Welcome to Chicago! We are honored to be the host city for the 39th
Annual Training and Leadership Development Conference of the National
Conference of Puerto Rican Women. This weekend we gather to celebrate our
40th year as an organization dedicated to promoting the Puerto Rican culture
and the mentoring of women in our communities throughout the United States.
This year’s theme, “Promoting Leadership through Collaboration, Professional
Development and Mentoring” engages us in continuing to nurture our partnerships such as the National Hispanic Leadership Agenda, Aspira, the Women’s
Museum, Vision 2020, and many others at the national and local levels. These
partnerships help us to advocate and ensure that the issues and needs of our

growth opportunity. It is my wish that we will engage in a lively learning experience and that our

As Governor of the State of Illinois, I am pleased to welcome everyone gathered for the 39th
annual leadership training convention and awards banquet, “Promoting Leadership through Collaboration,
Development, and Mentoring” hosted by the National Conference of Puerto Rican Women.
I commend the National Conference of Puerto Rican Women (NACOPRW) for your dedication
to promoting the civic and cultural participation of Puerto Rican and other Latina women in their
economic, social and political life in the United States and Puerto Rico, as well as for working to preserve
your cultural heritage.
Through their involvement in NACOPRW, countless women have enjoyed enhanced success as a
result of the opportunities made available by your organization for educational workshops, training and
development seminars, and networking. Most importantly, your organization helps to cultivate the next
generation of leaders among young Puerto Rican women by encouraging them to reach for the highest
levels of success with courage, humility, and integrity.
Everyone in the Land of Lincoln deserves an equal chance to achieve success in their lives. I
know that the NACOPRW is committed to this same goal, and I thank you for your continued
commitment to the advancement of Illinois women.

n 1972, a group of Puerto Rican
women met in Washington, DC
and made the commitment to
support women’s rights and
promote the equal participation of
Puerto Rican and other Latina women
in the economic, social, and political life
of the United States. This historic moment marked the birth of the National
Conference of Puerto Rican Women
(NACOPRW). The founding members
of NACOPRW were: Aida Berio; Ledia
Bernal,Rafael A Diaz, Lila Domingue,
Adrienne Dominguez, Ileana Herrell, Isabel Lee, Argelia León, Carmen
Maymi, Lourdes Miranda, Carmen
Monroe, Leonor Muñoz, Dora Strope,
Mayda ColóN Saknis, Dorcas Vancil,
and Paquita Vivó.
The National Conference of Puerto
Rican Women, Inc. (NACOPRW) is a
national organization with chapters in
various cities. We are the only national
organization of Puerto Rican women in
the United States dedicated to promoting the civic and cultural participation of
Puerto Rican women and other Latinas
in the economic, social and political life
in the United States and Puerto
Rico. NACOPRW provides opportunities for advancement
to its members through
training seminars, education workshops, forums, information dissemination and
networking. It also provides
scholarships to Hispanic
individuals at the national

and local levels. The main education
and networking vehicle is the annual
conference, which includes the annual
meeting, election of officers and a plenary session, where members ratify the
newly elected officers and conference
resolutions. The organization coalesces
with other women’s groups and national Hispanic organizations, therefore
extending its visibility and outreach
throughout the United States and Puerto
Rico. Through its website, NACOPRW
keeps its membership and friends informed on issues affecting Puerto Rican
and other Hispanic women and the
Hispanic community as a whole.
This year, we are excited to celebrate NACOPRW’s 40th year with
members and friends from across the
country at our 39th Annual Leadership Training Conference. The National
Conference is a time to come together,
refine our skills and renew our energies as NACOPRW leaders. We will
strengthen our alliances and continue to
form partnerships with such groups as
the National Women’s History Museum,
Aspira, Vision 2020, and the National
Hispanic Leadership Agenda in order
to collaborate and promote our mission.
As dedicated women of Puerto Rican
and Latin American communities, we
serve one another in areas of education, community service, mentoring of
our youth, and the enrichment of life
through friendships and cultural events.
We aspire to become a resource and
partner in the enrichment of community
involvement; to help in realizing personal dreams; to create extended families
through working together for the common good and to provide opportunities
for new friendships with shared common roots.
Over the years, chapters have been
chartered and history made throughout

Quetcy Lozada
On the occasion of NACOPRW’s 40th Annual Convention,
the National Conference of Puerto Rican Women is honored
to bestow on Mariaelisa Laracuente the President’s Orgullo
Award for her commitment and dedication to NACOPRW.
Mariaelisa’s professional career includes positions as
Spanish Teacher at several universities as well as qualified
ESL teacher for elementary school students. The Chicago
Public Schools honored Mariaelisa with the Appreciation
Award for Outstanding Teaching Service in l990 and
again at her retirement in l994.
Mariaelisa has made a second career of serving our
community. She began by becoming a resource person
for Hispanics having difficulties with English, often being
called upon to assist in translations, court cases, and finding employment opportunities for those in need. Later,
the Honorable Lorraine Morton, Mayor of Evanston,
appointed Mariaelisa to serve on the local Arts Council.
In 2004, for community activism, Mariaelisa was designated
by The Rican magazine, edited by Mr. Toni Quintana,
as “Woman of the Year.” For the past 16 years, Mariaelisa
has been a volunteer at Evanston Hospital, where she
has received several ‘CARE Awards’ from patients for
her dedication and service.
By far Mariaelisa’s greatest joy has been the opportunity
for community involvement and Hispanic issues advocacy
through the activities of NACOPRW. In 2001, Mariaelisa
founded the Northern Illinois Chapter of NACOPRW.
In a resolution, Cook County Board of Commissioners
President John H. Stroger proclaimed July 21, 2002 as “
Northern Illinois Chapter of NACOPRW Day.”. For the
past 5 years, Mariaelisa has worked tirelessly to raise
funds for the JEWELS OF NACOPRW program, as well
as sell ads for NACOPRW’s yearly Journal. Mariaelisa has
also served on NACOPRW’s Awards Committee, this year
serving as committee chair.
Maria Elisa Laracuente is from Sabana Grande, PR,
and has resided in Evanston, IL for the past 52 years with
her husband, K. John Ast.
Born and raised in Philadelphia, Pennsylvania, Quetcy is
our younger generation in action. She is involved in many
community programs throughout the city. Her dedication
and commitment to her community and to NACOPRW
earned her a reputation of being a responsible and a
hardworking young woman. Her young stylus and leadership prove that she has truly embraced the mission and
vision of NACOPRW. Through her collaborations and
personal efforts she raised thousands of dollars on the
local and national level for the organization.
Quetcy is one of the few young Puerto Rican women
working at City Council. She is currently the Chief of Staff
for the only Puerto Rican Councilwoman in Philadelphia.
In her administration the Philadelphia Chapter is actively
involved in educating and bringing awareness to women,
young and old, to exercise their right to vote and become
active participants in their local government. Quetcy
maintains the Chapter very active in volunteerism, and
community activism; as a result the community recognizes
that NACOPRW has a presence and is a strong force
in the Philadelphia area. Quetcy raised thousands of
dollars for the chapter’s Odessa scholarship awards to
help educate our Latina youths as well as procuring the
largest sponsor at the National Convention of 2011 in
San Juan Puerto Rico.
Quetcy describes her personal and professional
experience working with the Latino community as incredibly gratifying and eye opening. Quetcy’s exceptional
accomplishments and outstanding service to NACOPRW
have proven that she is clearly a role model for our young
women and future leaders.

Vivian Ortiz
Carmen Teresa Bonilla
Vivian Ortiz was born and raised in Philadelphia,
Pennsylvania. Over the years she has been involved with
numerous community and civic organizations. Vivian’s
dedication & commitment to her community and to
NACOPRW earned her a reputation of being fair, honest
and hardworking.
Vivian is a strong advocate for the Latino Community.
Her volunteerism with the Cancer Awareness Programs
is extensive. Not only volunteering with the American
Cancer Society and Susan G. Komen Latinas Unidas
for the last several years, Vivian has formed a team and
recruited members to raise funds for the organization to
provide our Latinas in need of help and she continues
to educate and support others in the same situation.
Vivian is the perfect example of the Puerto Rican
Woman. She is a visible role model for our young girls;
she is vibrant, active and committed to the communities
of Philadelphia. The American Cancer Society has
recognized Vivian for volunteerism with their Breast Cancer awareness programs. At her place of employment,
she was a force in the project, “Build a Playground” in
North Philadelphia. With the American Heart Association
“Go Red Latina” program, she spearheaded awareness
programs. With Talking about Curing Autism (TACA) she
has been visiting an autistic child on a weekly basis for
over 5 years. With Council of Spanish Speaking Organization (Concilio) Vivian volunteered in their committees to
celebrate the organization’s 50th anniversary of being
the first Puerto Rican organization in Philadelphia.
We thank you Vivian, for your extraordinary accomplishments and exemplary service to the Latino
Community.
For the past fourteen years, Carmen has been a very active
member of NACOPRW. Carmen was involved with the
Philadelphia Chapter of NACOPRW since 1998, was Vice
President from 2000 – 2004 and President from 2004 – 2008,
and was Assistant Second Vice President for the National in
2011 and was recently elected 2nd Vice President for
NACOPRW National Board. Currently she serves as the
Delegate for the Philadelphia Chapter at the National Board.
Ms. Bonilla has been a Realtor for the last seven years and
currently works for RE/MAX Affiliates N. E. Previous to that she
was a Program Developer and Managed a Task Force for the
Philadelphia Workforce Development Corporation
in Center City. Ms. Bonilla teaches at Congresso “the Role
of a Realtor” for First Time Home Buyers.
Carmen received the Philadelphia Chapter 2004 ODESSA
Award, the 2007 Coldwell Banker Hearthside Rising Star and
2008 Hall of Fame Award for the National Association of Real
Estate Professional (NAHREP).
Carmen’s professional affiliations include the Latino Leadership Alliance of Bucks County (LLABC), Latino Partnership
Initiative (LPI), the Governor’s Advisory Commission on Latino
Affairs (GACLA), the Pennsylvania Statewide Latino Coalition (PSLC) the Hispanic Leadership Development Program
(HLDP) of United Way, and Taller Puertorriqueño Inc.(TPI),
a North Philadelphia cultural arts organization. Carmen is also
very active in the National Association of Real Estate (NAR),
ºmember of the Pennsylvania Association of Realtors (PAR)
Bucks County Association of Realtors (BCAR), and the National
Association of Hispanic Real Estate Professionals (NAHREP).
Carmen moved from New York to Bucks County in 1995
where she lived for fifteen years. She now resides in Philadelphia bringing her closer to her community.
She attended St. Francis College where she got her Bachelor
of Arts Degree in Business. She is the proud mother of a son
Patrick and a daughter Cathyann and “Nanny” to Tara Devon.
Her heart has always been with the Latino Community and
has been involved in all aspects giving and volunteering her
free time to her community in Philadelphia and Bucks County.

Hilda Frontany
Iris Violeta Colón-Torres
Hilda Frontany’s parents migrated from Puerto Rico
and taught Hilda at a very early age to be involved and
outspoken. By 1970, Hilda was immersed in political and
community organizing. She co-founded the Lakeview
Latin American Coalition and the Universidad Popular,
Mujeres Latinas en Accion and H.A.S. (Healthcare Alternative Systems). As a board of directors member for the
Hispanic Institute of Law Enforcement, she was instrumental
in the appointment of the first Latino police superintendent
in Chicago and joined the delegation at the first International Women’s Year Conference in Mexico.
Her energy, commitment and creativity made her a
valuable member of many organizations such as the
Black-Latino Coalition for Progressive Politics, El Hogar
del Nino Day Care and the Northwest Voter Registration
Project. Hilda was part of the history-making election of
U.S. Senator Carol Mosely-Braun and a year later joined
her staff. She helped elect State Senator Iris Martinez
as the first Latina ever to serve on the State Senate. Hilda
currently works at the State of Illinois Department of
Human Services. She served as secretary of the committee
that worked to elect a representative from Chicago to give
voice to Ecuadorian migrants in the Constituent Assembly of Rafael Correa’s government. Hilda has received
numerous awards for social and/or political activism and
community service. Hilda was honored by the Combined
Law Enforcement Hispanic Heritage Committee with the
Community Service Award, the Latina Woman of the Year
award from Universidad Popular, and the award for
“Outstanding Service and Continuous Contributions to
the Success of the Community” from United Cooks of
Humboldt Park. Together with her church and the Hilda
Northwest Neighborhood Federation, she joined over
250,000 people in the Capitol Mall to remind the
President to keep the promise of immigration reform.
She raised six children and is a proud grandmother of
17 children.
Iris Violeta Colón-Torres was born and raised in Ponce,
Puerto Rico. La Playa, a community called La Señorial,
where Puerto Rican culture is celebrated with pride.
Her thinking skills were defined by three strong women,
her grandmother, mother and aunt. These puertorriqeñas taught her all she needed to know about who she is.
Professionally her life is extensive: teacher, paralegal,
performing artist, translator and interpreter. For over
thirty years, her efforts have been directed in advocating
for battered women and children. Iris Violeta, a published
poet in major anthologies, is well known as an author,
writer, journalist and columnist.
As a community activist she has served as a member
of numerous organizations such as, the Pennsylvania
Hispanic Journalists & Writers Association, Criminal
Justice Commission, the National Congress for Puerto
Rican Rights, Hispanic Media Coalition, the Professional
Women of America and many more. Currently she is
the Chairperson on Hispanic Affairs on 6ABC’s WPVI-TV
Community Advisory Board.
Her list of accomplishments and awards are extensive.
Most recently, she was celebrated as hero of the month
by El Zol Radio in Philadelphia and received Concilio’s
Lifetime Achievement Award in recognition of her
exceptional lifelong service to the Latino community.
Although Iris is celebrating her retirement after 24 years
of service at the Criminal Justice Center in Philadelphia,
she continues to contribute and challenge our community
to do more for those who are just beginning.
Iris is long time member of NACOPRW, serving as
National President and President of the Philadelphia
Chapter.

Darma Castro-Paden
The Northern Illinois (IL) Chapter of NACOPRW was
founded in 2001 by Mariaelisa Laracuente. During the
past few years, outstanding growth and leadership has
occurred within the Chapter. 17 new members joined
since 2010. Northern IL hosted the National Quarterly
Meeting in 2010, which included a Friday evening
reception recognizing Trailblazers in our community and
an Awards Luncheon Saturday honoring those who make
a difference. Chapter President Vilma Colom, with the
help of members, has formed partnerships with AARP,
Aerosoles, Walmart, Lancomb, Exelon, Allstate,
McDonald’s, local businesses, public officials, and
others to benefit NACOPRW. Members of the Northern IL
Chapter have worked extremely hard as the Host
Committee in collaboration with members from across
the country to prepare and finalize all the details for the
2012 NACOPRW National Convention.
To further their mission, Northern IL formed partnerships with Girls on the Run and the StepUp Women’s
Network. In June 2012, Northern IL held a fundraising
brunch featuring speakers from StepUp. Additionally,
members presided over the dignitaries at this year’s
Puerto Rican parade. Vilma Colom is working with two
Latino Cook County Commissioners and their coworkers
in forming the first-ever Cook County Employees
Association to assure equal access for Latinos in our
county. Finally, the Northern IL Chapter has a longstanding partnership with Casa Central, the largest Hispanic
Social Service Agency in the Midwest, this year
distributing roses and well wishes to the senior citizens
on Mother’s Day. They’ve done similar events for Father’s
Day. The dedicated women of the Northern IL Chapter
are proud to serve one another and their communities,
while striving to promote sisterhood and connections
through working together for the common good.
The Lifetime Achievement Award is presented to Darma
Castro-Paden and Laura Almodovar-Sole for their commitment to the mission and goals of NACOPRW. During
the spring of 1997, Darma and Laura gathered a small
group of Puerto Rican women with the common interest
of starting a bilingual chapter of NACOPRW in Southern
California. In 1998, that reality was achieved when they
became co-founders of the only NACOPRW chapter on
the West Coast.
Darma Castro-Paden is from Utuado, Puerto Rico.
A certified career coach and job developer, Darma works
at Mt. San Antonio College in Walnut, CA. Darma has a
degree from California State University, Fullerton, and
has also worked as a park director, school teacher, social
worker, and probation officer. Darma is currently serving
her fourth term as President of NACOPRW’s SoCal
Chapter and focuses her time on helping young Hispanic
girls and women achieve their dreams through mentoring,
education and community involvement. She volunteers
with “Project Sisters,” a rape hotline in Los Angeles County
and the Mujer A Mujersita yearly youth event. Darma’s
passion is working with youth with disabilities and providing them with hope and opportunities.
Laura Almodovar-Sole was born in Santurce, PR. After
completing a BA in Psychology from the University of PR
and an MA in Clinical-Community Psychology from CA
State University, she returned to PR to work as a licensed
psychologist. For the last 19 years, she has worked as a
professor/counselor at Fullerton College and is currently
serving her second term in the Faculty Senate. Laura was
the first President of NACOPRW-SoCal Chapter in 1999
and has remained very involved since then. Under her
leadership, she began the traditional “Parrandas Navideñas” (1999), an annual Mentoring Event (2004) and a Youth
Group (2000). Laura is very active with the Children’s
Theater at Arroyo Vista Elementary School; the Band &
Color Guard Boosters at Santa Margarita Catholic High
School; the Komen Foundation; and Meals on Wheels.

close of the Exelon-Constellation
merger in March 2012. She is
responsible for developing, organizing, implementing,
directing and evaluating Exelon’s HR function and
performance. She participates in the development
and implementation of Exelon’s plans and programs
as a strategic member of the executive team. Best
leads post-merger integration work including staffing and selection of 25% of Exelon positions, the
development of the employee benefit platform, total
compensation program alignment, and integration
of Diversity, Talent Management and Succession
processes.
Best received her BA degree from the University
of Illinois at Urbana-Champaign, and her MSIR
from Loyola University Chicago. Best attended the
Strategic Human Resource Management Executive
Education Program at Harvard University, and Leading
Women Executives leadership Program. Best is on
the Board of Directors for the Girl Scouts of Greater
Chicago and Northwest Indiana. She also serves as
Vice President of Lyons Township High School Parent
Teacher Council.

Hedy M. Ratner is Co-Founder & Co-President of the
Women’s Business Development Center, the largest,
oldest and most comprehensive and successful women’s
business assistance center in the U.S. An advocate
and activist for women’s issues for the past 35 years,
Hedy was appointed by President Clinton to the National
Women’s Business Council; she helped to advocate for
and create and was appointed by Illinois Governors Edgar
and Ryan to the Illinois Women’s Business Ownership
Council and the Governor’s Commission on the Status
of Women in Illinois and by Governor Blagojevich to the
Illinois Labor Advisory Board and the Business Enterprise
Program Council.
Hedy was appointed as Co-Chairperson of the Women’s
Health Task Force by Chicago Mayor Richard Daley. She
is also a board member of the Chicagoland Chamber of
Commerce and the Chicago Convention and Tourism Bureau. She is a founding member of the Alliance of Minority
and Female Contractors Association and a
member of The Chicago
Network.

Ellen Rogin, CPA, CFP® and Abundance Activist® is
a nationally-known expert on living a life of success
and prosperity. Ellen shows people how to be great
with money. She has over 20 years of success as an
entrepreneur in the financial services industry and is
co-author of Great with Money: The Women’s Guide
to Prosperity. She is Director of Financial Planning,
Strategy and Marketing at Metropolitan Capital Bank
in Chicago and serves on the board of the Chicago
Finance Exchange.
Ellen’s television appearances include ABC News
in Chicago and PBS Chicago Tonight; she’s been quoted

has taken the hard lessons from the mean streets of
life and reshaped them into his personal vision. He
embarked on a journey from dropping out of school to
a Doctorate from Harvard University. Today, America’s
foremost communicator on the challenge of casting
away barriers to success is an honored Professor
Emeritus, a consultant to U.S. Presidents, CEOs, managers, community groups, clergy members, educators,
and a role model for youth. His success at bringing
cultures together has earned him many awards. Much
more than a lecturer, Dr. Betances works to help others learn the importance of pulling cultures together
as a way of bringing America back to the top in education, business, and society in general. As he puts it,

Dr. Rosita Lopez is a Professor and previous faculty
chair of the Department of Educational Administration
and School Business Management, Department of
Leadership and Educational Policy Studies, at Northern
Illinois University (NIU) in DeKalb, Illinois. She has been
recognized with full honor and distinction in the International Who’s Who of Professionals. Dr. Lopez received
her Bachelor of Arts in Education from the University of
Illinois. She received her Master’s degree from NationalLouis University in Evanston, Illinois and completed her
Doctoral degree from Northern Illinois University.
Colleen K. Connell,
Executive Director, ACLU
In January 2001, Colleen Connell became the first
female attorney to lead the American Civil Liberties
Union of Illinois, an organization Ms. Connell joined
in 1984. Prior to becoming the Executive Director,
Ms. Connell served as the ACLU’s Associate Legal
Director and Director of the Reproductive Rights
Project. In that capacity, she directed the organization’s
litigation efforts involving constitutional rights
of privacy and protecting the rights of Illinois citizens
to make decisions concerning reproductive matters
and child-bearing, without undue governmental restriction. A native of North Dakota, she graduated from
North Dakota State University
and the University of Iowa
School of Law.
