REQUEST FOR INFORMATION
PROFESSIONAL EARLY CHILDHOOD OPERATOR IN RELATION TO THE
ESTABLISHMENT OF LABUAN FINANCIAL SERVICES AUTHORITY
CHILDCARE CENTRE
Introduction
1.
Labuan Financial Services Authority (Labuan FSA) plans to set-up a childcare
centre for its employees’ children of the following age group:


Infant (3 months – 2 years old)
Toddlers (2 – 4 years old)
2.
The facility to be offered by the Centre would be of high standard and secure
providing a conducive and comfortable environment to cater for learning and
development needs of young children. The Centre is expected to start
operation in 1st Quarter of 2016.

Labuan FSA therefore, wishes to engage the services of a professional early
childhood operator (Operator) to manage and operate the Centre.
4.
Interested Operator should have the required experience in running a
Childcare Centre and should have knowledge, skills and disposition to
implement a comprehensive programme/curriculum for the children.
5.
This RFI will assist Labuan FSA in inviting only selected qualified Operators to
submit a detailed proposal for the management and operation of the Centre.
6.
The prospective Operator must comply with the requirements as stated in this
RFI.
General Requirements
1.
Companies
Prospective Operators must be in the form of a company and have personnel
with the necessary qualification in Early Childhood Care and Education.
2.
Licensing
Prospective Operator’s company must have relevant childcare and/or
childcare license for the services offering from the relevant Authorities.
3.
Relevant Experience
Prospective Operators must be able to put together a professional team with
necessary qualifications and experience to manage the childcare centre.
4.
Financial Stability
Prospective Operators must be financially stable i.e. positive net worth.
Mandatory Requirements
1.
Prospective Operators must have at least 5 years’ experience in operating
childcare centre with at least 50 children.
2.
Prospective Operators must have experience in implementing age appropriate
for children from 3 months – 4 years old.
Submission of Information
1.
Prospective Operators must collect the “Consultant Pre-Qualification
Statement” at the address below during office hours between 8.30am –
5.30pm from 7 May 2015 – 12 May 2015.
2.
The Consultant Pre-Qualification Statement must be submitted in a sealed
envelope and deliver by hand to the following address not later than 20 May
2015.

3.
Labuan FSA shall not be responsible for loss of information or delayed in
submission.
4.
Labuan FSA shall not be responsible for any or whatever cost incurred by the
Operator in relation to this RFI.
