Special Legislative Meeting Minutes of July 26, 2016 11 August 25, 2016 EXCELLENCE TODAY FOR TOMORROW SCHOOL REPORT’S – August 25, 2016 GLENWOOD ELEMENTARY SCHOOL Welcome back to the 2016-2017 school year. We are so excited to begin the new school year. I enjoyed seeing several of our teachers this summer, either busy working in our district summer school programs or learning new strategies at the various workshops offered. Staffing News We are pleased to welcome back some of our veteran teachers: Stacy Gallagher to 4th grade, and Kate Megahey & Melissa Miller will be joining the 1st grade team. You may notice some name changes: Lindsi Ciufetelli is now Mrs. Morris and will once again be our Title I Math teacher. Meghan Whalen is returning as Ms. Coyne, one of our 3rd grade teachers. We continue to be the same outstanding staff, dedicated to teaching each student. Our building underwent a great deal of renovations. We had construction in the K-2 wing, with the replacement of ceiling and floor tiles. New cabinets were added to our downstairs classrooms. Our Art Room had a make-over with new cabinets, ceilings and countertops. Greg Bost, Pat Ragni, Paulette Goolsby and Carl Holland, as well as the district maintenance crew, have once again worked diligently and prepared our campus for the start of the school year. INDIAN LANE ELEMENTARY SCHOOL Summer Camps During the summer months, Indian Lane hosted the Middletown Township Summer Camp, which included junior and senior campers ages 4-12. Campers experienced arts and crafts, science activities, and outdoor games at Indian Lane Elementary for six weeks. Facilities Debbie Reischer worked diligently to process all budgetary requests and to update all communications for the start of the new school year. Joel Schupp and his team spotlessly cleaned all of Indian Lane Elementary, partnered with contractors on building projects, and updated room assignments. The RTMSD summer maintenance crew School Reports 1 August 25, 2015 beautified our outdoor spaces, including our point of pride: The Norm Kelly Courtyard. Many thanks to Mrs. Reischer, Mr. Schupp and our facilities and maintenance teams for preparing Indian Lane for a new school year. Indian Lane Events Indian Lane hosted a New Family Breakfast. Students and their families learned about Indian Lane procedures and points of pride. Student ambassadors took new students and their families on a scavenger hunt of Indian Lane. Indian Lane welcomes over 20 students in grades 1-5 plus all of our incoming kindergarten students! Indian Lane Elementary looks forward to a positively successful 16-17 school year! MEDIA ELEMENTARY SCHOOL Summer School The Title I Summer School program recently completed its four weeks of programming for students in Grades 3-5. The teachers provided instruction in reading and math. We are pleased to share that approximately 65 students participated in this summer’s program, which was highlighted by the students’ Readers’ Theatre presentation. Building Projects The entire custodial staff has been working feverishly to ready the building for the arrival of the new teachers on August 23 and the returning teachers on August 29. The drainage project is underway along with the playground trimming, fence, and wall project. Welcome New Staff Candidate interviews and demonstration lessons were conducted this summer. We welcomed our long term substitute teacher to RTMSD on August 23. She along with others has been participating in the RTMSD Induction Program and spending time with their mentors in preparation for the 2016-2017 school year. Welcome Back! The official school year begins with the return of all the K-12 professional staff on August 29. Throughout the week, staff will participate in planned professional development and faculty meetings, with time to prepare their classrooms for the arrival of students on September 6. Open House On September 1, Media Elementary School invites all Mustang Families to the annual Open House. Students and their families are invited to visit their classrooms, say “hello” to their new teachers, and share a smile or two with their special area and former classroom teachers. The Open House will run from 2:00-3:30 PM on this day. Additionally, we are hosting orientation sessions for specific students and their families. September 1, 10:30-11:30: AM Kindergarten Orientation - This orientation is for all morning Kindergarten students and their families. September 1, 12:45-2:00: New Student Orientation - This orientation is for students and families in Grades 1-5 who are new to Media Elementary School. September 1, 1:00-2:00: PM Kindergarten Orientation - This orientation is for all afternoon Kindergarten students and their families. School Reports 2 August 25, 2015 It’s a GREAT day to be a Media Mustang! ROSE TREE ELEMENTARY SCHOOL Summer Recreation Program The Upper Providence Township Summer Recreational Program was held at Rose Tree Elementary School from July 11 until August 5, 2016. Approximately 85 kindergarten through fifth grade students participated in activities that included arts and crafts, drama, sports, story time, and special event days. Custodial Staff The custodial staff at Rose Tree Elementary has done an outstanding job of getting the building ready for the new school year. Over the course of the summer, an electrical generator has been installed at Rose Tree Elementary building. It is anticipated that this project will be completed before the students return in September. School Community A Kindergarten Orientation and Ice Cream Social will be held at 5:30 PM on Thursday, August 25 for all incoming Kindergarten students and their families. In addition, a New Family Orientation and Welcome Lunch is scheduled for Thursday, September 1. This event will be followed by the annual Open House which begins at 2:00 PM. We are looking forward to welcoming back all the Rose Tree families, especially the new families who will be joining our school community. SPRINGTON LAKE MIDDLE SCHOOL The entire faculty and staff of Springton Lake Middle School are looking forward to welcoming our students back to school on Tuesday, September 6, 2016. Since school ended, our team has been working hard to prepare for the new school year. The school building is sparkling, student schedules have been prepared, events have been planned, and new and innovative lessons and activities have been designed. In what has now become a tradition at Springton Lake, we hosted our new sixth grade students on Tuesday, August 9th and Monday, August 22nd, for “Transition Camp.” The event included a general session, where both new students and parents learned valuable information about the sixth grade experience and met key personnel. Following the overview, parents said good bye to their students for the balance of the morning. Camp consisted of three interactive workshops led by administrators, teachers, and guidance counselors. Each session aimed at easing anxieties through positive social-emotional activities. Next, an expert panel of seventh grade students fielded a wide variety of questions posed by new sixth graders, wondering about life in middle school. Finally, everyone enjoyed a picnic barbeque and “get to know you social” to close out Camp. An orientation breakfast program specifically geared to new 7th and 8th grade students will be School Reports 3 August 25, 2015 held on Friday, August 26th. Current Springton Lake 8th grade students will serve as tour guides and answer the new students’ questions about life in our school. Back to School Night for parents and guardians will be held during the first week of school on Thursday, September 8, 2016. The event is an opportunity for parents to follow their child’s class schedule and to experience a typical day in the life of their middle school student. We look forward to sharing our plans for the year with our parents and families. While we hope that everyone has had an enjoyable summer, we miss our students very much and we look forward to welcoming them back to school on September 6th. PENNCREST HIGH SCHOOL Penncrest High School Named Among Top Schools in the Nation for 2016 Penncrest High School has been named among the top high schools in the nation for 2016 by Newsweek. Only 30 schools from Pennsylvania made the list for 2016. Penncrest High School is ranked 276th out of 500 schools on the list. Newsweek bases its rankings on surveys that are sent out to more than 5,000 high schools in the U.S. Schools that respond to the survey and provide the required information are then weighted and calculated using several criteria, including one-time graduation rates and college acceptance rates. Newsweek also factors in the number of students enrolled in AP, IB or Advance International Certificate courses. A full copy of the report is available on the Newsweek website. It is the first time Penncrest High School has made it into the top 500. The last time the school appeared on the list was in 2013, when Newsweek ranked the top 1500 high schools in the nation. At that time, Penncrest was ranked at 549. Former Penncrest Coach Michele LeFevre Doyle Selected for National Lacrosse Hall of Fame SPARKS, Md. (August 4, 2016) — Michele LeFevre Doyle, former head coach for girls’ lacrosse at Penncrest High School (1983-1987, 1989), has been selected for induction into the National Lacrosse Hall of Fame. The HOF’s Class of 2016 will be officially inducted in a ceremony on Saturday, September 10, at The Grand Lodge in Hunt Valley, Md. Tickets are available to the public via online purchase at uslacrosse.org/HOF. Doyle is being inducted as a “truly great contributor.” Following the conclusion of her playing career, which included four seasons at West Chester University and a spot on the U.S. World Cup Team in 1982, she served as a coach, administrator and game ambassador helping to develop girls’ and women’s lacrosse locally, nationally and internationally for over 20 years. Doyle spent 18 years as the Pennsylvania Interscholastic Athletic Association’s (PIAA) lacrosse representative and chair, and 16 years as the Pennsylvania Central Athletic League’s chairperson. She organized the first girls’ lacrosse state tournament for the Pennsylvania Keystone Games, and served as the tournament’s co-director from 1997-2000. Doyle also held a number of active leadership roles in the United States Women’s Lacrosse Association (USWLA) and conducted national and international camps and clinics for nearly 20 years to promote the sport. She was previously inducted into the US Lacrosse Philadelphia/Eastern Pennsylvania Chapter’s Hall of Fame in 2000. School Reports 4 August 25, 2015 Penncrest Sports The PHS fall sports season began with our Student-Athlete Orientation earlier this month. More than 350 student-athletes arrived to start practice for the Varsity and JV cross country, volleyball, field hockey, cheerleading, soccer, golf, tennis, and football teams. Freshman teams are starting up over the next few weeks. The football team was required to report a week earlier than the rest of the teams in order to gradually adjust to the heat while wearing the necessary football equipment. We wish all of our teams a successful, safe seasons. Penncrest Band The Penncrest Roaring Lions head into their 15th season under the direction of Mr. Craig Snyder with approximately 125 members. Their first performance will be at the opening day ceremonies for the school district. Other performances include most home and away football games, Pumpkin Days at Tyler Arboretum, the Media Halloween and Veteran’s Day parades, and competitions in the Tournament of Bands circuit. SUMMER PROGRAMS Rose Tree Media School District summer programs ran from July 5-August 11. Since the first day of registration on March 14, the district collected 516 registrations for a total of $114,700 in total sales. 2016 sales increased 26% over 2015 summer program sales. The summer programs are self-sustaining with revenue paying for staff and materials costs. Contracts with Elwyn to Provide Psychological Counseling for Secondary Level Resolve, that the Board approve two contracts with Elwyn to provide psychological counseling services to special education students at the secondary level. The contracts are for a therapeutic facilitator 2.5 days/week at Penncrest and .5/week at the Simon Youth Academy at the rate of $76.22/hour. Background Students in the emotional support program receive psychological services as part of the related services in their Individual Education Plan. Specifically identified regular education students may also receive these services as part of a student support team referral. 12. Contract with Elwyn to Provide Psychological Counseling Elementary Level Resolve, that the Board approve a contract with Elwyn to provide psychological counseling services to special education students at the elementary level. The contract is for a therapeutic facilitator 2 days/week across the four elementary schools at the rate of $72.83/hour. Background Students in the emotional support program receive psychological services as part of the related services in their Individual Education Plan. Background These services are required under the Individuals with Disabilities Education Act 14. Contract to Provide Nursing Services at George Crothers Memorial School Resolve, that the Board approve a contract to provide nursing services to a RTMSD student at George Crothers Memorial School for 2 hours/day during the 2016-2017 school year. Background The services are required to meet the needs of the student in accordance with the Individuals with Disabilities Education Act. The fee is $35.00/hour. Approximate annual costs are $12,810.00 if student is in full attendance for the school year. 15. Contract with Installations of Hope, LLC Resolve, that the Board approve a contract with Installations of Hope, LLC to provide services as a Student Assistance Program liaison. Background These services are required under the PA School Code relative to the Student Assistance Program. The contract is for up to 25 hours/week of services at the rate of $36.00/hour. General 16. Agreement Between RTMSD and Child Guidance Resource Centers Resolve, that the Board approve an affiliation agreement between the RTMSD and Child Guidance Resource Centers. Background The agreement supports the cooperation and coordination of services between the District and CGRC. 17. Settlement Agreement Resolve, that the Board approve a settlement agreement for a special education student to provide reimbursement to parents for partial tuition at a parentallyselected private school not to exceed $15,000 for the 2016-2017 school year. Background Reimbursement is in place of providing education at a PA-approved private school (APS). The agreement releases the District of all obligations to provide a free and appropriate public education as required by IDEA for the 2016-2017 school year. X. Finance 5 August 25, 2016 Book Policy Manual Section 800 Operations Title Naloxone Number 823 Status Review Purpose Act 139 of 2014 permits an individual in a position to assist a person at risk of opiod overdose to obtain and administer Naloxone. Naloxone (also commonly known as Narcan or Evzio) is a medication that can reverse an overdose that is caused by an opiod drug. When administered, during an overdose, Naloxone blocks the effects of opiods on the brain and respiratory system in order to prevent death. Naloxone has no potential for abuse and is a non-narcotic and non-addicting prescription drug. Authority Pusuant to Act 139 of 2014, and directive from the Governor of Pennsylvania, the Pennsylvania Secretary of Health, the Pennsylvania Secretary of Education, and the Pennsylvania Secretary of the Department of Drug and Alcohol Programs, and as a means of enhancing the health and safety of its students, staff and visitors, the district may obtain, maintain and administer doses of an opioid antagonist, specifically Naloxone, for emergency use to assist a student, staff member or visitor believed or suspected to be experiencing an opioid overdose. The District will store Naloxone at the middle school and high school levels and provide personnel who possess the training to administer Naloxone. [1] [2] Definitions Drug Overdose- shall mean an acute medical condition, including, but not limited to, severe physical illness, coma, mania, hysteria or death, which is the result of consumption or use of one or more controlled substances causing an adverse reaction. An individual's condition may be deemed to be a drug overdose if a prudent person, possessing an average knowledge of medicine and health, would reasonably believe that the condition is in fact a drug overdose and requires ' immediate medical attention. [1] Naloxone- shall mean a medication that can reverse an overdose caused by an opioid drug. As a narcotic antagonist, Naloxone displaces opiates from receptor sites in the brain and reverses respiratory depression that usually is the cause of overdose deaths. Opiod- shall mean illegal drugs such as heroin, as well as prescription medications used to treat pain such as morphine, codeine, methadone, oxycodone, hydrocodone, fentanyl, hydromorphone, and buprenorphine. Delegation of Responsibility The Superintendent or designee, in consultation with the school nurse(s) and the school physician, shall establish appropriate internal procedures for the acquisition, stocking and administration of Naloxone and related emergency response procedures pursuant to this policy. The school physician shall be the prescribing and supervising medical professional for the district's stocking and use of Naloxone. The Superintendent or designee shall obtain a standing order from the school physician for administration of Naloxone. The school nurse shall be responsible for building-level administration of Naloxone and management of Naloxone stocks. Guidelines The school nurse shall develop a plan for annually informing all parents/guardians, students and staff about this policy and specifically: 1. The availability of Naloxone to treat opioid drug overdoses and what it does; 2. The symptoms of opioid drug overdoses; 3. How students and staff should report suspected overdoses; 4. The protection from criminal prosecution provided by law for persons who report a suspected overdose using their real name and remain with the overdosing person until emergency medical services (EMS) or law enforcement arrive, as well as for the person whose overdose they report; and[1][2.] 5. The protection from civil liability provided by law for persons who report overdoses or administer Naloxone in overdose emergencies. [1][2.] Administration of Naloxone shall not be required in circumstances of unavailability of Naloxone, unavailability of a qualified Naloxone administrator, and/or uncertainty as to whether an opioid overdose is occurring, among other reasons. This policy does not create a duty on the part of the Rose Tree Media School District and/or its personnel to administer Naloxone. Standing Order From the School Physician The school physician shall provide and annually renew a standing order for administration of Naloxone to students, staff members or other individuals believed or suspected to be experiencing an opioid overdose. The standing order shall include at least the following information: 1 . Type of Naloxone (intranasal and auto-injector). 2. Date of issue. 3. Dosage. 4. Signature of the school physician. The standing order shall be maintained in the Superintendent's office, and copies of the standing order shall be kept in each location where Naloxone is stored. Training Before any school district employee may ha ve custody of Naloxone or administer Naloxone under this policy, the employee must successfully complete an online Pennsylvania Department of Health training program about recognizing opioid-related overdoses, administering Naloxone and promptly seeking medical attention for drug overdoses. Evidence that such training has been completed shall be placed in the employee's personnel file.[2][3] A list of school district employees who successfully complete such training shall be maintained, updated and kept in the school district administration office. Acquisition, Storage and Disposal Naloxone shall be safely stored in the school nurse's office or other location designated by the school nurse in accordance with the drug manufacturer's instructions. The school nurse shall obtain sufficient supplies of Naloxone pursuant to the standing order in the same manner as other medical supplies acquired for the school health program. The school nurse or designee shall regularly inventory and refresh Naloxone stocks, and maintain records thereof, in accordance with the established internal procedures, manufacturer recommendations and Department of Health Guidelines. Administration of Naloxone When responding to a suspected drug overdose, district employees shall follow the steps outlined below: 1. Call for medical help immediately (Dial 9-1-1). 2. Call for the school nurse. 3. Upon arrival to the individual, the school nurse shall follow the steps outlined in the Pennsylvania Department of Health online training program for administration of Naxolone including checking for signs of opioid overdose, performing rescue breathing (or if CPR is needed), administering Naloxone as instructed in the training, placing the individual in a recovery position as instructed in the training, stay with the individual until emergency medical help arrives, and cooperate with EMS personnel responding to the incident. 4. The school nurse shall notify the building administrator Referral to Law Enforcement and Parental Notification The Superintendent or designee shall immediately report incidents involving the use of controlled substances on school property, at any school-sponsored activity or on a conveyance providing transportation to or from a school or school-sponsored activity, to the local police department that has jurisdiction over the school 's property, in accordance with state law and regulations, the procedures set forth in the memorandum of understanding with local law enforcement and Board policies. [4][5][6][7][8][9][10] The Superintendent or designee shall notify the parent/guardian of any student directly involved in an incident involving use of controlled substances immediately, as soon as practicable. The Superintendent or designee shall inform the parent/guardian whether or not the local police department that has jurisdiction over the school property has been or may be notified of the incident. The Superintendent or designee shall document attempts made to reach he parent/guardian. [4] [9] [10] [11] Referral to Student Assistance Program Any student who experiences a drug overdose shall be referred to the district's Student Assistance Program. [12] Indemnification The school district shall indemnify and hold harmless any employee who administers Naloxone in good faith to another individual experiencing a suspected drug overdose, if all of these conditions apply: [2] [13] [14] The employee did not act with the intent to harm or with reckless indifference to a substantial risk or harm in administering Naloxone to that individual. 1. 2. The employee successfully completed the training contemplated by this policy. 3. The employee promptly sought additional medical assistance before or immediately after 4. administering Naloxone.
