gathered from a records review, site reconnaissance, interviews, a report and any updates required, has
been conducted in accordance with the regulation by or under the supervision of a qualified person as
required by the regulation.
A phase two environmental site assessment of the RSC property, which includes the evaluation of the
information gathered from planning and conducting a site investigation, a report, and any updates required,
has been conducted in accordance with the regulation by or under the supervision of a qualified person as
required by the regulation.
QP Profile Information
The information represents the site conditions at the sampling points at the time of sampling only
and the conditions between and beyond the sampling points may vary.
Certification Statement
As of 2012/10/16, in my opinion, based on the phase one environmental
site assessment and the phase two environmental site assessment, and any confirmatory sampling,
there is no evidence of any contaminants in the soil, ground water or sediment on, in or under
the RSC property that would interfere with the type of property use to which the RSC property
will be put, as specified in the RSC.

Ground water sampling has been conducted in accordance with the regulation by or under the
supervision of a qualified person as required by the regulation.
I have, within the six months immediately before the submission of this record of site condition,
given written notice of intention to apply non-potable ground water site condition standards to the
clerk of the local municipality in which the property is located and the clerk of any upper-tier
municipality in which the property is located.
As of 2012/10/16, in my opinion, based on the phase one and phase
two environmental site assessments and any confirmatory sampling, the RSC property meets the
applicable full depth generic site condition standards prescribed by section 37 of the regulation
for all contaminants prescribed by the regulation in relation to the type of property use for which
this RSC is filed, except for those contaminants (if any) specified in this RSC at Table 2, Maximum
Contaminant Concentrations Compared to Standards Specified in a Risk Assessment.
As of 2012/10/16, the maximum known concentration of each contaminant
in soil, sediment and ground water at the RSC property for which sampling and analysis has been
performed is specified in this RSC at Table 1, Maximum Contaminant Concentrations Compared to
Applicable Site Condition Standards.
I am a qualified person and have the qualifications required by section 5 of the regulation.
I have in place an insurance policy that satisfies the requirements of section 7 of the regulation.
I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site
condition that are filed in the Registry are available for examination by the public and that the Registry contains
a notice advising users of the Registry who have dealings with any property to consider conducting their own
due diligence with respect to the environmental condition of the property, in addition to reviewing information
in the Registry.
The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally
accepted principles and practices as recognized by members of the environmental engineering or science
profession or discipline practising at the same time and in the same or similar location.
I do not hold and have not held
a direct or indirect interest in the RSC property or any property
which includes the RSC property and was the subject of a phase one or two environmental site assessment
or risk assessment upon which this record of site condition is based
To the best of my knowledge, the certifications and statements in this part of the RSC
are true as of 2012/10/16.

which consists of:

The Record of Site Condition Property is identified as Part 1 on the Plan of survey by Krcmar Surveyors
Ltd. Dated November 20, 2012. The Plan of survey is located in the Appendix A.
1.1
Property Description
The Phase Two Property consists of a vacant block of land located within the City of Toronto, and is
bounded to the north and east by Bonis Avenue, a City of Toronto Public Library to the West, and the
parking lot for Agincourt Mall to the south. The land has been subdivided for the purposes of this Record
of Site Condition Submission. The general site location is shown on Figure 1.

Potentially contaminating activities had been identified in the Phase One ESA for the site. The potentially
contaminating activities had occurred on specific portions of the Record of Site Condition Property. The

The site is currently vacant and no active utilities within the Record of Site Condition Property. Utilities
are located within the Bonis Avenue Road Allowance.

PHYSICAL SETTING OF THE PHASE TWO PROPERTY
3.1
Site Stratigraphy

A portion of the ground surface at the site is paved and was used as a parking area, while the remainder of
the site is grass covered. Based on the findings in the boreholes advanced during the initial assessment
and delineation (Appendix B), the parking lot structure and topsoil associated with the grass area are
underlain by an earth fill of varying composition, consistency and thickness. Underlying the earth fill
layer, a native deposit of dense to very dense (with depth) silty sand to sandy silt was encountered.
Further details are provided below. The location of the boreholes in the initial assessment is shown on
Figure 3. A cross section showing the site stratigraphy is shown on Figure 4.
3.1.1 Surficial Materials
Portions of the ground surface along the east and west portions of the Phase Two property are paved and
were previously used as parking areas, while the remainder of the site is grass covered. One of the
boreholes encountered an asphaltic concrete 50 mm in thickness.
3.1.2 Fill Materials
All of the boreholes encountered a surficial layer of earth fill that varies in thickness from 1.5 to 3.1
meters below present grade (Elev. 170.2 to 168.0 meters). The earth fill material is primarily silty sand
with some gravel. Boreholes also encountered earth fill that consists of sand and gravel with trace silt, and
sandy clayey silt with trace gravel. Due to the variation and inconsistent placement of the earth fill
material, the relative density/consistency of the earth fill varies significantly. In general though, the fill is
loose to compact and cohesionless.
3.1.3 Sand and Silt
The earth fill was underlain by a deposit of sand and silt with some clay and trace gravel at boreholes
BH3, BH6, BH7, and BH8. The sand and silt was encountered from 1.5 to 6.6 meters below grade (Elev.
170.19 to 165.60 meters) and beyond the vertical extent of investigation.
The sand and silt is characterized as being brown/grey and moist. Standard Penetration Test results (“N”
Values) measured in the clay ranged from 9 to 32 blows per 300 mm of penetration. The “N” Values
indicate a very soft to very firm relative density within the clay.
3.1.4 Sand
The earth fill was underlain by a deposit of silty sand with some clay and trace gravel in boreholes BH2
and BH5, and extended from 2.3 to 4.9 meters below grade (Elev. 169.65 to 167.05 meters).

3.1.5 Silt
The earth fill was underlain by a deposit of sandy/clayey silt with trace gravel at borehole BH/MW1. The
silt was encountered from 3.1 to 6.4 meters below grade (Elev. 168.0 to 164.7 meters) to beyond the
vertical extent of investigation.
The clayey/sandy silt is characterized as being brown and in most cases, damp. Standard Penetration Test
results (“N” Values) measured in the silt ranged from 14 to 29 blows per 300 mm of penetration. The “N”
Values indicate a soft to firm relative density within the silt.
3.2
Site Hydrogeological Characteristics
Unstabilized groundwater levels were measured in each borehole as they were drilled and after
completion, as noted in the borehole logs (Appendix B). Stabilized water levels were also measured
within all monitoring wells installed at the site. Stabilized water levels were measured on various dates
and are summarized in Table 5.

The cohesive sandy, clayey silt and the sand and silt with some clay layers found beneath the site are
within the water table and contain a relatively high percentage of fines.
The ground water measurements at the site during the period of the investigation indicate a static ground
water level in the sandy, clayey silt/sand and silt that generally ranges from Elev. ±167 to ±169 metres.
There appears to be a slight horizontal gradient towards the northwest of the site where the water levels
are generally found lower in elevation.
3.2.1 Groundwater Hydraulic Gradients
The horizontal hydraulic gradient of the groundwater in the area was determined to be approximately
0.003. The vertical hydraulic gradient was not able to be determined.

Section 41 or 43.1
Section 41 of the regulation (Environmentally Sensitive Areas) does not apply to the Phase Two Property
or the Record of Site Condition Property. Section 43.1 of the regulation (shallow soil property or water
body) does not apply to the property as there is no soil present. O.Reg. 179/11 section 8 “The qualified
person shall ensure that the site investigation includes investigation, sampling and analysis of ground
water on, in or under the phase two property where there is no soil on, in or under the property” does
apply to the property as there is no soil on, in or under the Phase Two Property during the time of the
updated Phase Two ESA. Monitoring wells were installed in the 2012 investigation for the purpose
investigation and analysis of the ground water.
3.4
Soils Placed On, In or Under the Record of Site Condition Property
No soils have been imported or placed on, in or under the Phase Two Property. Soils have been removed
from the property and lowered the elevation of the Phase Two Property from its original 172 masl to the
current bottom of the excavation at about 167 masl.
3.5
Proposed Buildings
The site will be developed over the entire record of site condition property as a residential development.
The development will have multiple levels of underground parking which will cover the area of the
Record of Site Condition Property below grade. The lowest slab elevation that will be present on the
property will be about 163 masl, which is approximately 9 m below the original surface elevation. The
final development plan for the property will develop the property with a have a storage garage that covers
the entire area of the Record of Site Condition Property at the proposed final grade of the building.

CONTAMINATION IN OR UNDER THE RECORD OF SITE CONDITION
PROPERTY
4.1
Areas Where Contaminants are Present
There are currently no contaminants present at the Record of Site Condition property. Areas where
contaminants were present on the Phase Two Property and the Record of Site Condition Property are
identified in Table 4.1-1 below and shown on Figure 5 and Figure 6.

The Phase Two ESA identified the applicable site condition standards as Table 3Full Depth Generic Site
Conditon Standards in a Non-Potable Ground Water Condition for Residential/Parkland/Institutional land
use as presented in the Soil, Ground Water and Sediment Standards for Use Under Part XV.1 of the
Environmental Protection Act (April 15, 2011). Medium and Fine textured soils standards were chosen
based on the grain size analysis conducted on the soils (Appendix C) taken from boreholes identifying
more than two thirds of the soil at the site consist of soil that contains 50 per cent or more by mass of
particles that are smaller than the 75 micrometers in mean diameter (medium and fine textured soils as
defined under O.Reg 153/04, s42(2)).
The delineation of impacts are shown on Figure 7 and Figure 8. The contaminants of concern in the fill
materials (mercury) appear to have come from the placement of fill material of unknown quality placed
on the site after the removal of the golf course. The mercury impacted fill materials were found placed
above the foundation of a building related to the maintenance of the golf course.
The petroleum hydrocarbon contaminants of concern were identified in the vicinity of a pump and tank
that was also related to the golf course. The impacts appear to be related to the historical use of the tank.
The pump and tank were abandoned in place. Delineation samples taken in the vicinity of the tank nest
identified that the soil impacts were localized to the soils near the tank and pump. The confirmatory
samples taken after the removal of the tank show that the extent of the impact related to the contaminants
of concern did not extend to the water table.
Ground water samples collected for the contaminants of concern listed in section 2.1 were found to meet
the Table 3 Soil, Ground Water and Sediment Standards for Use Under Part XV.1 of the Environmental
Protection Act (April 15, 2011) for residential/parkland/institutional land use. Soil impacts were identified
on the Record of Site Condition Property, the impacts were removed. Confirmatory samples were
collected and the extents of the remediation and the confirmatory samples are shown on Figure 9 and
Figure 10.
4.3
Medium in Which Contaminant are Associated
The medium in which the contaminants were associated with was the soil beneath Record of Site
Condition Property. Ground water impacts were not identified the Phase Two Environmental Site
Assessment investigation. All contamination was removed from the Record of Site Condition Property
when the medium in which the contaminants were associated with were removed.
4.4
Information Known about Each Contaminated Area
The information known about each of the contaminated areas is listed below:

Soil Fill – impacts limited to the extent of the fill material across the site. The fill material was
removed from the Phase Two Property prior to the construction foundations.

Underground Storage Tank and Fuelling Facility for the former Golf Course – soil impacts
identified in the area of the storage tanks were removed prior to the construction of the
foundations.
Reasons for Discharge of Contaminant
The origins of the contaminants are likely due to the placement of fill of unknown quality that was placed
during the removal of the golf course clubhouse and facilities, along with housekeeping and maintenance
issues with the use of the sources identified in the previous section.
4.6
Migration of contaminant
Prior to the current property development the Record of Site Condition Property had an elevation that was
higher than the surrounding lands. There were no significant topographical lows on the Record of Site
Condition Property where significant pooling would occur. The native soil on the property is a sand and
silt till with a low hydraulic conductivity, reducing the possibility of vertical migration of the
contaminants.
The final confirmatory sampling of the sand and silt till indicates that these assumptions are correct and
the contaminants did not migrate from the fill material vertically down toward the water table and
remained above the water table in the sand and silt till (Figure 9 and Figure 10).
4.7
Climatic or Meteorological Influences on Migration
Prior to the current property development the Record of Site Condition Property had an elevation that was
higher than the surrounding lands. There were no significant topographical lows on the Record of Site
Condition Property where significant pooling would occur. Due to the site topography, climatic or
meteorological influence on migration of the contamination on the property would be minimal.
4.8
Soil Vapour Intrusion into Buildings
The potential for soil vapour intrusion by contaminants of concern into the buildings is not possible as
there are no contaminants currently present on the Record of Site Condition Property.
4.9
Relevant Construction Features of Buildings
There are no buildings present on the site, however the final building plan includes a storage garage that
covers the entire Record of Site Condition Property at the final grade of the building, approximately 9 m
below ground surface (approximately 167 masl).

Building HVAC
There are no buildings present on the site. The proposed building will have appropriate ventilation of the
storage garages the ventilation of the storage garage will comply with all applicable requirements as set
out in the Ontario Building Code.

Subsurface structures and utilities that may have affected the distribution and transport of contamination
are presented in Table 4.12-1 below. All of the utilities were well above the water table elevation and
could not affect contaminant migration.
