2016 WPLF MID‐WINTER TRAINING CONFERENCE KEY NOTE SPEAKER
“Lessons Learned From Ferguson, MO"
Chief Jon Belmar was appointed to the position of Chief of Police on January 31, 2014 by the St. Louis County Board of Police Commissioners. By County Charter, the Chief of Police is responsible for the law enforcement duties of the Sheriff. St. Louis County is unique in the U.S., as it does not have an elected sheriff. Chief Belmar has served the agency since 1986. The St. Louis County Police Department serves a population of over one million and a geographical area of more than 500 square miles. Current agency strength is nearly 1,100 and it has a budget of more than $113 million.

Chief Belmar began his career in the Affton Southwest Precinct in 1986 as a patrolman. He also served in the South County Precinct and the Tactical Operations Unit before his promotion to Sergeant in 1995. As a Sergeant he served in the West County Precinct as a watch supervisor until selected to run the Department's Arson and Explosives Unit in 1996. In 1998 he was promoted to Lieutenant and remained within the Division of Criminal Investigation as the commander of the Bureau of Crimes Against Persons. He remained in that position until his promotion to Captain in 2004 at which time he was assigned as the Commander of the Affton Southwest
Precinct and later as a Captain in Special Operations. He was promoted to the rank of Lt. Colonel in July 2013 and assigned the position of Commanding Officer of the Division of Special Operations.
Chief Belmar was appointed to the boards of Medal of Valor, S.T.A.R.R.S. and Backstoppers. He is also a member of the International Association of Chiefs of Police, FBI National Academy Associates, N.O.B.L.E., National Tactical Officers Association as well as the NAACP.
Chief Belmar earned a bachelor’s degree in Criminology from Arkansas State University, and attended the FBI's Hazardous Device School at Redstone Arsenal, Alabama, where he was certified as a bomb technician in 1997. He attended the 228th Session of the FBI National Academy in 2007, the 56th session of the Senior Management Institute for Police in 2014, and the 38th session of the FBI National Executive Institute in 2015.Chief Belmar has presented in front of the FBI National Academy, Police Executive Research Forum, and the Regional Business Council, among others.

The Wisconsin Police Leadership Foundation (WPLF) cordially invites you to attend our Non‐Denominational Prayer Breakfast with vocalist Cheri Peters (wife of WPLF Conference Coordinator Pete Peters) and special guest speaker performance artist David Browning aka the “Mayberry Deputy.”
Tickets to attend this event are $20.00/person and may be purchased during the Training Conference at either the Attendee or Exhibitor Registration Booths until 3:00pm on Monday, February 8th. The ticket price includes a plated breakfast, gratuity and other expenses relating to the hosting of this event.

Dave Perlman teaches at a number of law enforcement training schools and conferences each year. As an Assistant Attorney General with the Training and Standards Bureau, he coordinates training programs for both police and prosecutors. His areas of expertise include constitutional law, use of force, open records, and management liability. Prior to joining the Department of Justice, Mr. Perlman served as an Assistant District Attorney in Chippewa County where he prosecuted cases in both adult and juvenile courts. He also has experience in criminal and municipal law as an attorney with a private law firm.

Kyle Gulya is a Shareholder in the Labor and Employment Law Section. Kyle advises both public and private sector employers with employment‐and labor‐related issues including regulatory compliance, antidiscrimination practices, contractual and workplace policy matters, and personnel management. He handles numerous aspects of labor‐management relations from advising clients during union organizing campaigns to serving as chief negotiator during collective bargaining negotiations. He also advises clients regarding complex internal investigations and effectively resolving personnel disputes. Kyle frequently advises clients regarding employment agreements, independent contractor agreements, covenants not to compete, and confidentiality agreements. Kyle also assists clients with crisis communications and effectively handling crisis situations, and he regularly advises clients regarding Wisconsin’s Public Records Law and Open Meetings Law.

Tuition Reimbursement Opportunities!
Continuing education plays a critical role in the development and mastery of the leadership and management skills necessary to effectively administer any police agency.
To better help prepare Wisconsin Chiefs of Police and other executive law enforcement command/supervisory personnel for their leadership roles within their departments and communities, the American Military University (AMU) has partnered with the WCPA as well as other statewide law enforcement associations to develop undergraduate and graduate level Law Enforcement Executive Leadership Certificate Programs.
To best suit the busy lives of officers, AMU’s Law Enforcement Executive Leadership Certificate Programs courses are offered and may be completed 100% online. Furthermore, officers who wish to continue their education may then apply those courses toward a bachelor's or master's degree in criminal justice, management or public administration at AMU.
The educational foundation of the WCPA, the Wisconsin Police Leadership Foundation (WPLF) has allocated up
to $3,000.00 for a tuition reimbursement award(s) to help cover the course tuition costs for an eligible WCPA
Member, or a WCPA Member's Command Staff of Lieutenant or above who would like to continue their
education by participating in Law Enforcement Executive Leadership Certificate Programs offered by AMU!**
