The testing procedures has started. Samples will start
arriving this afternoon, Institute Director, Prof M Radhakrishna Pillai said.
‘We will also have to have the DNA fingerprinting of
immediate relatives to do a comparison. We are hoping
to do the results in five to seven days’.

Now that the alliances are finalised,
political parties have moved to the
next important step- announcement
of candidates. Three parties- DMK,
DMDK, Congress- are ready with their
respective lists of contestants and they
are expected to release them anytime.
According to sources in the DMK,
the list, which was set to be released
later today, will be a mix of old and
new faces.
Partners of the DMDK-PWF-TMC
alliance are said to have done with
identification of seats and their chief
ministerial candidate Vijayakanth
is expected to make an official announcement by today or tomorrow.
‘He will also release his party’s list of
contestants,’ sources said.
Meanwhile in Congress, the list is
ready and it has been sent to New
Delhi for the high command’s approval. ‘It will be released in the next
couple of days’, TNCC president

In a big relief for Nadigar Sangam,
the Madras High Court today dismissed a petition seeking to stop the
association from holding star cricket
match at MA Chidambaram Stadium
here on 17 April. A petition was filed
by an advocate Tamilvendan in this
regard. He sought the court not to
allow Nadigar Sangam hold cricket
matches in Chennai on the day.
He contended that with elections
round-the-corner, it would be difficult to
deploy police in large numbers at the
venue and such a big gathering would
result in political parties bribing voters.
The petition came up for hearing before Chief Justice Sanjay Kishan Kaul
and Justice M M Sundaresh today.
After hearing the arguments, the Judges said, ‘It is a petition filed with a motive
to gain publicity. Considering the merits
of the case, we urge the petitioner to
withdraw the plea and dismiss the same’.
17 April will see members of Nadigar
Sangam play cricket match to generate

withdraws plea in SC

Tamilnadu government
today withdrew its interim
plea seeking deployment
of CISF to protect Mullaiperiyar dam in Kerala after the
Supreme Court objected
to filing of such pleas in an
already decided case.
‘Once the decree is passed,
you cannot file interim applications in it.
You seek execution of the
decree and
you may seek
review of the
verdict if you want any modification,’ a three-judge bench
headed by Chief Justice T
S Thakur said.
Senior advocate Rakesh
Dwivedi, appearing for
Tamilnadu, then said the
State will file a review petition in the matter.
The State government,
in its plea, had sought
a direction that the dam
be secured by Central
Industrial Security Force
(CISF), as Kerala does not
facilitate the management
of the dam by Tamilnadu
employees. Tamilnadu
government had in February last year moved the
apex court seeking CISF
security for the dam, which
is currently handled by the
Kerala government.
In its 7 May, 2014 verdict, the Supreme Court
had held that
the 120-yearold Mullaperiyar dam is safe
and allowed
the Tamilnadu
government to raise the
water level to 142 feet and
ultimately to 152 feet after
completion of strengthening measures on the dam.
In a setback to Kerala
government which had been
fighting a decade-old legal
battle with the neighbouring
state, a five-judge Constitution Bench had struck down
a law promulgated by it
declaring Mullaperiyar dam
as endangered and fixing
the water level at 136 feet.

claimed that 59 per cent
of people in top cities of the
country, including Chennai, have shifted from allopathy to homoeopathy in
the past one year.
The study conducted by
Indian Market Research
Bureau (IMRB) on ‘Acceptance of Homoeopathy in
India’ across cosmopolitan

whip on freebies?

The Election Commission of India
should come down hard on political
parties offering freebies/subsidies/
gifts on the eve of elections, in the
garb of election manifesto, as such
offers of gifts amount to an attempt
to bribe the voters.
Come election time, and parties
compete with one another to make
preposterous offers of TVs, mobile
phones, laptops, mixies and grinders, which are nothing short of a
solicitation/inducement or a bribe to
influence voters. While the Election
Commission claims it cracks down
on gifts during the election campaign,
should it not view the offer of gifts
post-election as an undue
influence on the voter?
It is immaterial if
the gift is made
before or after
the election since
the freebies are clearly
poll-related.
If the Election Commission
believes that the present rules are
vague and do not permit action on
the above lines, it is high time the ECI
goes in for more specific terms in the
Code of Conduct prohibiting offers,
gifts and freebies of any kind by political parties in the Election Manifesto or
even otherwise. After all, it is not the
party that spends the
money on the gifts
or the freebies.
The payout
is from Government coffers, the taxpayers’ money
which belongs to
the Government
treasury and not
to anypolitical
party.
The Election
manifestoes
raise fundamental
issues of propriety.
While in the last few years, parties on
assumption of power have tried to
implement the gift schemes, the
track record relating to other
promises relating to better
governance, taking
up and completion of physical
projects, schemes
for agriculture, industry
and infrastructure, is poor and
tardy. Public attention from implementation of manifesto is diverted
to the freebies, and media memory,
like that of the public, too is short.

Who is made

Promises,
based on populism aimed at
influencing voters prior to the
elections, must
be seen as inducements/
solicitation/gifts
and prohibited by
the Election Commission. The DMK, ahead of the
1967 elections, came out with the
promise of Roopaaykku Moonu Padi
(Three Measures of Rice for One
Rupee). At a time when the State
faced huge shortage of rice, forcing
long queues in front of ration shops,
this inducement was a tilting factor
for the DMK electoral strategy. The
scheme couldn’t take off as the DMK
government struggled to find a way of
implementing it. After dithering for a
few months, the DMK came out with
an experimental plan for a couple
of districts and was finally dumped,
giving way to a new slogan, Moonu
Padi Latchiyam, Oru Padi Nitchayam
(Three Measures of Rice is promised;
One Measure of Rice is assured).

Thus, an election promise was diluted
after coming to power. The gift was
replaced by a gift of the gab.
Nearly 40 years later, after having
been in government for a good part of
this period, -- in 2006, the DMK came
out with an election-eve offer on rice
subsidy if voted to power!
Same is the case of the DMK and
AIADMK making promises on total
prohibition though their governments
have been in power from 1967! The
Congress and BJP, not to be left behind, will make tall promises though
they have been in power at the Centre
and in many States. The DMK has
now made a fresh offer of a Smartphone. Obviously, the thinking is that
the voters are anything but smart! The
DMK manifesto will perhaps force the
AIADMK to go in for one-upmanship
and emerge with its own offer of freebies. In that sense, the AIADMK cannot
be blamed for what the DMK ushers in.
In 2011 too, the AIADMK promise on
gifts was a counter to the DMK offer.
The parties have almost run out of
a wish-out for household appliances.
After writing off agricultural loans
and educational loans, parties will
probably write off loans taken from
money-lenders. The voters will probably be rendered debt-free though the
State Government debts could go up
beyond Rs 3 lakh crore!

and DMDK

Tuesday was a day of developments in DMDK and its breakaway
group Makkal DMDK. On a day when
Vijayakanth continued its campaign
tour and came down heavily on the
opponents, the Madras High Court
adjourned the hearing on the anticipatory bail petition filed by his wife
Premalatha.
Meanwhile, Makkal DMDK was allotted three constituencies by the DMK
and the ‘new outfit’ vowed to work
for the victory of the Karunanidhi-led
alliance. ‘We have been given three
constituencies by the DMK. We thank
DMK chief Karunanidhi and party treasurer MK Stalin,’ Makkal DMDK leader
V C Chandrakumar told reporters here
after inking the deal with Karunanidhi at
DMK headquarters, Anna Arivalayam.
‘DMK has given us political recognition,... We have been given Erode
(East), Mettur and Gummidipoondi
seats,’ he said.
Chandrakumar, sitting MLA of Erode
East, will seek re-election from the
same constituency. Likewise, other
Makkal DMDK leaders Parthiban and
Sekar will contest from Mettur and
Gumidipoondi respectively, he said.
Stating that it would be difficult to
popularise a new symbol among the
people, he said,’we have told the
DMK leadership that we would like
to contest on its symbol of rising sun
and they have assured us that they
would give us that opportunity.’
He said Makakl DMDK will strive for
the victory of DMK alliance.
Makkal DMDK leaders led by Chandrakumar revolted against their party
leadership to align with PWF as they
wanted it to go with DMK front. Following their expulsion from DMDK,
they floated Makkal DMDK and
joined hands with DMK.

us, but the excitement isn’t palpable.
Tamil scholars feel that there is an apparent lack of interest in celebrating the day
and dipping enthusiasm. However, retired
teacher and secretary of IOB Colony Residents Welfare Meenakshi Sundaram said
Tamil new year day was decided some
5,000 years ago. This is scientific and
rational, he said.
In this regard, he pointed out that Tamilnadu was an advanced State much before
the modern day developments. ‘Pataliputra in the North and Nagaresu Kanchi were
known to be the most knowledgeable
places in medieval India,’ he claimed.

prolonged tug of war between the ‘admission industry’ and the
Medical Council of India impeded a fair and just admission
process to medical courses for long, hurting aspirations of millions
of deserving youth. An overwhelming number of aspirants with
limited availability of seats apart, lack of standard procedures allowed
private medical colleges to charge capitation fee, reserve seats for
management and NRI quotas and literally ‘fix’ the examination based
on the monetary worth of the candidate. All this will be undone by
the recall of the controversial judgment of the apex court in 2013 that
had scrapped the single common entrance test (NEET) for admission
to the MBBS, BDS, and PG courses in all medical colleges.
The decision will hurt the ‘admission industry’ worth billions
of rupees, grown in total disregard to the medical ethics. This,
in turn, may result in the closing down of a few private medical
colleges. Growth in the number of government medical colleges
has remained insignificant and the private sector’s prime motive
--- ‘profitability’ --- compromised quality at many levels. In 2012,
the MCI had announced the necessity for NEET, for admission to
all undergraduate and postgraduate courses in all government and
private medical colleges. A powerful lobby from the southern and
western states and 115 private medical colleges made a plea against

of medical professionals but also hamper aspirations of worthy
candidates. A centrally controlled common exit test for medical
professionals will not be out of place in ensuring credibility for PG

The US received over 2,36,000
H-1B petitions in just five days of
opening up the process early this
month for the most sought-after work
visa for IT professionals, including
from India, and has completed the
computerised draw of lots.
This is more than thrice the Congressionally-mandated cap of 65,000
in the general category for the work
visas for highly-skilled workers in the
general category for Financial Year
2017.
The US Citizenship and Immigration Services (USCIS) yesterday
announced it also received more
than the limit of 20,000 H-1B petitions by those foreign students who
completed their higher studies from
a US academic institute in subjects
if science, technology, engineering
and mathematics (STEM).
USCIS received over 2,36,000
H-1B petitions during the filing period,
which began 1 April, including petitions filed for the advanced degree
exemption, a media statement said.
It said it has completed the com-
puterised draw of lots that would
determine the successful applicants.
On 9 April, USCIS used a computergenerated random selection process,
or lottery, to select enough petitions
to meet the 65,000 general-category
cap and the 20,000 cap under the
advanced degree exemption, also
known as the master’s cap.
The agency conducted the selection
process for the advanced degree
exemption first. All unselected advanced degree petitions then became
part of the random selection process
for the 65,000 limit, it added.
USCIS will reject and return all
unselected petitions with their filing
fees, unless the petition is found to
be a duplicate filing, it said.
As announced on 16 March this
year, USCIS will begin premium
processing for H-1B cap cases no
later than 16 May. It would continue
to accept and process petitions that
are otherwise exempt from the cap.

Blackberry to launch
two Android phones
LONDON:
Blackberry will launch two midrange Android handsets this year,
chief executive John Chen has said.
One will have a physical keyboard,
the other a full touch-screen.
Blackberry has no plans to develop
handsets for its own operating system, BB10, but will continue to issue
updates for existing devices.
Its sales fell by almost
$200m in the three
months to the end of
February. Chen said its first
Android device, the Priv, had
been too expensive.
‘The fact that we came out with a
high-end phone was probably not as
wise as it should have been,’ he said.
A lot of enterprise customers have
said to us, ‘I want to buy your phone,
but $700 [£491] is a little too steep
for me. I’m more interested in a $400
device.’
Chen had previously blamed the
company’s poor sales figures on
delays in negotiations with mobile
networks about its Priv handset.

they were to stop supporting their
Blackberry apps.
Blackberry said it was ‘extremely disappointed’
by the decision.
‘If Blackberry is determined to remain in the
hardware business, the
decision to offer new devices
with mid-range pricing is a sensible
move,’ said analyst Ben Wood from

‘We believe there is an opportunity
with business users who don’t want

blasted the national federation (PHF)
after the greenshirts were routed 1-5
by arch-rivals India in the Azlan Shah
Cup in Ipoh.

and ignores merit and the need of the
hour, Olympian Samiullah told PTI.

declare Kollam temple tragedy as
‘national calamity’. So far the incident

The bodies of 13 people which

been sent for DNA testing for better

out at the Rajiv Gandhi Centre for bio

Army not responsible for
Kashmir incident: Victim

As Jammu and Kashmir’s Handwara continues to remain tense over
a molestation case, the Indian Army
released a video, in which the ‘victim’
has denied molestation bid by any
security personnel.
In the footage, the girl is seen
completely rejecting the reports of
being molested by any soldier. She
however, claimed to have been
harassed by some locals.
Narrating the whole incident, the
girl claimed, she went to relieve herself near an Army bunker and when
she came out she was slapped by
a youth, who was accompanied by
few others.
The girl has further alleged that
in five to seven days’.
Considering the enormity of the tragedy, the
procedures are likely to
be laborious as some of
the remains are in a very
bad shape.
‘We haven’t seen the
samples, but it is likely to
be cumbersome’, he said
adding, ‘we will do it free
of cost and as quickly as possible’.

High Court bids farewell
to Justice Sudhakar

Justice R Sudhakar, who has been transferred to the High Court of Jammu and
Kashmir, was given farewell by the Madras
High Court.
Justice R Sudhakar hails from Panapakkam
village, Vellore. His father, late Justice S T
Ramalingam, served as a judge of the Madras High Court.
Sudhakar’s maternal grandfather, late S P
Sriram, served as a district judge and retired as
chairman of the Sales Tax Appellate Tribunal.
Sudhakar had his early schooling in Chennai
and Madurai. Later, he enrolled as an advocate
and started practice as an associate of legal luminary and senior advocate Habibullah Badsha,
former Advocate General of Tamil Nadu and
Public Prosecutor of the Madras High Court.
With his transfer, the strength of the Madras
High Court has come down from 42 to 41, in
the 75-judge court.

The day begins with Mangala Isai (6 pm) followed by Arul urai and songs
from new films. At 8 am catch a special show on upcoming film Manithan.
The court-room drama directed by I Ahmed features Udhayanidhi Stalin and
Hansika in lead roles. Prakashraj, Vivek and Radharavi are also in the cast.
Music is by Santosh Narayanan.
At 9 am, there will be an interesting pattimanram followed by ‘Cofee with
Gautham Menon’.
The premiere of Kamal Haasan-starrer Thoongavanam is at 11 am. At 4
pm, the audio launch of Suriya-starrer 24 will be aired. At 6 pm, Arya and
Santhanam-starrer Vasuvum Saravananum Onna Padichavanga will be aired.
A comedy entertainer, it is directed by M Rajesh.

favourite hero’s muchawaited Theri is releasing
this Tamil New Year day.
Vijay will be seen essaying the role of an IPS officer
in the film. His co-stars
Amy Jackson and Samantha Ruth Prabhu will play
a teacher and a doctor,
respectively.
Directed by Atlee, Theri
is produced by Kalaipuli S
Thanu and has music by
G V Prakash Kumar. Cinematography is handled by
George C Williams.
Prabhu, Raadhika, Rajendran and director Mahendran form part of the cast.
Buzz is that Theri would
likely be in the lines of the
1990s super cop crime
drama Sathriyan, which
had Vijayakanth in the
lead role.

Hollywood action choreographer Kaloyan Vodenicharov worked with the
team to help shoot the
climax portions for the film.
Says director Atlee, ‘The
title Theri was chosen since
it implies spark, energy and
force. We expected that
it would provide top-ofmind recall for audiences.
Although Theri is an action thriller, we have laced
beautiful familial emotions
in the screenplay. This will
be a complete cinema,’.
‘Vijay and I wanted Theri
to be a memorable film that
should be remembered for years. There
is a strong underlying message in the film
which is told very simplistically. It will be
high on emotions,’ adds Atlee, a former
associate of director Shankar who worked
in his popular blockbusters including Rajinikanth’s Enthiran and Vijay’s Nanban.
Acclaimed filmmaker Mahendran is
making his debut as an actor in Theri by
playing the role of villain. ‘His character
will be talked about by audiences. He
will definitely earn accolades for his role,’
promises Atlee.
‘Mahendran sir is Rajinikanth’s favorite
director and now I have directed him in
my film. Seriously it is a proud moment
for me’, he says.
Theri marks GV Prakash’s 50th album
On her part, Samantha and Amy Jackson
appreciated the movie’s content and said
that the end product has come good.
