Leading Minnesota Toward LGBT Equality Since 1987
Dear Friends,
2011 was a monumental year for the lesbian, gay, bisexual and
transgender (LGBT) equality movement in Minnesota. Together we
faced enormous challenges and found a renewed resolve to touch
the hearts and minds of our families, friends, and neighbors to
inspire them to join in on the efforts to make LGBT equality closer
to becoming reality.
For 25 years, OutFront Minnesota has been a catalyst for change,
building an expansive statewide network of leaders who speak up
for equality and organize for change. Throughout Minnesota, our
supporters, volunteers and emerging leaders have worked to make
schools safer; promote marriage equality; eradicate homophobia
and transphobia; provide support and resources to people who have
experienced discrimination and violence; and educate the public on
issues that disproportionately affect LGBT people and their families.
Our experiences have taught us that two of the most powerful
ways to advance equality are storytelling and organizing. We are
grateful to work with thousands of Minnesotans who are courageous
and vigilant in their pursuit of a fair and just state. Whether at
their workplaces, schools, or places of worship, these leaders are
organizing their friends, familes and neighbors to make Minnesota
a state where all people and all families are valued.
Since 1987, OutFront Minnesota has been working toward a vision
of a state where people do not face discrimination, violence,
harassment or isolation because of who they are or who they love.
We will continue to be the leading catalyst for LGBT equality in our

Community Services
Organizational overview
OutFront Minnesota was founded as the Gay & Lesbian Community
Action Council in 1987, and since that time has been the catalyst
for an expansive network of leaders throughout the state who speak
out for equality and organize for change. Our mission is to make our
state a place where lesbian, gay, bisexual, and
transgender Minnesotans have the freedom,
power, and confidence to make the best
decisions for their own lives.
We envision a society characterized by strong
civil rights; safe communities, workplaces,
and schools; stable families; and self-reliant
LGBT individuals. We work to make Minnesota
a place where people are free to be who they
are, to love who they love, and to live without
fear of violence or discrimination. To achieve
this vision, we:
Strengthen
the movement
for equality
We seek to deepen organizing work throughout the state by
partnering with champions of equality in every district to create
change. OutFront Minnesota recognizes and celebrates the
enormous value that various communities bring to the movement
for equality. Whether we are working with leaders from Greater
Minnesota or various faith traditions or communities of color, we ask
people to use their unique strengths and experiences in organizing
their friends, family members, and neighbors.

Develop leaders
We educate and train champions of LGBT equality to effectively
challenge homophobia and transphobia and to create safe spaces
for all Minnesotans. We strive to build leaders and connect them
with the support, skills and resources necessary to increase support
for LGBT equality. Whether it is an organizing training for a Gay
Straight Alliance in a high school in Burnsville or a faith organizing
training for a United Church of Christ congregation in Moorhead, we
work to build a lasting infrastructure of LGBT supporters working
together to increase support for equality. As a statewide organization,
we seek to engage people across geographic, racial, ethnic, sexual
orientation, and gender identities.
Win over the hearts and
minds of Minnesotans for
LGBT equality
We engage Minnesotans in public policy, community organizing,
and activism. OutFront Minnesota works with supporters to talk with
decision makers about policies that impact LGBT people and their
families. Education and organizing provide opportunities for us to
shift people’s attitudes about LGBT issues and continue to build our
list of supporters for equality.
In order to effectively and strategically create change on a statewide
level, OutFront Minnesota consists of three entities that enable us to
advance LGBT equality:
utFront Minnesota is a 501(c)(4) nonprofit organization that

focuses on public policy and lobbying for LGBT equality at the
local and state levels.
utFront Minnesota Community Services is a 501(c)(3) nonprofit
O
organization focused on education, anti-violence work and legal
services.
utFront Minnesota Action, our political action committee, was
O
founded in 2004 to encourage candidates and elected officials
to “come out” publicly for LGBT equality. Our PAC works to elect
pro-equality candidates for local and state races.

Our Anti-Violence Program (AVP) works with LGBT people from
all over the state who are survivors of hate and bias crimes and
intimate-partner violence to ensure they have the resources and
support they need to find safety and heal from the violence they
have suffered.
AVP offers a range of free services, including: a crisis line, individual
counseling, community drop-in groups and peer advocacy training.
We work with community members, domestic
violence shelters, law enforcement, and other
professionals to increase their knowledge
and capacity to serve LGBT people and
communities.
In Minnesota in 2011, there were 348 hate
and bias incidents reported against LGBT
people and people perceived as LGBT.
utFront Minnesota organized a vigil, which

was attended by over 300 people, to honor
Krissy Bates, a transgender woman who
was murdered by her partner. We also
provided training for reporters and legal
professionals in order to increase their
knowledge about transgender issues and
intimate partner violence.
e provided financial support to one

survivor who could not pay rent because her injuries from a hate
crime prevented her from working.
e helped 785 survivors of violence, including 110 youth.

We trained 895 professionals and we organized and supported
volunteers who worked over 1,100 hours.

Our Legal Program works to make the state’s legal system more
responsive to, and equitable for, LGBT people. We provide
representation to clients; provide referrals to legal counsel; and
work with employers, school boards, city councils, administrative
agencies, the courts, and the legislature to draft pro-equality policies.
In 2011, OutFront Minnesota was able to facilitate the creation
of a committee within the judiciary branch that is, for the first
time, focusing on issues that concern
the LGBT community. We also provided
pro-bono legal services to transgender
people facing discrimination. Part of
this work includes compiling a bank of
redacted birth certificate amendment
orders, which covers nine of ten judicial
districts, and is the first of its kind in
Minnesota. As a result of our efforts,
this bank helps transgender clients get
appropriate documentation for their
gender transition.

In 2011, OutFront Minnesota filed a
human-rights complaint against an
educational institution which had a
student health plan that contained an
explicit exclusion of coverage related to
gender-transition services. Within days of receiving the complaint,
the school initiated the process to remove the exclusion.

In 2011, the Legal Program served more than 200 individuals
through legal information, referral or advocacy and offered
trainings to several hundred participants statewide.

Advance public policy
and organize
OutFront Minnesota works to create an expansive, durable network
of leaders to address inequities in policies and laws and increase
support for LGBT equality in schools, places of worship and
communities across the state. We also
work with administrative agencies, local
governments, school boards, and the State
Capitol to advance policies that promote
equality and fairness. These efforts help
educate decision makers and constituents
about issues that impact LGBT people.
In addition, we work independently and
in broad coalition with local human rights
groups and local and national LGBT
organizations to address homophobia and
transphobia in our state.
True to our mission, OutFront Minnesota
also works to change the state by
registering voters, conducting trainings
and mobilizing supporters of equality.
As a people-powered organization, we
rely on hundreds of volunteers who reach
out to Minnesotans all over the state.

In 2011, we worked with every district
in the state. The number of supporters
we connected with increased to over 68,000 — a 38% increase
from 2010!
In 2011, we traveled to 46 towns and cities to build skills and
provide tools that LGBT Minnesotans can use to create permanent
social change in their communities.

Our Safe Schools Program works to ensure that all youth are able to
attend school without fear of harassment and violence. We organize
and play leadership roles in Minnesota School Outreach Coalition
and the Safe Schools for All Coalition, which represent a broad base
of youth, parents, educators, administrators and service providers.
OutFront Minnesota’s organizers work
with youth and adult leaders to change
bullying and harassment policies at the
school district level and at the Minnesota
Legislature. We also provide training to
administrators, teachers and students
about effective ways to improve school
climate. The work with educators and
students has helped youth form Gay
Straight Alliances that are supported by
the school. As part of our youth leadership
development work, we had 214 youth
attend Lobby Day and the Lobby Day
Institute.
Finally, OutFront Minnesota worked with
Governor Mark Dayton, key legislators, and
the Minnesota Department of Education
to establish the Task Force on the
Prevention of School Bullying. We remain
a representative on the Task Force.

Marriage equality
In 2010, Minnesotans elected pro-equality Governor Mark Dayton.
Unfortunately, as elsewhere around the country, conservative
majorities were elected to the House and Senate. During the 2011
legislative session, the new majority pushed for a constitutional
amendment banning marriage for same sex
couples. On May 21, 2011, the Minnesota
House voted 70-62 to send the constitutional
amendment to voters on November 6, 2012.
This followed the Minnesota Senate voting
37-27 to do the same. The Legislature passed
the amendment despite thousands of people
rallying at the Capitol and working for its
defeat. For the three weeks the Legislature
had hearings, votes and discussions about
the amendment, OutFront Minnesota leaders
and supporters filled the meeting rooms and
the rotunda. At one point, over 600 people
participated in around-the-clock singing,
chanting and rallying. Our mini-Wisconsinstyle occupation of the Capitol helped provide
support and community when the House
eventually passed the amendment late on
Saturday, May 21. That night, OutFront
Minnesota and Project 515 launched the
campaign to defeat the amendment banning marriage for same sex
couples: Minnesotans United for All Families (MN United).
Through the campaign to defeat the amendment, there are
many opportunities to improve our state for years to come. To
be successful in defeating the amendment, nearly 1.5 million
voters must vote against limiting the freedom to marry. The scale
of this effort requires thousands of volunteer leaders who are
organizing other justice-loving Minnesotans to come out against the
amendment and for LGBT equality. For OutFront Minnesota, this
amendment provides an opportunity to build the largest organizing
infrastructure in our state.

OutFront Minnesota plays a pivotal role within Minnesota United for
Families. Our staff, interns and volunteers are in the field working.
Our staff organizers and leaders are shaping the strategy of the
campaign’s field work and are leading the efforts to recruit and train
leaders and volunteers across the state.

Local government advocacy
OutFront Minnesota worked with leaders in communities around the
state to advocate for local government support for enacting domestic
partner registries. In 2011, nine city councils in suburban and rural
cities voted to enact domestic partner registries. At the end of 2011,
there were eighteen registries and over one million Minnesotans lived
in cities covered by these registries.
Before Shoreview City Council voted to enact
a domestic partner registry, Andy Birkey
from The Minnesota Independent talked with
Council Member Withhart about opposition
to the ordinance. “I don’t think you can love
and accept people if you discriminate against
them,” said Council Member Ben Withhart.
“And I think by not passing this ordinance
we’re essentially saying we don’t accept you
folks and we don’t want you in our community
and I think that is the wrong statement for us
to make.”
Additionally, OutFront Minnesota successfully
worked with the Minneapolis City Council to
enact the first human-rights law anywhere
in the state that has a specific, stand-alone
category prohibiting discrimination on the
basis of gender identity.

Organizing spotlight:
people of faith speak out
for LGBT equality
OutFront Minnesota has been convening a table of people of faith
for over ten years. We started organizing in places of worship to
build a platform for leaders within their
congregations and denominations to share
best practices about organizing support for
LGBT people and equality from within their
faith community. The faith leaders provide
a much-needed voice in the struggle for
LGBT equality because opponents of
equality use religion as their rationale for
their efforts. OutFront Minnesota’s Faith
Organizing Steering Committee is an
inclusive, expansive, multi-faith coalition
committed to inspire, educate, organize
and mobilize people of faith to achieve
justice for all people. This community’s call
to action arises from — but is not limited
to — the movement to win freedom for
all loving couples to marry in Minnesota.
In 2011, one of the faith organizing efforts
against the amendment in Minneapolis was
attended by over 550 people.

Political Action Committee
OutFront Minnesota Action works to elect pro-equality candidates
and engage LGBT supporters in the electoral process. Our efforts
have paid off — OutFront Minnesota members vote at a rate at least
5% higher than the state average.
In 2011, Jeff Hayden, Susan Allen and
Chris Eaton, our endorsed candidates for
special elections in the legislature, won their
elections. In 2010, our volunteers and staff
worked to raise over $180,000 for efforts to
elect pro-equality candidates. One unique
aspect of our PAC is that we provide
information about judicial candidates.
