MeCTA DIVISION AND RULES – 2015
In addition to USEA-defined levels, MeCTA has formally identified two lower divisions, Intro and
Elementary. Organizers may have other divisions, but MeCTA recognizes only the levels listed
below for Year-End awards and rule-enforcement. MeCTA uses The Rules for Eventing as laid out
by The USEA unless otherwise stated. All scoring will follow the USEA scoring unless otherwise
stated.
For Untimed Stadium Rounds, penalty points will be as follows:
Refusal = 8 pts; Rail down = 4 pts. Fall of Rider = Elimination (timed or not)
2-Phases and Ultimate 2-Phases;
A horse may be entered and ridden twice in the same or different levels by different riders.
Organizers cannot be responsible for scheduling problems as a result of a Horse being ridden by
two competitors.
3-Phases;
A horse may only be ridden once in a 3-Phase Event.
For Intro;
No Elimination for unauthorized assistance for the duration of the event at the Intro Level ONLY,
unless it is deemed unsafe.
In the instance that the horse leaves the arena during the Dressage Test the judge will score
each movement as ridden in its entirety even if the test or any individual movement is
interrupted by the horse leaving the arena.
For Intro and Elementary;
Errors of Dressage Test will be penalized but without Elimination.
Elimination will only occur in the event of the fall of the horse or rider (not landing on their feet and
remaining standing or 2nd fall) or at the discretion of the Organizer, Judge or Technical Advisor in
the name of safety. For stadium and cross country, horse/rider combination will be Eliminated for 3
refusals at any one fence, however there will be no Elimination for total refusals on entire course.
Eliminated combinations will be allowed to continue at the Organizers discretion.
INTRO:
Dressage USDF Intro B
Cross-country: 4-8 jumping efforts, maximum height 18”, 1000-1400m in length at a safe speed
but should not be timed. Very simple, no combinations, all true ground lines. No water, banks or
ditches.

Stadium: 6=10 jumping efforts, all with true ground lines. No combinations, mostly cross rails. The
rounds should not be timed, but a speed of 250mpm maybe expected.
ELEMENTARY:
Dressage: MeCTA 2010 Elementary
Cross-country: 6-12 jumping efforts, maximum height 2’, 1200-1800 m in length at a speed of 250350 mpm, but should not be timed. Very simple, no combinations, all true ground lines.
Stadium: 8-12 jumping efforts, all with true ground lines. There may be one combination, set at a
standard distance (no less than two strides). The rounds should not be timed, but a speed of
250mpm maybe expected.
BEGINNER NOVICE:
Dressage: 2014 USEF Beginner Novice Test A or B.
Cross-Country: 8-18 jumping efforts, maximum height 2’7”, 1400-2000m in length at a speed of
300-350mpm. Fences should be straightforward, with true ground lines and no combinations.
Refer to USEF/USEA Rules for Eventing for more information.
Stadium: 9-11 jumping efforts, all with true ground lines, at a speed of 300mpm. There may be one
combination set at a standard distance no less than two strides.
NOVICE:
Dressage: 2014 USEF Novice Test A or B
Cross-Country: 10-20 jumping efforts, maximum height 2’11”, 1600-2200m in length at a speed of
350-400mpm. Straightforward water crossings and simple solid obstacles with true ground lines
are acceptable. Refer to USEA/USEF Rules for Eventing FMI.
Stadium: 9-11 jumping efforts, all with true ground lines, at a speed of 320mpm. There should be
one combination of two jumping efforts included.
TRAINING:
Dressage: 2014 USEF Training Test A or B
Cross-Country: 12-24 jumping efforts, maximum height 3’3”, 2000-2600m in length at a speed of
420-470mpm. Fences may reflect more technical difficulty than Novice, but not too demanding.
More substantial jumping efforts involving water: may be either into or out of water, but not both.
Refer to USEF/USEA Rules for Eventing FMI.
Stadium:10-12 jumping efforts at a speed of 325mpm. There must be two doubles or a double and
a triple combination. May not include obstacles with false ground lines.
GENERAL: All obstacles should be inviting, solid, non-trappy, simple, and with true ground lines.
The object is not to eliminate anyone, but to get them around safely and happily.
General Rules for Eventing
All participants at MeCTA events should be familiar with the following excerpts from the USEA
Rules for Eventing. Competitors should also familiarize themselves with all the pertinent eventing
rules. A summary can be downloaded from the MECTA web site (www.maine-eventing.org) The
full rule book is available In PDF form for free at the USEA web site (www.usea.org) or you may
order a printed copy there ($10).

1. RESPONSIBILITY
A competitor is ultimately responsible for knowing these rules and complying with them.
The appointment of a steward or official, whether or not provided for in these rules, does not
absolve the competitor from such responsibility. It is the responsibility of the competitor to enter a
horse at the level that corresponds to its abilities. If the competitor is a minor, a specified adult
must accept this responsibility.
1.1 Every eventuality cannot be provided for in these rules. In any unforeseen or exceptional
circumstances it is the duty of the Ground Jury to make a decision in a sporting spirit, and to
approach as nearly as possible the intention of these rules.
2. RESTRICTIONS ON SCHOOLING HORSES
2.1. It is forbidden, under penalty of disqualification, for anyone other than the competitor who will
ride the horse in the competition to school the horse during the competition. This period of
restriction begins at 3:00 pm of the day prior to the start of the entire competition.
2.2. Riding close to Cross-Country obstacles, or riding in the Dressage or Jumping arenas prior to
the actual competition is forbidden, unless specifically authorized by the Ground Jury, under
penalty of disqualification. This restriction is specifically intended to prevent competitors from
gaining an unfair advantage from schooling or showing the obstacle(s) to their horses prior to the
competition.
2.3. The Cross-Country course will be closed to all competitors on the same date. The course
closed date must be published in the prize list of the competition.
3. ABUSE OF HORSES
3.1. ABUSE. Any act or series of actions that, in the opinion of the Ground Jury and/or the
Technical Advisor can clearly and without doubt be defined as abuse of horses shall be penalized
by disqualification. Such acts include, but are not limited to:
* Riding an exhausted horse.
* Excessive pressing of a tired horse.
* Excessive use of whip and/or spurs, and/or bit.
* Riding an obviously lame horse.
3.2. WHIP
The use of the whip must be for a good reason, at an appropriate time, in the right place, and with
appropriate severity.
a. Reason—the whip must only be used either as an aid to encourage the horse forward, or as a
reprimand. It must never be used to vent a rider’s temper. Such use is always excessive.
b. Time—As an aid, the only appropriate time is when a horse is reluctant to go forward under
normal aids of the seat and legs. As a reprimand, the only appropriate time is immediately after a
horse has been disobedient, e.g. napping or refusing. The whip should not be used after
elimination. The whip should not be used after a horse has jumped the last fence on a course.
c. Place—As an aid to go forward, the whip may be used down the shoulder or behind the rider’s
leg. As a reprimand, it must only be used behind the rider’s leg. It must never be used overhand,
e.g. a whip in the right hand being used on the left flank. The use of a whip on a horse’s head,
neck, etc., is always excessive use.
d. Severity—As a reprimand only, a horse may be hit hard. However, it should never be hit more
than three times for any one incident. If a horse is marked by the whip, e.g. the skin is broken, its
use is excessive.
3.3. SPURS—Spurs must not be used to reprimand a horse. Such use is always excessive, as is
any use that results in a horse’s skin being broken.

3.4. BIT—The bit must never be used to reprimand a horse. Any such use is always excessive.
3.5. REPORTING—Officials must report such actions as soon as possible to the Ground Jury,
supported where possible by statements from witnesses.
3.6. GROUND JURY—If such actions are reported, the Ground Jury shall decide if there is a case
to be answered. If an individual member of the Ground Jury observes such actions, he is obliged to
disqualify the competitor forthwith on his own authority. There is no appeal against a Ground Jury’s
decision in a case of abuse.
4. DANGEROUS RIDING
4.1. Any competitor who rides in such a way as to constitute a hazard to the safety or wellbeing of
the competitor, horse, other competitors, their horses, spectators, or others will penalized
accordingly.
4.2. Any act or series of actions that in the opinion of the Ground Jury can be defined as dangerous
riding shall be penalized by 25 penalties or elimination, at the discretion of the Ground Jury. In
addition, the overall score for the horse/rider combination shall not be considered for year end
points.
4.3. If such actions are reported, the Ground Jury shall decide if there is a case to be answered. If
an individual member of the Ground Jury observes such actions, he may eliminate or penalize the
competitor forthwith on his own authority. There is no appeal against a Ground Jury decision.
4.4. The Ground Jury and the Technical Advisor have the authority to stop a rider on the cross
country course for dangerous riding, riding an exhausted horse, excessive pressing of a tired
horse, riding an obviously lame horse, excessive use of the whip and/or spurs or riding in an
unsafe way.
5. DRESS
5.1. PROTECTIVE HEADGEAR.
a. Upon arrival, wearing properly fitting protective headgear which passes or surpasses ASTM
(American Society for Testing and Materials)/SEI (Safety Equipment Institute) is compulsory for
anyone riding a horse on the flat or while jumping any obstacle. The harness must be secured and
properly fitted.
b. Violation of this rule at any time, at the discretion of the Organizer, shall be penalized
and may result in elimination.
5.2 SAFETY VESTS
a. Protective vests are mandatory when warming up for and when jumping cross country obstacles
and this includes ultimate 2 phase events.
b. Violation of this rule at any time, at the discretion of the Organizer, shall be penalized
and may result in elimination.
5.3 MEDICAL CARDS.
a. An approved and completed medical card is required any time while
jumping. It must be enclosed in a transparent, waterproof carrier. It must be securely
attached to the competitor’s upper arm on the outside of the competitor’s clothing. It must
include any relevant medical history, injury (particularly to the head), drug allergies and current
medication. Athletes are responsible to record all injuries on the card. Failure to wear
one’s own medical card shall be penalized by a fine of $10. (Payable to the Organizer)

6. INQUIRIES. The competitor, a parent or guardian of a competitor under 18 years old, the owner
of the horse, or the owner’s agent, may inquire about any perceived irregularity or mis-scoring
during the course of the competition. Such inquiries may be addressed to the organizer, the
Ground Jury or judge or to the Technical Advisor.
DRESSAGE TEST
1. The object of Dressage is the harmonious development of the physique and ability of the horse.
As a result it makes the horse calm, supple, loose and flexible, but also confident, attentive and
keen, thus achieving perfect understanding with his rider.
2. These qualities are revealed by:
a. The freedom and regularity of the paces;
b. The harmony, lightness and ease of movements;
c. The lightness of the forehand and the engagement of the hind quarters, originating in a lively
impulsion;
d. The acceptance of the bridle, with submissiveness throughout and without any tenseness or
resistance.
3. The dressage tests to be used each year will be printed in Appendix 2. From these tests,
Organizers are free to select the specific tests to be used for their competition. The test to be used
must be printed in the prize list for the competition.
Dressage Rules
1. All tests must be carried out from memory, and all movements must follow in the order laid down
in the test.
2. The use of the voice in any way whatsoever or clicking the tongue once or repeatedly is a
serious fault involving the deduction of at least two marks from those that would otherwise have
been awarded for the movement where this occurred.
3. In case of marked lameness, the judge at C, after consultation with the other judge(s) if
appropriate, will inform the competitor that he is eliminated. There is no appeal against this
decision.
4. A horse leaving the arena completely, with all four feet, between the time of entry and the final
salute, will be eliminated.
5. Any resistance that prevents the continuation of the test longer than 20 seconds will be punished
by elimination.
6. Any outside intervention by voice, signs, etc., is considered unauthorized assistance. A
competitor receiving unauthorized assistance may be eliminated at the discretion of the Ground
Jury.
CROSS-COUNTRY TEST
1. Overtaking.- a. Any competitor who is about to be overtaken by a following competitor must
quickly clear the way. Any competitor overtaking another competitor must do so only at a safe and
suitable place.
2. Unauthorized Assistance-. Any intervention by a third party, whether solicited or not, with the
object of facilitating the task of the competitor or of helping his horse, is considered unauthorized
assistance and the competitor may be eliminated.

SAFETY VIOLATIONS WILL NOT BE IGNORED!
Anyone the Ground Jury deems as presenting a hazard to themselves or to anyone else at the
competition may be eliminated in the interest of safety.
MeCTA tie-breaking policy: USEA events are timed and ties are often broken based on proximity
to Optimum Time. Since few MeCTA events are timed, the procedures have been instituted for
use at affiliated events:
In case of a tie: 1) the best XC score shall win.
If a tie remains: 2) the time closest to Optimum Time shall win.
If XC is not timed: 2a) the best dressage score shall win.
If a tie remains: 2b) the best Collective Marks in dressage shall win.
If a tie remains: 2c) it may be broken with a coin-toss.

MeCTA YEAR-END AWARDS
Award Year: November 17, 2014 to November 17, 2015
Eligibility: Rider must be a current member in good standing of MeCTA when points are earned.
They also must be in good financial standing with an event to earn points from that event. Points
are given to the horse and rider as a team.
Recorded Points: Only events that are open to the public and are affiliated with MeCTA (covered
by MeCTA liability insurance) and are advertised in the MeCTA Omnibus or Newsletter/Horse’s
Maine are eligible for point accumulation. Year-End points are cumulative within each year. There
is no minimum number of events required. Riders points will be recorded from each competition as
submitted by the event management.
Point System: Points from 3 Phase events will be tallied separately from 2 Phase events (which
includes Ultimate 2 Phase events). There will be separate year end awards for both categories.
Year end awards for divisions in both categories will be based on points earned by a single horse
and rider combination at their events during a calendar year. The same point system will be used
for 3 phase events and 2 phase events. Points will be awarded for the level of the division
regardless of the number of entries in the division. All MeCTA 2-phase, Ultimate 2-phase, and 3phase event points will be eligible. Points will be awarded as outlined below.

Bylaws of the Maine Combined Training Association (c.10/98)
Article 1. NAME
The name of this association shall be the Maine Combined Training Association (MeCTA).
Article 2. PURPOSE
The purpose of this association shall be to promote the sport of combined training in Maine through support of amateur
competitions, promotion of safety and fairness, educational opportunities and providing a means of communication among
people involved in the sport through regular publications and meetings.
Article 3. FISCAL YEAR
The fiscal year and membership year shall be from January 1 to December 31.
Article 4. MEMBERSHIP
Section 1. Membership in the association shall be open, immediately upon payment of dues, to all persons interested in
combined training. The association shall furnish the application for membership.
Section 2. Membership shall consist of two classes – individual and family. Individual members shall have one (1) vote. A
family membership consists of two or more persons of the same home and is limited to one (1) vote.
Section 3a. Annual dues shall be set by the Board of Directors. Dues become due and payable January 1 of each year.
Section 3b. Members who have not paid their dues by March 1 will be removed from the membership list. Dues paid from
November 1 through December 31 will receive membership for that two (2) month period as well as the following year.
Section 4. The Board of Directors, by an affirmative majority vote, may expel a member for just cause provided:
a. The member is notified thirty (30) days prior to the meeting of the Board of Directors.
b. He has the right to appeal at that meeting.
c. Expulsion shall be for one year only.
d. Dues are nonrefundable.
Section 5. The state shall be divided into six regions (as follows) and each member shall be assigned to an region
according to his/her mailing address.
Region 1: Aroostock County
Region 2: Penobscot, Piscataquis, Hancock, Washington, and Somerset Counties
Region 3: Waldo, Lincoln, and Knox Counties
Region 4: Kennebec and Franklin Counties
Region 5: Androscoggin and Oxford Counties
Region 6: Sagadahoc, Cumberland, and York Counties
Region 0: out of state
Article 5. OFFICERS AND BOARD OF DIRECTORS
Section 1. The officers of this association shall consist of a President, a Vice President, a Secretary, a Treasurer of
Finance, and a Treasurer of Membership.
Section 2. Each officer shall serve as a member of the Board of Directors. Two regional representatives from each region
(see Article 4, Section 5) shall serve as members of the Board of Directors. The president ex-officio shall serve on the
Board of Directors.
Section 3. Election of the officers shall be held at the annual meeting every two years. Election of regional representatives
shall be held at the annual meeting every year. Candidates receiving the most votes cast shall be elected. Notification of
the annual meeting and ballots shall be issued to the voting membership not less than 30 days prior to the annual meeting
and returned and opened at said annual meeting. A ballot may be returned to the secretary in advance of the meeting.
Meetings of members shall be held at the time and location specified by the President in the notice of said meeting.
Section 4. Nominations for officers and regional representatives shall be made by the Board of Directors.
Section 5. Chairpersons of standing committees appointed by the President, and approved by the officers and regional
representatives, shall serve on the Board of Directors.
Article 6. DUTIES OF THE OFFICERS
Section 1. The president shall preside at all meetings. The president shall, with the secretary, sign all written contracts.
The president shall appoint chairpersons of all standing and special committees, subject to approval by the Board of
Directors.
Section 2. The vice president shall perform the duties of the president in his/her absence.
Section 3. The treasurer of finance shall keep all accounts of the association, and present a financial report at each
meeting. The treasurer of membership shall collect the dues and will keep a complete list of members in good standing.
Section 4. The secretary shall keep a record of the proceedings of the Association, provide a written copy of such to the
officers and regional representatives prior to the next meeting, and handle all correspondence.
Article 7. DUTIES OF THE BOARD OF DIRECTORS
Section 1. The Board shall consist of the officers, the regional representatives, and president ex-officio and chairpersons of
standing committees.

Section 2. The regional representative shall be responsible for coordinating Association meetings and activities within
his/her region. He/she shall communicate news, schedules, and information of interest to the Association members through
regular contributions to the newsletter.
Section 3. The Board of Directors shall manage the business and affairs of the Association, and shall have the power from
time to time to establish committees, including an Executive committee consisting of the president, vice president, treasurer
and secretary to carry out the business of the Association.
Section 4. One third of the membership of the Board shall constitute a quorum for the transaction of business.
Section 5. Any vacancy on the Board may be filled by the affirmative vote of a majority of the remaining directors.
Section 6. The board shall have the authority to impose compliance with MeCTA Safety and Fairness Rules at MeCTAaffiliated events.
Article 7a. DUTIES OF THE EXECUTIVE COMMITTEE
The executive committee shall lend guidance in the implementation and disposition of programs approved by the Board
of Directors or membership. This committee may handle emergency business considered too urgent to have a Board of
Directors meeting. They may make recommendations to the Board of Directors. A quorum shall consist of three (3)
committee members. Any action of the executive committee must be reported to the Board of Directors at their next
meeting.
Article 8. DISSOLUTION
In the event of dissolution of this Association, its assets are irrevocably dedicated to an exempt purpose as defined by
the Internal Revenue Code. The Board of Directors shall, on such occasions, determine to which such exempt purpose
such assets shall be distributed.
Article 9. AMENDMENT OF BYLAWS
These Bylaws may be amended at the written request of any member and the recommendations of the Board of
Directors with approval by a majority of membership ballots returned. Ballots shall be issued not less than thirty (30) days
prior to the proposed amendment change and shall be returned to the secretary.
Article 10. INDEMNIFICATION
The Association shall indemnify any person who is or was a director, officer, employee or agent of the corporation or who
is or was serving in another capacity at the request of the corporation to the extent authorized by law, and may purchase
and maintain liability insurance on behalf of such persons or to protect itself against liability for such indemnification to the
extent authorized by law.
