WHERBAS, in his privilege speech during the Zbtn negufar
Session of the Sangguniang Panlungsod, the Honorable Vidal P.
Castillo commended the PNP-Naga group of Police officer led by
P/lnsp Reynaldo B. Balindan, Deputy Station Commander No. 3,
for their exemplary dedication in service and their utmost
respective duty that led to the
cominitment to fu1fill
successful arrest of a suspect whose name is also included in
the NCPO Drug Watchlist for possession of illegal drugs at
Pefiafrancia Avenue in Barangay Peflafrancia, this City, last
January 29, 2015;
the PNP-Naga group of Police Offic6rs who
conducted the operation that led to the successful arrest of
the said suspect were: (1) P/Insp Reynaldo B. Balindan, Deputy
Station Commander of Police Station No. 3, Peflafrancia Avqnue,

WIIEREAS, the successful arrest was made when the
aforesaid group of PoIice Officers were conducting "Oplan
Sita" along Pefrafrancia Avenue and the suspect, while riding a
motorcycle with no helmet, was flagged down by thery the
suspect after stopping the motorcycle and presenting no valid
papers for it, immediately escaped on foot, but was however
cauqht after a brief chase and a scuffle with the Police
Officers -- PO1 Richard Rodeo sustained an injury after being
kicked by the suspect;
IIIIERE;AS, afterl a proper body search witne.ss'ed by some
barangay officials of Barangay Peflafrancia and a media man, a
considerable amount of shabu and some drug paraphernalia were
found in the person of the suspect; the name of the suspect
was likewise found to be included in the NCPO Drug Watchlist;
IIEERBAS, the City Government of Naga commends the
aforesaid PNP-Naga group of PoIice officers for their
exemplary dedication in service and their utmost commitment to
