Plastic containers/packaging that should be separated represent 5% of the garbage, yet 40% of plastic containers/packaging is not recycled; instead it is disposed of as combustible garbage. Used paper comprises 12% of the total, and that percentage is rising year by year (Garbage Composition Survey for 2011) 4 Costs of garbage collection, treatment, and disposal 41.1 billion yen (based on the fiscal results for FY 2010) Collection, hauling, and treatment of human waste: 0.3 billion yen (1%) These costs represent 3.0% of the general costs incurred by Yokohama City. Goals of the Plan In addition to garbage separation and recycling, we are also working to also reduce the total amount of garbage: we intend to reduce total garbage volume and recyclable resources generated in FY2013 by three or more percent over 2009 figures, and by ten or more percent by FY 2025. We are also striving to reduce emissions of greenhouse effect gases and CO2. The goal is to cut emissions generated in FY 2013 by ten or more percentage points over 2009 figures, and by fifty or more percentage points by FY 2025. In addition, we are moving ahead with measures to guarantee safe and stable garbage treatment to ensure that residents need not worry about garbage. 1 Stepping up the 3R Challenge Reduce 3 Reuse Recycle 2 Working to reduce garbage to end global warming We intend to reduce the total amount of garbage and recyclable resources by ten or more percent by FY 2025 (over 2009 figures). We intend to reduce greenhouse gas emissions generated by the treatment of garbage by fifty or more percent by FY 2025 (over 2009 figures). We will reduce volume by three or more percent by FY 2013. The three components of 3R are: R educing Reducing the amount of gar bage generated R eusing garbage as many times as possible R ecycling resources through garbage separation The first letter of each of the above represents the 3R concept. Reduce is the answer ! Although separating and recycling garbage is extremely important, incinerating and recycling garbage uses energy, which results in CO2 emissions. Placing more importance of Take greater care of articles and use them for longer. Use everything until it is no longer usable without any waste. Select items that can be repeatedly used. Purchase only what you need. Think of other ways to use articles before disposing of them. Always keep a foldable Reusable Shopping Bag in your handbag, and never take more plastic grocery bags than you need. Bags with long handles can be slung over the shoulder to make even heavy loads easy to ECO carry. Carrying around your own herbal tea in a thermos flask will mean that you are always ready for a hot cup of tea. This helps to reduce plastic PET bottle waste. Repair broken articles to get the best use out of them. Purchase products with simple packaging Purchase shampoo for which refill packs are available. Refuse the disposable chopsticks offered by convenience stores (take your own chopsticks with you.) Are the products you buy wrapped in more packaging material than necessary? Try to choose items that are simply wrapped. This will prevent you having to dispose of bulky containers every time, and will provide economic advantages. A new system of reducing garbage, supported by the Yokohama R (Reduce) Platform Campaign to reduce the use of food trays The members of the Seya-ward Town Planning Residents Committee hosted the [Fresh Eco Market] to encourage local residents to buy fresh food produce that is not packed in food trays in collaboration with suppliers in order to reduce the amount of food trays made from polystyrene and other resins that are sold in supermarkets and other grocery stores. Personal Flask Spots In order to reduce the volume of Plastic PET bottles, cans, and bottles, special Personal Flask Spots that sell drinks and provide water for refilling flasks have been set up, as part of initiatives to expand on use of personal flasks. Legal Obligation Non-separated garbage will not be collected Citizens and companies are both legally obligated to separate garbage and follow the rules of disposal when putting our garbage for collection. Garbage bags containing non-separated garbage will have warning stickers attached to them and will not be collected in order to warn violators. Fine (additional charge) system for people who do not follow the separation rules Yokohama officials will open garbage bags containing non-separated garbage in order to inspect the contents. For these items, you should make a reservation to be collected at cost. Application and disposal STEP 1 Apply by telephone or through the Internet. You will be informed of collection date, handling fees for each item, and location. *We regulate the collection fees by item. If you do not like to write down your name on the stickers for oversized garbage, you can alternatively use marks or initial. Please consult us as you apply. Garbage is not picked up on the grounds of private residences. STEP 3 Dispose of your oversized garbage. ● Please label each item with collection stickers and place them at the designated sites by 8:00 on the collection days. ● Oversized garbage is categorized as flammables, recyclables, and non-flammables. In some cases, we collect each item at a different time or on different days. Direct disposal You can bring your oversized garbage directly to the center yourself. ● We will inform you of the date, fee, and location to dispose of your garbage. ● Collection fees Please pay the same amount in collection fees that Yokohama City collects garbage. Bring your items with the collection sticker. Handing fee exemptions <Intended household/family> Exemptions are available for: households receiv- ing public financial assistance for welfare families; specified Japanese left in China and their families receiving social assistance benefits; profoundly handicapped, mentallydisordered, or retarded individuals and their families; single-parent households receiving welfare and medicare certificates; households with elderly persons (over sixty-five years old) requiring a high level of nursing care (level 4 or 5) of the public nursing-care insurance, and single elderly citizens over seventy years old for whom a certificate has been issued by chief of the Welfare and Insurance Center. ●Fees are exempted for *1 to 4 items every year. (* From April until March of the following year) Reuse of oversized garbage: provision of reused products Furniture and other oversized garbage collected from normal households that can still be used are displayed and provided to citizens as reused items at events and at certain facilities run by the Resources and Waste Recycling Bureau. Please ask the stores where the stores of original purchase or you are buying a new appliance to collect your used appliance. We are now attempting to popularize this simple method, which involves mixing kitchen waste with soil and placing it in a planter. Microbes in the soil break down the garbage and convert it to nutrients for the soil. This method not only reduces kitchen waste but also creates quality soil for growing flowers and vegetables. ■ What to bring: a planter, kitchen waste, and soil ■ Instructions ① Mix kitchen waste cut into 2-3 cm size pieces and mix with soil. ② Place the mixture of garbage and soil in the planter. ③ Cover the garbage with the soil so that the garbage is not visible. ④ Repeat steps 1-3 as you add more of the garbage. When the planter is full, mix all the garbage and soil. To the greatest possible extent, we are also distributing the Making Links for the Future: Yokohama 3R Dream! supplementary training reader to fourth-graders in order to enhance their awareness of reducing garbage and implementing recycling on a daily basis from an early age.
