ON TALENT
AN
CHAIRMAN’S NOTE
I am greatly honoured to have been appointed Chairman
of Bord Scannán na hÉireann/the Irish Film Board (IFB)
and am fully committed to continuing the great work of
my predecessors.
The IFB has been supporting Irish stories told through
film, television, animation and documentary for twenty
years. These stories are an integral part of Irish culture,
and through the medium of cinema, with its massive
global reach and popularity — and nowadays through
online and broadcast media as well — they can travel
the globe and be shared with more people than ever
before. The IFB will continue to invest in their journey
every step of the way.
At home, the film, television and animation industry
generates substantial revenue for the economy, and it
shows great potential for growth and job creation in
the future.
As the development agency for this industry, the
IFB’s investment in Irish creative talent presents
an excellent return to Ireland, both culturally and
economically. I look forward to helping build on this
Irish success story.

ord Scannán na hÉireann/the Irish
Film Board (IFB) has been investing in
Irish feature films, television dramas,
documentaries and animation for twenty
years now, and I believe we have a lot to be
proud of. The sector has gone from strength
to strength, particularly over the last five years,
showing audiences a wealth of creative talent,
delivering growth and job opportunities in the
face of a massive economic downturn and a
significant reduction in funding for the IFB.
Projects supported by the IFB this year include films
by established directors Lenny Abrahamson (Frank),
Mary McGuckian (The Price of Desire), John Boorman
(Queen and Country) and Ken Loach (Jimmy’s Hall);
first-time feature directors Vivienne deCourcy (Wild),
Brian O’Malley (Let Us Prey) and Lisa Mulcahy (The
Legend of Longwood); and returning feature directors
Niall Heery (Gold) and Terry McMahon (Patrick’s
Day). Production also began on the animation feature
film Song of the Sea from the company behind the
Academy Award ® nominated The Secret of Kells, and
the new documentary feature film Gentlemen by multiaward winning director Ken Wardrop.
Films such as The Guard, directed by John Michael
McDonagh and starring Brendan Gleeson, What
Richard Did, directed by Lenny Abrahamson and
starring Jack Reynor, The Hardy Bucks Movie, directed
by Mike Cockayne, and Pilgrim Hill, directed by Gerard
Barrett, engaged audiences at home and around the
world. These films highlight the wide breadth of Irish
film driven by Irish creative talent. The work continues
with John Michael McDonagh’s new film Calvary, Lenny
Abrahamson’s Frank and John Butler’s The Stag, all of
which will be released in Ireland in 2014.
Irish animation TV producers performed outstandingly
at Cartoon Forum this year, presenting the highest
number of IFB-backed animated series ever to key
financiers. These included Puffin Rock, narrated by
Chris O’Dowd, and the continuation of the successful
series Punky. The IFB also continues to invest in Irishlanguage TV drama with An Bronntanas.
Over the course of 2013, the IFB invested ¤7.6 million in
feature film, television drama and animation projects. This
investment enabled Irish producers to raise ¤59.5 million,
which was invested directly into the Irish economy through
employment and spend on local goods and services.
20 Years of Storytelling
The IFB celebrated its 20th anniversary in April. During this time, the agency invested in hundreds
of feature films, feature documentaries, TV animation
and drama series, as well playing a central role
in developing the industry through training and
education. Our 20th anniversary showreel displayed
the variety and creativity of the Irish talent at work in
a selection of films produced since 1993. The Irish
writers, directors, artists and technicians involved in
these films can rightly be proud of the great work
they have done in bringing Irish stories to domestic
and international audiences.
And most importantly, the Irish Government
demonstrated its support for the industry by announcing
major improvements to the tax incentive for film
and television, Section 481, increasing Ireland’s
international competitiveness as a location for film,
television and animation commencing in 2015.
Global Reach of Cinema
Throughout the year IFB films, telling Irish stories,
crossed the globe and represented Ireland at the
highest levels of the entertainment industry. The
world’s most prestigious festivals hosted the premieres
of a wide range of Irish films, including Cannes (The
Last Days on Mars), Sundance (The Summit), SXSW
(Good Vibrations, Kelly + Victor), Tribeca (Run &
Jump, Dark Touch), Toronto (The Stag, The Sea, Life’s
a Breeze, The F Word, All Is By My Side, Stay), and
Sheffield Doc/Fest (Here Was Cuba).
Looking back at 2013, for me the global reach of
cinema was demonstrated by the extraordinary journey
of a small Irish short animated documentary called Irish
Folk Furniture. Tony Donoghue’s film began the year at
Sundance and went on to screen at Telluride and over
170 other festivals, picking up eighteen awards. It was
shown in Starbucks coffee houses across the US, and
even managed to fit in a screening at the prestigious
Victoria and Albert Museum in London along the way.
Through the international power of cinema, audiences all
over the world engaged with and loved a small Irish film.
The Catalyst Project
The IFB recently launched a new Catalyst Project,
which offers up-and-coming filmmakers the opportunity
to pitch for three low-budget feature film awards. Over
400 directors, producers and writers are participating
in the initial stages of this project. The enthusiasm
with which the scheme has been received and the
high calibre of participants involved leaves me very
optimistic about the new generation of filmmakers.
These are the creative artists who will contribute to
the future growth of Irish film.
7
The Future
The central role of the IFB is to invest in Irish creative
talent. Looking to the coming years, I feel very confident
in the cultural and economic value of the Irish film,
television and animation industry, and the growth
prospects and opportunity that it brings to Ireland. With
the exit from the bailout and the departure of the Troika,
confidence in the economy is coming back. The creative
industries have kept the spirit of Irish cultural life alive
through difficult times, and the IFB looks forward to
that creativity, talent and enterprise flourishing in the
next decade.

Production Activity
The industry continued to experience high levels of
production activity this year, ranging from feature film
and high-end TV drama to animation, documentary
and low-budget projects. This publication showcases
twelve Irish feature films, six creative feature coproductions, seventeen feature documentaries, two TV
dramas and eight animated projects, all of which were
funded by the IFB. International TV production in Ireland is at its highest
level on record. Major projects include the TV series
Penny Dreadful, worth over ¤33 million to the Irish
economy and shooting in Ardmore Studios, as well as
the second series of both Vikings and Ripper Street.
A Year of Change
2013 was a year of great change at Bord Scannán
na hÉireann/the Irish Film Board (IFB). In January,
the agency bid farewell to the board of directors so
ably led for eight years by chairman James Morris and
welcomed our new Chairman, Bill O’Herlihy, who
took up office at the end of April. The new team of IFB
Project Managers, comprising Rory Gilmartin, Mary
Callery and Keith Potter, were all in place and working
together by the end of May. Screen Training Ireland
joined us in February, providing a strong new focus on
training and education in content production. The IFB
introduced a change to the way in which we process
our funding applications by introducing a new online
application system in November.

t is 1952. Bill Rowan is eighteen years old, dreaming
his life away at the family’s riverside home, waiting to
be called up for two years’ conscription in the British
Army. His idyll is shattered by the harsh realities of
boot camp. He meets Percy, an amoral prankster; they
are rivals and antagonists, but they gradually forge a
deep friendship in the claustrophobic environment of a
closed, prison-like training camp. The pressure is briefly
relieved by excursions into the outside world, where
they both fall in love. Finally, Bill is confronted with the
shattered lives of wounded boys returning from Korea.

F
ew people know that renowned Irish tenor
John McCormack coached writer James
Joyce for the 1904 Feis Ceol singing
competition, where Joyce won a bronze medal.
And later that year, the two performed together
in Joyce’s only professional engagement as
a tenor. Through the characters of Shem the
Penman and Shaun the Post — the Earwicker
twins of Finnegans Wake — this film explores
their relationship, the roots of Joyce’s love of
music and the impact this had on his complex
final novel.

JULIE

A
large country estate in Ireland, 1890. Over
the course of one midsummer night, a
brutal, flirtatious power struggle takes place
between Julie, a young aristocratic woman,
and John, her father’s valet. In an atmosphere
of revelry and loosened social constraints, Julie
and John dance, drink, charm and manipulate
each other. She is haughty but longing for
abasement, he is both polished and coarse;
they are held together by mutual loathing and
attraction. Their escape comes in one final act
that is as sublime and horrific as anything in
Greek tragedy.

ileen Gray designed and built the first ever
modernist house on Roquebrune-CapMartin, France, in 1926 for her lover, the
architectural journalist, Jean Badovici. Le
Corbusier, an architect he promoted, so effaced
and defaced Eileen Gray’s moral right to be
recognized as the author of her work that her
legacy as one of the most influential inspirations
of a century of modern architecture and
design was consigned to oblivion. The Price of
Desire portrays the triangular tale of insidious
chauvinism experienced by the remarkable
bisexual Irish artist, architect and designer as a
universal female experience while cinematically
evoking the essential aesthetic of Eileen Gray.

his creative documentary explores the
complex relationships between men and
their mothers. It is neither a psychological
nor a philosophical study; instead, using
everyday portraits of men, and told from their
perspectives, it examines how the bond with
their mothers helps form their characters
and influences their lives. Set in the state of
Oklahoma, the film features characters from
different walks of life, from cowboys to lawyers
and nurses to preachers. It is filled with humour
and heart, but above all honesty and respect
for this unique bond.

his film is a eulogy to the greatest
institution in Irish society: the pub. Or, more
specifically, the Irish men and women who
own our pubs. The characters featured come

into what it means to be Irish.

the magnificence of the traditional Irish pub.”

HELL AND

F
ast, furious, female: roller derby is growing
in Ireland with a punkish zeal, attracting
determined women in a crippled country.
This sport is rising as fast as the economy
crashed, and it’s easy to see why — it’s fast
and physical, and it appeals to a woman’s
need to organise and express herself. With
total access over three years, Hell and Track
captures the explosion of roller derby and the
development of the characters involved. The
film has a natural sports arc, but it also drills
down into the drama of life as a young woman
in the western world today.

LIVING IN A T

his poetic and imaginative visual essay makes
unexpected links between events and locations, history
and contemporary life. The film revolves around the
notion of a sense of place, reflecting on the subterranean
traces of the past in the present and probing themes such
as the impact of colonialism, emigration, the famine, land,
housing and the role of art in society. Making extensive use
of archive materials, it explores the more elusive layers of
meaning that make up this country.

lasnevin Cemetery is Dublin’s city of the dead, who
outnumber the living beyond its walls. Necropolis:
Life and Death on the Northside tells the stories
of those who work there and those who come to bury
and commemorate the dead. This film is about life
in the present — it gives us a unique insight into Irish
society, our traditions, our rituals and our beliefs.

LOCKOUT
I
n 1948, the South African government
passed the apartheid regime. Nearly forty
years later, Mary Manning, a 21-year-old
checkout girl at Dunnes Stores on Henry
Street, Dublin, refused to register the sale of
a South African Outspan grapefruit. She and
ten other workers were suspended, and a
strike ensued that would go on for two-and-ahalf years. This drama-documentary tells the
story of these Irish checkout girls and that of
Nimrod Sejake, the man from a township in
Johannesburg who joined their picket line and
inspired them to change the face of the antiapartheid movement around the world.

RIDER
T
he first cycling whistleblower, former Tour de France
competitor and award-winning journalist Paul Kimmage,
brings us on a journey to the centenary Tour de France
to see how the sport of cycling is coping in the post–Lance
Armstrong era. Twenty years after he published Rough
Ride — the book that made him an outcast for lifting the lid
on doping — Kimmage returns to the Tour, asking difficult
questions. Will he ever really know whether the sport he
loves can move on and rid itself of its doping culture, or
are the stakes just too high?

UNBREAKABLE: W
THE MARK
POLLOCK STORY
hen Mark Pollock became blind at age twenty-two,
he thought it would be the worst thing to happen in
his life, but he worked hard to make the best of it. He
became the first blind man to win medals for rowing in the
Commonwealth Games, to complete six desert marathons
in seven days in the Gobi March and, incredibly, to race
across Antarctica to the South Pole.
But the gods weren’t finished with Mark. A week before he
was due to get married, he fell from a third-storey window
and broke his back in three places, leaving him paralysed
from the waist down. This documentary follows Mark’s
rehabilitation, as he deals with the realities of his new
situation and rebuilds his life.

WAY OUT
T
his is not a biopic of Gerard Mannix Flynn — writer,
artist, performer, politician — but a social document in
which Flynn features as a guide to particular aspects of
Irish life. In our society, the majority of citizens date, mate
and live within the confines of their own social grouping.
In doing so, they internalise the values and prejudices of
their own class and “other” those who don’t share them.
Difficulties arise when the values of one class dominate
and become the norm against which everybody else is
measured. This is the story of one man’s struggle against
himself and those who wish to contain him.

DEMOCRAZY
Y
oung Colombian activist Katherin Miranda
believes in honest politics and in changing
a violent and corrupt country by peaceful
means. Inspired by her mentor, the famously
strange Colombian politician and philosopher
Antanas Mockus, Katherin is on a mission to
change the cultural and political identity of her
country; a Colombia dominated by illegality,
war, drugs and an erosion of trust. Katherin
awakens the young generation, and together
they create a movement to change the political
system. But is it possible? Can they overcome
the past and look towards a peaceful future?

n the shadow of Bagram Airfield — the
bastion of U.S. military might in Afghanistan
— exists a wartime economy that is run and
controlled entirely by children. Nomadic Kuchi
youngsters dig out anti-personnel mines and
sell them to the child workers of the lapis lazuli
mines. They in turn blast the precious blue
stones free from their ancient resting place,
to be smuggled by child soldiers, who control
their passage to China and Tajikistan. There,
the stones are bartered for arms and opium,
the very lifeblood of the Taliban in their war
against the U.S. occupation.

twenty-five years and still shows no signs

Bord Scannán na hÉireann/the Irish Film Board (IFB) invests in new
talent by giving filmmakers the chance to develop skills in live-action
filmmaking, documentary, animation and digital technology. To this
end, the IFB provides funding for short films through a series of
schemes, all of which welcome and encourage Irish-language entries.
Déanann Bord Scannán na hÉireann (BSÉ) infheistíocht i
scannánóirí nua, ag tabhairt deise dóibh scileanna a fhorbairt maidir
le scannánaíocht bheoghníomhaíochta, fhaisnéise, bheochana agus
theicneolaíocht dhigiteach. Chuige seo, cuireann BSÉ maoiniú ar
fáil do ghearrscannáin trí réimse scéimeanna, atá uilig oscailte roimh

SIGNATURES
Signatures is the IFB’s flagship short-film
scheme. It showcases live-action short
filmmaking, encouraging strong, original
storytelling, visual flair and production values
appropriate to the big screen. These short
films act as a proving ground for Irish creative
talents who aspire to write, direct and produce
feature-length films for the cinema.
FRAMEWORKS
Frameworks is a short-animation scheme that
looks for filmmakers with imagination, visual
flair and commitment to innovation. It is also
open to established animators who wish to
realize more personal and creative projects.
Frameworks is co-financed by the IFB, RTÉ
and the Arts Council.
These Signatures films premiered at the
Galway Film Fleadh 2013.

REALITY BITES
Reality Bites is a short-documentary
scheme that encourages experimentation
and a fresh approach to non-fiction
filmmaking, whether the documentary
is journalistic or creative, observational
or aesthetic, objective or personal.
GEARRSCANNÁIN
Gearrscannáin offers new directors a chance
to produce Irish-language shorts that challenge
viewers and introduce interesting themes,
while also appealing to a general audience.
These Reality Bites films premiered at IFI
Stranger Than Fiction 2013.
Tugann Gearrscannáin deis do stiúrthóirí nua
gearrscannáin as Gaeilge a dhéanamh, a
