Puno directly visited the town of Kolambugan, Lanao del Norte last August 25, 2008 to assess the damaged areas of the town and had a dialogue with the evacuees and local officials. Kolambugan was one of the towns most severely attacked last August 18, 2008 by the lawless elements of Moro Islamic Liberation Front (MILF). Arriving through Ozamiz City airport, Secretary Puno was accompanied by Congressman Abdullah D. Dimaporo and then-Philippine National Police Director General Avelino I. Razon, Jr. To the municipality of Kolambugan. Also going with them were City Mayor Reynaldo O. Parojinog, Sr. of Ozamiz, Mayor David M. Navarro of Clarin, Undersecretary Brian Raymund R. Yamsuan, DILG-10 Regional Director Quirino M. Libunao, PNP Director Teodorico B. Capuyan and DILG-9 Regional Director Loreto T. Bhagwani. LDN Provincial Governor Mohamad Khalid Q. Dimaporo and Mayor Betrand M. Lumaque of Kolambugan greeted the Secretary and his party at the Mukas port. SILG Puno and the group went up immediately to the Kolambugan Elementary School in Barangay Pantar, one of the facilities burned down by the Moro rebels. He also viewed the evacuation centers afterwards. In a short program held in Kolambugan Municipal Hall, Secretary Puno turned over the relief goods to Mayor Lumaque and interfaced with the local officials. A new police patrol car was also turned over by SILG Puno to the local government to replace the patrol car burned down by the MILF rebels. The CVO equipment was then ceremoniously handed to the chief of police and barangay officials for the use of their police auxiliaries. page 4 (Photo at right) Cong. Puno giving a speech to Iligan City local officials DILG-10 is Outstanding Accredited Agency in region 10 The Department of the Interior and Local Government Region 10 is the recent recipient of the Outstanding Accredited Agency award by the Civil Service Commission (CSC) region 10. Other awardees in the said category are the Central Mindanao University (CMU) in Musuan, Bukidnon; Land Transportation Office Region 10; Local Government Unit of Quezon, Bukidnon; and Local Government Unit of Don Carlos, Bukidnon. They were heralded as such for having complied the CSC policies, laws and rules in the processing of quality appointments of personnel. Also in the good maintenance of orderly and updated personnel records, timely submission of required reports, full implementation of issuances and programs from CSC and support to CSC-instituted programs. In a grandiose awarding ceremony held last September 29 at Limketkai Center in Cagayan de Oro City, Regional Director Quirino M. Libunao led the DILG-10 office in receiving the award. Page 3 In LEGAL PARLANCE by Atty. Ruby Ann P. Oblefias Issue: Whether or not the duty to sign checks for the maintenance and operational obligations of an office be waived? Opinion: In answer, the pertinent provision of the Local Government Code provides: ―Section 445. Powers, Duties and Compensation.—(a) The vice mayor shall: (1) Be the presiding officer of the sangguniang bayan and sign all warrants drawn on the municipal treasury for all expenditures appropriated for the operation of the sangguniang bayan; (2) Subject to civil service law, rules and regulations, appoint all officials and employees of the sangguniang bayan, except those whose manner of appointment is specifically provided in this Code; (3) Assume the office of the municipal mayor for the unexpired term of the latter in the event of permanent vacancy as provided for in Section 44, Book I of this Code; (4) Exercise the powers and perform the duties and functions of the municipal mayor in cases of temporary vanacy as provided for in Section 46, Book I of this Code; and (5) Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance. It bears stressing herein that the aforequoted provision is explicitly clear. Thus, there is no need for its interpretation but only for its application. And to reiterate, among the duties of a municipal vice mayor, is to sign all warrants drawn on the municipal treasury for all expenditures appropriated for the sangguniang bayan. The aforesaid provision refers to duties not rights which can be waived within the limits as set forth in the law. It being a mandated duty, dereliction thereof may subject you to possible administrative, civil, and/or criminal actions. 2 DILG DOMAIN Visit us at www.dilg10.org MSU-IIT to replicate LGRC-10 Dr Olga M. Nuñeza, Vice Chancellor for Research and Extension of Mindanao State University–Iligan Institute of Technology shared the to DILG the school’s desire to replicate the Local Governance Resource Center of DILG Region 10. This, she disclosed during her visit to LGRC-10 with her staff last August 12, 2008. She specifically pointed out the valuable contribution of the Center in providing relevant information and knowledge products to the clientele. The group was first briefed by LGOO V Pablio L. Benitez Jr, the LGRC-10 coordinator. He presented to them the background of LGRC-10, and the operationalization of the Center. Nuñez disclosed that she will try to replicate the program of LGRC-10, under the management of the Office of the Vice Chancellor for Research and Extension (OVCRE), to promote and establish a culture of knowledge sharing in the school. She added that the establishment of its own knowledge center in MSU-IIT will surely contribute in the effective exchange of ideas and information among the stakeholders on research and development. This visit of the academe from the MSU-IIT is part of their strengthening efforts towards the cultivation of a culture of research in the said Institute. Earlier, the group made a courtesy call to DILG-10 Director Quirino Libunao. The latter proudly explained the program to the visiting academe. GABAY Award is a new awards program by the Department of the Interior and Local Government region 10 to give due recognition to the best performing barangays in the region and enhance the performance of the barangays for more effective delivery of basic services. Through the said awards program, it shall strengthen good barangay governance and stimulate innovations. This award was initiated in lieu of the Search for Outstanding Barangay Officials (SOBO) due to the recent barangay elections. Director Quirino Libunao welcomed the local officials and told the group on the evolution of a new award in subsequent to the SOBO award. Briefly, he described that the award shall work as a total assessment of the barangay. A total description of the objectives, coverage, committees concerned and guidelines on the said barangay was narrated by the program officer Pablio L. Benitez, Jr.. He said the GABAY award shall check if the barangay is on the right track in delivering the kind of services to the constituents. It will help in identifying the competency gaps and provide appropriate interventions. Bernard Pacaña, the Liga ng mga Barangay President of region 10, injected in the middle of the discussion that the said award will pose as a challenge to barangay as a team. One suggestion from LIGA President Francisco Chiong of Tangub City was well taken by the group and that was to make the awards coverage moved into January to October of this year. A resolution is then prepared for the turnover of funds for the LIGA to manage and LIGA Presidents Arsenio Kho of Misamis Oriental and Aaron Neri of Cagayan de Oro will serve as signatories. LGSD Chief Clodualdo Espedilla closed the meeting saying that it is important to consider barangay officials as policymakers. He added that this assessment of the barangay as a totality will be a good start. DILG authorizes brgys in LDN AND Iligan to deputize police auxiliaries “Each barangay will be authorized to deputize five police auxiliaries who will be under the strict supervision of the Philippine National Police.” This was pronounced by Interior and Local Government Secretary Ronaldo V. Puno during his visit in Kolambugan and Iligan last August 25. This idea of a police auxiliary was taken from the Executive Order 546, signed by President Gloria Macapagal Arroyo two years ago, authorizing the deputization of civilian volunteer organizations (CVOs) and the use of barangay tanods as "force multipliers" in the campaign to wipe out terrorist threats. CVO applicants will undergo a rigid screening process and training program before they can be deputized as armed police auxiliaries who will help the Philippine National Police (PNP) maintain peace and order at the barangay level. Stringent record-checking will be done to determine if there is any criminal record by a CVO applicant. Those CVOs who will be qualified will undergo in an “army-like” training by PNP Special Action Force. Once passed, these qualified police auxiliaries will be given long hand guns issued by PNP to assist both the police and AFP in protecting their barangays from extremities and other lawless element “Through this Executive Order, binibigyan po natin ng karapatan ang ating local officials and PNP to deputize police auxiliaries,” Puno said. Another feat for DILG-10 was the awarding of its HRMO Ms. Rosario O. Pelaez as one of the Outstanding Human Resource Management Officer awardees in the region. She received the award along with other outstanding HRMOs, namely: Ms. Haidee Helena F. Garcia from Central Mindanao University, Mr. Cristino R. Tabal from LGU of Quezon, Bukidnon, and Ms. Antonieta R. Guevara from LGU of Don Carlos, Bukidnon. During the program, separate taped messages from President Gloria Macapagal-Arroyo and CSC Commissioner Ricardo L. Saludo were aired wherein they congratulate the awardees and honorees. President Arroyo underlined in her recorded message that public service and people are important links in the society. She recognized the role of the public servants as the ones working for the aspiration of the nation. She urged others to strive in replicating the moral, responsiveness and integrity of public servants nationwide. Earlier, Atty Lourdes Clavite-Vidal, Regional Director of CSC-10, in her message underlined on the better public service being given by the government workers today. She pointed out that despite of the “adversaries in life, government workers are still able to stand and now the outstanding workers in the government are recognized.” She said that by working together, everyone can move forward to their destinations. A ground-breaking of a new water supply system was successfully held last July 8, 2008 at Barangay Luna of municipality of Claveria, Misamis Oriental. The P72M-worth water supply system is expected to serve the five (5) barangays of Claveria. It was partly funded by Land Bank of the Philippines, through the Mindanao Basic Urban Services Sector Project (MBUSSP) of the Department of the Interior and Local Government (DILG). MBUSSP is a six-year sector development project which is intended to provide institutional capacity-building program, and to pursue urban infrastructure investment support to participating LGUs in Mindanao. Moreover, this project provides financial and technical 4 DILG DOMAIN assistance in the construction of projects. Mayor Redentor N. Salvaleon of Claveria welcomed the guests led by Vice -Governor Norris Babiera. Mayor Salvaleon was very pleased to see the dream of the municipality starting to realize. He said it has been 15 years that they have long dreamed for a bigger water supply system in their town. He added that this water system was definitely in line with the other projects of the province. page 9 … from page 1 (SILG Puno visits) Earlier that day, the Philippine Flag was raised to show that normalcy has returned to the town which was taken over by the MILF for five hours last August 18. SILG Puno then headed down to Iligan City to interface with the local officials on matters of security and other concerns. In the city hall compound, Mayor Lawrence Ll. Cruz, Vice Mayor Henry C. Dy, city councilors and local PNP officials greeted the Secretary and his party. SILG Puno also met with the barangay tanods who assembled on the grounds to greet the Secretary. Later that evening, the chief tanod received the CVO equipment from General Razon and Secretary Puno. Mayor Cruz also presented to the Secretary the 22 MILF surenderees. These visits in Lanao del Norte were part of the two-day visit of the Secretary in Mindanao to assess the situation in villages attacked by MILF renegade forces and discuss measures with local chief executives on how to restore normalcy in these areas. DILG region 10, led by Regional Director Quirino M. Libunao, handed over checks to local chief executives with a total of P4.7M, as guaranteed by Interior Secretary Ronaldo V. Puno for financial assistance to cities and municipalities affected by the Moro Islamic Liberation Front (MILF) attack last month. This is to assist them in ongoing efforts to restore normalcy in these areas and bring back displaced residents to their homes. The turn-over was first held last September 3, 2008 at DILG10 regional office conference room. The municipality of Kolambugan received P500,000. The three municipalities of Linamon, Maigo and Bacolod received P300,000 each. Puno also gave P500,000 to the local government of Ozamis City to help it cope with the number of evacuees from neighboring towns attacked by MILF renegade forces. He also promised P100,000 to the municipality of Clarin to fund them in aiding evacuees. When he was In Iligan City, Puno had promised Mayor Lawrence Ll. Earlier, in behalf of the President, Puno turned over the amount of P100,000 in financial assistance to the family of Police Officer 1 Dexter Salvacion, who was among the casualties of the MILF ambuscades in Kauswagan, Lanao del Norte. The municipal mayors who were present to receive their checks from Director Libunao were Hon. Bertrand M. Lumaque of Kolambugan, Hon. Noel N. Deaño of Linamon, Hon. Judith V. Miquiabas of Bacolod and Hon. Hernando M. Granaderos of Maigo. Mildred Hingco, the provincial treasurer of Lanao del Norte, in behalf of Governor Khalid Q. Dimaporo, received the P1M check for LDN as assistance to the province in the rehabilitation. Mayor Lawrence Ll. Cruz of Iligan City arrived later to get the check for his LGU and signed the MOA. Receiving in behalf of Mayor Reynaldo O. Parojinog, Sr. was the city administrator of Ozamiz City, Jonathan Rubio. Meanwhile, the municipal treasurer of Clarin picked up its check, in behalf of Mayor David Navarro, a few days after. It has been known that the LGUs of Misamis Occidental had immediately given aid and housed the evacuees from Lanao del Norte after the siege. page 6 Bukidnon conducts Provincial Alliance Building Phase I seminar A three-day seminar on the Provincial Alliance Building (PAB) Phase I was successfully conducted by the provincial government of Bukidnon and DILG provincial office last September 10-12, 2008 in Cagayan de Oro City. Said seminar served as a venue for the Comprehensive Development Plan (CDP) Agenda upda-ting planning workshop. A number of local chief executives, city/municipal planning development coordinators, municipal treasurers, municipal budget officers, and sangguniang panlalawigan members participated in the said seminar. Invited speakers in the said activity were Regional Directors Rafael G. Evangelista,Jr., Anabelle Atillo, Quirino M. Libunao and Assistant Regional Director Eduardo V. Manlantao of NEDA10, DBM-10, DILG-10 and BLGF-10, respectively. Director Libunao explained to the participants the concept behind the PAB. PAB is an innovative feature of the Newly Elected Officials Orientation program to bring about broad-based local development via forging of alliance of different stakeholders such as business sector and civil society members in the province. He also explained on the essential elements and key actors in PAB. The Joint Memorandum Circular No. 1 series of 2007 which is the ―Guidelines on the Harmonization of Local Planning, Investment Programming, Revenue Administration and Budget and Expenditure Management‖ was also tackled by Director Libunao. Other topics taken up and discussed by the invited speakers were: Development Thrusts and Provincial/Local Planning Expenditure Management (PLPEM) Updates, International and National Development Directions (namely Millennium Development Goals, PGMA’s 10-pt Agenda, Super regions Approach, 2008 SONA Commitments and the Northern Mindanao Medium Term Development Plan), Salient Features: Updated Budget Operations Manual (UBOM) for LGUs and Role of BLGF in JMC 2007-01. PLPEM, as discussed by Director Evangelista, are the guidelines used by NEDA in providing technical assistance to the provinces in the preparation of the Provincial Development and Physical Framework Plan (PDPFP). The open forum afterwards was facilitated by Provincial Director Ronelo P. Alvarez. Other invited guests in the said seminar were Provincial Administrator Jose Freddie F. We will not allow anyone with doubtful history. We are going to conduct drug test. We are going to do all kinds of tests to make sure we get only the best and the most responsible individual in your community,” according to Sec. Puno during the press conference held that day. At hindi po totoo „yong sinasabing balita na kahit sino na lang ay pwedeng mag-armas.” The two are in accord that the arming of these well-trained police auxiliaries is in line with law when the police force is not enough to afford adequate protection to the community. The civilians applying to be a police auxiliary shall be trained by PNP staff, then, they will be profiled by asking background questions from their teachers, community leaders and religious leaders. Provincial Governor Mohamad Khalid Q. Dimaporo stressed out that there should be no more repetition of the atrocities and that an effective police auxiliary force could very well prevent it by working through proper channels. Samporna. Lumaque, in his message during the turn-over, expressed his deep thanks and gratitude to the DILG, especially to Secretary Puno. He acknowledged how essential this financial assistance will be to their municipality. On the subject of arming the trained civilian volunteer organizations as police auxiliaries, Lumaque disclosed that his people really hope that they would be armed in order to protect themselves. Director Libunao reiterated the last visit of Secretary Puno in the municipality of Kolambugan and the city of Iligan. He ended his message enjoining everyone to work together. “Tulong-tulong po tayo para sa isang mapayapa at maunlad na bansang Pilipinas,” he said. In the memorandum of agreement signed by each local chief executives, they are expected to undertake disaster preparedness activities to prevent fatal effects to persons and properties in times of sudden attacks of Moro rebels. They are also asked to strictly adopt and implement their respective Disaster/ Calamity workplans to pursue the enhancement of barangay and city officials in the operation and disaster management by way of advocacy, monitoring and data banking. For the part of the DILG, they are to supervise the implementation of the workplans of the concerned LGUs and monitor its progress. Said office is also task to document the activities undertaken related to the advocacy and monitoring of the rehabilitation of the evacuees or victims of MILF atrocities. The inmates, they said, really need help from the community, an important pillar of the criminal justice system. Director Carmelito Lupo of the Office of Civil Defense welcomed the heads and representatives of line agencies who showed their support to this significant celebration. The Department of the Interior and Local Government, as head of the Regional Disaster Coordinating Council (RDCC), was represented by Assistant Regional Director Wendelin Orillaneda in region 10. He said that “natural hazards can be reduced through prevention and preparedness. One-way to do this is good advocacy on disaster preparedness in order to make the people prepared and to take action.” “It is imperative that the people be informed and knows what possible options to mitigate the risk,” he added. Representing Governor Oscar Moreno, Mr. Ted Sabuga, announced to the people that “it is up to us (people) on how to solve the problem.” He then reported on the programs implemented by the provincial government to address the problems with regards to disaster prevention. RDCC-10 month-long activities included RDCC Sportsfest, Linis-Bayan Brigada Kontra Baha, Info-drive on Disaster Rosk Management, Water Search and Rescue Demonstration, Rescue Olympics, and a tree planting at Malasag, among others. Last July 21 was the Regional Gawad KALASAG Recognition and Awarding Ceremony at PNP Multi-Purpose Hall, Cagayan de Oro. FIELD REPORTS POLICE ADMINISTRATIVE BODY IN BUKIDNON UNDERGOES SKILLS TRAINING The People’s Law Enforcement Board (PLEB) members of the Province of Bukidnon undergone a skills enhancement training and workshop in two batches last July 8-11, 2008 at Cagayan de Oro City. PLEB is one of the Local Special Bodies in a local government unit created pursuant to the Local Government Code of 1991. The Board is a local community mechanism task to investigate and decide citizen’s complaints against erring members of the Philippine National Police (PNP), undergo . It exists for almost sixteen years but was observed that as a police administrative body, several technical constraints have been confronted. Some pressing problems such as inadequate knowledge and skills in administrative proceedings and insufficient competence in the appreciation and evaluation of the case. The activity hopes to address these concerns. The workshop was participated in by the two component cities and twenty municipalities of the Province. Lectures included Revisiting the Filipino Value System and Its Implication to Good Governance, PLEB Organization and Some Significant Jurisprudence, Administrative Offenses and Penalties, Rules of Procedures in Hearing Cases before the PLEB and Appeal, Rules of Evidence and Decision Writing. Participants also undergone workshops on the actual hearing of cases and on writing decisions. The Bukidnon PPOC was nominated as National Finalist for the 2006 Search for Best POC-Province category, and is consistent with its goal on fostering peace and development efforts in the country. Ragandang, LGOO-II/PIO, DILG Bukidnon) Visit us at www.dilg10.org Joint workshop on Records Management and Development by Brgy Secretaries of Impasugong and Malaybalay held A seminar-workshop for Records Management and Development was conducted by both local government units of Malaybalay City and the municipality of Impasugong, Bukidnon last July 17-18 at Malaybalay City. A total of 56 barangay secretaries from Malaybalay City (44) and Impasugong (12) learned on the tasks, duties and responsibilities of a barangay secretary because majority of the present secretaries were new appointees. They were also taught on the important role of a barangay secretary in the barangay administration and development. This seminar is important to enable these workers in the barangays to peform their roles and responsibilities effectively and efficiently as barangay secretaries. The speakers in the two-day seminar were DILG field officers – CLGOO Maria Daniot, MLGOOs Ma. Maida Apostol and Rhona Abadilla, and LGOO II Joanilza Lalaan. Topics included in the seminar were on Barangay Organization and Structure, Barangay Secretary Qualifications, Powers and Duties of Barangay Secretary and Records Management. Ma. Christina Concepcion of Xavier University was also invited to talk on Personality Development and Communication in order for the barangay workers to better serve their clients and be committed on their jobs. The participants were able to visit four barangays in the city – Poblacions 1, 2, 3 and 8 to observe their respective best practices in keeping and managing records. The secretaries of Barangays Violeta and Poblacion 3 of Malaybalay City, and Barangay Poblaciuon of Impausgong were also able to give inputs to the participants in the systematic filing of records. Earlier, Xenia Jane Echeminada, Secretary to the Sangguniang Bayan of Impasugong gave a lecture on how to prepare minutes, resolutions and ordinances. In the closing program, City Mayor Florencio T. Flores, Jr. gave a message of congratulations and encouragement to the newly-trained barangay secretaries. But the civilians comprising the police auxiliary force, however, are subject to rigid screening. page 6 VOL. 4, NO. 3 7 Visit us at www.dilg10.org FIELD REPORTS The Department of Interior and Local Government (DILG) spearheaded the conduct of Focused Group Discussion (FGD) on System on Competency Assessment for Local Governments (SCALOG) at two municipalities of Jimenez and Aloran, Misamis Occidental. SCALOG is a self-assessment tool for LGUs to measure organizational competencies and is a complementary tool with the Local Governance Performance Management System (LGPMS). It identifies the LGU’s organizational strengths and areas for development that can be addressed through capacity building. Jimenez First LGU facilitated by the group was in Jimenez. Held last August 15, 2008 at the ABC Hall, the group aimed to produce an output which would be an important basis in coming up of the LGUs Capacity Development Plan (CapDev). Jimenez Vice Mayor Norma D. Lim gave a message during the program. One of the highlights of the FGD is the presentation of the LGU’s CY 2007 State of the Local Governance Report. Panadero, stated that the Department is pleased to see that the office had contributed something for the development of the LGUs. In his message, he expressed hope that this water supply system would bring convenience and good health to the people of Claveria. ―In order to maintain its clean, potable supply of water from this reservoir, I urge the LGU to also make plans and activities such as tree-planting, regular clean-up, and allocation of budget for water treatment,‖ he added. LBP President Magallanes, on the other hand, reported that the municipality of Claveria was first able to make the ground -breaking for its water system than the municipality of Jasaan. Both LGUs had enrolled their respective sub-projects at the same time. Congressman Yevgeny Vincente Emano of District 2, Misamis Oriental was able to catch up the program much later. He congratulated the Mayor saying that he now gives much hope and dream to his constituents for more development in Claveria. This was echoed by the Punong Barangay of Luna, Noel Mopos, saying ―kining water system maoy mahimong garbo sa among barangay (this water system will now serve as the pride of our barangay). It will serve as our landmark as well.‖ A signing of contract then transpired with Mayor Salvaleon, Contractor Tiu, and Land Bank Department Manager Magallanes. Director Libunao served as witness. A ritual by the lumads, led by Datu Saligodon, was undertaken last July 16, 2008 right at the source of water in Barangay Mat-I. FAMILY DAY IN OZAMIZ CITY Presidential Proclamation No. 60 signed by then President Fidel V. Ramos declared every last week of September as Family Week, with the goal of strengthening and promoting a strong and solid family relationship. Last September 26, 2008 at the City Hall Ground, the local government unit of Ozamiz City celebrated family day. The celebration commenced at around five o’clock in the afternoon. It was joined by the different local and national offices. The program started with a prayer and then the singing of the old Scottish Song ―AULD LANG SYNE‖, a song about Love and Friendship. City Mayor Reynaldo O. Parojinog, Sr. gave his inspirational message to all the government employees present together with their families. He emphasized the value of strong and happy family relations that focus on love, respect and GOD-centered way of life. The Civil Service Provincial Director also graced the occasion since it was also the culmination day of the 108th Philippine Civil Service Celebration and he likewise gave his inspirational message of giving great value to the respective job of the employees as this is the God-given tool to support the needs and convenience of the family. Various offices, namely: MOELCI II, City Court, Prosecutor, Public Attorney’s office and the Register of Deeds, had each presented an intermission number. In the early evening, tables and chairs for the different cluster offices were then set up at the venue. Employees with their families had their dinner jointly afterwards. Dancing culminated later. Guillen) DILG: LOCAL SANGGUNIANS MAY ENACT SUPPLEMENTAL BUDGET FOR DISASTER RELIEF EFFORTS Local legislative councils may enact a supplemental budget to finance disaster risk management efforts at the local level, in case the local calamity fund has already been expended. This was pronounced by Interior Secretary Ronaldo Puno in a memorandum circuar. From the said directive addressed to provincial governors, city and municipal mayors and punong barangays, Secretary Puno said there that under the Local Government Code, local government units (LGUs) frequently hit by typhoons and other calamities, may, through their respective sanggunians, enact a supplemental budget, once the five percent local calamity fund has already been used up. He also said that in the enactment of a supplemental budget, and in the disbursement of funds for disaster efforts, “it is understood that the procedural requirements of the law, rules or regulations shall be strictly observed.” The Local Government Code of 1991 mandates every LGU to allocate 5 percent of the estimated income from regular sources, as annual lump sum appropriation and referred to as Calamity Fund, for relief, rehabilitation, reconstruction and other works and services in connection with the occurrence of calamities during the budget year. Section 321 of the LGC states that “A supplemental budget may also be enacted in times of public calamity by way of budgetary realignment to set aside appropriation for the purchase of supplies and materials or the payment of services which are exceptionally urgent or absolutely indispensable to prevent imminent danger to, or loss of, life or property, in the jurisdiction of the local government unit or in other areas declared in a state of calamity by the President.” (With reports from DILG CO -Office of Public Affairs) That some achieve great success, is proof to all that others can achieve it as well. —Abraham Lincoln VOL. 4, NO. 3 9 Series of MBUSSP seminar-workshops conducted in region 10 A series of workshops under the Mindanao Basic Urban Services Sector Project (MBUSSP) were conducted in region 10 by the Office of the Project Development Service (OPDS), through the Project Development Office (PDO)MBUSSP, in collaboration with the NORCONSULT and DILG Region 10. These seminars were catered to capacitate some local government units MBUSSP-beneficiaries not only in region 10 but other regions as well. MBUSSP is one of the successful programs of the Department of the Interior and Local Government (DILG). It is a six-year sector development project which is intended to provide institutional capacity-building program, and to pursue urban infrastructure investment support to participating LGUs in Mindanao. Also, MBUSSP is a program which provides technical assistance and advisory services to participating LGUs. Last September 15-19, 2008, a Validation Workshop on Results-Based Monitoring and Evaluation (RBME) for Water Supply System was conducted. It aimed to provide executive and technical personnel from the six participating LGUs a common understanding on the underlying principles and key concepts of RBME. Around 40 participants from LGUs of Alamada and Mahayag of Zamboanga del Sur, Impasugong of Bukidnon, Naawan of Misamis Oriental, Tago of Surigao del Sur and Upi of Shariff Kabunsuan attended. Under this activity, the knowledge of the participants will be enhanced in the operation and maintenance of an economic enterprise. Participants to the SPOM seminar were local chief executives, SB Chairmen for Appropriation, municipal project development coordinators, municipal engineers, economic enterprise managers and presidents of the public market vendors associations. Invited speakers were spokespersons for the two successful markets and commercial establishmentss such as from Tagum City Economic Enterprise and Leyte Commercial Complex. The latter was discussed by Mayor Anlie Go Apostol of said LGU. On the other hand, around 23 economic enterprise managers and market supervisors from 13 LGU- were invited to participate for a Managerial Leadership seminar last September 22-26, 2008. These LGUs were from the municipalities of Alamada, Guipos and Dumalinao of Zamboanga del Sur, municipalities of Alicia and RT Lim of Zamboanga Sibugay, Barobo of Surigao del Sur, Hagonoy of Davao del Sur, Impasugong of Bukidnon, Makilala of North Cotabato, Mati City, Naawan of Misamis Oriental, Panabo of Davao del Norte, and Upi of Shariff Kabunsuan. Said seminar enhanced the economic enterprise managers with the skills on leadership and management for economic enterprise. DILG-10 helps LGUs prepare feasibility studies of projects The Department of the Interior and Local Government region 10 has been actively facilitating feasibility studies (FS) of some LGUs in region 10 and from other regions under the Millennium Development Goal (MDG) program of the Department. Last August 26-29, 2008, three local government units from the LGUs of Salay in Misamis Oriental, and from the provinces of Aklan, Catanduanes and Leyte participated in the MDG-fund FS training for Public Auction Market held in Cagayan de Oro City. Participants were composed of Municipal Planning and Development Coordinators, Municipal Engineers, Municipal Treasurers, Market Administrators, Municipal Social Welfare and Development Officers, DILG Municipal Local Government Operations Officers and encoders. Said training was facilitated by the Office of Project and Development Services (OPDS) and Project Development and Management Unit (PDMU) of DILG-10. On the other hand, the PDMU of DILG-10 also helped in finalizing the FS of Maigo, Lanao del Norte after the latter finished the conduct of the survey at the market side. The final drafting of the project proposal for the Procurement of Dump Truck was done last July 23-25, 2008 at Guinsiliban, Camiguin. The LGDD staff provided technical assistance to the LGU and further briefed the Local Finance Committee on the MDG-Fund. The final draft was presented by the MPDC to Guinsiliban Mayor Raul M. Llacuña which was then approved. DILG, cognizant of the role of the LGUs in the achievement of the MDG targets, issued a memorandum circular where LGUs were expected to step-up efforts to implement a poverty-focused plan with a concomitant increase in budgetary allocation for social services responsive to the MDGs. Under MDG fund, the Municipal Development Fund Office (MDFO) of the Department of Finance (DOF) and the DILG initiated the establishment of a separate lending facility that offers concessional financing for LGUs to fast track the localization of MDGs. This will answer the funding constraints on the part of lower-income LGUs which was a major stumbling block to their concrete and meaningful attainment of MDGs. 10 DILG DOMAIN Visit us at www.dilg10.org Regional Management Coordinating Committee BJMP Regional Office X celebrates bureau’s 17th Anniversary through Alay-Linis project Lumbia, Cagayan de Oro City— The Bureau of Jail Management and Penology Regional Office X jumpstarted a community outreach program last August 19, 2008 through AlayLinis at Barangay Lumbia this city, as part of its celebration for the 17th anniversary of BJMP. BJMP, as one of the line bureaus of DILG, was founded last 1991 through DILG Act of 1990 or R.A. 6975. Since its founding, BJMP continues to implement its mandate which is the safekeeping and development of inmates. This year’s celebration commenced with a mass officiated by its Regional Chaplain SINSP ANGELO BENJAMIN C DURANA. The program was attended by directors and representatives from the DILG, PNP, BFP and BJMP, led by Jail Director Rosendo M Dial. Present also were other special guests from the National Headquarters. In his message, Gen. Dial hoped that the BJMP Regional Office X will continue to work hard to reach that same success the office has attained that of last year in order to pass the challenges in the future and reach its goal for a more modern level of jail ma-nagement and penology. (With reports from JO1 Orly V Montalban, Clerk, CRS) CAPTAIN REYES MAKES BJMP PROUD Jail Senior Inspector Guy Jason Reyes, the Ozamis City Jail Warden and concurrent Provincial Jail Administrator of Misamis Occidental, again made the Bureau of Jail Management and Penology Regional Office X proud because of his herculean achievements. Last July 12, 2008, Capt. Reyes received the Best City Jail Warden of the Year award, besting all other city jail wardens in the country. He received the award in a fitting ceremony held at the Gazebo Royale, Quezon City with no less than the Chief of the Bureau, Jail Director Rosendo M Dial. As a recipient of the award, Capt Reyes personifies the commitment and dedication of the Bureau towards achieving its twin-mandate of humane safekeeping and development of inmates as depicted in the theme of the anniversary which is ―Maayos at Makataong Pamamahala sa Piitan, Alay Namin sa Bayan‖. Captain Reyes was installed earlier as President of the Rotary Club Ozamis North. Held in Bethany Garden, Ozamis City, Reyes’ fellow Rotarians elected him for his strong sense of responsibility and leadership as evidenced by his notable achievements as jail warden. At the onset of his rein, lot of activities had already been undertaken. Among them were the distribution of three(3) wheel chairs to the loved ones & relatives of Ozamiz City Jail inmates, the gift-giving to the children of inmates, and the feeding program. The latter benefited almost 440 persons, comprised of 189 children, 85 mother and 166 inmates. He had also spearheaded other programs and projects which benefited much the inmates. These many projects and programs that he had undertaken and his capability to spearhead more of them in the near future are but a few reasons why the BJMP in this region is truly proud, not only of his achievements but more of his admirable characteristic. The Prison Ministry of the Archdiocese of Cagayan de Oro gave out assorted goods which included boxes of toothpaste, slippers, bath and laundry soaps, and sachets of shampoo. On another hand, parishioners of Mt. Carmel Parish, Cagayan de Oro City also donated clothing for the inmates. The Archdiocesan Prison Ministry is a Catholic Church’s organization active in jail apostolate and a consistent donor of inmates’ basic necessities for over 10 years. Moreover, Solar Industries Incorporated based in Cagayan de Oro, owned by Mr and Mrs Sonny Choi, donated 50 back packs and 62 packs of napkin. These bags were given especially to the inmates due to be transferred to Davao Penal Colony and to other penal institutions.
