LIIA members are encouraged to take part in this survey as feedbacks from industry players are valuable inputs for LOFSA in evaluating the effectiveness of the moral programmes implemented. On behalf of the association members, I would like to congratulate David Kinloch on his appointment as the new CEO of Labuan IBFC Inc Sdn Bhd. We look forward to working together with David in promoting Labuan as the jurisdiction of choice for insurance and insurance-related businesses. Majid Mohamad LIIA PARTICIPATING IN SISTEM PENGURUSAN AUDIT NILAI (SPAN) OR MANAGEMENT SYSTEM AUDIT VALUE SURVEY Management System Audit Value or better known as SPAN is a method to evaluate the effectiveness of programs in the public service. It aims to measure the level of effectiveness of implementation, appreciation and practice of moral values programmes in terms of ideology, personal, perceptions and also through customer feedback with regard to the six core values of public service that is trustworthy, honesty, wise, fairness, transparency and gratitude. The main objectives of SPAN are to assess the effectiveness of programmes executed by the government agency in order to inculcate moral values and develop strategies to enhance moral values practices at government departments and agencies. LIIA members will take part in the SPAN survey through the Customer’s Feedback Record questionnaire which will be distributed by LOFSA. The purpose of the survey is to assess customer’s observation and experience when dealing with LOFSA. According to LOFSA, the feedbacks and responses of the industry players would provide valuable input to improve moral programmes implemented in the future. LIIA news flash NEW CHIEF EXECUTIVE OFFICER FOR LABUAN IBFC INC SDN BHD With effect from 1 January 2010, David Kinloch is the new Chief Executive Officer of Labuan IBFC Inc Sdn Bhd. Prior to his appointment as CEO, Kinloch had been acting as interim Chief Executive Officer and had been serving as a private advisor to Labuan IBFC Inc Sdn Bhd for over a year. In the latter role, he had assisted Labuan IBFC in generating awareness, especially among international financial intermediaries and corporate end-users. Kinloch has over 35 years experience in offshore financial services industry, having worked in senior management capacities in leading offshore centers such as Bermuda, Malta and Hong Kong. According to the Chairman of Labuan IBFC Inc Sdn Bhd, Dato’ Mohammed Azlan Hashim “With his experience in the offshore industry, David brings with him a practitioner’s insight which will prove invaluable as we forge ahead with our marketing plan for 2010 and beyond,” said Azlan. Kinloch has worked with the Virgin Group of Companies United Kingdom, Jardine Matheson in Hong Kong, Lloyds syndicates in London, the Middle Sea Insurance company in Malta and Mobil Oil.
