USAR Title 10 personnel can respond across state lines. USAR Provides 50% of total Emergency Preparedness Liaison Officer positions (177 authorized / 168 filled). USARC has critical capabilities which could be required for DSCA. • Active Army cannot support DSCA and Chemical, Biological, Radiological, Nuclear, Explosives (CBRNE) response alone. DSCA mission is Combat Support/Combat Service Support intensive. Motor Vehicle Operator, Robert W. Horan, 99th Regional Support Command, fabricates shopping carts that will serve as filters for large debris while water pumps drain effected areas. Army Reserve units from the 143rd and 316th Sustainment Commands (Expeditionary) will use these filters during water pumping operations as part of an interagency effort to reduce suffering and repair areas most effected by Hurricane Sandy. U.S. Army Reserve soldiers from the 961st Engineer Company, Sharonville, Ohio, load equipment into military vehicles. More than 150 soldiers from the 961st En. Co. prepared for activation orders to provide with humanitarian assistance and disaster relief to citizens affected by Hurricane Sandy.
