Summit!
2010 proved to be the exciting year we all expected. Through major announcements and deployments across
contactless banking, transit and NFC mobile payments, the convergence market is truly taking shape.
We anticipate spirited discussions at this year’s payment summit. One look at the agenda and you will notice the
importance that convergence is playing in today’s payment space. The inclusion of Mobile Network Operators,
Payments Associations, Transit System Integrators, Application Providers and Infrastructure Providers illustrates
the opportunity presented by the convergence of traditional payment, mobile commerce and transportation. We
expect in 2011 that over 70 million NFC-enabled handsets will be deployed globally. This exponential growth will
present opportunities for new and creative applications and services. This year’s summit is a fantastic opportunity to
ensure that as an industry we are working together to open the full potential of these markets and complementary
technologies.
As we enter the summit I hope you all have the opportunity to reach out to your fellow attendees to share thoughts,
objectives, concerns and strategies so that together we can build a successful market. By sharing our respective
needs and objectives we can build on many established industry standards and proven technologies to ensure that

Gemalto welcomes you to Salt Lake City and the 4th Annual Mobile & Transit Payments Summit. As we gather to
engage on the world of advanced mobile and transit payment, it’s always refreshing to see the industry stakeholders
including the chip and card manufacturers, terminal manufacturers, payment brands, issuing banks, payments
processors, systems integrators and new mobile technology suppliers positioned for the challenges and technology
adoption that awaits the U.S. market. I’d like to extend a personal thank you to each of you for joining us here this
week.
It can be said that mobile and contactless payments are fast becoming one of the most discussed trends across
several industries. Mobile device manufacturers, retailers and banks, application developers - and the media - are

INTRODUCTION
Summit Overview
Welcome the 2011 Smart Card Alliance’s Mobile & Transit Payments
Summit. This annual event brings together two industry market
segments – the mobile payments market and the transportation
market for two days of industry focused educational sessions, along
with collaborative sessions involving both markets and including
opportunities for networking and group interaction.
The Smart Card Alliance’s Payments Council and the Transportation
Council helped organize this conference and select the speakers and
topics for this event. The Payments Council is participating in its 4th
in-person meeting, and its second meeting since expanding its
mission to include mobile payments and other forms of bank card
payments. This council has several active work groups focusing on
mobile payments, consumer education and awareness, merchant
business case and security. The Payments Council has just completed
a major payments roadmap white paper and are engaged in defining
new projects and launching new educational projects that will be
discussed during their in-person meeting on Thursday during lunch.
The Transportation Council is participating in its 6th in-person
meeting and held its member meeting on Tuesday evening, which
provided Council members and invited guests with the opportunity
to review the status of transportation smart card initiatives and work
together to discuss opportunities for collaboration and issues to
deployment. This Council also held a full day Open Bank Card
Payments in Transit workshop on Tuesday. This workshop was
created to provide transit agencies and their suppliers knowledge
about the trends towards open bank card payments being adopted by
the transit industry to compliment, or in some cases, substitute for
traditional closed loop transit fare payments systems. The workshop
is being repeated at the APTA Fare Payments Workshop on March
27th in Miami, FL.
During market specific track sessions on the two day program, the
topics selected will be covering some of the latest trends and newest
thinking about how mobile payments technology and applications are
evolving, keeping a close eye on how the transit market will likely be
included in many of the new mobile payments solutions reaching the
market in the next year. The meeting will also include the status of
current US and International transit programs, include presentations
from related technology providers and integrators, review the results
of current transit fare payment implementations, and look at
innovative fare payments technology and applications that will lead
to an in-depth discussion of these topics. The collaboration between
the mobile and transit markets promises to provide for a rich
educational experience and networking opportunity for all attendees.
The Utah Transit Authority has partnered with the Smart Card
Alliance again in 2011 and will be hosting an extra roundtable
discussion session and a tour of their open bank card payments
operation at the UTA headquarters near downtown Salt Lake City on
Friday, February 18th for all registered attendees who wish to attend.

The Smart Card Alliance is a not-for-profit, multiindustry association working to stimulate the
understanding, adoption, use and widespread
application of smart card technology. The Alliance
invests heavily in education on the appropriate uses
of technology for identification, payment and other
applications and strongly advocates the use of smart
card technology in a way that protects privacy and
enhances data security and integrity. Through
specific projects such as education programs,
market research, advocacy, industry relations and
open forums, the Alliance keeps its members

Mike Altschul
SVP, General Counsel, CTIA-The Wireless Association®
Michael Altschul is the Senior Vice President and
General Counsel of CTIA – The Wireless Association,
an international trade association located in
Washington, D.C. Membership in the Association
includes wireless carriers and their suppliers, as well as
providers of wireless data services and products. Mr.
Altschul joined CTIA in 1990 after serving with the
Antitrust Division of the United States Department of
Justice. Prior to that, he began his legal career as an
attorney specializing in antitrust litigation with Simpson
Thacher & Bartlett in New York City. During his ten
year stint at the Justice Department, Mr. Altschul
worked exclusively on communications matters,
including the Modification of Final Judgment and the
GTE decree, as well as related FCC filings and
telecommunications industry mergers and acquisitions.
As CTIA’s General Counsel, Mr. Altschul is
responsible for the Association’s legal advocacy,
CTIA’s compliance with antitrust and other applicable
laws, and he is an active participant in the development
of the Association’s public policy positions.

Tim Attinger
Managing Director, Market Platform Dynamics
Tim has recently joined as Managing Director for
Market Platform Dynamics with the Firm’s San
Francisco office. In this capacity Tim advises
executives of global clients on innovation and growth
strategies, establishing corporate direction, finding and
assessing partners, and catalyzing new product
revenues. Prior to joining Market Platform Dynamics,
Tim was Global Head of Product Innovation and
Development for Visa Inc. In this capacity, Tim was
the executive lead of a worldwide new revenue
enterprise for the world’s largest payments company.
His global responsibilities included product strategy,
platform development, and business management for

product innovation, security solutions, healthcare and

Deborah Baxley
Principal, Capgemini USA Inc
Deborah Baxley is a Principal with Capgemini Financial
Services Consulting. She is a recognized expert in the
payments industry and 30-year IBM veteran with 20
years consulting experience in 14 countries. She
possesses in-depth experience in mobile payments and
credit cards. She is an officer on the Smart Card
Alliance Payments Council, advisory Board Member at
Brighter Planet, socially responsible company helping
manage and mitigate carbon emissions using cuttingedge analytics linked to payment cards, and Certified
Smart Card Industry Professional. She is a frequent
keynote speaker and prolific author on topics of mobile
and advanced payments innovation.

Marcelo Bellini Garcia

Marcelo Bellini Garcia has a degree in Engineering by
Escola Politecnica (University of Sao Paulo). He has
also MBA in Administration and Marketing. Marcelo
has been in the technology business since 1993 and has
joined the smart card industry in 1998. He joined
Morpho, formely Sagem Orga, in 1998, as Sales and
Marketing Director. Starting in 2009 he became Vice
President Sales Banking & IAM Americas. Marcelo
Bellini was a founder member and the first Chairman
of Smart Card Alliance (2008-2009).

Troy Bernard
Director – Global Head of Chip Technology, Discover
Troy is a 12-year veteran of Discover, and for the past
5 years, has worked in Chip Technology for Discover
Network, the company’s payment services division. He
has responsibility for chip payment products and
strategy which includes the Discover Zip® (U.S.
contactless) and D-PAS (EMV) products. He has also
been heavily involved in Discover’s partnership with
the AT&T, T-Mobile, and Verizon mobile payments
joint venture, Isis. Troy is one of the founding team
members that created and launched the Zip contactless
payment application. During his tenure, Zip acceptance
has grown to over 125,000 U.S. merchant locations, an
NFC mobile pilot in partnership with Motorola was
completed, and most recently, he helped Discover Card
launch its Zip mobile sticker and Zip credit card in
November 2010. Troy has served on the Smart Card
Alliance’s Payments Steering Committee for the past
three years and was elected Vice Chair of the Payments
Council for 2011.

Louis Bianchin
Director Sales North America, Watchdata
Louis Bianchin, is a seasoned business executive and
respected market professional in RFID, NFC, wireless
technologies. He is driving the deployment of smart

cards and NFC technologies for Watchdata
Technologies USA. Louis’ experience include
Marketing, Product Management, Business
Development, Program Management and Strategic
Sales at HP, Compaq, SUN Microsystems and Digital
Equipment, in Europe, Canada and USA. Today, Louis
is focusing on advising a broad range of end-users on
Smart Cards and NFC evaluations and
implementations. He is a Certified Smart Card Industry
Professional (CSCIP) and LEAP program member. He
is a member of the Healthcare and Payments Councils
and actively involved in these councils. Louis has been
a lecturer at Boston University, Harvard University and
University of Quebec in Montreal.

Thomas Bieser
Director Product Management, Giesecke & Devrient
Thomas Bieser is responsible for the Product
Management of the TSM platform at G&D. He joined
G&D in the beginning of 2008. Thomas has over 15
year experience in the Telecommunications and IT
industry. Before joining G&D, Thomas was Product

Phil Dixon is has over 20 years experience in the fare

for bus and rail transport. Mr. Dixon also has a unique

Willy Dommen is a leader in Booz Allen’s Payment and

hands-on advisor for the BART-Sprint mobile payment
trial. He was also one of the firm’s leaders for the
Homeland Security Presidential Directive (HSPD) 12
initiative. He was a key contributor on smart card,
RFID and mobile payment assignments around the
world, for both government and private industry
including Australia, Singapore, London, New York,
Washington DC, and Los Angeles, all of which started
from the work he completed for Metropolitan
Transportation Commission’s TransLink® program in

Machine Program accounts for the sale of $2 billion of

credit and debit cards. More recently, Steve has been in

Tomas Oliva is a Key Account Manager with Scheidt &
Bachmann. He is also one of the instructors for the
Implementing Contactless Fare Systems course offered
by the National Transit Institute at Rutgers.Tomas has
been an active advocate and facilitator for technology
and business process advances in fare collection. He
was the chair of a number of APTA Universal Transit
Farecard System workgroups that contributed to the
development and publication of the Contactless Fare
Media System standard and is a regular speaker at
industry conferences and seminars. Tomas has also
been active in the Smart Card Alliance Transportation
Council, contributing to a number of papers published
over the last couple of years. Prior to joining Scheidt &
Bachmann, Tomas was the Director, Fare Revenue at
TriMet, the regional transit agency in Portland, Oregon.
He managed the department that had responsibility for
fare equipment maintenance, fare enforcement and
revenue processing. During his four years at TriMet, he
undertook significant upgrades to existing fare
equipment as well as purchasing new equipment to
meet system expansion needs. Tomas is a 1985
graduate of Carleton University in Ottawa, Ontario,
Canada.

The Smart Card Alliance Payments Council focuses on facilitating
the adoption of chip-enabled payments and payment applications
in the U.S. through education programs for consumers, merchants,
issuers, acquirers/processors, government regulators, mobile
telecommunications providers and payments service providers.
The group is bringing together payments industry stakeholders,
including payments industry leaders, merchants and suppliers, and
is working on projects related to implementing EMV, contactless
payments, NFC-enabled payments and applications, mobile
payments, and chip-enabled e-commerce. The Council’s primary
goal is to inform and educate the market about the value of
chip-enabled payments in improving the security of the payments
infrastructure and in enhancing the value of payments and
payment-related applications for industry stakeholders.

The Council works on projects to provide educational
resources and define best practices for chip-enabled payments
implementations and to explore new chip-enabled payment
applications. Council activities include:

Developing industry positions on key issues in deploying
chip-enabled payments and collaborating as an industry to

information and responding to reports that contain
misinformation about the technology.
Developing educational material and guidance on the use
of EMV and chip-enabled solutions to address fraud and
counterfeit cards in the U.S. payments industry.

contactless payments
The Payments Council has also created a Merchant Advisory Group
to collaborate at the industry level on issues and topics related
to merchant acceptance of chip-enabled payments. The Council’s
goal in working with the Advisory Group is to engage in crossindustry discussion on payment issues and to determine what the
industry can do to make chip-enabled payments deployment faster

The Smart Card Alliance Transportation Council is focused on
promoting the adoption of interoperable contactless smart card
payment systems for transit and other transportation services.
Formed in association with the American Public Transportation
Association (APTA), the Council is engaged in projects that
support applications of smart card use. The overall goal of the
Transportation Council is to help accelerate the deployment
of standards-based smart card payment programs within the
transportation industry.

Transportation Council Activities
Transportation Council activities stimulate the understanding,
adoption and widespread acceptance of single and multiapplication smart card technology for all transportation-related
elements of the marketplace (e.g., mass transit, tolling and
parking) by bringing together, in an open environment, leading
users and technologists from the public and private sectors to
develop concepts and stimulate critical thinking to advance
deployments of the technology.
The Transportation Council’s activities include:

Enabling targeted smart card demonstrations across
transportation and other industries useful for advancement
of technology and applications for smart card-based
payments, credentialing, or other appropriate products or
services;
Identifying the challenges and opportunities in the
evolving transportation marketplace for multiple smart
card applications that can be supported by smart card
technology;
Serving as a technical resource for, and participating in the
development of specifications at appropriate national and
international - and voluntary - standards for smart card
technology which can support multiple user applications in
an efficient, secure manner;
Providing educational and research resources for
members, consumers and government organizations to
foster deployment of smart cards in the transportation
marketplace;

Participating in other councils sponsored by the Smart
Card Alliance for inter-market cross-over of concepts
and technology between the Transportation Council and
parallel markets.
