Keep-on-track!
What?
Monitoring the Member State progress towards reaching their 2020 targets and
ensuring the outlined trajectory is met.
Keep on Track! aims at developing mechanisms to help Member States “keep on
track” with their 2020 objectives outlined in the RES Directive, with early
warnings and policy recommendations in case a Member State is lagging behind
its trajectory.
Through various platforms, it incorporates the numerous market actors
involved, such as European and national renewable energy industry
associations, the energy efficiency sector, national and EU Parliamentarians as
well as the scientific community.

Keep-on-track!
Publications:
- The EU Tracking Roadmap is an annual publication which monitors the progress of
renewable energy sources (RES) towards the 2020 target both at EU and Member State
levels.
- The European Overview of Deviations and Barriers Report tracks, on the one hand,
Member States’ past progress in RES development by comparing actual RES
deployment with planned deployment; on the other hand, it gives a detailed overview
of the current situation regarding administrative, financial and technical barriers for the
further development of RES in Member States.
- Policy Recommendations Reports are issued in parallel with the EU Tracking
Roadmap. They offer detailed recommendations at EU and at Member State levels on
how to keep on track with the indicative trajectory defined by the RES Directive.
- The Scenario Reports will assess possible future RES pathways towards 2020 and
2030, both at EU and national levels.

Energy Union Package:

“The Commission will prepare an ambitious legislative proposal to
redesign the electricity market and linking wholesale and retail. This
will increase security of supply and ensure that the electricity market
will be better adapted to the energy transition which will bring in a
multitude of new producers, in particular of renewable energy
sources, as well as enable full participation of consumers in the
market notably through demand response. Closer integration,
including on a regional level, more cross-border trade and the
development of both short and long term markets with effective
price formation will deliver the right investment signals as well as the
necessary flexibility to allow market integration of new generation
sources.”

Några resultat från seminariet i Europahuset 20 mars:
* EU:s statsstödsregler om överkompensation tvingar fram en hårdare beskattning av
FAME (omförestrade vegetabiliska och animaliska oljor) och kanske även E85. Orsaken till
detta är att dessa bränslen fått en skattebefrielse som lett till att dessas pris under en
period varit lägre än för motsvarande fossila bränslen.
* Förslag angående ILUC, att man ej inom EU ska få använda odlingsmark till produktion
av biodrivmedel. Detta förslag måste stoppas. Inom EU finns 50 miljoner hektar outnyttjad
åkermark.
* För vindenergi finns många barriärer. Här vore det bra om EU-länderna gemensamt
kunde ta fram kartor där områden som är olämpliga för vindkraft tydligt är utmärkta.

Annat, energieffektivisering:
* Energieffektiviseringen av belysning, hushållsapparater, m.m. har gått mycket bra.
* Fordonsflottan använder har dessutom blivit betydligt bränsleeffektivare på senare år.
* För att komma vidare behöver man finna ett sätt att energieffektivisera hela system. Få
en byggnads eller industris energiförbrukare att bara gå då de behövs. Detta kräver
systemtänkande, troligen i form av belöningar och morötter.
