharge you will
be given a letter you will have to
bring to your doctor and keep for
possible controls. During the hospitalization you can ask for a certificate
of hospitalization in the department,
while once discharged you can ask
for your case history at the Case History Office bringing your ID card or
a proxy signed by the hospitalized
with a copy of his ID card.

DISEASES (MST)
M ST s are infections you can contract
through unprotected sex. Some
M ST s can be transmitted to foetuses
or newborns during pregnancy or
through breast-feeding. Many M ST s
can have serious consequences, such
as infertility or tumours. If correctly
treated and taken in time, M ST s are
in most cases curable.
To diagnose the presence of an infection you can go to your M MG /P LS ,
to a family planning clinic, to a specialist (gynaecologist, andrologist, dermatologist, infectious diseases
specialist) even if you are a minor
without parental consent (see Other

The infected person is defined as
HIV-positive. The virus can be transmitted:
• through infected blood;
• through unprotected sex with HIV
infected people;
• from HIV infected mother to child
during pregnancy, delivery, or
breast-feeding.
It’s important to know that from
the moment the virus enters the
body (contagion) until the appearance of anti-HIV antibodies there is
a so-called window period. If the test
is taken during this period you will
get a negative result, therefore it is
important to repeat the test after
six months.
It is possible to take the test for free,
through direct access and without a
medical prescription, in the following
structures, even anonymously and
even if you are a minor without
parental consent (see Other rights of
adolescents).

SPORTS MEDICINE
Oncologic screenings are health programmes which permit the early detection of tumours, offering higher
possibilities of early care.They consist
in a simple test or specific exam,
which are taken for free.The available
screenings are the following:
• breast, offered to women aged
between 50 and 69 years, every
two years;
• cervical, made through smear test
and offered to women aged between 25 and 64 years, every
three years;
• colon, offered to men and women
from 45 years of age, every five
years, through tests for fecal occult
blood and colonoscopy.
It directly makes all the clinical and instrumental exams provided by law
inherent to the assessment of fitness
to practice competitive sports, as
well as all the additional exams provided by the protocols of national
sports Federations, making use of the
territorial specialist or hospital structures. It also organizes training courses on education for adults and
interventions in classrooms, psychological counselling applied to physical
activity and sport.

The Department of Mental Health
is an A SL operational structure for
health services aimed at the prevention, diagnosis, care and rehabilitation in the psychiatric field, and in
the organization of interventions
about the protection of the citizens’
mental health.
Mental Health Services include all
the territorial, hospital and residential services dedicated to prevention,
care and rehabilitation of psychological distress and mental disorders.
Within them operate psychiatrists,
psychologists, social workers, nurses,
educators.
The Department includes:

In order to get all the information
and obtain the right assistance you
can ask your A SL ’s family planning
clinic, your M MG /P LS or a private or
public accredited structure gynaecologist by reservation and with an appointment request letter.
The emergency contraception (the
so-called morning-after pill) is an occasional contraceptive method to be
used within 72 hours after the intercourse. It cannot be considered a
habitual contraceptive method. In
case of need you can freely go to
your family planning clinic (without
appointment request letter and for
free), to the Continuity of care
(emergency medical service), to your
M MG /P LS , even if you are a minor
without parental consent.
Anorexia and bulimia
If you are affected by these kind of
diseases you have to go to the Mental Health Centre in your A SL (see
also Child psychiatry).

Before starting a pregnancy you can
go to a family planning clinic or to the
specialist outpatients’ clinics in your
A SL for:
• information on pregnancy (how to
be taken in, available services, maternity leaves, etc.);
• medical visits for a general health
check before conception and for
sterility and infertility problems;
• indications on clinical assessments
for hereditary diseases;
• information on sexually transmitted diseases, on problems connected to drug addiction and on
possible physiological paths.
During pregnancy you can go to a
family planning clinic or to the specialist outpatients’ clinics in your
ASL for:
• visits and exams to assess your
health conditions and to prevent genetic diseases (amniocentesis, scans);
• indications on correct lifestyles
(nutrition, abstinence from smoking, etc.);
• childbirth classes;
• mandatory certifications;
• contacts with the hospital departments in which you will deliver.
Most of the exams recommended
during pregnancy are prescription
charges free, according to Ministerial
Decree of 10.09.1998 (see Exemptions).
Childbirth preparation
You can attend childbirth classes in
hospital at the departments of Obstetrics and Gynaecology, in Family
Planning Clinics and Health Districts.

How to register a newborn

must register the birth of babies in
order to give them identity and status. You can register a baby at the
register office within three days directly in the structure where the
birth took place, or within ten days

How to choose
a paediatrician (P LS )
To choose a paediatrician for your
child you have to go to the Choice
and Revocation Office in your
Health District with your Family Status Certificate, or a self-certification,
in which are already registered the
newborn and his/her tax code (you
can ask for it at the nearest Agenzia
delle Entrate (tax office) and you
will be also given the European
Health Card, which will be mailed at
your address of residence).
You will have to choose the paediatrician from the list of those operating in your Health District. You can
revoke your choice any time from 0
to 14 years and select another paediatrician.
For kids aged between 6 and 14
years parents can choose to register
them with the M MG or the P LS .

In every A SL you can make use of
the services offered by this specialist
branch which performs activities of
prevention, diagnosis, care and rehabilitation for neurologic, psychiatric
and psychological/relational disorders
in children and adolescents aged between 0 and 18 years. The professional competences of child
psychiatrists, psychologists, speech
therapists and physiotherapists are
put at the service of these activities,
in collaboration with P LS /M MG . The
intervention sectors are:
• Neurology, psychomotor retardations and adjustment disorders of
the first year of life, epilepsies,
cerebral palsies, muscular dystrophies, dystonia, cephalalgies, neurometabolic diseases, genetic
syndromes, etc.;
• Neuropsychology, mental retardation, specific learning disorders
(dyslexia, dysorthography, dyscalculia) language disorders (dysphasia, stutter, language delays, etc.);
• Psychiatry and clinical psychology,

Rights of children in hospital
1. The child has the right to achieve the maximum possible
level of health.
• The hospital commits itself to the promotion of the
child’s health before birth, through educational interventions and assistance during pregnancy and childbirth.
• The staff encourages the integration of the newborn in
the family unit and promotes breastfeeding, nutrition,
personal hygiene, prevention from accidents and diseases.
2. The child has the right to receive a global assistance.
• Apart from providing medical care, the staff has to take
care of the child and of his peculiar life context.
• The staff operates in coordination with the other health,
educational and social structures present in the territory.
3. The child has the right to receive the best level of care
and assistance.
• The hospital staff, according to each specific responsibility, makes every effort in order to guarantee the children
and their families the best level of cares and assistance,
also improving its professional competence according to
the scientific and technological developments.
• The child has the right to be hospitalized in areas architecturally appropriate and to be attended/assisted by
doctors specialized in paediatrics.
• The recourse to hospitalization is limited only to situations in which it is not possible to cope otherwise with
the health needs of the child. Day Hospital, Day Surgery
and home assistance are preferred.
• In the case in which the hospital resources cannot supply
for the child’s needs, the medical staff has the duty of
directing the family to other structures that can offer
better conditions of care and assistance.
4. The child has the right to have a personal and cultural
identity and the respect of his/her religious faith.
• The staff has the duty of identifying the child with his/her
name in every circumstance connected to his/her permanence in the hospital. They don’t have to substitute
his/her name with words related to his/her pathology, to
his/her bed number, etc.
5. The child has the right to his/her privacy.
• The hospital staff guarantees the respect of privacy and
discretion that children and familiars need, with particular attention for the adolescents’ needs.
• The staff must respect the professional confidentiality.
• The processing of personal data complies with the provisions of the current legislation.

6. The child has the right to the development of his/her own
physical, psychic and relational development, to a relational life even in cases which require isolation and must
not be treated with restraint tools.
• For foreigners with a poor command of Italian the hospital activates relationships with voluntary associations,
cultural mediators and/or consulates of reference.
• The staff guarantees and promotes the respect of emotional, expressive and educational needs and particularly
the continuity of the family relationships.
• The hospital offers the possibility of a direct and continuous mother-newborn relationship (rooming-in) in
order to encourage a mutual attachment.
• The family is actively involved in the care process.
• The presence of a member of the family or another figure of reference, even in intensive care services or in assistance situations which involve invasive interventions,
according to the clinical needs. A higher number of visitors outside the visiting time is subordinate to the conditions of the child, to the characteristics of the
department/service, but most of all to the respect of the
privacy of all the inpatients.
• The presence of social-educational workers of territorial
services and voluntary associations authorized in accordance with the provisions of the current legislation is
guaranteed, in order to give the child the possibility to
establish significant relationships, in case of abandonment or temporary difficulty of the family.
• The child can decide to keep his/her toys, clothes and
any other desired object, provided that they don’t represent a danger or an obstacle for his/her or other care
programme.
• In case of long hospitalization the child is guaranteed the
continuity of his/her educational path.
• The recourse to tools limiting freedom of action and
movement happens in situations in which there is the
risk of compromising the diagnostic-therapeutic process,
that is in the situations in which the safety of the child
or of other patients is at risk.
8. The child has the right to be involved in the process of expression of assent/dissent to the health practice involving
him/her.
7. The child has the right to be informed about his/her health
conditions and on the procedures he/she will undergo in a
comprehensible language, appropriate to his/her development and maturity. He/she has the right to express his/her
opinion on every question regarding him/her.
• The opinions of the child have to be taken into account
considering his/her age and maturity level.
• The staff commits itself to establish a relationship based on
respect and cooperation with the child and his/her family.
• We will always look for consultancy and for the best
communication times, procedures and instruments.
• We will use a language as close as possible to the language of the child, using also games, drawings, pictures.
• A gradually aware assent/dissent according to the maturity of the minor will always be promoted and pursued,
especially through family relationships.
• Taken into account that the child does not possess all
the instruments to make full use of an information capable of expressing an assent/dissent towards decisions
connected to the disease, we also have to consider that
the silence increases fears.
• It is difficult to think of an informed assent/dissent before
seven years of age.Therefore, the assent/dissent has always
to be required, not only for a juridical or ethic need, but
most of all to make the child understand what is happening
around him/her, considering his/her capacity of comprehension. It is appropriate to present every possible scenario that he/she can conceive. This involves a consent on
concrete acts close to his/her experience. With children,
the consent is to be intended as an alliance with the adults.
• Afterwards, when the child explores more deeply his/her
motivations and confronts them with what other people
say and do, it is conceivable an informed assent/dissent
together with the parents’ one.
• Starting from age 12 we can believe in a progressively
aware assent/dissent: preadolescents and adolescents can
figure a future and can take charge of their life project.
9. The child has the right to be involved in the process of expression of assent/dissent towards entering a project of
clinical research-experimentation.
• The doctors have the duty of informing the child and the
parents, with a comprehensible language, about diagnosis, prognosis, type of proposed experimental treatment,
of the available therapeutic alternatives, of the collateral
and toxic effects, of the freedom to exit the project anytime and of the possibility to know the concluding results of the project itself.
• In case of refusal to enter the project, the doctors still have
the obligation to guarantee the child conventional care.
10. The child has the right to express his/her discomfort and
pain. He/she has the right to undergo the less invasive and
painful interventions.
• The staff dedicates a peculiar attention to the prevention and the manifestations of pain of the child.

• We adopt all the procedures apt to prevent the insurgence of pain and to minimize its perception, and also
all the expedients necessary to reduce fear, stressful and
anxiety situations, also through the active participation
of the family.
• A particular support will be offered to the families in order to facilitate the comprehension and the control of
their children’s pain.
11.The child has the right to be protected from every form
of violence, outrage, physical or mental brutality, abandonment or negligence, maltreatment of exploitment, including sexual violence.
• The hospital staff has the duty of giving the child the necessary support in order to detect the maltreatment and
the situations at risk, which involve the report to the
competent authorities and/or to the departments responsible for children’s protection.
• The staff also commits itself to cooperate, within each
specific competence, with the other health, social and
educational structures of the territory, as well as with
the court.
12.The child has the right to be taught how to perform selfcare interventions as independently as possible and, in
case of illness, to become aware of specific signs and
symptoms.
• The staff has the duty of putting the child and its family
in the condition of acquiring every knowledge, capacity
and ability needed for a management of the disease as
independent as possible.
13.The minor has the right to benefit from a confidential
doctor-patient relationship, and has also the right to ask
and receive useful information about his/her sexuality.
He/she also has the right to ask and receive information
on the use of medicines, harmful substances and possible
evolutions towards drug addictions, and to be adequately
be sent to rehabilitation services if necessary.
• An adequately prepared staff will answer to the questions of the minor and in case send him/her to the services of prevention, treatment and rehabilitation of
adolescent problems.
14.The child and his/her family have the right to participate.
• The hospital promotes initiatives finalized to the improvement of the quality of services, actively involving
children, families and voluntary associations.

The health acts listed below can be
requested without parental or tutors’ consent. The doctor will have
to carry them out:
• diagnostic (also laboratory) assessments and cares in case of symptoms of sexually transmitted
diseases (Law 837/56 art.4 and

and of gynaecological visits,
• acts for interruption of pregnancy

• health treatments in case of suspected physical violence or sexual
abuses.

Rehabilitation path
Rehabilitation health activities aim at
the functional recovery of modifiable
handicaps and disabilities, of various
nature and severity, addressed to patients of every age who need appropriate and effective rehabilitation
interventions.These activities guarantee hospitalization, outpatient and
home functions.

The A SL can also make use of accredited private structures through
the regional health system.
The rehabilitation activities require
taking in charge of the patient
through the predisposition of an individual rehabilitation project with interdisciplinary and interprofessional
modalities.
The objective of home care is to give
the patients the assistance needed at
their own domicile, guaranteeing the
continuity of care, encouraging the
recovery of autonomy and relational
skills, improving the quality of life and
supporting the families in the care
pathway, transmitting them some
useful competences in order to
achieve autonomy of action.
This kind of assistance offers integrated medical, nursing, rehabilitation and
social services, in collaboration with
the GPs.
The A DI service is activated by the
Health District at the request of
M MG s, social services, hospitals at the
time of discharge, patients’ families,
Assisted Sanitary Residences (R SA ).
The A DI service offers: scheduled
visits of M MG s, nursing assistance,
care giving (hygiene, mobilization together with social services), aids for
incontinence, medicines, dressing material (gauzes, disinfectants, etc.). The
A DI service is for free. For further information ask your Health District
(see Health Districts).
Planned Home Care (A DP )
This kind of assistance guarantees a
regular lift (weekly, fortnightly or
monthly) to the M MG /P LS consulting
rooms to people unable to move.
Non-ambulatory patients unable to
reach the consulting room or people
with serious difficulties in moving
about (heart or respiratory failure,
etc.) can ask for this service at the
M MG /P LS and/or their Health District.
Assisted Sanitary Residences (R SA )
R SA s are outpatient territorial structures for non self sufficient patients
older than 65 years, affected by
chronic or post-acute disabling diseases susceptible of treatment.
The R SA guarantees: basic health
care, rehabilitation treatments, assistance in activities of daily living. The

access to the R SA happens through
the Geriatric Assessment Unit
(U VG ), requested by your M MG or, if
the patient is hospitalized, by a member of the department.

in Switzerland, bringing with you the

health assistance only in the cases established by the convention (it is better to read up before going to these
countries). In non-EU countries where
there are no bilateral agreements you
will have to pay for each service and

PART I – SUBMISSION OF COMPLAINTS
Art. 1 – Holders of the right to protection
1. The users, relatives or similar, the Voluntary Organisms and
the Organisms for the protection of the citizens’ rights accredited at the Regione Abruzzo and/or afferent to the ASLs
can submit observations, objections and complaints, which
detect situations of inefficiency and acts or behaviours
which deny or limit the accessibility of health care benefits,
complying with the current legislation on privacy, from the
ASLs, from professionals affiliated with the ASLs or from accredited private structures connected with the ASL.
2. In case the report is not presented by the interested person, the Public Relations Office (U RP ) can contextually acquire formal delegation of the interested person to the
use of personal data.

Art. 2 – Modality
The users and other individuals listed in art. 1 exercise their
right through:
a) written communication delivered by hand, transmitted by
post, fax or email (according to the Ministerial Directives
27.11.2003 and 18.12.2003) to the Company or directly
to the U RP , subscribed by the user;
b) direct or telephone interview with the U RP operators.
In case the reports, expressed respecting the procedure or
by email, contain significant elements of investigation and require an accurate verification of the facts, the U RP operator
can ask the citizen-user who submitted the report to subscribe and formalize it.
The submission of reports does not prevent nor block the citizen from taking jurisdictional and para-jurisdictional actions.
The U RP can use anonymous complaints within its institutional task, in order to make adjustments and improvements.

The reports have to be submitted, in the modalities listed
above, within 30 days from the moment the user becomes
aware of the act or behaviour detrimental to his/her rights.
The Company can evaluate also the reports submitted after
30 days but only if the facts are provable.
PART II – EXAMINATION PROCEDURE
OF COMPLAINTS
Art. 4 – Preliminary Activities
The Public Relations Office receives the complaints and:
a) communicates the beginning of the procedure within 10

days from the receipt of the complaint, according to the
provisions of art.7 of L.241/90;
provides solutions to the users in case of complaints of predictable, univocal and precise definition; the URP consults in
any case the offices, the UU.OO. or concerned Structures;
arranges preliminary investigation, acquiring any relevant
information; the individuals involved in the situation have
to enable the U RP to give at least an interlocutory reply
to the person concerned, within 30 days from the receipt
of the complaint. In any case the definitive answer has to
be given to the user within 60 days.
in cases of detection of facts which could originate criminal liabilities or responsibilities for issues related to clinical
risk, gives notice of the fact and handles a copy of the related documentation to the U.O. Legal Affairs and/or U.O.
Management of the Clinical Risk;
transmits the practices of competence to the Conciliatory
Commissions.
Art. 5 – Preliminary investigation
The Public Relations Office for the completion of the preliminary investigation:
a) acquires all the necessary elements to the formation of
judgement, including consultancy and provision of copies,
without limits of confidentiality, of all the acts and documents related to the object of intervention;
b) requires opinions from technicians to the experts of the
Company;
c) enters offices or departments in case assessments are necessary;
d) for reports of evident complexity, not subject to an immediate definition, the U RP sends the relative documentation,
together with any other useful information, to the person
in charge of the concerned U.O. and copy to the Director
of the Department and/or the Director responsible of the
Structure, in order that it provides to do the internal investigation, asking for accounts or opinions to the employees aware of the facts, and acquiring any element necessary
to the definition of the report;
e) the investigation within the jurisdiction of the person in
charge of the concerned U.O., complete of an explanatory
report and of the indication of the measures and times
necessary for the elimination of the disservice, has to be
transmitted to the U RP within 15 days from the receipt of
the request of activation of the preliminary investigation;
f) the employees of the Company are required to provide the
necessary collaboration to the U RP for the fulfilments required, according to the provisions of these Regulations; the

failure to attempt these requests is a violation of the official
duties and, therefore, this lack of collaboration will be reported to the company organisms for the related decisions;
g) once verified the competence, it transmits to the Legal Office of the A SL , that is to the other organisms, all the practices not competent to the U RP , as for example claims for
damages and claims management.
Art .6 – Answer to the user
a) The U RP gives the user a written, at least interlocutory answer, as established by art.4 paragraph a);
b) it disposes a written answer to be transmitted to the citizen-user within 30 days from the receipt of the report,
addressed to the concerned individual or to his/her delegates. The answer has to contain the possibility of appealing, within 30 days from the receipt, for a re-examination
by the Conciliatory Commission which will be activated
through the U RP itself;
c) the term of paragraph b) can be suspended only once for
the following reasons:
• need of further assessments and close examination of
the case;
• motivated delays in the answers from individuals belonging or not to the Company but involved in the preliminary investigation.
In this case the U RP provides to inform the person directly involved motivating the delay. The definitive answer has to be transmitted to the citizen-user no later
than 60 days after the dispatch of the interlocutory answer (Art.2 Law 241/90 and s.m.i. with Law 69/2009 –
terms not superior to 90 days within which the proceedings have to be concluded);
• in case the U RP is not able to give any answer has to refer the matter, with an adequate reason, to the Conciliatory Commission, together with the reports for which
the terms of response have passed.

• examining the cases for which no answer was provided
within the terms established in art.6.
The Commission is composed of:
• the President, in the figure of the Regional Civic Defender;

• a representative of the involved Health Company.
Art. 8 – Regional Civic Defender
The user, once fulfilled the protection procedures provided
by these Regulations, can still access the standards of protection provided in implementation of the Law 142 8.6.1990, institutive of the Regional Civic Defender, in order to
re-examine the report.
PART IV – OTHER FULFILMENTS
AND REGIONAL CIVIC DEFENDER
Art. 7 – Conciliatory Commission (DPCM 19.5.1995) –
Condition for activation
The Conciliatory Commission has the task of:
• re-examining the cases object of petition or report in case
the user, singularly or through voluntary associations or
associations of protection of citizens, declares himself/herself not satisfied with the definition of the report and has

The Services Conference, chaired by the Directors General
of the A SL s, is called once a year with the purpose of informing on the general trend of the Company’s activities and particularly it will refer to the verification of the actuality of the
general information and to the monitoring of the fulfilment
of the commitments made and of the standards indicated in
the Services Chart.

Rights and duties of the ill citizen
RIGHTS
DUTIES
1. The patient has the right of being assisted and cured with
attention and care, with respect of human dignity and of
his/her philosophical and religious beliefs.
2. In particular, during the hospitalization the patient has the
right to be individuated with his/her name and surname instead of, according to a procedure which shall not be tolerated anymore, with his/her number or with the name of
his/her disease. He/she has therefore the right to be referred to with the courtesy form (“Lei”).
3. The patient has the right to obtain from the health structure information related to the services offered, to the access mode and to the related skills. The patient has also
the right to identify immediately the people who are treating him.
4. The patient has the right to obtain from the doctor who
is treating him comprehensible and complete information
about the diagnosis of the disease, the proposed therapy
and the related prognosis.
5. In particular, apart from urgent cases in which a delay may
cause a damage to the health, the patient has the right to
receive the news that allow him to express an effectively
informed consent before undergoing therapies or interventions; this information have to concern also the possible risks or discomforts caused by the treatment. If the
doctor considers a direct information inappropriate, still
has the duty to give it to the patient’s family or to those
engaged in the custody, unless the patient expresses an explicit refusal.
6. The patient has also the right to be informed on the possibility of researches and alternative treatments, even if executable in other structures. In case the patient cannot
choose autonomously the same information has to be given to the persons listed in the precedent point.
1. When an ill citizen enters an ASL health structure is encouraged to behave responsibly at all times, respecting the
rights of the other patients and willing to cooperate with
the medical, nursing and technical staff and with the direction of the health structure.
7. The patient has the right to obtain that the data related
to his/her disease and every other circumstance regarding
him/her remain secret.
2. The access to the hospital or to another health structure
expresses a relationship of trust and respect from the citizen-patient towards the health staff, essential assumption
in order to plan a correct therapeutic assistance programme.
8. The patient has the right to present complaints which have
to be promptly examined, and has to be immediately informed about their outcome.
3. It is a duty of every patient to promptly inform the medical
staff on his/her intention of giving up, according to his/her
wishes, cares and programmed health services, in order to
avoid waste of time and resources.
4. The citizen is required to respect the spaces, the equipments and the furniture inside the structure, considering
them a public property.
5. In an ASL health structure (hospital, health clinic, etc.)
everyone is required to respect the visiting time established by the Health Direction, in order to permit the normal therapeutic assistance activity and to encourage the
quiet and rest of other patients. We furthermore remind
that for hygienic-health reasons and to respect the other
inpatients in the hospital room it is essential to avoid the
crowding around the bed.
6. For reasons of hygienic-health safety, visits to hospitals are
not recommended to children under 12 years. Exceptional
situations of particular emotional aspect can be taken into
account asking the medical staff of the department.
7. In situations of particular needs the visits to the inpatient
outside the scheduled visiting time have to be authorized
through a written permit issued by the top clinician or by
someone delegated by him. In this case the authorized
member of the family will have to conform to the rules of
the department and show a respect appropriate to the
hospital environment, encouraging in the mean time the
maximum collaboration with the health operators.
8. Being part of a community, it is appropriate to avoid every
kind of behaviour which can disturb or annoy other patients (noises, lights turned on, transistor radios at high
volume, etc.).
9. It is a duty to respect the daily and nocturnal rest of the
other inpatients. For those who want to do leisure activities there are rooms in every department.
10.In hospitals smoking is prohibited. The respect of this disposition is an act of acceptance of the presence of other
people and a healthy way of living in the structure.
11.The organization and the visiting time of the health structure you access have to be respected in every circumstance. The health services not required in the right way
determinate a great disservice for all the users.
12.Patients and visitors should move within the structure using the paths provided, directly reaching their areas of interest.
13.The medical staff is required to enforce the rules above in
order to guarantee the good functioning of the department and the well-being of the ill citizen.
14.The citizen has the right to receive a correct information
on the organization of the health structure, but has also
the duty of inform himself/herself in the right places and
times.
