J f i n i n j e said : I beg now to move the resolution of which I h a T e given notice. We are ail aware of the decision of the Local Government Board in t b i l matter—a decision for the moment, unfavour able to the wishes of the Yorkshire members of this Board; and a decision, moreover, which takes no note of the unanimous wish of the township forming our district. I n tbe reply of a portion of the Guardians to the Startforth Sural District Council's petition, a great deal was made of the principle which under lies tbe Union Obargeability Act, and i t was strongly implied, i f not actually stated, that tbe Durham portion of tbeir Union w i s impoverished or pauper ised by tbe immigration of men and others out of work to tbe Durham side; and that i t would be unfair to allow any division, iuatmuob a s tbe cost of keeping tbe Yorkshire paupers would fall upon tbe Durham ratepayers, Now, I am anxious to have this state ment or implication tested. (Hear, bear.) I t can easily be done if the Durham Guardians are willing. Tbey ought not only to be willing but most anxious to show that tbey bave adopted no arguments which cannot stand tbe test of the strictest enquiry. (Hear, hear.) I f tbey can prove what tbey imply, then I for one should cease to agitate or take part i n any move ment having for its object the severance of the Union ; t u t until this is done, so long as I bave the honour of being a member of this Board, I shall not cease to work for the removal of tbe injustice under which we labour. No Yorkshi reman who i s worth bis salt would do so. Let them give us the returns upon wbicb tbeir arguments are based, and then they will do what is honourable to themselves and satisfactory for us.
