Defense Support of Civil Authorities
Importance of the Army Reserve in DSCA Operations
• The Army Reserve is an important piece of overall DOD response
plans for DSCA response operations.
 USAR Title 10 personnel can respond across state lines.
 USAR Provides 50% of total Emergency Preparedness Liaison Officer
positions (177 authorized / 168 filled).
 USARC has critical capabilities which could be required for DSCA.
• Active Army cannot support DSCA and Chemical, Biological,
Radiological, Nuclear, Explosives (CBRNE) response alone.
 DSCA mission is Combat Support/Combat Service Support intensive.
 Nearly all DSCA response missions require some of the Army Reserve's
unique capabilities and core competencies – Command & Control, Aviation,
CBRNE, Medical, Engineer, Search and Rescue/Extraction.
