The Stadtwerke Emden GmbH (SWE) is a
100% communal electricity supplier, owned by the city of
Emdens 52.000 inhabitants.

1991 the CityWorks Emden developed an
Energy – Environment Concept
This concept implies four main functions:
CityWorks Emden
1.
Satisfy electricity demand through renewables,
i.e. 10% from Wind Energy.
2.
Energy efficiency. Development of an energy savings
program: „The Emder Model“.
3.
Further development and implementation of
Combined-Heat and Power.
4.
Participation in research projects for hydrogen generation
and -usage

Realization:
October 1993: 5 Wind Turbines 2,5 Megawatt,
4.000 Megawatthours / Year.
October 1994: 5 Wind Turbines 2,5 Megawatt,
5.000 Megawatthours / Year.
April 1996:
1 Wind Turbine, 1,5 Megawatt,
2.800 Megawatthours / Year.

Total:
11 Wind Turbines, 6,5 MW, 11.800 MWh/a,
6% of overall demand.
Until 2000 there were no government subsidies for energy
utilites.
This lead to a yearly deficit of 0.5 Million Euros for CitiWorks
Emden
The city of Emden helped financed these deficits and
acquiesced this reduction in profits.

Since April 2000 the Renewable Energy Act is also applicable to
electrical utilities.
2004 / 2005:
3 turbines, 18 MW, 48.000 MWh.
2009:
1 turbines 7,5 MW, 20.000 MWh, worlds biggest wind turbined built by
Enercon Repowering out of 3 older plants.
Total 2009:
12 turbines, 29,5 MW, 75.200 MWh, 38% of SWE´s total demand or
84% of residential demand. CO2 - reduction: 45.000 tons per year.
Goal:
100% wind energy 75.000 tons reductions in CO2 – Emissions.

Energy Efficiency: The Emder Model
Since 1992 about 200.000,- Euro / year of subsidies for Emder customers
for the purchase of energy efficient devices or for the financing of specific
energy consevation measures. i.e.: specific coolers and freezers,
energy-saving lamps, energy consulting, PV systems, thermal systems, etc.
Total (1992 to 2009): ca. 3,6 Mio. Euro in subsidies
ca. 10.000 tons / Year.
CO2 - Reduction:
As a stakeholder the city of Emden supports these measures and relinquishes
its claim on yearly profits.
