Combustible garbage includes various kinds of garbage such as used paper and plastic containers/packaging that
can be separated and recycled.
Plastic containers/packaging that should be separated represent 5% of the garbage, yet 40% of plastic
containers/packaging is not recycled; instead it is disposed of as combustible garbage. Used paper comprises 12%
of the total, and that percentage is rising year by year (Garbage Composition Survey for 2011)

with residents, companies and the administration of Yokohama, we will strive to guarantee the effective use of limited recyclable

The Future of Yokohama (Future vision of the authorities approach to waste)
● Everybody has been cooperating to achieve environmentally-friendly lifestyles and business styles in which we re all able
to contribute to 3R.
● We have created a garbage treatment system that places very little burden on the environment.
● We have achieved hygienic and clean towns.
● We have created towns in which no resident need worry about garbage.
Goals of the Plan
In addition to garbage separation and recycling, we are also working to also reduce
the total amount of garbage: we intend to reduce total garbage volume and
recyclable resources generated in FY2013 by three or more percent over 2009 figures,
and by ten or more percent by FY 2025.
We are also striving to reduce emissions of greenhouse effect gases and CO2. The
goal is to cut emissions generated in FY 2013 by ten or more percentage points over
2009 figures, and by fifty or more percentage points by FY 2025. In addition, we are
moving ahead with measures to guarantee safe and stable garbage treatment to
ensure that residents need not worry about garbage.

Keyword for reducing garbage: 3R
[3R] is a keyword for expressing environmental behavior that reduces garbage.

A new system of reducing garbage, supported by the Yokohama R (Reduce) Platform
Campaign to reduce the use of food trays
The members of the Seya-ward Town Planning Residents Committee hosted the
[Fresh Eco Market] to encourage local residents to buy fresh food produce that is not
packed in food trays in collaboration with suppliers in order to reduce the amount of food
trays made from polystyrene and other resins that are sold in supermarkets and other
grocery stores.
Personal Flask Spots
In order to reduce the volume of Plastic PET bottles, cans, and
bottles, special Personal Flask Spots that sell drinks and provide
water for refilling flasks have been set up, as part of initiatives to
expand on use of personal flasks. We implement PR on these spots to
facilitate their popularization

Garbage and recyclables generated from households is systematically collected through the entire area of Yokohama.
In order to promote reduction and recycling of garbage and to treat the garbage appropriately, the understanding and
cooperation of Yokohama s citizens ensure meticulous separation of recyclables, proper disposal, and maintenance
of clean local collection points. We encourage them to follow the rules for reducing garbage and to keep the
city clean and beautiful.

Fine (additional charge) system for people who do not follow the separation rules
Yokohama officials will open garbage bags containing non-separated garbage in order to inspect the contents.
Citizens and companies who repeatedly ignore the separations instructions will be subject to a fine (additional charge of ¥2,000.)

Collecting Garbage and
Recyclable Resources
2 Oversized garbage
Oversized garbage includes items made from metal that are 30 cm or longer and
items made from material (such as plastic or wood) that are 50 cm or longer.
For these items, you should make a reservation to be collected at cost.
Application and disposal
STEP 1
Apply by telephone or through the Internet.
You will be informed of collection
date, handling fees for each item, and
location.
*We regulate the collection fees by
item.
If you do not like to write down your name on the stickers for
oversized garbage, you can alternatively use marks or initial.
Please consult us as you apply.
Garbage is not picked up on the grounds of private residences. Also note that
for housing complexes, garbage is not picked up at individual doorways.

● Please label each item with collection stickers and place them at the designated sites by 8:00

On the basis of the Home Appliance Recycling Law, these products should
be collected and recycled by the manufacturers through the retailers. Please
ask the stores where the stores of original purchase or you are buying a new
appliance to collect your used appliance.
If you are unable to contact the original store of purchase due to some reasons such as The shop has no more
existed, It is difficult to ask the shop to pick it up because of a great distance, etc., make arrangements in Japanese with the Yokohama Home Appliance Recycling Promotion Council Reception Center (toll free), or contact
any store that has the identifying sticker (see right).

7 The local community collection of recyclables
Community councils, town councils, children s councils, elderly clubs, and the PTA collect used papers, used cloth, metals, and bottles
regularly to hand over to regulated sites from each household that voluntarily cooperates with them by facilitating the transfer of all
recyclables to designated recyclables collection traders. We call this system the local community collection of recyclables.
A majority of the communities we know are committed to reducing the volume of garbage and to recycling everything that is recyclable;
most communities express a sense of solidarity with these objectives.
Under the Yokohama 3R Dream Plan, our goal is to recover fully
100% of used paper by recyclable resource collectors by
FY2013. We hope that everyone will help us out by taking an
active stance on this plan!

Demonstrative kitchen waste biogas experiment
In order to reduce kitchen waste, which accounts for 30% or more of all
combustible garbage, and make the best possible use of recyclable resources,
approximately 600 households in Kanazawa agreed to take part in a biogas
experiment between December 2011 and March 2012, in which kitchen waste was
collected and converted into biogas.
We intend to continue with the demonstrative kitchen waste biogas experiment
into the future.

Mixing garbage with soil
One initiative designed to reduce garbage is the method of mixing garbage with soil until it breaks
down. We are now attempting to popularize this simple method, which involves mixing kitchen waste
with soil and placing it in a planter. Microbes in the soil break down the garbage and convert it to
nutrients for the soil. This method not only reduces kitchen waste but also creates quality soil for
growing flowers and vegetables.
■ What to bring: a planter, kitchen waste, and soil
■ Instructions
① Mix kitchen waste cut into 2-3 cm size pieces and mix with soil.
② Place the mixture of garbage and soil in the planter.
③ Cover the garbage with the soil so that the garbage is not visible.
④ Repeat steps 1-3 as you add more of the garbage. When the planter is full, mix all the garbage and soil.
Once the garbage is broken down and disappears, the process is complete (approximately 3-4 weeks).

* Discharging bag refers to the translucent bag used for discharging cans,
bottles, and plastic PET bottles.
Collected cans and bottles are
separated in resource separation facilities;
cans are separated by material and
bottles are separated by color. Cans and
colorless and brown bottles are sold by
item as recyclables.
In addition, bottles other than
colorless and brown bottles as well as
plastic PET bottles are delivered to
companies that make new products out
of them in accordance with the Containers and Packaging Recycling Law
through the Japan Containers and
Packaging Recycling Association, an
organization designated by the
Japanese Government.

We sell used papers, used cloth, oversized garbage items (oversized metal) and small metal items and
channel them toward recycling.

2 Facility observation tour and, 3R Dream supplementary readers
Elementary school children and local residents are now able to visit our incineration plants in order to better understand the 3R Dream initiatives.
To the greatest possible extent, we are also distributing the Making Links for the
Future: Yokohama 3R Dream! supplementary training reader to fourth-graders in
order to enhance their awareness of reducing garbage and implementing recycling
on a daily basis from an early age.
For kids: Io Town
Io Town, a page designed especially
for kids, is found on the City of Yokohama

Illustrating the 3R recycling process with
