Welcome to the District 5030 Grant Management Seminar October 10, 2015 Shoreline Community Center Today’s Agenda TRF’s Annual Programs Fund & World Fund Becoming Qualified to Receive Grant Funds District Grant Proposals & Process Global Grant Proposals & Process Stewardship and Reporting Global Grants 2015-2016 GLOBAL GRANTS: Basics What is a Global Grant? A Global Grant is a single grant to fund an international project addressing one or more of Rotary’s six areas of focus, and whose TRF match is not less than $15,000 nor more than $200,000. The minimum total project budget is $30,000 TRF accepts Global Grant apps year-around. All applications are submitted on-line. The “Primary Contact” of each sponsor club’s 3person Grant Committee can access the on-line application & interact with TRF’s grant coordinator. 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 4 GLOBAL GRANTS – Areas of Focus 1. Economic and community development 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 5 Global Grants – Proposals & Process Global Grant Funding Potential TRF grant calculated based on matching o Rotary club funds @ 50% o District funds (DDF) @ 100% o Non-Rotarian & non-cooperating organization funds @ 50% TRF potential match is calculated automatically in a table in the online application. $15,000 - $100,000 TRF grant awards are noncompetitive $100,001 - $200,000 TRF grant awards are competitive. 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 6 GLOBAL GRANTS: Basics Global Grant Funding Trivia Global Grant requests of $50,000 or more will be reviewed by a TRF subject matter specialist & will be audited on completion of the grant. Global Grant requests of $100,000 or more will be subject to a “pre-grant audit”, an interim audit and a close-out audit. Global Grant applications requesting $100,001 or more from TRF will be reviewed on a competitive basis at quarterly meetings of TRF Board of Trustees. 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 7 GLOBAL GRANTS: WHAT TRF WANTS TO SEE IN AN APPLICATION 1. Beneficiary-based needs assessment (leading to good project design & measurable objectives for the project) 2. No conflict of interest 3. Appropriate role for cooperating organization(s) 4. Realistic budget 5. Sustainability 6. Implementation plan 7. Project & financial management 8. Monitoring & evaluation plan (based on measurable objectives) 9. Financial control, reporting and assessment 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 8 Global Grant Proscriptions • Cannot be used to fund - New construction or additions to buildings, residences, etc. - Purchase of land or buildings - Undergraduate (Bachelor degree) studies - Continuous or excessive support of one beneficiary group - Expenses related to Rotary events & project signage of >$500 - Projects that are primarily research oriented - Travel for staff of cooperating organizations • Can be used to fund - International travel to participate in project implementation, monitoring & evaluation - Must be arranged through the Rotary International Travel Services 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 9 Global Grants – Proposals & Process Getting Started… Step 1. 1. Establish a 3-person Club Grant Project Committee: Name the Primary Contact and two other club members. All committee members should be passionate about the project; knowledgeable, involved, and assigned key duties (e.g. project logistics, project administration, project operations.) Not affiliated with, or related to any participating NGO or Cooperating Organization. 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 10 Global Grants – Proposals & Process Getting Started… Step 2. 2. Submit D-5030 Global Grant Proposal Form to District 5030 Grants Help Desk (See TOOL KIT). The District’s Global Grants Committee will promptly review your proposal, offer coaching regarding any apparent issues, conflicts of interest, sustainability, etc. The Global Grant Committee is charged with vetting Cooperating Organization(s), alerting the District Governor to the amount of DDF being requested, and advising District leadership as to the nature and efficacy of proposed grant projects. 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 11 Global Grants – Proposals & Process Getting Started… Step 3. 3. Prepare, complete, and submit applications online: www.rotary.org/grants No application deadlines for Global Grants Most Global Grants take about four to eight months from initial application to funding… less with previous Global Grant success! Major grants ($100,000+) are reviewed by the Board of Trustees at their quarterly meetings. Submit applications at least 90 days prior to proposed grant travel. 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 12 Global Grants – When Do The Funds Flow? Once TRF has approved your Global Grant, all of the committed funds must be collected. There are two alternatives for assembling the funds: 1. Remit all club funds to TRF & pay 5% 2. Remit all club and non-Rotary funds to the project account of the sponsoring club. If you choose #2, a copy of the bank statement showing that all such funds are on deposit in the project bank account must be provided to TRF for DDF & TRF matching funds to be released. Allow up to 30 days for issuance of the TRF funds. 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 13 Ways to Improve Your Global Grant Application NEEDS ASSESSMENT Start with needs assessment rather than project plan Conduct thorough assessment of community needs and strengths Talk to community members directly 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 15 NEEDS ASSESSMENT – Cont’d. Engage the community. Clearly define desired outcomes and how to measure them. Assess resources/ limitations of your club, the host club, and potential partners. Ensure community commitment, capacity to carry out and sustain project after funding is gone. Consult TRF’s “Community Needs Assessment” manual for specifics. (See Tool Box) 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 16 AREA OF FOCUS Review areas of focus policy statements Identify most appropriate area of focus based on needs assessment. Avoid “bundling.” Design project based on identified area of focus Ensure that all project activities relate to the area of focus goals 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 17 DETAILED PROJECT PLAN Provide a detailed project implementation plan Detail how you “intend to get things done!” Include Measurable Goals - metrics Include Sustainable elements Involve beneficiaries in project design. 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 18 ROTARIAN INVOLVEMENT Provide detailed list of tasks for host and international Rotarians. Identify in what project preparation tasks Rotarians have been involved (e.g., needs assessment, planning, bid solicitation, etc.) Indicate the Rotarians that will be responsible key project tasks Provide a schedule for their involvement List planned trips to the project. 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 19 BUDGET Provide detailed budget Realistic Scalable – Yes or No Include all expense items Include vendor information and explain how vendors were selected. How will your project be maintained? Providing equitable community access to safe water, improved sanitation and hygiene • 2. Strengthening the ability of communities to develop, fund and maintain sustainable water and sanitation systems • 3. Supporting programs that enhance communities’ awareness of the benefits of safe water, sanitation and hygiene • 4. Supporting studies for career-minded professionals related to water and sanitation 10 WAYS TO IMPROVE YOUR GLOBAL GRANT APPLICATION | 26 COOPERATING ORGANIZATION MOU Include MOUs for each cooperating organization.
